reasons they objected to the Koll
Center expansion was the claim
that it would create jobs.
The jobs, they say, would not
be Newport Beach JObs, so why
should Newport Beach support
that?

parade compromise

least regarding the
2002 Newport Harbor
Chnstmas Boat Parade.
The Newport Beach C hamber
of Commerce announced last
year that 1t would scale back the
S.th annual event lhls Decem·
ber, decreasing the amount of
days from seven to hve and
shortenmg the route That way,
boaters would remam interested
throughout the route, the cham-
ber conte nded.
But the changes to the route
drew fire from n!Sldents. many of
whom watch the parade each
year from the11 waterfront homes
Then. the news came earlier
this week that yet another
chang has been propc>Md. The
chamber. wtuch will play host to
residents on Wednesday to dis-
cua the late t plan, suggests the
amount of days remain at five,
but that the route take two differ·
ent cours . On three days. It will
remain shortened. and on Friday
and Saturday. It will return to Its
pTeVk>us. longer version.
The changes were made,
again, to appease u many resi-
dents living along the route u
possible. Residents along the
West Udo Channel and the tip of
the Balboa Pen1n.sula are exclud-
ed In the shorter route, but will
enjoy tbe parade for those two
key nights. Both Friday and Sat-
urday will be prime for their
parade-viewing parties.
But, as always, It turns out that
a few residents are stlll unhappy.
Alter all, the first day of the
parade -the third Wednesday of
December -will till be bort-
ened and will leave out homes
along the West Udo Owulel and
the lip of the peninsula. Those
residents1a.rgue that the first day
of the event ls tbe best day for
viewing.
However. the chamber and its
commodores club has mad a
wise and thoughtful compromiH
that should pleue ell since every-
one -as before -will still be a
part ot the parade.
But stay tuned, there's a good

The biggest part of the job, said
Uoyd Dalton of the Newport Beach
Public Works Department, is
replacing the concrete decks on
eech pier.
•The old pier surfaces were bro-
ken in a lot of places,• Dalton said.
•They were getting much too flexi-
ble in the ocean storms and wind.
We're stiffening up the piers to
their original structural integrity.•
Crews have tom up all the con-
crete on which tourists, visitors and
fishermen have walkefi since the
piers were young. By Wednesday,
pouring of the new concrete was
finished on Balboa Pier and just
beginning on Newport Pier. ln a
task involving about 30 workeJS at
once, a hose carrying just-mixed
cement ran to the end of the 1,032-
foot-long Newport Pier from a
cement mixer parked on the shore.
Cement will cover the wooden
deck that serves as the under-
skeleton of the 24-foot-wide pier.
·The deck will be all brand-new
concrete,• Dalton said. •Jt makes it
stronger and also improves the look
a great deal.·
This new surface will definitely
make the most noticeable differ-
ence on the Newport Pier. But on
the Balboa Pier. an even more
salient improvement is on tap. The
corroded metal pipe handrail run-
ning the 919-foot length will be
replaced with a new wooden
handrail.
•That's going to be pretty strik-
ing,· Dalton said.
Beneath the piers, some less-
striking but no-less-important work
'has also played an important role in
the $2.7-million renovation project.
Pilings rotted with time and weak:
ened by powerful waves have been
replaced and reinforced, along with
the steel attachments that hold
them together.
Another major change also com-
bines functional and aesthetic
improvements. 1rencbes running
along the westerly side of both
piers will hide utility lines from
view, while giving workers better
access to the electricity, gas, water
and phone ~ces they carry.
When the bdlk of the work on
both piers is done by the end of
March, and when Ruby's reopens
on the Balboa Pier and l'fewport
Pier Seafood Company Restaurant
reopens on the Newport Pier, a
new chapter in Balboa history will
begin.
•These are pretty significant
changes,· said Jim Fournier, local
historian and brains behind

The piers, he said, have been
central to We on the peninsula
since their first incarnations. The
Newport Pier was first built in 1889
as McFadden Wharf. Seventeen
yea.rs later, a companion -the Bal-
boa Pier -appeared on the hori-
zon to its west.
At Us peak, McFadden Wharf
was the site where 550 shipa each
year unloaded lumber and stocked
up with local goods like produce

the Balboa Pier.
•They both bad to be completely
rebuilt,· Fournier said. •But it's
commonly believed that McFadden
Wharf was in the same location as
Newport Pier, which replaced it.
That's not true. Mcfadden wharf
was actually a little further west
than the pier now stands.•
When the McFadden trading
legacy waned, buckling under
rough competition. both piers set·
Ued into their current persona.a u
places to walk, fish and watch the
waves -a legacy that will soon
continue.
•The Balboa Pier bu definitely
been one of the center points of
Balboa,• Fournier said, recalllng
the late 1970. whpn it was the
place of huge Fourth of July
celebrations.
•1 remember kids would throw
firecrackers up on the pier to make
everybody Jump. Powth of July
was a reelly big deal in thote
clays,• he said.

and tourists in mind, u well as

rants a.re slowest in the winter
months.
Contrector John S. Meek Co. is

piers, thanks in part to good weath-
er. By mid·April, when even the
finishing touches like new signs
and a new parking entrance area at
Balboa Pier ue complete, business-
es and residents alike are looking
forward to enjoying beautifully
redone piers.

Gardner spent perts of four eeasons (1991·9')
as a utilltY, lnfie1der wtth tbe Mets. Padres and
Expos. collecting 12 l hits. one homer, 26 RBis
and posting a .2'8 ~batting average.
After his playing days, Gardner became an
advance scout for tbe Padres, ln addition to
gMng private lestODS to numerous locaJ players
over the years.
But, last year, he followed bis plan to return to
the Held and guided the Oregon-based Emeralds
to a 32-4• mark ln the Northwest League.

The competition, however, was different than
he experienced as a player.
•tn my case, so much of my career ended up
being at the triple-A level.• the 38·yeas-oJd
Newport Beach resident said. •When you're so
close to tbe blg leagues, it really becom a
self-centered approach to playing. The bottom
llne ls bow you do and doing what you have to
make it to the big leegues.
·But. from a managertal standpoint. l really
enjoyed the fad that, while I wanted lndivtduals
to do well, winning and io..ing is what I cared
about. That pert was fun.·
Despite wanting to win, Gardner said an
emphasis on player development often dlctatod
more of his game decisions.
•There's no question that my job is to develop
players for the San Diego Pad.res.• he said.
"Then again, I would also like to advance In my
career and when you wt.n, ll at least gives the
appearance of be.Ing more successful. So, you
kind of get stuck ln the middle. There are limes
when pinch-bitting for someone as the right
decision to wtn the ballgame, but not th right
decision when at comes to developing lhdt
player. At blnes, you cost yourself opporturutJes
to win the ballgame, because you're lhinkmg
about player development •
