amount for the three suspects
accused of allegedly gang-raping
a 16-year-old girl in a Corona del
Mar home, overruling ·a deputy
district attorney's request not to
because of the viciousness of the
crime.

dents at Rancho CUcamonga

The three allegedly drugged
the victim's drink and then raped
her while a video camera filmed
the incident on the evening of
July 5 in the home of Don Haid.I,
an assistant sheriff with the
county.
All three pleaded not guilty on
Wednesday and will return to
court Aug. 12 for a pretrial hear-
ing. As of press time, no one had
posted bail.
'My boy is the least culpable of any of them. Yet
he's the name that comes up constantly in the
papers, out of the district attorney's office. He is
the one that has been pillaged by the Newport
Beach Police Department. Only his house has
been search ed twice.'

of staff time, a three-inch-thick
environmental report and untold
reams of correspondence be-
tween residents and city officials
have all hinged on the belief that
the city has a say in whether a
Mormon temple is built here.
But a closer Joolc at a new federaJ •
law suggests this might not be
the case at all.
City officials are now analyzing
the Religious Land Use and Insti-
tutionalized Persons Act. The
• -...-.act,,-. which President Ointon
signed in 2000. says. MNo govern-
ment shall impose or implement
a land-use regulation in a man·
ner that imposes a substantial
burden on the religipus exercise
of a person." There are limits, of
course. A government can re-
strict religious exercise when do-
ing so as the "least restrictive
means to serve a compelling
government interest" But such
government interest usually
amounts to protecting public
health and safety. And for New-
port Beach, this law, combined
with-some legal precedents, sug-
gests the city may have an uphill
battle in defending its power to
rule yea or nay on the temple.

In a warm afternoon breeze
Wednesday, the coaches for the New
Zealand and Australia Governor's Cup
Regatta teams leaned on the railing
overlooking the water at the Balboa
Yacht Oub. This day would tell them a
lot about how they would fare ln the
l}pcomlng race -a world-class, inter-
national sailing competltJon now in
its 36th year.
"It's especially important to get a
feel for the local conditions." saJd Da-
vid Lukins, coach of the team from
the Royal PrinC'f Alfred Yacht Oub in
Sydney. Australia.
"And you get to see what speed the
boat can do," added Kevin Peet, coach
of the Royal New Zealand Yacht
Squadron from Auckland.
The 12 teams all use Santana 20s,
which are manufactured by W.D.
Schock ln Corona, and are donated by
local owners for the race. The boats,
which have been the staple of the
Governors Cup from the very begin-
ning. give some sailors an experience
advantage: teams local to Southern
California, including the Balboa Yacht
Oub team and the King Harbor Yad1t
Oub team from Redondo Beach, aJJ
have experience with sailing these
boats.

COSTA MESA -Thanks to the per-
sistence or rig owners. the willingness of
the City Council to l15ten and the pa-
tience of polke staff, the city now has a
preliminary compromise to the long-
standing recreational vehicle debate.
Council members Monday unanJ-
mousty approved the first draft of a law
that bans the parking of motor homes
on pubUc streets, with a 48-hour eJ.cep-
tion for loadJng and unloading in front
of the awne(s home. ln addition, recrea-
tional vehlCle owners couJd apply for an
additional 24 hours -for a total loading
time allowable of 72 -for emergency
repairs or extended trips. Costa Mesa

