June Caugrande Md Paul Cllnton DAILY PILOT NEWPORT BEACH -The city's his· toric dory fishermen, who appeared doomed by an emergency ban on catch- ing rockfish, now just might be saved. In response to an outcry from the 'fish- ermen, the council that recommended a wide ban on catching rockfisb along the Pacific Coast now says it should bave taken Southern California fishermen into better consideration. As a result, the Pacific Fisheries Management Council, which recorrl- mended the original ban on catching rockfish, has now suggested that a por- tion of the ban be lifted. Dedicating himself to a divin e inspiration Joseph Langer bad a life-alter- ing trip to Acuna, Mexico, last year and has decided to give up his job as a car salesman to dedicate himself as a missionary. After seeing the poverty of peo- ple living in homes made of old pallets with cardboard stapled to them, he had what be calls his "God-inspired idea.• The first step in his plan was to collect donations and go to garage sales for whatever be could find. Having no truck to deliver the goods, Langer stuffed his miniva.n full of items and had to strap near- ly the same amount to the roof. Later, be would convince his wife, Trulie, to use her minivan as well. After finding himself with more items than could be taken, he donated some of them, particularly the furniture and other big items, to some of the local charities. Packed and ready, ~e set out on his trip to Del Rio, Texas, where Faith Mission International has -several storage facilities. The items must be stored on the U.S. side of the border to protect them from vandalism and then driven across in small increments to avoid ~ harassment from Mexican officials on the other side, Langer said. It's amazing how difficult they make it to bring help to their own people, he said. Since trying to get donations NEIGHBORS door-to-door has become more dif- ficult, Langer thinks this idea ben- efits everyone. John Clark. the owner of a home in the 1100 block of Aviemore Terrace, has been asking to build a second;floor master suite and expand the ground flapr for a breakfast nook, kitchen ·- and study and his request is getting kicked from gqvemment entity to g6\ternment entity. In February, the city zoning administrator approved the addition of a second story to the home on Aviemore Terrace, as well as the expansion of the ground flGor. According to a sta~ rep9rt, the' proposed change required a revrew, because it called for a 1, 154-square- foot master bedroom suite on the top floor and the city needed to ensure the "remodel [was) compatible with its neighborhood." Councilman Chris Steel appealed the zoning administrator's decision and brought it in ffont of the City Council. Council members voted to transfer it to~ Planning Commission. Planning commissioners reluctantly approved the addition -saying there was no city code prohibiting It -and also asked planning staffers to look into the possibility of an ordi- nance that would protect homeowners' views. Counolman Gary Monahan appealed the c~ mission's action to review a "view ordinance," SO'f- ing the commis:gon ovemepped its bounds as.an advisory committee. Furthermore, Steel also appealed the commis.1iorr's general approvafof the project, whi(jh, once again, brings the second-story addition on Aviemore Terrace before the council. - WHAT IT MEANS: This issue will be heard· July 15. Leaders of the group asked -for the item to be delayed to give members more time to put together an organized and qetailed presentation to the council. • The council was expected to review the pos- sibility of lessening the restrictions that now bind inoperable cars. • Before the summer of 2000, city codes allowed residents to store cars that didn't run on a driveway leading to a garage -provided it was covered with an acceptable cover -or in a yard area that was screened by a 6-foot- high wall or fence, a staff report shows. New codes pa~ !n 2000 bann~ those options and maae it legal to store an inopera- ble vehide only In a garage or another enclosed building. When minor revisions to other parts of the same property maintenance code came before the City Council in March 2002, Councilman Gary Monahan asked the Planning· Commission to review the law and consider lessening the restrictions. In May, planning commissioners voted unan- imously to uphold existing property mainte- nance requirements, which mandate that inoperable vehicles be stored in an •enclosed building" -most likely a garage.
