to attract a participants from all walks

T he 67th annual Right of the Lasers
returned to the Newport Harbor
Yacht Oub Sunday, wliting sailors
of all ages in an event that has
become one of the city's long-standing
traditions.
Co-hosting the event with the Newport Beach Clwnber of Commerce,
the yacht club attracted 64 entries to the race that continues to draw a
large crowd of serious competitors looking to have a good time.
"A lot of very good sailors were sailing in this event and some didn't

to up the entertainment for
this year's fair," he said. "We
wanted to get higher talent
acts with higher catalop of
bits and wider appeal."
And that's just what they
did r Out of the 17 concert per-
fonnances, 13 of the shows
were at full capacity. And
while fair officials hoped to acbine
their goal of increasing the number of
people attending the various concert
performances, which Beazley believes
they actually exceeded, it also led to
concern about how to accommodate
even more people.

A school district proposal
to build a free health care
center at a Westside
elementary school has
residents at odds.

WESTSIDE -A plan by the Newport-
Mesa Unified School District to place a
health center at Rea Elementary School
has raised the ire of some residen ts who
are concerned about whether the center
will be a positive, or disastrous. addition
to their neighborhood.
The district has joined in a collabora-
tion with the Children's Hospital of
Orange County to address the health
needs of students. The center calls for a
4,800-square-foot building to replace the
current Healthy Start facility next to the
school campus. It would provide free
medical care to children up to age 17.
The school board considered the cen-
ter at its meeting on July 16 and voted
3-1 in favor, with Martha flour abstain-
ing because she is on the OIOC Founda-
tion for Qilldren.
But rather than going ahead with the
plan, they agreed to a suggestion by
flour that since only five board members
were present, the issue be held off until
the board's Aug. 27 meeting.
THE RIGHT Pl.ACE FOR AID
As planned, the center is expected to
handle 9,000 doctors visits annually by
its third year. The district would lease the
building to CHOC for $12 a year, and the
center would be funded by about a mil-
lion dollars from Proposition 10, the 1998
initiative that collects money from the
sale of tobacco products for early child-
hood development programs across the
state. It would serve Westside children.

tion or legal status, officials say, in order
to meet the district and OIOC's belief
that a child's health is part and parcel of
the ability to learn.

last Wednesday, I noticed less
than a dozen people ln the
audience and only half of
them actually stayed to the
meeting's end. I think that
the aud1ence participation
will Increase now that the
commissioners are finalizing
the details involved in
establishing a new city
commission and will start
acting on harbor Issues.

at Wednesday's meeting to
offer suggestions for
clty-owned public docks
located throughout the
' harbor.
I submitted a two-page
letter to help brief the
commissioners on my topics,
and I recommend those
addressing any council body
provide written information,
especially if you have
technical data or specific
information.
I requested the
commissioners help boaters
know where they are In the
harbor by placing location
signs on each public dock.

followed up with the
additional idea of increasing
the 20-minute time limit to
three hours for boaters to use
the public dock.s. Presently,
there ar~ no &ty public docks
for a boater to tie fast for
more than 20 minutes in .
Newport Harbor. Frequently
we cruise to Rainbow Harbor
In Long Bea; because we
know there e public docks
with sufficien tim e to dock
for lunch. I think increasing
the tJme limit is an easy step
to make so that boaters can
go ashore.
Also at this meeting, Capt.
Marty Kuules, Newport
Harbor Master, gave an
excellent overview of the
harbor department with a
well-produced Power Point
presentation sh owing some
of the duties, responsibilities
and a few past clips of
deputies In action.

County Sheriff's Harbor
Patrol staff oversee all of
Orange County's harbors and
the waters off our coastline,
stretching ocean rescues as
far south as Camp Pendleton.
The commissioners'
responses we re positive to
the presentation, and I think
Kasules showed the.diversity
of his department lncludlng
boat rescues, boat tows,
divers, fire fighting, crime
Investigation, mooring
management and law
enforcement.
One of Kasules' major
points Is his handpicking of
staff to meet the
qualifications and
customer-orientated attitude
for being a harbor patrol
deputy. l feel the effort he
showed at the meeting will
help lmprove goodwill and
increase the lines of
communication between the
county and city on harbor
Issues and services.
Next on the agenda was
Tony Melum, the city's
harbor resources director,
who gave well-prepared staff
reports.
The first report was on the
public dock for the Rhine
Wharf between the Cannery
Restaurant and the Bluewater
Grill. This year's city budget
capital lmprovement projects
include the dock
construction estlm4ted from
two dock building
contractors. A marine
contractor made an
interesting point that the
Rhine Wharf la the onty
suitable and safe location in
the harbor for loading and
unloading of equipment and
materials. An unfortunate
derivative of increasing
property values is the
displacement of
on-the-water commercial
services such as dock
builders. who are vital in this
harbor but cannot afford the
exorbitant harbor property
costs. Fortunately, the
preliminary plans show the
dock's locati9n in the area
where the metered parking is
on Udo Park Drive, thus
leaving the wharf toward the
Cannery where the wharf's
post rails lift out still
unobstructed.
I will conclude with an
additional staff report ~·
concerning the nonexlitent
dinghy storage for the
mooring holders.
The Newport Mooring
Assn. has issued a report
addressing locations and
Ideas for long-tenn dinghy
storage. Did you know there
are no city facilities for
someone with a boat on a
mooring to leave their dinghy
shore-side for longer than 20
minutes?