Once a contentious issue -drawing a
rowdy crowd that barraged council
members with hoots and hollers -the
rig dtalogue at Monday's meeting was
extremely poUte. with all parties thank-
ing each other for the patience required
to forge a workable compromise in the
community.
"We as a councit really tried to get our
hands around a very difficuJt issue and
we succeeded in coming forward with
something that I think goes a long way
to address some of the concerns.~
Councilwoman Ubby Cowan said after
commending staff and audience mem-
bers for their hard work regarding the is-
sue.
What started as a straight forward
proposal to ban motor homes on resi-
dentlaJ streets turned into a complex
process in which the police, the City
Council and the community have
helped refine the suggesti!d law. Since
December. the council bas considered
and subsequently delayed any action on
about four different proposals-includ-
ing a placard system and a citywide ban
that only allowed 24 bows for load.Ing
and unloading.
Dave Goss. the president of the gnm
roots RV Owners' Assn., u.rpd the coun-
cil at Monday's meeting to approve the
revised 48-hour exception, aaylng It al-
lows rig owners enough time to prepare
for the average trip. In spedaJ circum-
stances, more time is needed but the
additional day -wh.i,ch can be re-
quested -would 'suffice.
Goss also thanked the council and
city officials -Schuler especia.Uy -for
listening to the community and drafting
. an ordinance that represents a workable
solution.
Council members have said they initi-
ated tougher parting restrictions for
motor homes after hearing from numer-
ous residents that the large -vehicles are
unsighdy and dangerous, and that some
owners use the public streets to store
their vehicles. Those residents were
often absent from council meetl.ngs re-
garding the topic but their views shouJd
still be respected, city leaders argued.
Resident Mark Harris said he re-
presented the view point "of the silent
majority" when he spoke on Monday.
Harris said he didn't think parld.ng a rec-
reational vehicle or a boat or trailer on
the street was aesthetically pleasing and,
therefore, he refused to leave his own
boat on the street
Harris commended recreational vehi-
cle owners who stored their ri~ on pfi..
vate property and suggested the council
approve the 48-hour loading limit to al-
low "responsible• rig owners ample
time to prepare for their trips.
The proposed ordinance will come
back to the council for final approval at
a meeting yet to be scheduJed.

I t took nearly a year, but Gay
Sandoval has succeeded in
not only removing a
besieged judge from the ballot
but also in launching herself
onto that same ballot.
The Costa Mesa attorney and
former Daily Pilot education
columnist will now face Dana
Point attorney John Adams in
the November election for the
Superior Court seat.
And it's only appropriate.
After all, Sandoval's efforts are
the reason that voters will be
able to send anyone other than
Judge Ronald Kline into the
county seat lt was Sandoval
who, earlier this year, launched
a successful write-in campaign
to unseat Kline, who faces
criminal charges of child
:nolestation and child
pornography. Sandoval, once a
deputy district attorney,
prosecuted child molesters and
others at that time.
Sandoval initially filed to run
for a different judicial seat last
year, but decided to pull from
that race when the district
attorney's office filed charges
against Kline. She said at the
time she would unseat him for
the children.
Sandoval's successful write-in
campaign opened the
floodgates for others to join the
March election, which Adams
won. Kline came in a close
second while Sandoval placed a
distant third.
But the battle to throw Kline
out of office continued. As it
was, Adams would face Kline in
the November election. Kline,
still facing the criminal charges,
wanted out of the race.
Sandoval agreed and figured
she'd be best suited to challenge
Adams. So, she fought to
remove Kline's name from the
ballot and add her own.
In late June, a judge removed
Kline's name from the ballot
and last week, Sandoval's entire
dream came true as a judge
forced the county reglstrar to
add her to the ballot. We
appreciate her and her success.
We wish both candidates a lot
ofluck, thank them for their
efforts and hope for a clean
race focused on the issues that
need attention in this cowity.

Costa Mesa ·has reached a c rossroads

We all know another council term
was an enormous amount to a.sic and
we're appreciative Councilman
Monahan was able to hear our plea
amid the rising dJn of family and
~t demands. But we never
doubted; the good ones always find a
way to find the time to serve.
So, now that we all have a
reasonably strong idea of who a
simple majority of next term's Costa
Mesa council members will be,
maybe this City Council can finally
set aside its difl'erences to work for
Costa Mesa's greater good. (The jury's
out on Councilman Chris Steel. and
while I believe Mayor Unda Dixon
has tried, she bas clearly shown she's
not up to our considerable
challenges.)
Costa Mesa's at a crossroads and
the clearest evidence Is the school
performance ofMooahan's
constituency. the "blue collar,
ordinary folks." Don't these families
deserve the opportunity to receive a
great education? It's disingenuous for
the council to ignore the severity of
our school problem or the
uniqueness of our opportunity. There
is no question that council has a
direct responsibility to support

an LA.-style concert venue complete
with scalpers charging outrageous
prices and where does the proftt go?

