NEWPORT-MESA -Like many
Americans, Rep. Chris Cox was
trtunned Wednesday when he heard
a bout a federal court's decision to
strike the #under God" reference
from the Pledge of Allegiance.
a 60-minute legal dissertation on the
decision.
And unlike even more. Cox, a
Republican congressman who rep-
resents Newport Beach. was ever-
so-close to playing a role in the rul-
ing.
nine Western states. Cox backed out
after a well-chronicled battle with
California Sens. Barbara Boxer and
Dianne Feinstein, who voiced oppo-
sition lo his appointment.
And so on Wednesday, Cox was
just another observer when be
heard the news while sitting in his
daily staff meeting and reading his
daily dose of Associated Press wire
stories.
The federal panel ruled, on a 2-1
vote, that the "under God" phrase
should not be included in the pledge
at publtc schools because it
infringes on the church-state sepa-
ration. Complicating the story, the
judge who wrote the majority opin-
ion on Thursday put the decision on

Many say it's because of
taste. but for some. old habits
are simply hard to break.

C aria Cobrarubias has little money to
spare. She and her husband have
three young kids to feed and a
steep Southern California rent to
pay on a modest salary.
Bottled water, however, is one luxury
she will not live without.
·we know the tap water here is safer
than at home. but we still like bottled
water better,• Cobrarubias said.
In her native city of Tijuana. Mexico,
· .: Cobrarubias knew better than to drink
'from the tap. The water is not safe, and she
and each of her neighbors made weekly
trips to the water store for a drinkable
alternative.
After eight years in the United States,
Cobrarubias said old habits are hard to
break. She had lived stateside for about six
months before she braved tap water.
Cobrarubias was told it was safe to drink
and -always looking to cut costs -
thought she would make the trarisition
from bottle to tap.

Officials at Mesa Consolidated Water
District said they have seen a trend of buy-
ing bottled water in largely Latino commu-
llities. Manager Diana Leach said the
water district has initiated some outreach to
the Latino community to ensure it knows
the water is safe to drink.
It is unnecessary for people to spend
4!lrtra money on bottled water -especially
tf money is scarce -wh~n they don't have
to, she said.
#U they don't buy it because of the taste,
that's fine,• Leach said. •But if it's because
they are afraid, we want to remove that
teer.•
, Leach said there are bilingual pamphlets
that are available at libraries, post offices
and local churches.

Leach said.
Paty.Madueno, who manages an apart-
ment building in a Largely Latino area of
Costa Mesa. said it will be difficult to COD·
vince Latinos to drink tap water. For some,
it is simply a matter of taste, but many of
the old guard have no confidence in tap
water of any kind -or in any country.
"In our countries, we don't trust the
water," Madueno said. "Even with all the
fliers, we still don't feel safe. It's tradition."
Madueno said she believes her daughter
got an infection a few years ago from
drinking tap water and bas since changed
to l>ottled water after a doctor recommen•
dailon. She still uses tap water fo r coffee
and soups -anything that boils the water
and further purifies it, she said. But her
drinking water of choice is Sparkletts.
Cobrarubias said she would love to be
able to afford home-delivered water but
must settle for carting empty jugs to a
water store each week.
"It would certainly be easier, but it's too
expensive," Cobrarubias said.
Filling water jugs at a store such as
Water Gourmet on Harbor Boulevard in
Costa Mesa costs only 25 cents a gallon
and easily fits into Cobrarubias' budget.
She can have bottled water for about $8 a
month.

off the market.

ing Arts Foundation.
Theater supporters were thrilled in April
when council members voted to put up $1.4
million to buy the building next door to the
closed Balboa Theater. It was a worthwhile
investment, they agreed, because the
added space for the dressing rooms and
restrooms would allow the renovated the-
ater to become the world-class venue the
city and residents have long envisioned.
The plan to buy the building at 111 Mdl.D
St., called by many the Orange Julius bwld-
ing. was a solution to an earlier plan to bwld
a dressing room and restrooms underground.
Original esb.mates to build the basement
were $300,000. But those costs skyTOcketed
when planners realized that. because 1t
would be below the water table, physical
reinforcements would be needed. The
revised cost was $1 .8 million.
The historic vaudeville house, which was
last used as a movie theater, bas been emp-
ty since 1992.
Efforts lo reopen the venue as a JSO.seat
prosceniwn house, similar to South Coast
Repertory in Costa Mesa, have been plagued
with problems, most of them tinandal.
The city bought the theater building in
1999 for $480,000.

T rumpet players, playwright
Warren Leight would have you
believe, are a breed apart from
the rest of the musical world. Cer-
tainly the one spotlighted ill Leight's
dark and involving memoir, •Side
Man,· qualifies in that regard. nus engaging and often disturb-
ing Tony-winning play (1999) comes
to the stage of Orange Coast College
in a splendidly mounted production
from director John Ferzacca, who has
found a trio of particularly accom-
plished performers to form the nucle-
us of his cast.
The rise and eventual virtual
demise of the big band jazz orches-
tras from the 1950s to the 1980s is
the theme of Leight's opus, as narrat-
ed by the son of one of the great
trumpeters who mesmerized his
audience onstage but became a clue-
less cipher once he stepped down
from the podium.
The structure is a ·memory play•
format much like Tennessee
Williams' "The Glass Menagerie"
wherein one character narrates the
story and becomes a pa.rt of it. In this
case. it's laid out by the trumpeter's
son, beginning several years before
his birth and leading up to his futile
attempts to restore his moth.er's sanity
after her years as an unhappy wife.
Michael Cavinder enacts the son-
narrator with a well-balanced air of
subtle irony while addressing the
audience and compassion tinged by
disappointment as a young adult
interacting with his parents and oth-
ers. Cavinder's brittle reminiscences
set the tone for the story of his father
and other musi™ns forced into unem-
ployment with the emergence of Elvis
Presley and the rock 'n' roll era.
The college is blessed with the
presence of an actu81 trumpet-playing
actor in the role of Gene, the hard-
luck musician blessed with a talent of
which few were aware, and too reti-
cent to assert bJmse1f in his own
cause. Steven Sloan negotiates the
twists and turns of this character with
a natural sense of the single-minded
dedication that takes its toll on his
marriage -and he lays down some
sweet, melodic sounds as a bonus.
In the performance of the night -
and quite possibly the year -Joni
Ross attacks the part of #Crazy Terry,•
Gene's alcoholic wife, with a chilling,
venom-spewing fervor. Ross skillfully
takes her character from a young,
naive flutist in the 1950s, thrust into

