$420,000 set aside in the late 1980s to
improve library services for residents

a sheriff's substation reportedly
improved the Aliso Viejo substation.
Residents want to know why.
These two items are just part of a
list of questions being prepared for
county officials that aims to get to
the bottom of a $50-million question
about bow and where Newport
Coast taxpayer money was spent in
the 1980s and '90s.
Residents plan to present their
specific questions to the county in
about 60 days in the hopes of find-
ing out whether millions of dollars
in assessment district taxes and
some developer fees were spent on
their intended purpose and area.
Unlike an open-ended set of
questions residents posed in spring
1999 that turned up •unsatisfacto-
ry• answers more than a year later,
the current inquiry intends to pin
down county officials with specific
dates, fund names, projects and dol-

fully explained,• said Jerry Ross, a
member of the Newport Coast
Advisory Committee's finance sub-
committee, which is leadmg the
inquiry. •we Just want the county to
explain what they did.•
The library and sheriff's substa-
tion were pa.id for by the lrvme Co.
in the form of developer fees ear-
marked specifically to benefit
Newport Coast residents. While it
could be argued that the Aliso Viejo
fad.lities serve the community, many
residents say 1t would have made
more sense to put the money into
the Newport Beach library system
or a closer county library.
In fact, a 1998 county report
sho~ that some of the Irvine Co.
funds helped bwld the Newport
Beach Central Library on Avomdo
Avenue. Assistant City Manager
Dave Kitt said the city didn't receive
any of th.ts money .

years to the nighttime curfew
in a proposal to extend flight
restrictions at John Wayne
Airport, potentially securing
protection against the roar of
jets over houses m the city
through io20.
Under the te rms of a pro-
posed exte nsion, whlch
would continue the fllght lim-
its through Dec. 31. 2015, the
airport's curlew couldn't be
changed by the Orange
County Board of Supervisors
until l>ec. 31, 2020. That
gives the city five more years
than was included m the first
draft extension that was ten-
tatively approved Feb. 26.
Add.mg to the curlew pro-
vision was intended to give

first fa ces you saw walking in. He

and suggested to you a good seat.

"It's harder, as the church gets
larger, because you have so many
new people,• the usher said. ·And
some people, you never see because
they go to a different service.· the number of people attending the
service.
The head usher at the church for
somewhere between 20 and 30 years

resident says he volunteers his time
every Sunday because "it's tho
During the service, he and his fel-
low ushers will collect the offering,
bring the baskets to the pastor so he
can bless them and then take them
to a safe place.
But when it comes to the congre-
gants he does see, Spies said he is
always happy to see familiar, as weU
as new, faces.
The 73-ycar-old has even passed
on the duty to his family. His son
ushers at the church and so does his
grand.son.

His duties as an us her include
greeting people, handing out what
he calls •bulletins,• directing people
to seals (especially when it gets
crowded) and taking a head count of

hopeful Gerrie Schipske has nailed
down an endorsement from one of
the biggest names in the House of
Representatives: Rep. Barney
Prank.
The Long Beach native bas also
secured a local endorsement from
Women in Leadership, an Orange
County political action committee.
That blessing came at a June 6
luncheon at the Pacific Club in
Newport' Beach.
Frank, a liberal Democrat who
has held a Massachusetts seat in the
House since 1981, is backing Rep.
Dana Rohrabacber's Democratic
opponent in the newly aligned 46th
District.
Scbipske, a nurse, attorney and
instructor at Cal State Long Beach,
hopes to unseat Huntington Beach's
Rohrabacher in the Novembe( gen-
eral eledion. She bas run against
other Republican incumbents. In
2000, she came within 1 % of
unseating former Rep. Steve Hom,

The city's $36,000-a-year
price tag for adnurustering a
storm-drain permit will jump
to $224,000 next year, a cost
city officials say is well worth
the benefit of improved water
quality.
But the nonmonetary costs
to business owners and resi-
de nts will come as the biggest
shock.

