Residents who d idn't like the col- or of the bwldiny c1nd people who didn't wanl it to be brightly Lighted around the clock would not hdve had any real recourse. But because the spire of the proposed bwlding will reach 124 feet into the sk y, exceeding heiyht limits for the area .. the otherwise simple process for bUilding the temple IS an extrem ely complex subject of hundreds of pages and dozens of illustrations m a three-inch thick report. The project's draft environmentdl report made its debut ldst w eek for 45 days of public review. Residents -and there are a lot of them -con- cerned about the temple, slated to l.Jt> A built at 2300 Boni- • ta Canyon Drive, can llip through hundreds of pages of analyses, pho- tos and scientific study results. Boating is the No. 1 way to spend quality family time, according to a . national survey conducted m May by the Recreational Boat- ing and Fishing Foundation .. A swprising 35% of Amen- can adults responded that boating and fishing top the list and are followed by: playing team sports at 21 %; watching television at 18%; going to the movies at 16%; and playing computer games at 4 %. Of those surveyed, 90% believe that their stress level is reduced and 87% feel a very positive effect on family relationships by boating and fishing. The survey asked adults nationwide what leisure activity is the best way to spend quality family time. The survey shows that people are participating in outdoor activities and that people love to be close to nature. Boating and fishing outranked other sports such as goll and tennis, and it is estimated that more than half of the respondents had been boating in the last two years. I think that boating in general is coming out of ado- lescence, shedding the old beliefs that you must leave all the comforts of home at the docks and only the very wealthy can afford a boat with yacht club membership. The boat designers have for years ignored women and comfort, unlike the home designers who have for years designed for comfort and the one in the family with the veto pow~r. Luxury. homelike furnish- ings -without breaking the piggy bank -are very apparent in the new boat models that have something to appeal to everyone in the family with satellite 1V to the microwave to the fishing cockpit. The trend for years has been shifting from sail- boats to powerboats because of the luxury afforded by the layout of most powerboats. However, the sailing industry has made remark- able strides to reverse the trend with well-appointed vessels and the decrease in the labor of love of recre- ational sailing. High-tech.is reaching into the yachts, too, with Cat 5 computer network cabling now replacing the standard cabling, allowing an easier interlacing of electronics. Internet and e-mail access speeds are becorrung more popular as access prices come down and the uplink speeds increase. This allows you to stay in touch with the world or work as you cruise the coast- line, vtondering what lies ahead at your next anchorage. Our harbors have seen the impact of the popularity of boat ownership as the supply and demand have increased slip rental prices to an all- time high. Marinas usually follow a standard design guideline when determining Mike Whtteheod .fffE HARBOR COLUMN the size and quantity 01 slip:. to build out. The new trend that I thmk will start being reflected in lhr • gtridelines is to increase U1e standard of vessel size. I ani noticing that boat buyers arE< making the-jttmp up in ves'*I length as the price points do not differ that greatly. Addi- tionally, a larger boat offers more space to indude fnencl~ and allow more comforts ot home to be at your fingertip' There will always be th<' difference of opinion between those who want access and the use of the waterways and those who want to limit access to the waterways. I am excited that boat1ny._, is the most popular family recreational activity, and th111 in Southern California, with our mild climate, boatiny 1s t1 year-round family activity Studies have shown thc11 boaters are the least likely 111 pollute or harm the water- ways since they have first- hand and vested interest~ 111 the water quality. Fourth of July week I!> here, so enjoy and be salf• out there. INSURANCE CHANGES The Longshore & Harhm Worker's C ompensation Art enacted in 1927 was never intended to affect the recn· ational vessel servicing industry like the ones in Newport Harbor with the additional burden of ex tr11 insurance coverage. The act states that anyo111 servicing vessels 65 feet clrld over on the navigable wc1t•11' of the U.S. must hdve arld1- llonaJ insurance that 1!. typ1· cally two or three llmcs tlw cost of regular worker's mm· pensation insurance. Finally, Ric Keller (R-fl11 1 has introduced the Recre- ational Marine Employmcnl Act to exempt recreationc1I vessel service businesse<i from this antiquated act :nus will take the excess I\•· burden oH lhe small bu:,1· nesses that make up Uw majority of this service indu-.· try, and most local businel-.0.,1·~ are probably not even awrirP of this law. The county certification pro· gram -four years In the making -was developed by a multi-Juris· tictional task force In hopes that It will help officials more closely monitor sober-living facilities. The Board of Supervisors approved the Orange County Adult A lcohol and Drug Sober Liv- ing Facilit ies Certification Process in December and It is scheduled to take place In October, officials said. Some of the recommended guidelines outlined In the county's program Include specific require- ments regarding staff, admission, intake, building and grounds, monitoring, review and a "good neighbor" policy. The Costa Mesa Planning Com· mission wholeheartedly endorsed the guidelines, saying the program would benefit everyone involved. WHAT TO EXPECT: The city has taken an aggressive stance against a number of group FANS CONTINUED FROM 1 to a garage -provid~d it was cov- ered with an acceptable cover - or in a yard area that was screened by a six-foot high wall or fence, a staff