some greedy scalper ("A million

It used to be a plea.rure to get your
dinner and walk over to the Arlington
Stage, grab a folding chair seat. watch
the swi set and munch on your
dinner while watching the mime and
waiting for the concert to start. Then
the concert morphed into the
Amphitheater that still wasn't too bad
because the scalpers hadn't caught on,
but Friday night was a bust ff you
arrived at 6:30 p.m., the only seats
available were at the top of the
grandstand If you went out for food,
you couldn't return because the Fire
Ma.rsball determined that the area
was too crowded.
· However, I bad the best revenge.
After waiting at the gate and hoping
that the Fire Marshall would find extra
space, I finally gave up and walked
over to the Lee cream stand. I bought a
dip top cone, sat under a tree and
watched Huey Lewis and the News on
the big screen with a complerety
unobstructed view. No one stepped
on my toes, spWed beer on me or
poked me in the back as they twirled
in time to the music and J walked out
to the elhibits without being aushed
by the aowds u they exited.
Hope next year is better. Let's bring
back a kinder, gentler Orange County
Fair.

The Human Relations Committee
exists to heal wounds in our
community, to help us to understand
and get along with one another, not
to change, and certainty not to
attack, lndividuala, cultures or other

academic Improvement And there's ,
no question Home Ranch provides us
a single chance to pull all the needed
resources together to develop an
etght-year plan to improve our
schools to be among the best in the
state. Our schools, nonprofits,
fraternal groups and community
volunteers have been doing their
darndest. but cannot do it without
council leadership.
I offered to find at least
double-matching funds to start the
effort if the city would direct just
$500,000 annually of its $1.5-million.
annual Home Ranch revenue to
academic Improvement programs of
Its choice. Residents very clearly told
council we supported Home Ranch
because it would provide for much
needed, bui underfunded programs.
Dixon defended the city's
responsibility to support Costa Mesa
kids after council's recent vote to
dramadcally increase city recreational
programs (with no matching funds).
Come on, council: don't Costa Mesa
kids deserve greater educational
opportunities ~ore than they deserve
city-sponsored birthday parties?
The council has been derelict in not
developing the city's relationship With
the Segerstrom family. They are not
only Costa Mesa's greatest resource,
they are its greatest supporter. Steel
recognized their importance to our
future when, during the Home Ranch
approval process, he pleaded for their
continued involvement with the 'city.
long after they've won their last
needed city approval. There's no
better time to nurture this
relationship than now. The Home
Ranch Development Agreement calls
for the city, with the cooperation of
the Segerstroms and schools, to select
an existing or new foundation(s) to
ensure the educational endowment
proceeds will be used as accorded.
Costa Mesa has existing foundations
capable or working with our
Parent-Teacher Assns. and schools to
fairly disb\.trse the annual funds
(about $22 per student), so the only
reason to discuss a new foundadon(s)
is to look to the future. Costa Mesa's
one hope to dramatically improve our
schools Is to enlist the Segerstrom
family's assistance to help us organiu
and explore our opportunity to raise
the enonnous additional funds and
community bacldng we'll need.
So. please council, let's get together
on this while the opportunity exists. It
does no one any good for the council
Lo voice its opinions contrary to the
development agreement: both the
Segerstroms and the city signed it It's
time for you to lead, not further
divide us. Take the time to do a little

the committee exists to debate the

community health, then they must
leave the committee.
Currently, the Human Relations
Committee does not have overslgbt
on its membership. All
appointments are made by the City
Council. Membership oversight must
be in the hands of this wonderful
committee.

with its subcommittee of70). I'd like
to see you just say oops, before the
process evolves into another
protracted and expensive tiaaco like
the last Westside plan. The Westside
needs help now, not in 20 years.
Any viable solution for our schools
and the Westside. must begin with
city leadership. passionate to the
opportunity to unite all
constituencies to make Costa Mesa a
better place to live and raise famWes.

who lived in Alaska for 13
yea.rs and never saw one pig
race. Hale, who brought her
3-year-old son James to the
fair, said they both enjoyed
seeing the races.