Flight of Lasers that was held
Sunday, and how for the past
two decades Art Gronaky has
fired the starting gun every
year. However, for this year's
race I h ad to be up to the
challenge, filllng In for Art
who has another
commitment.

Beach postings and closures
in Orange County spiked to an
eye-popping 80.7% in 2001 as
compared to the prior year, a
national environmental watch·
dog reported this month. Many
of those occurred at stretches
of sand in Newport Beach.

days in 2000, the rep0rt said.
Ventura County came in at
No. 2 on the hit list, with 1,540
days. Los Angeles County was
third, with 1,046 days.

Newport Beach's seogtaphy
at least partly explains why the
high levels of bacteria continue
to pop up ln water in Newport
Harbor and the Back. Bay. Much
of the county's urban runotf -
polluted water that is known to
include animal and human
waste, Jawn pesticides and cop-
per brake residue from the
roadways-runs down clwmels
to one of about 2.200 stoon-
drain openin~ into city water-
ways. In that way, the city tends
to act as a receptacle for the
county's polluted waste water.
City leaders have begun to
address the problem. The city
has launched three studies to
help determine the cause and
scope of the problem, Asst.
City Manager Dave Kiff said.
The city is spending $45,000
to determine whether boats are
dumping their heads into the
harbor, $120,000 to study the
presence of viruses and another
$120,000 to monitor bacteria
levels in the Dunes' lagoon.

Museum.
Originally started as a
personal collection, the
museum -at 100 Newport
Center Drive -houses one of
the largest collections of
game-worn sports
memorabilia in existence with
more than 10,000 pieces,
including baseballs signed by
every World Series winning
team since I MO, Wayne
Gretzky's jersey and a pair of
Shaquille O'Neal's shoes. Tour
groups or individuals can visit
the museum for free, while
groups of 30 or more from
schools, summer camps,
clubs, shelters and other
wrious organizations can
request an athlete speaker.
"We deal with a lot of
underprivileged kids as well
as private schools, public
schools and at this time of
year a lot of summer camps. n

Each player took off his hat, laid it on the grass nexl

the 12-player So Cal Storm, a 12-and-under traveling
baseball team, has been practicing to prepare for the
team's trip to Cooperstown, N.Y .. to play in the
Cooperstown Dreams Park Tournament.
The 64-tearn youth baseball tournament brings
together teams from across the nation to play in the
weeklong tournament that begins shortly after
opening ceremonies on Saturday with a four-day pool
play format before the single-elimination tournament
begins Aug. 7.
After opening ceremonies, players from the 64
teams can compete in any one of tour skills
competitions: a home run derby, the 'Golden Arm"
contest where players stand 125 feet from home plale
in the outfield and attempt to throw the ball through
the buUs eye at home plate, around-the-horn. and the
fastest around the ~ses.

Maurer is one of three coaches, aJong with Frank
Felkema and Larry Culbertson, who are assisting

The Storm has been practicing and playing together
for a year now and is sponsored by the Lake Elsinore
Storm, a single-A affiliate of the San Diego Padres,
who gives the team their hats and uniforms.
Each team will receive uniforms specificaJly for the
tournament when they get to Cooperstown.
Storm practices are a bit longer and more grueling
than Little League practices according to one player.

around-the-horn drill five times before ground ball
practice.

throw the ball to the third baseman to start the
sequence that winds around the infield from third
base to first base before the catcher throws to the
shortstop, wbo throws to the right fielder to begin the
drill going around the outfield.
The driU ends when the left fielder throws the baJI
to the catcher.
Maurer said the best time the team has turned in for
the around-the-horn drill ls 24 seconds. On Thursday
they turned in a 27-second performance.
Maurer's son Brandon is co-captain aJong with
Brian Culbertson. Maurer looks forward to, *The
whole thing -the pan of being in Coopers town and
playing there."
A former Little League coach and marketing
consultant, Lou Presutti, followed on Bruce lssadore's
vision. The Hingham, Mass., resident ,had an idea for a
tournament in Cooperstown, where Abner Doubleday
was given credit in legend only as the creator of
basebaU.
Presutti created the Dreams Park, where teams play
on diamonds with 70-foot basepaths and 50-foot
mound!>.
Players and their families will be able to visit the
NationaJ Baseball HaJJ of Fame and Museum while in
Cooperstown.

sophomore stars. guard Gino Boero,

student body president, Don McCallum,

Years ago they established a popular
coastal paradise in Tuhlti and It was
once covered by Life Magazine.
Carlisle once served on Harbor High
swim teams while McCallum played
varsity football in 1946-47 under Wendell
Pickens. He recalls great amusement
from his low hurdle track years.
In reflecting back. McCallum said he
won a third-place medal in the Sunset
League finals. It spurred his ent!rgy
because the two ahead of him were
seniors. He dreamed of first place as a
junior.
Trouble was, something didn't cliclc
right, but he won a fourth-place medal
as a junior.
