to bolt tightening and tinker-
ing and other humdrum mat-
ters of the municipal state
that in the ordinary course of
events fetch the interest of
hardly anyone save for the
poor slob wanting to tack on
a third bathroom. I mean, a
farm club halfway between
here and Yuma has a bigger
gate than most Plarming
Commission confabs.
But in Costa Mesa the
times are anything but ordi-
nary. And of late, this ham-
let's Planning Commission is
turning heads with its big bat
and its hefty rips at hanging
curveballs. These folks are
spitting tobacco and grab-
bing at the supporter
between pitches. They aren't
playing T-ball.

The Newport Beach City Counal
also unanimously approved the set-
tlement extension at its Tuesday
evening meeting. Councilwoman
Norma Glover spoke out at the
board meeting earlier in the day,
again endorsing a package of flight
limits her city initially p roposed.
Now that the agreement has
been approved, Glover said the city
and county can begin lobbying
efforts and "can lock anns and go lo

already hired a handful of lobbyists

watching tours nine years ago

of the pier, Nichols bas happily
shared his knowledge of his
.favorite subject whenever he gets

During the past whale season,
Nichols says, about 40% of the
whales and dolphins glimpsed by
onlookers were Risso's dolphins.
This oddball species, which
has a rounded forehead, pa.le
skin and primarily eats squid, is
usually not as prevalent, Nichols
says.
Usually, the gray whale cap-
tures the crown for most widely
seen. The common dolphin and
bottlenose dolphin follow, with
Risso and the Pacific white dol-
phin rounding out the top five,
Nichols said.

• In the coming

discuss how to hand
over $2 million to
Costa Mesa schools.

COSTA MESA -As time
ticks off the clock in anticipa-
tion of the Ikea groundbreak-
ing, city officials are making
sure they are prepared to
receive and then distribute $2
million promised to city
schools in the Home Ranch
development ag-reement.
City Manager Allan
Roeder said the City Council
will bold a study session July
8 to consider the possibility of
placing conditions on the
funds before handing them
over to school officials.
The Home Ranch develop-
ment agreement, adopted
last year, calls for the
Segerstroms -the dynasty
family that owns the site of
the massive development -
to give $2 million in a lump
sum to Costa Mesa high
school and middle school stu-
dents when the first building
permits for the project are
drawn. Costa Mesa High
School, which serves those
grades, will receive $1 mil-
lion, and Estancia High and
TeWinkle Middle schools will
split the other $1 million. .
lkea is expected to begin
construction first, marking
the end of a 20-year battle to
develop the final 93-acre
piece of farmland held by the
Segerstrom family.
Upon pulling the permits,
the Segerstroms will cut a
check for the lump sum to the
city. The city will, in tum, dis-
tribute it to the app ropriate
foundations set up by the
receiving school officials.
Roed er said the council
will discuss next week the
possibility of placing a council
member on either, or both, of
the foundations or mandating
that any foundation meeting
be held in a public setting.

cil is comfortable with before
we tum (the money) over,"
Roeder said.
Council members negoti-
ated the development agree-
ment. which makes them the
custodian s of those funds,
Roeder said. Roeder said he
and his staffers want to dis-
cuss all options.
Councilman Gary
Monahan said he believes
the foundations. should be
"watchdogged" but does not
think it is the council's role to
do so. He said a committee of
residents would be better
suited to monitor the money.

and approved $1.69 million in
contracts to three firms manag-
ing airport construction.

repair the lower floor at the

Mesa Airlines, a commuter
carrier based in Arizona and

flight for today.
Mesa, operating under a
partnership agreement with
America West Airlines, said it
will fly six round-trip flights
per week to Phoenix for the
first 45 days. Mesa can add up
to 20 more flights by March 31.

lose federal grant

City officials are breathing
, a sigh of relief at the news
that they will probably get
community development
block grant dollars from
the federal government
next year after all.
In February, Newport
Beach rec~ived word that
a handful of the nation's
richest cities would proba-
bly lose out on some of the
grant money, which is
awarded to improve low-
income areas.
President Bush's pro-
posed budget included a
plan to nix the richest
cities from the list of recip-
ients. Under his original
plan, Newport Beach,
which receives about
$500,000 a year from the
grant, would have seen
that money cut in half.
But, as Assistant City
Manager Sharon Wood
has reported to City
Council members, a con-
gressional plan to modtfy
the president's spending
plan means the city proba-
bly won't see any cuts.
"We now anticipate
that we will receive full
funding in our community
development block
grants," said Dennis
Danner, the city's adminis-
trative services director.
"This is good news.•
The city has been count-
ing on the grant to pay for
unprovements in Balboa
Village. The first phase of a
three-phase, $8-million
renovation was completed
recently. But the budget for
the last two phases of reno-
vations relies on $2.4 mil-
lion from community
development block grants
LO the com.mg years.
The city has qualified
for an advance on the
money from the federal
government through a
Joan program backed by
block grant dollars. But it
was unclear what would
happen if the grants to the
city were cut after the city
received the loan.
"This loan was very
important to us,· Mayor
Tod Ridgeway said.

have helped to pay for
apartments at 1530 and
1538 Placenta Ave., as

second in the PCL. He ~ed fifth in the shot put (44-9 112)
at the PCL Finals. But he put the shot 46-0 in the prelimi-
naries, which was the third-best throw of the PCL meet.

The Cl~ of Newport &ach has completed the preparation of a Draft Envlronm~tal lmplCt
Report (DETR) for the Church of Jesus Christ of Latter Day SaJnts (lDS Church) Temple In the
City of Newport Beach. The DEIR has been pre~ lo evaluate potential envtronmenal ~
associated with lhe proposed LDS C hurch Temple to ~ located on a vacant 8.65 acre sJte at the
northeast corner of the lntersecUon of Bonita Canyon Drive and PraJrie Road. The TMlple ts
planned as a 17 ,575 square foot bulldlng sited In the center or the pro~rty. surrounded by 5.5
acres of gardens, walkways, and water trea1.ments In the western portion or the projeet lite and
parking In the eastern and northeastern perimeters of the site. The design of the proposed T~
Includes a tiered light-colored earth tone granite buJldlng with a steeple, which will be tllumtrwted
during evening houn 10 11 :00 p.m . and between 5:00 a.m. and dawn. The bulldlnl wtll be
constructed with a two tiered facade with the maxlmum height of the buildlng at approximllcely 35
feet. The 5teeple element of the Temple will be situated on the northern end of the buJJdt,. Md
will be 32 feet 6 Inches wide al I.he ~ and one foot six Inches at w1de at the top. The steeple at ltJ
highest point Is 123 feet 9 Inches above the finished floor elevatJon. which w1ll be at 5·8 feet abO¥e