found in a forest in Riverside
County on Wednesday, was re-
portedly playing outside her
house with a fellow 5-year-old
on Monday when a man pulled
up in a two-door Honda or Acu-
ra. asked her to help him find his
puppy and then snatched her.
Orange County Sheriff's offi-
cials found evidence that Sa·
mantba bad been sexually as-
saulted and BUffocated. They are
searching for a suspect described
as a Latino male between 25 and
40, with a thin mustache and
short black hair. He was de-
saibed to have been wearing a

button-down, light blue shirt at
the time of the kidnapping and
might have been in a light green.
Newport Beach parent Anne
Peterson Is most disturbed by
the fact that ti1e suspect kid-
napped Samantha in broad day-
light, in the presence of another
child and right in front of her
own home.
"I just think H's more impor·
tant now to keep a closer eye on
them, since no one's been appre·
hended," said Peterson, who was
watching her daughter Avery
play with six frie nds at Mariner's
Park for her birthday.
The mother said she has
changed in small ways since
hearing the t.rag:ic news about
Samantha.
"Sometimes, I've even sat in
my car and done work. but J'm
sitting here today." Peterson said,
pa tting the picnic table ..at the
Newport Bench park. "ft's kind of
unnerving. It's so sad ...

McCreight said.
Peterson added that news
about kidnappings scares, most
of alJ, the children. Her 9-year·
old daughter Amanda recently
asked whether the same sort of
kidnapping could happen here
in Newport Mesa.

Royal Thai opens the door to a spicy world

to traveJ to Asia for business.
Most of my time was spent in
Th.lwan, and in between my busy
work schedule I delighted in
sampling the diverse Tufwanese
cuislne, a blend of many of
Maln1and Clllna's regf onaJ tastes,
with some Japanese inftuences
thrown ln, all done with the
Tuiwanese people's enthusiasm
for anything food-related.
Once my business trip was
complete, I took advantage of
rny locatJon and made a short
side trip to Bangkok to visit an
a.MOdate and get a glimpse of a
country of which I had heani
much but never seen.
I was not disappointed, even
though I was in Bangkok for
only a few days. I enjoyed
visiting the many temples and
markets of this exotic land, as
well as the hospitaJJty of what
' has to be the wodd's most
friendly and polite population.
Of COW'Se I took every chance I
bad to sample the local foods.
from satays served at street stalls
to much more elaborate meals
in some of the finer restaurant&.
I've always enjoyed the exodc
flavorings of Thai food, and had
always beard that the spiciest
Thal food served in the U.S. is
no match for the "~ stuff,"
and I can easily validate that
claim. I had several dishes that,
while delicious, brought tears to
my eyes. and I was told that
even those were toned down for
my foreign palate. With pa.In
came pleasure however, and I
continued to eat on. cooling my
mouth with cold beer in
preparation for the next treat
My trip was of course too short,
and I eagerly await an
opportunity to visit this
enchanting land again.

Royal Thai Cuisine on ~t

Beach. Royal Thal has long been
a staple in the area. serving the
area's resident fine Thal food for
many years, both at the original
Newport locadon, as weU as
other restauranss in Laguna. Ui
Jolla and San Diego.
The orlginaJ Royal Thal is
uruwuming inside and out.
Located just past the entrance to
the Balboa Peninsula, Royal Thai
is on a busy section of road that
makes access somewhat
challenging if approaching from
the wrong side of the street.
Parking ls limited, and it's wise
to just let the valet's park your
car for you.
Inside, pale iwry walls are
adorned with Thai art and
photos, as weU as the requisite
portraits of the king and queen
of Thalland. The Ughting Is
subdued without being dark.
and crisp white table linens
-complete a casual, yet elegant,
look.
The Thai language is
descriptive and melodious;
long-Oowing words often
describe even the simplest idea
or name. English translations try
to capture the splrit of the
language, and Thai menu items
such as Pot of Gold or Crying
Tiger often give the diner little
idea of what composes a certain
dish.
Pot of Gold, or ~toang lllong
($6.95) as it's called in Thal, Is
one of my favorite appetizers.
Small Oour cups are fried until
crisp and filled with a mixture of
ground chicken, onion and
potatoes, and seasoned with a
mild yellow curry sauce. A cool
cucumber chutney accompanies
the dish and cools the slightly
spicy curry. As with all of the
dishes on the menu, the
spiciness cart be adjusted to the
diner's preference, although
even the spiciest dishes were no
compail.scin to the overseM

