NEWPORT BEACH -A federal
ban on catching rock.fish off much or
Ute Pacific Coast is threatening to
end the century-old tradition of the
dory fishermen and 'could also limit
other ocean-based businesses.
The Pacific Fishery Management
Council on Friday called for the in·
season ban, which took effeCt Mon-
day, on catching rock.fish in waters~
120 feet or deeper. Rock.fish specieS-
include black coo, various types of
rock cod, black gill roc.klish, thorny
heads, which are called Pacific red
snapper, sculpin and king fish --;-the
very species on which Newport's his-
toric dory fleet depends.
The ban has been published in
the Federal Register, the final formal·
ity that put it into ettect on Monday.
"It's kind of brutal in my view,•
fishermal'l Steve Esct>bar said.
Escobar catches crab, lobster and
fish not affected by the ban, and sells
his catch at the Dory Aeet Market.
But the ban, in effect, puts that mar.
ket out of business. which in tum
essentially puts Escobar out of busi-
ness too.
Escobar identifies himself as the
newest member of the Newport
Beach dory fishennen. For the last
eight years, Escobar has been part of
this fleet of six families whose histo-
ry as the dory fishermen extends
back to 1891.
Setting out on their small dory
boats by about 1 a.m. every morning,

COMMUNITY COMMENTARY
T he fint question I have for the Walk·
er1 is who attacked who (Rebuttal, ·
"Costa Mesa should follow Newport
Beach's leader1h1p, • May 16)f The skatere
responaed to their attack (Readere
Respond, "Skateboarding dilcua1ion con-
. tinues, • April 16), and people only 1aw
some of the responee letters publllhed.
Many more were e-mailed to me about
their letter. I don't think the Dally Pilot had
room to run all the lettera in response to the
Walkers' attack.
If the Walkers are going to take a potshot
at skaters, they'd better expect to get some
ln return. The last letter ftom the Walkers
seems to be simply grasping at straws. The
mere suggestion that Costa Mesa follow
Newport Beach's leadership ls pretty funny.
I thought leadership was the act of leading.
The fact that there are now 93 skate parks
ln Southern California alone, with many
others under construction and in later
·stages of planning, would suggest that the
ord "leadership" does not apply here.
Thousands of local, high school-age and
yo ger kids, primarily boys, rlde skate-
bo on a dally basis, and many for hours
per da omething you cannot say about
many oth groups, if any, ls that those oth·
er groups ave somewhere legal and
safe to go. en there are 39-yea.H>lds like
me that do this many times per week,
which adds another whole group to that list.
Do the Walkers really wonder why there
is damage? It ~ because the kids have
resorted to skating on what they could find,
because there is not anything legal to
skate, and though that doesn't make lt
rlght, ignoring it will not solve the problem.
Most of these kids can't drive for many
more years. I can and do drive to skate
parks ln truly leading cities and skate when
I want, and I personally don't grind our
city's curbs, rails and benches, but what do
the Walkers expect thousands of underage
kids to do? They are not going to stop skat-
lng just because the Walkers and a few
others want them to go away. It is much
too fun, and usually when kids find things
thsit are truly fun and continue to do them
year after year, cities with true leadership
respond with a solution, not a crackdown.
I am open and honest about my agenda,
and I wish the Walkers truly would be
about theirs as well. To go from "gang
fights and skaters killing each other" to
suggest Costa Mesa follow the ignorance of
another city ls definitely grasplng.
It also appears to be intended to try to
make people forget about how ludicrous
and off base the first attack was. As with
most things in our society, progression
always wins over in the end, and those who
lead through denial end up dealing with
reality in the end.
I personally tltin.k that skateboarding is
10 times more fun than tennis, goU, soccer
and many other sports, but would never be
so spiteful that I would try and stop people
who do enjoy those things from doing them,
~pecially ii there were thousands in my own
city that did. The Walkers have the right to
their opinion, but our local governments o~e
it to our youth to respond to this based on the
overwhelmingly obvious need, not on the
desires of a few party poopen. This time the
NIMBYs (Narrow Ignorant Minded Back-
ward Yahoos) will not Win, sorry.

was named girls basketball coach at

Ferda, the Eagles' girls athletic director.
Rappa. hired recently to teach reading
at the school, will rep.lace Paul Kirby, a
walk-on who resigned after 10 years with
the program, the last six as head coach.
Rappa takes over an Estancia team
that welcomes back most or its players
from last year's 16-11 season, which
included a share of the Pacific Coast

and third in 2000, posting a cumulative
league record of 18-12 under Rappa.
Rappa. 28, also coached boys and girls
varsity tennis at Charter Oak, but Ferda
said any tennis coaching responsibilities
at Estancia had not yet been discussed.
Her girls tennis teams won league titles
in 2000 and 2001, while she guided the

Rappa will meet with the team for
the first ti.me today and hopes to quickly
line up some summer competition for
the Eagles. She said her coaching
philosophy is based on two principles.
"No. 1, I emphasize that this is a
team sport,• Rappa said. ·we could
have the best player in the league. but
if she isn't willing to give the ball up and
trust her teammates, we're not going to

strategic offenses and defenses.·
Rappa also said she stresses
academics with her student-athletes and

"Coaching makes me a bette r

stuc;tents better students,• Rappa said.
Rappa. who played basketball and
tennis at St. Lucy's High in Glendora and
was recnuted to play both sports at the
Univenity of La Verne, said she left

Qanton collects
COSTA MESA -Matt Clanton, a
fonner Orange Coast College pitcher
who was selected'ln the supplemental
first round, 38th overall by the Chicago
Cubs in last month's Major League
Baseball draft, signed w\th the Cubs
Sunday.
Oanton agreed to tenns for $875,000
and $28,500 in incentives, which
indudes three years or college tuition,
said Steve Springer, Glanton's agent.
Clanton said the Cubs initially
, oCfered $800,000 and Springer came baa with $1 million. Then, the Cubs
went down to $775,000 and the talks
stalled.
The Cubs later caine back with
5875,000 and Oanton said he wanted
to wait for $900,000, but then decided
he really wanted to play.
"It was just a weight off my
~oulders," said Canton, who was the
earliest draft selection in OCC Coach
John Altobelli's 10-year tenure. MI just
want to get out there and get after it.•
Clanton, a 6-foot-2, 2t0-pound riglit-
hander, said be will leave today forthe
Cubs' spring training complex in Mesa,
Ariz., before eventually joining a Class-
A squad, most likely the Boise Hawks
in Idaho or the Lansing Lugnots in
Michigan. .
Clanton, kicked oft the Pirates' team
after he siid he refused to pitch with an
arm injury May 12 ill the Southern
Callfomia Regional playoffs, compiled
a 6-3 record and a 2.90 ERA.
