I n her attempt to flee the, heat of Riverside County, Patricia Salica drove to
Newport Beach looking for a haven from it. With a four-day weekend
ahead of her, Salica anticipated the laid-back feel of the beach and a jump-
start on getting a summer-golden tan.
However, her relaxed weekend at the beach took a slight tum.
Arriving at the beach about 12:30 p.m. and expecting to lay out within 30
minutes, Salica didn't find henelf within walking distance of the sand for almost
two more houn oo lbunday. ·
Instead, she found herself sitting in traffic fighting for any parking space she

the Costa Mesa Department of
Recreation staff has gone back to the
city's legislative bodies to ask for
clarification on how field time should
be granted.

has claimed the city has been incon-
sistent in approving or denying per-
mits for certain fields. His biggest

priority over the Costa Mesa-based
AYSO program. Zich has said.

years ago, it seemed like a farfetcbed
idea: Take a rundown little building
at the end of the Balboa Pie r and turn
it into a 1940s restaurant whose ambi-
ence, menu and prices take diners on
a trip through time.
From this shaky beginning. Ruby's
became a Newport Beach institution
that how now become a national insti-
tution as well. Anet though no one
can say for sure, it's likely that the
loved and successful chain of diners
owes a good portion Of its success to
the pier itself.
"l th.ink we were fortuna te to start
out on the aalboa Pier," said founder
Doug Cavanaugh, who named the
restaurant chain after his mother. "It
allowed us to take the 1940s concept

The fishing industry
is being blindsided
this summer by the emer-
gency action on the
Nearshore Fishery Manage-
ment Plan (NFMP) that I
have written about three
times in less than a year (The
Harbor Column, •Attacks
leave marine industry up in
the air," Sept. 17, 2001;
"Extra time to manage fish,•
Jan. 21; and "Tallship Lynx
docks at Newport Harbor
museum,• May 20) asking
you to get involved in this
plan. The last report I ·
received from the Fish and
Game Department clearly
stated that public input in
still being accepted and that
the commission will adopt
. the plan by the Marine Life
Management Act in August.
Yet here comes an emer-
gency act out of nowhere to
enforce a no-fishing ban
effectively immediately.
Something smells fishy
any time there is an emer-
gency act, especially when
the plan is being reviewed
and is so dose to a vote. The
referenced fish stock reports
do not show a $dentific
study that demonstrates why
this ban ii warranted south
of Point Conception to our
area, but most of the
methodology I read is based
on speculation.
Once again 1 asked how
many of you ~ot involved by
providing your input to the
commission. and now every-
one's up in arms, spurred on
by headlines, of the likely
demise of the Dory Fleet by
this emergency act. Howev-
er, the effects will reach far
greater intQ your fishing
rights and I C!lll only guess
what other ill-conceived acts
are next.
· Let's not forget the MTBE
(methyl tertiary-butyl ether)
that Gov. Davis extended as
an additive into our gasoline
even though ney refine-
ments of gas meets or
exceeds the air'-quality stan-
dards. In this issue, it is
clearly proven that MTBE is
contaminating our ground
· water and that we do not
need it in our fuels. The
Environmental Protection
Agency's reasoning is that
there has to be an additive in
gasoline regardless of the
actual engine's emissions.
This makes the cure worse
than the disease, and shows
how practicality loses to
politically correct worded
legislation. Who is against
cleaner air yet missing the
big picture of severely conta-
minating our water as an end
result? The marine industry
is responding with cleaner
burning four-stroke engine$
that I am in highly favor of;
but marine engines con-
tribute to very little of the
actual source .
It is important to follow
either the money or the
greasing of the squeaky
wheels that guide many of
the decisions. Extreme envi-
ronmentalists have specific

agendas and most of the
times miss the big picture.
There has to be a balance
and this is evident recently
· by the horrendous forest fires
fueled on by yea.ts of mis-
management due to the
environmental bans of
seheduled burns and
planned timbering. Instead
we are losing thousands of
acres completely burned of
all life by a management
plan that swung too far in
one direction.
In the harbor, we have
real concerns of eel grass
preventing maintenance
dredging and an East Coast
legislator who wants to allow
vessel waste holding tank
dumping in our no-discharge
zones. Common sense is out
and personal agendas are in,
only to be persuaded by your
action. Boating and fishing
are America's No. 1 one pas-
times and you need to be
vocal so that your concerns
are beard to influence
behavior, creating positive-
balanced actions by others.

probably made up of 90%
Latino children.
To top it off, he volun-
teers his off time in the
summer to the Westside's
Pomona Leaming Center,
to help those mostly Latino
children.

said. "There's humidity, heat
and lots of vegetation .... It's
hard to recreate. Maybe if

stuck your head in the dirt
and burned something near·

Long was placed with a
host family in the village of
Nabutiti, a suburb of the
capital, Kampala. Her family
included mother Ereth, sis-
ters Racheal and Gertrude
and brother Ivan. Two of the
other siblings were away in
boarding school and their
father worked in a differe nt
part of the country and only

"l really love the beach
and I don't get to go that
often," she said. "I was excit-
ed on my way over but whe n
I got here, it killed my buzz. I
swear I almost left."
It turns out Sa]jca wasn't
the only one anticipating a
four-day weekend spent at
the beach.
In tact, about 120,000 peo-
ple had the same idea of
spending their Fourth of
J uly at the beach, said New-
port Beach Weguards Capt.

With more adults and
young adults crowding the
beaches and boardwalks
than a nonnal weekend,
parking became a difficult
task.