Thai street food and another
favorite starter of mine. Thin
strips of chJclcen or beef (sadly,
Royal Thai doesn't offer a pork
satay) are threaded on skewers
fllld grilled over hot coals. The
charred meat is served with a
peanut sauce that is similar to a
light peanut butter thinned with
spicy sweet and sour sauce.
A sllghtly more exotic dish is
the Tod Mun ($6.95). The dish
doesn't sound appetizing: cold
fish cakes served atop greens,
but one bite into the chewy
cake, which has the consistency
of a paste that's been boiled and
then cooled, dipped into the
deUcatety sweet cucumber sauce
served aiongside, and you'll be
hooked.
The entree menu includes
several house specialties
Including a dish called Crying
Tiger ($10.95). Marinated strips
of filel mignon are grilled and
served with a bed of greens and
raw herbs, including mint and

Directed by Sam Mendes
("American Beauty"), the film
obviously aspires to something
relevant and lasting. The film is
populated with artists of every
caliber from cinematographer
Conrad Hall ("In Cold Blood,"
"Tell Them Wtllle Boy ls I I ere,"
"Fat Qty") to a reinvigorated
Paul Newman, and the solid
performances of supporting
characters as Jude Law, Stanley
Tucci and a woefully
underutilized Jennifer Jason
Leigh. While the everlasting
artistic goal may nol have been
reached, the attempt is superior
10 most products thal are foisted
upon us at the megaplexes.
In "Road," Hanks plays a
mobster-assassin Oeeing Lhe
world and profession he has
obviously excelled at with his
son, Michael Jr. (l}'ler Hoechlin).
Prior to a major turning event in
his Ufe, Hanks' Michael Sullivan
was ·a good family man trying to
save himself, his family and his
sons from the life choices he
made. Sullivan's other family was
headed by mob patriarch John
Rooney (Newman), who
considers Sullivan as his own.
The paternal conflict between
• Sullivan, Rooney and Rooney's
own son, Connor (Daniel Craig),
leads to inevitable conOicts, a
confrontation and eventual
resolution.
The better elements of"Road"
are again the portrayals by the
featured performers. Hanks'
Sullivan is in awe of Newman's
Rooney, and Hanks' reaction to
being in the same shot with
Newman reveals an obvious
adoration. Sullivan's adoration of
Rooney highlights the eventual
paternal conflict that will
confront both. Newman, who
has unfortunately been mired in
roles unbefitting of an actor of
his talent, seems reinvigorated
by Rooney. Newman's portrayal
is reminiscent of the flawed
characters he played in "The
Sting," "Hud" and "The Verdict.·
In fact, Newman's presence on
screen highlights one of the
movie's major themes: Nobility
in a corrupt world. Both Sullivan
and Rooney both possess their
own version of nobility, but it is
their own striving to stay within
their flawed defined
understanding of nobility that
will ultimately lead to their ruin.
The movie painstakingly
attempts to create an aura of
doom. but somehow the valiant
attempt is ultimately empty.

set in a poor Prussian village of
yesteryear, where inhabitants are
wary of anything unfamiliar and
especially frightened of strangers.
Imagine their consternation, then,
when three soldiers -tired and,
most particularly, hungry -arrive ln
their midst.
All this in a little over a half hour.
But OCCs enthusiastic and
imaginative entertainers manage to
reach their pint-si7..ed audience an(!,
perhaps, impart a message.
Brian Munce cleverly enacts the
more prescient of the three soldiers,
with Andrew Vonderschmitt and
Justin Chambers completing the trio

Relay Finals at Corona del Mar

The Dolphins zipped through
the· pool, scoring a combined
619 points in 60 events in boys
and girls com petition, beating
second-place Green Valley by
130. Newport Hills took third
place with 452 points.
Harbor View girls scored 346
polnts as Newport Hills came in
second with 266. The Harbor
View boys led all ix schools
competing with 273 points, 40
more than secon d-place Green
Valley.
Harbor View girls 13-and 14-
year-olds set four records in the
200-yard medley (2:02.52), 200
butterfly (2:03.10), 200 back-
stroke (2:04.13) and 200 freescyte
(1:50.44). The 200 medley was
anchored by Ashley Olandler,
Holly Van Hiel, Cari Levine and
Katie lndvik while Levine,
Olandler, Amy Zucker and lnd-
vik teamed up on the 200 buner-
Oy. Jndvik, Camille Hewko, Van
Hiel and Cllandler set a record in
the 200 back while Olandler,
