School official decides
to leave Newport-Mesa

Mike Fine, 41, who has been
with the Newport-Mesa Unified
School District since 1992,
earned the unanimous approval
of Riverside's Board of Trustees
on Wednesday.
The district will now embark
on a search for his successor,
trying to find someone of the
same caliber and character to
replace him, said Supt. Robert
Barbot.
While Fine helped secure
pdSsage of a $110-million bond,
enabled the district to be eligi-
ble for anticipated state funding
or about $63 million and is now
overseeing the modernization
efforts, he said the program will
run smoothly regardless of who
LS in charge.
"The ballot required that it
be run by outside project man-
agers," Fine said. "They are
extremely qualified people that
know wha t they're doing ... It
doesn't need Mike Fine."

KEEPING AN EYE ON THINGS
The sanctity and mtegrity of the
voting process 1s a holy thing for Bill
Weiss.
The Newport Beach resident
worked his thud election last week,
overseeing the polling place at the
Newport Bluff Apartment Villas.
Weiss served as the inspector of
the polling place, which was in the
dubhouse of the exclusive apartment
complex.
He watched over the voting,
handed out a list of write-in candi-
dates for a controversial judicial race
and ensured that no one tampered
with the process.

would quickly enforce the law that

PUTIING IN A DAY'S WORK
Polling place inspectors aren't
paid much, but Weiss pulled in $170
for a full-day's work. He arrived at
the d ubhouse around 6 a.m. to set
up the booths and prepare for the
first wave of voters.
The polls opened at 7 a.m. and
Weiss was ready with ballots, a vot-
ing box and a roster of names from
the surrounding area that were
assigned to that location.
If voters arrived who weren't on
that ~roster index,• Weiss gave them
provisional ballots, which the Orange
County Registrar of Voters reviews
before they are counted.

POUTICAL·DRAMA
Weiss, 69, has lived in Newport
Beach since 1986. He worked as an
inspector during the 2000 Presiden-
tial election and a 1999 local e lec-
tion.
He worked as a sea captain from
1967 to 1998, when he retired.
Weiss said he agreed with a
judge's ruling on March 2 that
required inspectors to post the list of
write-in candidates in the race to
unseat Judge Ronald Kline, who bas
been indicted on child pornography
and molestation charges.
The 11 write-in candidates w ho
challenged IOine drew 67% support,
forcing the tainted judge into a
November runoff.

of the Newport Beach City
Council meeting on
Tuesday.
WHAT HAPPENED:
A develop-
ment of 22
live-work
lofts in Can-
nery Village
won the City
Council's blessing. The
development combines
ground-floor commercial
space with upstairs resi -
dential space in one unit.
The project is set to be
built along both sides of
30th Street, between Villa
Way and LaFayette
Avenue. The 22 lofts
would be free-standing
units of about 3,000
square feet. Four will sit
on the Rhine Channel
waterfront.
WHAT IT MEANS:
The Cannery Lofts are
now just one step away
from final approval. The
Coastal Commission will
get the last say on the
project. A date for that
hearing has not yet been
set.
WHAT THEY SAID:
"We think this project
will give a boost to the
area," said Richard Luehrs,
president of the Newport
Beach Chamber of Com-
merce, who spoke in sup-
port of Cannery Lofts pro-
ject.

Ridgeway's selection. Shel-
ton and Lugar will lead
the group's monthly meet-
ings to help guide city
officials as they update
the general plan.

Ridgeway said of Shel-
ton and Lugar, "Obviously,
their goal is to bring
together all the visions
that are on the table and
to be consensus builders."

until after the General
Plan Advisory Committee
has disbanded. Council-
man Gary Adams suggest-
ed asking the firm to pro-
vide period updates of
their findings, in hopes
that the Information will
help committee members
make the best possible.

$2,300; lots that were $924

$864-per-montb lots would be
$1,800.

OCC president leaves

Orange Coast College
only boasts one female
president
Last week, after a sue-year
shnl, Mdrgaret Gratton
resigned to pursue personal
mterests and other goals. Her
Lhree-year contract expires
July 15.
Grdllon's presence will be

Over her six years, about
3,000 more students have
boosted the school's enroll-
ment to 28,000, its largest on-
campus enrollment yet. The
amount of trcmsfers to Cali-
fornia State Uruversity sys-
tem schools has also
increased.
During her tenure, Grat-
ton also tured 100 new facul-
ty members dnd created 20
new full-tune pos1bons.
Also, m January 2001,
OCC received a full six-year
accreditation from the West-
ern Assn of Schools dnd Col-
leges.
Further, the school's foun-
dation recently boasted its
best year, raising about $3
million in cash and m-k.ind
dondtions. Over the six years,
the foundation brought in
close to $18 million.
The college opened its
$15-million, 78,000-square-
foot arts center during ber
tenure, and the school is now
raising funds to build a $2.5-
million arts pavilion !'n cam-
pus.
In the fall, Gratton, who
spent 26 years in education
in Oregon before joining
OCC, earned the 2001 Out-
standing President Award
from the California Commu-
nity College Council for staff
and organizational develop-
ment.
In collaboration with the
Newport-Mesa Unified
School District, OCC created
Middle College High School,
which helps underachieving
high school students.
During Gratton's tenure,
the service learning program
was created and the honors
program expanded. SeJVlce
learning allows students -
so far 6,000 -to earn acade-
mic credits while contribut-
ing to service community
groups.
Gratton has helped steer
OCC's expansion and pro-
grams and we can assume
that school officials have
their work cut out for them tn
filling the void that will be
left with her departure.
Good luck to those offi·
cials and to Gratton in her
personal endeavors, and
thanks to her for a job well
done.