Friday wasn't much differ-
ent.
Turner said that about
110,000 people were at the
beach, about 30,000 more

She also grew accustomed
to differences between the
U.S. and Uganda like using
pit latrines, with the occa-

around, and using a cup full
of water to wash her hair.
As part of the program,
she took classes in Swahili -
one of Uganda's languages,
although not the one primar-
ily spoken in her village -
took a deve lopment studies
seminar and participated in a
field studies seminar.

ered giving the village a

Long also performed an
internship at the nutrition
unit of a hospital in Kampala,
focusing on maternal and
child health care.
While most of her time in
Uganda was incident-free,
Long said there was an
unsettling event that sent
chills down her spine. Two
thieves were bwned to death
by a villilge mob in an act of
vigilante justice.
Long said she wasn't as
1wpriled that It happened as
she was by the reaction of ·
her fe(iilly.

dent. "They were excited

ences, tong said she was
impressed with her family's
attempts to go out of their
way to make her feel com-
fortable. Alternatively, she
said she also tried to absorb
as much of their customs as
possible.
"I think they felt that I
liked their lifestyle and when ·
I ate something Ugandan,
they felt really good because

rose."
Long said she was sad to
bid her family goodbye
when sbe returned home
and is sometimes frustrated
by how difficult it is to keep
in touch with them since
they aren't as computer liter-
ate as-Americans.

ing an American organiza-
tion that hinds an AJDS
orphan hospice focusing on
rest, nutrition, arts and the-
ater -inspired Long to con-
sider starting her own orga-
nization someday.

only a handful or medical
aids," Turner said. "We had
a problem with swarms of
bees that were trying lo
inhabit a tower. That was
probably the most interesting
thing.•
The 1-to 2-foot surf
helped keep the number of
rescues low for the holiday,
but the 3-foot surf along
some of the south-facing
beaches on Sunday led to
more than 25 rescues on that
day alone, Turner said.
While the low surf may
play a role in the number of
beach goers during a normal
weekend, it's not much of a
factor for the holiday goers.
"The Fourth or July crow<I
is interested in much more
than just going to the
beach,• Turner said.

foot-3, 190-pound slugger
for UCLA.

Oregon on a basketball
scholarship, but I ended
up going to UCLA,· Davis
said. ·1 tned out for the
basketball team, but I
couJd see I wasn't going
tenure, and, at Lhat time. 1t Dick Davis

have made the team, but I
concentrated on the took nine or 10 years to
get tenure,• Ddvis said. ·And it w&

but I was young and wanted lo get
to the big school and play ln a big

thought it would take a little longN
(to reach those goals) at Irvine.
That's why I decided to (move on to
San Diego Stale in 1969)."
In l967 -68, Davis gwded the
Anteaters to a 20-8 record and a
spot in the NCAA Division U
Thumamenl, in which UC!
received the 32nd and final berth,
then upset No. 1-seeded San Diego
State, 78-69, m the fin.t round.
"Then we lost a really great game
to UNLV in the fmal of the regionals
(79-74)." Davis said, "and the next
year we had most of the kids back
and we got into the playoffs again.
We didn't win the regional. but we
won the third-place game (over UC
Davis, 82-70, and finished 19-9). And
thdt's when the San Diego State coach
retired and Al Olson, the athletic
director at the time. called me and
asked if they could intemew me.·
Davis, a former all-around
athlete al Laguna Beach High (area
1948) who later played basketball
al Orange Coast College and
volleyball at UCLA. arrived at UCI
from Glendale, a CIF Southern
Section large-school power.
In 1959, Davis' first year at
Glendale as an assistant basketball
coach Wlder Gene Haas, the Nitros
won the CJF btle, "then (H~) got lus
wife pregnant for the fourth time and
got a job in adrninlstration. and I got
the job (as head coadt), • added
Davis, Gleodale' coacb from 1960-65.
Davis, an All·Amertcan outside
hitter on UCLA's 1956 national
championship volleyball squad, w a
promised a coaching and teaching
job at his alma llVller, Laguna
Beach, after graduate school. But
those plans changed when a new
admlnistrabon entered the picture.

As an OCC basketball player
under Coach Miles Eaton, Davis
WdS the team captaln and leading
scorer in 1951-52. averaging 14.4
point<; per game. In older OCC
basketball publications. Davis is
Ltsted dS the school's career leader
in rebounds with 718. .
"I played with George Yardley's
brother, Bob, and Bob Yardley
would put up 50 shots a game and
mtss about 40 of them, so there was
a lot of rebounding available,•
DaVIS said, tongue in cheek.
Dav15 and George Yardley are
"best buddies" and play golf
together frequently.
As for highlights, Davis, who
resigned at San Diego State in 1975
and left coaching, said "every year
di Glendale was just an A-plus,
and the same at lrvine. All those
coaching years were redlly great. U
I had to pick out one highlight, I
don't think I could do 1t. •
Davts, whose father, Gerald,
built the first motel in Laguna
Beach in 1939, fell into a job as
-commissioner ~a new professional
basketball league m Europe ln '75,
but the league folded after Qne
year.
"The concept was great, but it
was dbout 15 years ahead of its
bme, • said Davis, whose office was
based ln Munich. Germany. "The
Europeans weren't ready for it.•
After a brief stint with the
European basketball league, Davis
entered the alhJetic club business.
He and his wife, Irene, tarted a
successful women-only gym in
Irvine.
"Now l play poker ... • Davis
said. •1 enjoy playing poker, and 1
need the health insurance.•
Davis, the latest honoree in the
Dally Pilot Sports Hall of Fame, said
coach1ng and poker playmg •have
some really trange similarities.•