the street reportedly made
the 911 call. The homeown-

alerted by a neighbor and
was outside when the Fire

Once at the scene, fire-
fighters saw the fire had

house, onto the roof and into

Sanitary district postpones
decision on sewage waiver
The Costa Mesa Sanitary District
postponed a decision Monday on
whether to support a federal sewage
waiver for the county sewer agency.
Board members unanimously agreed
to delay the decision a week, to just two
days before the Orange County
Sanitation District decides whether to

Indians teadoff hitter Cody Stroud
opened the game with a single, stole
two bases and scored the Indians first
run on a wild pitch.
Catcher Tyler Rinker, who would
hit a two-run home run in the fifth
over left-center-field fence, walked,
stole two bases and also took
advantage of a wild pHcb to score the
Indians second run in the first.
The runs kept coming in the
second as the Indians had four
consecutive hits, including singles by
Chris Shea and Buddy Huber, an RBI
double by Stroud, as well as an RBI
singJe by center fieJder Brian Frattali,
to increase the lead to 5-0. Huber's hit
was a looper that dropped abOut a
foot inside the foul line in shallow left
field.
"l wish I bad an excuse but I
don't,• said D-backs Manager Bill
Redding. "They played super and we
didn't. We hit it right to people. I give
all the credit to Robinwood. They
were aggressive. At the TOC, you
have to be on top of your game and if
you're not. they'll jwnp on top of you.•
The Indians' quick start was aided
by three Diamondback wild pitches
and two errors in the first two innings.
The D·backs scored their only two
runs with one out in the third, as Riley
Hart connected on an 0-2 pitch to
send the ball sailing over the fence in
left-center fieJd for a two-run shot.
The blast scored Ryan Redding, who
had reached when Huber bottled bis
hard-hit grounder to third.
Aside from Hart's home run,
Buchan allowed no other damage.
Buchan struck out nine, fanning the
side on 12 pitches in the fourth. He
scattered five bits and did not issue a
walk.
Hart pitched two innings in relief
of D-back starter Brandon Maurer.
Hart struck out two.
Maurer went 1 for 3 with a single
and also struck out two in bis two
innings on the mound.
Ryan Redding, who had two hits,
pitched the final two innings for the
D-backs.
With the bases loaded and one out
in the second, D-back catcher Chase
Harrison alertly fired the ball to third
baseman Eddie Tomasek, who
tagged out Stroud as be slid head-first
trying to get back to third.
Tomasek, who was called up from
the Cardinals to complete the D·
backs 12-player roster -per TOC
rules -singled sharply to left fieJd in
the sixth.
Thay McClanahan had the fifth D-
back hit, beating out a sqwbber in

butterflies for the Indians, particular-

back players, Rinker sa.ld.

Though the D-backs' season ended
with Monday's loss, four players, as
well Manager Redding, will now
represent the league's second-place
finisher on the CMNLL Majors All·
Star team. which begins practice today.

Athlete of the Year.
Great strides
came for Allen in
the 2001-02 school
year. She started
the year with an
individual Pacific
Coast League cross
country title, Julie Allen breaking a 10-year-
old course record
(16:53) at Irvine Regional Park. She also
led the Sea Kings to a PCL team title
and then won the ClF Division Ill
individual cross country crown.
Allen, the PCL's Girls Athlete of the
Year, went on to finish second in the
state and then capped her season by
finishing third at the prestigious Kinney
Invitational. Her second-place finish
in stale was her fourth appearance at
themeeL
In track and field, Allen successful·
ly defended her PCL titles in the 1,600
meters and the 3,200, while adding a
title in the 800.
Showing no signs of slowing down,
Allen continued to peak, as she broke
school records ln the 1,600 and 3,200.
She won her second straight C IF
Division III 3,200 title with a school-
record 10:33.95, the best time in the
Southern Section (alJ divisions) this
year, May 18 at Cerritos College. Allen
also won the CIF Division 10 title in
the 1,600 and finished second at the
Masters Meet the following week,
when she broke a school record with
her personal-best 4:57.57.