Your happy contributors actually
seemed to be pleased and proud of
their recent snowmobile exploits in
Yellowstone. They blithely relate log-
ging up to 160 miles A da1 on their
infernal machines.
All of the time that they were
slashing up the snow, they were pol-
luting the air, stressing wildlife
dlready on seasonal tightropes of sur-
vival and destroying the sublime
experience of that national shrine for
anyone witlun hearing of the pene-
trating, extremely loud screanung of
their engines. Way to go, what fun
Why a selfish, anllSoaal minority

create such havoc and inflict such
punishment on fellow humans and
helpless wildlife alike is beyond me.
Why go all the way to Yellowstone
National Park to pollute the air and

Measure W, was defeated in 18 cities
and passed in 15 cities.
The large city of Huntington
Beach was 60% no. Costa Mesa was
60% no, and Newport ~each, my
city, was 85% no. Th~ only thing that
made lhe initiative pass was turnout
disparity between north and south.
The small town of A.lis9 Viejo was
6% no, but this wiU tum around
when businesses realize they need
the planned El Toro lntematfonal air-
port.

County on this issue will be

to produce more high-priced

will probably end up going to
the city of Irvine. Meanwhile,
the pressure will build and
build and build to expand
what was once a commuruty
airport at John Wayne so that
our pals in South County
won't have to be inconve-
nienced when they want to Oy.
I've been reading all the
double-dome stuff about the
real meaning of the victory of
Measure W. I can't recall any
such analyses following the
only two straight-up votes on
this issue in which the airport
won handily. Now we are
being told that embracing W
means that Orange Countians
, have turned away from pursu-
ing economic growth and
regional thinking to deal with
an identity crisis that has
turned finally into a battle for
the soul of the county.
Maybe SO. 0r maybe it WclS
a lot simpler than that. Maybe
a group of well-heeled pam-
phleteers with liWe regard for
truth scared the daylights out
of many thousands of ab.zens
who would have been affected
little or not at all by a reason-
able commercial airport. And
the small percentage of North
County people who bothered
to vote on t.h.Js 1SSue and
wouldn't have been affected at
all couldn't overcome t.h.Js out-
pouring from the south.
One other thmg. 1 cdll't
avoid confronting the uritat-
ing likelihood that while we
were spending millions of dol-
lars to make the case for an El
Toro airport, the Bush Navy
Department -assisted by our
congressman -was waiting
to drop the other shoe that
would negate all that expense
and effort.

that effort Right now, John
Wayne carries the burden of
air transportation for a county
with an economy that would •
rank about 30th in the world if
it were a country. To~ us
to carry an even heavier bur-
den -especially when an
alternative has been stiffed by
people ~ho will <;ontribute to
that burden -is eminently
unfair.
• The people who rejected El
Toro can't have it both ways.
As James Flanigan wrote in
the Los Angeles Tunes: "Fail·
ure to develop alternative air-
port capacity will severely
imperil the region's economic
growth.• The Southern Cali-
fornia Assn. of Governments
estimates that the failure to
build El Toro could cost this
region 16 to 18 billion a yedf
in lost commerce -which
would build a lot of Great
Parks.
All this would suggest that
the soul-searching start with
the people who refused to
share this burden. U they have
any sense of fair play, they
won't be looking in this direc-
tion for solutions. Perhaps the
appropriate next step was
suggested by a demographic
expert named Robert Lang
who has studied Orange
County extensively for many
years. He told a Tunes
reporter that the county "is
shl.fting gears to a more
mature model of growth."
Now that's just fine with
me as long as this maturity
doesn't lead to extending the
runways at John Wayne. ll
that's what finding our soul
requires, then the game isn't
over. Not yet.

adversarial relationship downstairs.
Her torment is first illustrated and
then, much later, explained, a play-
wright's gambit that could be risky
in less-capable hands. It's a sensi-
tive and poignant interpretation
that also features some sparkling
dramatic fireworks.