South Coast Repertory will pre-
sent a three-year series of plays by
playwright Richard Hellesen and
composer Michael Silversher, titled
"California Series,• for its educa-
tional touring productions.
All of the plays will be on the histo-
ry of the state. The first is called "Indi-

Gene's strange and captivating uni-
verse, through the years of privation
and disillusiorunent that culminate in
a harrowing mental breakdown.
Supporting players imprint their
mark on the story quite effectively.
Isabella Melo lightens the mood con-
siderably as a feisty waitress who's
been married at one time or another
to nearly every member of the band.
Angel Correa reaps chuckles as a
trumpeter with a speech impedi-
ment, and navts Woods has a heart-
$ wrenching tum as a junkie musician
beaten into ineffectuallty by the
New York police.
A half-dozen other OCC students
till wordless, abnospherfc back·
ground assignments of assorted
barflies, hookers and hangers-on.
Their presence gives credence to the
principals, as it's their appreciation
being sought by the musicians.
The story plays out on an impos-
ing. multipurpose New York setting.
beautifully designed by David
Scaglione with a surreal quality rem-
iniscent of the •Batman· or •Dick
Tracy" movie backdrops. Erik
Lawrence's costumes are well cho-
sen, except for the caps worn by the
musicians in the 1950s, which are
more indicative of the '30s.
"Side Man" is a bittersweet tribute
to the backup jazz musicians who
lived from one gig to the next. often
lining up at the unemployment office,
but thoroughly dedicated to their
craft. It's a richly textured production
at OCC with a full-throttle perfor-
mance by Joni Ross that will stay with
you long after you leave the theater.

Market scares off stock investors Airport projects focus on security

f loca.l investors empowered by the
1 out-sized market gains of the
1990s have returned to {\nancial
advisors after watching their port-
folios plummet with the Dow,
Nasdaq and S&P 500.
Dennis Renter, a certified plan-
ner with the Newport Beach
branch of the Associated Finan-
cial Group. said a woman who
came to him recently had built a
$400,000 nest egg mto $1 .8 mil-
lion and watched it fall back to
$200,000.
"I had a lot of people who clid
it themselves and lost 80% to
90% of their money,• Renter said.
"Now, they want a professional.•
Those Newport Beach
investors, in one of the state's
wealthiest cities, haven't been
able to dodge Wall Street's nearly
five-year swoon.
As the Nasdaq fell to 1,375 m
early trading Wednesday -hov-
ering near a level not seen since
1997 -investment advisors in
Newport Beach said they've seen
their clients flee risky technology
stocks for the saler havens of real
. estate, bonds and gold. On

declines. Renter hasn't thrown in
the towel on stocks. When advis-
ing his clients. he recommends a
diverse portfolio of 60% stocks
and 40% bonds.
His stock strategy is made up
of 30% in small and mid-size
companies he views as underval-
ued, 15% in real e~tate trusts and
15% in international stocks.
A handful of Real Estate
Investment Trusts, or REITs, have
also performed well as technolo-
gy stocks continue to dive.
One of those companies is
Newport Beach-based IMPAC
Mortgage Holdings.
The company's stock, which
trades on the American Stock
Exchange under the symbol IMH,
has climbed more than 60% this
year.
CMPAC executives, who buy

approach to business dealings,

Nelly Radeva shakes off the
nervousness, the girls 12s singles field
in the lOOth annual Southern California
Junior Sectional Tennis Championships
should look out. Radeva came out or her
shell Thursday at the Costa Mesa
Tennis Center and Bianca Modoc of
Yorba Linda had to pay the price.
Radeva, the No. 4 seed, fed orr
momentum she bwlt in the first set for
a 6-1, 6-3 biwnph to advance to today's
quarterfinals, at 3:30 p.m. at the Los
Caballeros Tennis Center. She will face
Manhattan Beach's Rachel Manasse,
who knocked off No. 7-seeded Jovanna
Sangria, 7-5, 6-3.
"I'm really nervous sometimes
before matches,• said Radeva, who will
be a sixth-grader at Kaiser Elementary
in the fall. "So, I knew ll I got ahead
early and if I won the next two games
(after her serve was broken in the
second game), I would relax and l
would start hitting my shots.•
Radeva, who was patient and
consistent with hard ground strokes
from the baseline, hit frequent winners
in the first set and took advantage of
Modoc's errors.
Radeva did not appear too nervous
in the first game, as she broke Modoc's
serve. But, in the second game, Radeva
became a bit shaky and Modoc
answered, winning after one deuce.
From there, Radeva won the next
five games, including three with deuce
scenarios. She closed out the set with a
strong return to win after a third deuce,
breaking Modoc's serve.
"(Wanning) those deuce games were
important for me to relax,• Radeva said.
•After that, I was just hitting my shots
and staying consistent.•
Radeva built a 5-1 advantage Ul the
second set, displaying her versatility
and talent. She won when serving, then
used her solid returning ability, which
put Modoc otr balance. Radeva also
found some lucky shots.