report states. New codes passed in 2000 banned those options and made it legal to store an inoperable vehicle only in a garage or another enclosed building. When minor revisions to other parts of the same property mainte- homes It viewed as problematk and the council ls expected to echo that sentiment by overwhelming sup- porting the certification program. AVllMORI TERRACE VIEWS The proposed two-story addi- t ion on Aviemore Terrace that spar~ed widespread neighborhood opposition, a posslQle view ordi- nance and subsequent Infighting among city leaders wlll come before t,he City Council tonight for another go around. , John Clark, the owner of a home in the 1100 block of Avlemore Terrace, has been asking to build a second-floor master suite and expand the ground floor for a breakfast nook, kit~hen and study and his request ke~ps get· ting kicked from government enti- ty to government entity. • In February, the city zoning administrator approved the addi- tion of second story to a home on Aviemore Terrace, as well as the expansion of the ground floor. According to a staff report, the proposed change required a cevlew because it called for a 1, 154-square-foot master bedroom suite on the top floor and the city needed to ensure the "remodel ['fJas] compatible with Its neighbor- hood. ff C"ouncllman Chris Steel appealed the zoning administra- tor's decl'1Qn and br~ht It.in front of the City Council. Plan· nlng commissioners reluctantly • approved the addltJon -sayln~ there was no city code prohibiting it -and also asked planning staff to look Into the possibility of an ordinance that would protect homeowners views. ,,. Councilman Gary Monahan appealed the commission's action to review a "vlew ordinance," saying the commission overstepped its bounds as an advisory committee. Furthermore, Steel also appealed the commission's general approval of the project, which, once again, brings the second-story addition on Avlemore Terrace before the council. WHAT TO EXPECT: ~ A large crowd of residents pleading for officials to save their ocean views. The council's action, at this point is unpredictable. The only consistent thing about this Issue is the fact that no one seems to be able to agree. RAYMOND AVENUE CLOSURE The council will review a pro- posal to convert· a portiori of Ray· mond Avenue to a one-way street to minimize the negative effects of cut-through traffic on the East- side. Temple planners didn't have to make any of these changes, the original color and lighting were already well within dty guldeUnes. Nor did they have to foot the cost of hiring a St75·an-bour crane to stand on the site for a week to give residents a visual understanding of how tall the steeple will be. But the Mormons are real- ly eager to be liked by their Newport Beach neighbors. And, perhaps more impor- tant, such concessions could persuade residents to con- cede on the one point on which church planners just won't budge: the spire. 'A point that won't be compromised The 17,500-square-foot temple adjacent to the church's existing stake cen- ter on Bonita Canyon Drive, as planned, will be topped by a 121-foot steeple that in turn will be topped by a golden angel statue, bring- ing the height to nearly 124 feet. City standards for the area place a 50:foot height limit on new structures, but the Planning Commission can grant a permit to exceed the height limit. City guide- lines favor churches over other buildings when con- sidering such permits -it is standard to say yes. But the temple has brought enough controversy that city staff thought it was necessary to hire an environ- mental consulting firm to look at the project. Tlie con- sultants had a tricky task. Though one could argue they were attempting to measure something that's in the eye of the beholder, no one could accuse them of not being thorough. The enVironmental report includes computer-generat- ed images of what the tem- ple will look like from 15 dif- ferent vantage points near- by. Any neighbors who want to know how much of their ·View will be dominated by the steeple needs only to flip through th.e report to see images projected for the immediate future and 10 years from now, when trees will further obscure the spire. . The images came from photos that were taken when a crane was was parked on the site to show neighbors bow tall the steeple would be. Surveyors took pictures of the crane from surrounding neighbor- hoods. Then, using comput- ers, they inserted an image of the temple. The consultants also looked closely at the lights on the building, the traffic it would generate, the effects of the building on air and water quality, property val- ues and some other factors. Their contlusion: • ... the pro- posed project will not result in significant impacts. w A closely watched ending In fact, as church planners have emphasized, the pro- ject also will bring some benefits. Weatherford Clayton, presi- dent of the church's ~Ung stake center in Newport Beach, said that only the · church's president in Salt Lake City bu the power to change the steeple height. It's a touchy subject. Church members say the steeple has a special rellg1out signifi- cance. Pwther. the church offidals who make the plans are believed to be dl'rected by God in their dedslon making. Therefore, they believe, the predete.rmined steeple height is .divinely inspired. Whether or not it is acceptable, though, could be determined in the next month and a ball. During the public review period, resi- dents can · contest the report's findings. But this is not an opportunity for peo- ple to register their feelings on the subject. The public review period is just to make official the environmental document. The only input that will cany much weight during this part of the process is evidence that solidly refutes the consul- tants' findings or conclu- sions. Residents will continue to have the chance to' share any feelings or opinions on the process at any time, and their comments could factor heavily into the Planning Commission's upcoming decision.
