COSTA MESI c1n COUICIL WUP·UP
WIAT UPPlllD: cm HALL
Here are some of the decisions that
came out of the Costa Mesa City Council
meeting on T~ty
WHAT HAPPENED:
Counctl members apPfoved a resolu-
tion strongly urging county off lcials to
e>Ctend the John Wayne Airport settle-
ment agrMment.
4-1 • The agreement places a
cap on flights at the airport
and the times ~can
take off and land. It is sched-
uled to expire in 2005.
The resolutton endorse
an agreement adding four gates and 2
million passengers over the 10 years
after the 6grffment ends
Audience members expre.d frustra..
tion with the wording of the reolutior\
saying It was too lenient Many residents
said the coun<JI should demand that no
fhghts be added and others charged the
crty has taken a back ~at on airport issues.
Councilwoman Libby Cowan said Costa
Mesa has been involved as much as possi·
ble but was not 1nv1ted by the county to
directly part1<1pate 1n the negotiations.
City Manager Allan Roeder has kept tn
contact with the county Board of Supervi·
sors and Newport Beach offteials. who are
considered to be the lead negotiators.
WHAT IT MEANS:
Costa Mesa 1s ott1c1ally on record as
supporting the extension of the John
Wayne Airport settlement agreement.
WHAT THEY SAID:
Councilman Gary Monahan said he
understood residents' frustrations but
needed some room to negotiate with
county off1c1als
•This scenario may not be perfect.
but it's the best we can get rtght now.·
Monahan said
• Councilman Chris Steel dissented
Counc;1I members altoc.ted about
S2.6 million in extra rewnue funds to
varlOU$ ~I impr~ Pf'ojeds
and m. implementation
4 1 • of community objectives.
• The council reviewed
the options for the uw of
$2, 596,420, which was
r9PQ(ted as general fund
net revenues by an independent auditor.
The financ• Mpartment ti sugoest1ng
the council vote to wve 35% li>r next
year's budget. 50% on various capital
1mpt"ovement ptOJKU and 15% on the
recently Identified community objectives.
Some of the recommended capiUI
improwment projects include decorative
street lighting 6n 19th Strfft from Park
to Placentia avenues, paving of 19th
Strfft from Anaheim to Park avenues,
and the design com of the Pohce
Department expansion.
Monahan also questioned giving
SJ, 700 to the Orange County Human
Relations Commission. as asked for in
one of Councilwoman Karen Robtmon's
community obJecttves That mue was
voted on separately from the others
WHAT IT MEANS:
The net r~nue will be earmarked
for the designated uses
• In favor of all des1gnat1ons except
the Human Relations Commission fund·
ing Steel d1s.sented.
The vote was 3 to 2 in favor of giving
S3. 700 to the Orange County Human
Relations Comm1ss1on Steel and Mona·
han dissented.
WHAT HAPPENED:
The City Council approved a change
to a city code that a llows canopies to be
used at car dealerships and carwames
but bans them from res1dent1al drive--
ways.
The council earlier pos1poned the
canopy issue, saying 1t needed better

S.ndi Benson, chief of code enforce·
~t for the city. defined a canopy as a
durable fabrtc that Is cus-s 0 tom frtted over a metal

least one side.
Monahan wanted to
ensure the residential ban
would not pr~nt people from having
tents for special ~nts
Benson assured him that tents or
canopies could be used 1f a si>ee1al per·

In C>Kember, the Planning Comm1s·

allowed at car dealerships and carwashes
but not tn residential areas Despite the
recommendation, code enforcement
staff suggested the use of canopies on