W hen I think of mall
' food, I think°' tepid Chinese buf-
fets, over'-the-tounter burg-
ers and the sugared aeaIJl-
cheesy wonder known as
the cinnamon roll. The cui-
sine-at Quattro Cafe in
South Coast Plaza is as far
from that as the earth is from
Mars.
Between the cha.nn of its
quick and professional wait
staff and the quality of its
mostly Italian menu, the
Quattro may have ruined me
for the florescent lights of
the food court.
The former Annani Cafe
is one of four South Coast
Plaza eateries run by restau-
rateur Antonio Cagnolo,
who also owns Antonello
Ristorante. Located next to
Emporio Armani on the first
noor, it's a wonderful place
to sit and watch the fashion
plates walk by.
The framed black and
white photographs of Italian
scenes, which bring to mind
the work of filmmaker Vitto-
rio de Sica, are easy to see
with the restaurant's daytime
lighting. But at night, the
wall decor fades as the cafe
succumbs to the romance of
candlelight. lf you're
involved with a shopaholic,
this is the place to take her
for that break in between
helping to find that perfect
present for your parents.

There is a fine line in
restaurant service between
being attentive and being
intrusive. The staff at the
Quattro is one of the best I
have ever been waited on
by. They saw to details such
as refilling iced tea and
whisking away empty dish-
es, while being discreet
enough to not interrupt con-
versations with an #Every-
thing OK here?" every few
minutes. They earned every
penny of their tip and more.
The Quattro's menu
includes a nice variety of
pastas, salads, pizzas and
main dishes sud\ as veal
and fish. There a.fe daily
specials, which the wait staff
is more than happy to let
you know about.

nara. The crisp, airy texture

could have used a little

sliced meat, this pizza is the
ticket. It tastes even better
reheated a day later in the
microwave, which is what
you'll need to do if you order
this by yourself.
The dessert tray is a study
in confectionary beauty.
Having said that, order the
chocolate soutne with vanilla
bedll ice cream ($7). It's the
least beautiful o(the offer-

exhibiting mad-scientist behavior
throughout four years of bereave-
ment, withm days of world-shatter-

tre and gamers affection for Mara
(Samantha Mumba), an Eloi
female. When Mara is captured by
the Morlocks, Hartdegen confronts
their pasty, multi-cefebral leadei',
del.Joously played by Jeremy Irons.
Now I'm not muve to think that
a remake, even if it has been more
than 40 years, would be coolcje-
cutter in its overall concept and
presentation. But I am hopeful that
its ideology might remain the
same .
In H.G Wells' novel. as well as
Ceorge Pal's film adaptation, the
inquisillve lime tra.velers realize
~hrough self-discovery the negative
Lmpacl of mdustrialization, the dis-
astrous arrect of nuclear war and
the resolutions lo their expeditions.
Simon Wells' time traveler is
befuddled and insipid. Alas, it is a
pasty, never-seen-the-light-of-day,
mind-control-freak who holds the
dnswers to Hartdegen's quest.
Unfortunately, this updated version
of "The Tune Machine,• Wlth its
dazz.Lmg 21st Century special
crrects, ldc~s the charm and soul of
the original. Its high gloss effects

Simon Wells' version left me
empty. Don't waste time in line at
the theater. Instead, search for
George Pal's 1960s's version of
"The Tune Machine" in the far
remote comer of your local mom-
a nd-pop video store. Dust off the
cover and absorb it. Even though
its special effects may seem laugh·
ably archaic now, they were state-
of-the-art for its tune.
"The Time Machine• is rated
PG-13 for intense sequences of
action violence.

And then there are the exuberant
musical numbers, which burst into
life like water that can no longer be
held behind the dam. Like the vtvtd
purple, red and orange colors of the
operung and closing credits, every
sight and sound of this film cele-
brates the 1oyous excesses of life

championed the UC Irvine cause for national

Even with four-year standout Jeny Green, one

Tuesday's Associated Press All-American
selections, elevating the program's visibility, there
were no cries of outrage when yet another NCAA
Tournament snub followed a 20-11 campaign.
Instead, Coach Pat Douglass, his staff and his
players, sweat well into Sunday evening. before

University for tonight's opening round of the

To Invite players to give up their PGA card and abandon
the ship that steered them to financial freedom ln the first
place is asking for trouble, and several members of the Senior
Tour voiced their Qplnion last week.

CORONA DEL MAR -The 2002
version of the Battle of the Bay in
swimming had three thrilling elements at
Corona del Mar High Wednesday.
The Drama: 1Tailing, 81-75, the Corona
del Mar High boys team rallied to wm the
final event (400-yard freestyle relay) and
grabbed a third-place finish to end the
meet in a tie with Newport Harbor.
The Record-breaker: CdM girls
swimmer Jordan Anae, a freshman, broke
a 10-year-old school record in the 100-
yard backstroke (1:00.35). Kate Salvino
held the former record after her 1 :01.08
swim in 1991.
The Rivalry: The Batlle of the Bay
brought out the best in the CdM girls
squad. The Sea Kings earned nine CIF
qualification times and defeated Newport
Harbor, 103-67, for the first time in three
years.
