Newport Beach comes to dory's defense
City leaders step in to ask fede ral agencies to
help in modifying new rules that a re
threatening the livelihood of local fi shers.

on the dory fleet's behalf.
Led by Mayor Tod Ridgeway.
the city is sending letters to two
federal agencies imploring them
to change the rules just enough
lo save the six families who sub-
sist on catching and seUing small
hauls of fish in local waters.

went into effect in response to
dramatically depleted stocks of
the rockfish boccacio. On paper.
the rule rendered dead the city's
historic dory fleet, those fisher-
men whose history dates back 10
the late 1800s and who depend
on rockfish species such as
thorny heads for their survival.
In response to a sudden outcry
from and on behalf of the tlory
fleet, federal regulators of the Pa-
cific Fisheries Management
Council and the National Marine
f.'isheries Service decided lo re·
consider a portion of the ban

Campbell a hero to some taxpayers More money,

Americans for Tax Reform has
given Assemblyman John Campbell
ilS "Hero of the Taxpayer" award for
July.
Campbell's outspoken opposition
to Gov. Gray Davis' budget -which
includes taX hikes for drivers, smok-
ers, banks, small businesses and
electricity users -won him the
award, the group said.
Damon Ansell, the group's vice
president for policy, announced the
award in a July 25 lener to Camp-
bell.
"We commend you fo' protecting
the principles of lower taxes and
limited government spending." An-
sell wrote in the letter.
The Washington. D.C.-based con-
servative group. fowided in 1986.
asks elected officials to sign a "tax-
payer protection pledge." Campbell
has signed the pledge. promisin~
not 10 support higher taxes.
In his l002-0:-\ fiscaJ year budget,
which has been stalled in the N,-
sem bly since July I . Davis has pro-
posed tax inc.:reases to the vehicle li-
cense fee (of $1.3 billion). tobacco
products ($650 million), a bank and
corporate tax ($285 million). and an
•eleclricity-ust!rs surcharge ($10 mil-
lion).
Davis also wants to suspend a
teachers tax creclit, which could
take $170 million out of teachers'
pockets, and revoke a smaU-
b usiness credit that allows small
b usinesses to deduct net operating
losses (a S 1.2 billion bit).
"I have many things in the budget
I object to," Campbell said Wednes-
day from his lrvine office. "That is
the most objectionable thing."

Federal Judge Alice Marie Stotler

ruling, as she deemed the ordi-
nance unconstitutionaJ. Similar

tington Beach. I .aguna Beach and
other cities.

Gerrie SchJpske has been taking
opponent Rep. Dana Rohrabacher
to task on a number of the
congressman's votes. The Demo-
crat hopes to unseat Rohrabacher
in the race for the 46th District.
Yet Schlpske has been a little '
tardy in her press-release assault
on Rohrabacher's voting record.
On Sunday, Schipake sent out a
release acCUBing Rohrabacher of
voting to "protect American com-
panies who use offshore tax ha-
vens to avoid paying U.S. taxes.·
Rohr abacher's vote, which oc-
curred almost two weeks earlier,
was cast to oppose a bit of legisla-
tive language hooked onto the
Postal Operations and Treasury
Appropriations Bill.
The congressman's press secre-
tary, Aaron Lewis, said his boss op-
posed it because it "was not ger-
mane" to the biU. which is compa-
rable to a check from the federal
government. Lewis said Rohra-
bacher supports reforming the na-
tion's tax code, so c.:ompanies are
not rewarded for setting up an off-
shore mailbox to act as a tax shel·
ter.

her spending to her opponent's. While
Rohrabacher has followed the Incumbent
playbook by spending $168,400 on such expenses
as payroll taxes and salaries (his wife, Rhonda,
m akes about $2..300 a month). as well as hiring
ditJerent consultant.s, Scbipek.e shows a lot of
barebones spending at ofBce suppty stores.

attem pt by Cox's former colleasue, Jim Talent. to
unseat Missouri Sen. Jean Carnahan. Camalw1
entered the Senate in the place of her husband,
former Missouri Gov. Mel Carnahan, who won the
seat two years ago posthumousty.

little lyrical fun, but this
year's fair probably will be
remembered most for taking
a big step toward reversing.

the only entertainment fair
organizers can muster are
acts that are as stale as a
10-day-old, IO-pound bun.
Not anymore.
ImmedJately after last
year's fair, organizers of the
2002 event worked hard to
bring in interesting artists to
perform, the result being an
overall increase in attend-
ance for the two-week ex-
travaganza.
Part of the success of this
year's endeavor comes from
having more money to throw
at fresher talent. The-lair in-
creased its budget for bands
and comedians by 16% this
year, providing folb such as
Steve Beazley, the fair's
deputy manager, with more
than $1 million to spend.
The cash infusion helped
to provide a show every night
and the ability to book popu-
lar bands like country rock's
Lynyrd Skynytd, 1970s classic
bands Heart and Styx. the
1980s phenoms the B-52s
and Huey Lewis and the
News and, for the younger
crowd, the Indigo Girls and
Save Ferris.
C.Omedians Weird Al Yan-
kovic and Ourot Top were
also popular draws.
" But aside from the musical
·acts, the fair continues to be
a top attraction year after _
year with its carnival rides, >
animal exhibits, craft displays
and smorgasbord of delec-
table goodies to eat
Truly, the fair's ability to
draw even more people in its
110th year of existence is a
testament to its popularity in
a county that increasingly
has little ties to the event's
rural roots. C.Oming up with
relevant entertainment and
keeping true to the fair's good
old-fashioned brand of fun is
a big task. and we commend
organirers, led by General
Manager Becky
Bailey-Findley and the fair
board, for their success.
Indeed, there were no
major catastrophes or
injuries or arrests this year
and, as usual, it was a fun
time had by all the thousands
of visitors who attended each
day.
Our only gripe is the extra
pounds we need to shed after
a steady diet of fair food.

twice about the occasional noise
created by the helicopter.
I am sure there are other areas of the
ciry that would welcome the assistance
provided by the helicopter acting as a
"super eye" for the ground units while
investigating a call and apprehending
suspects. After all. the helicopter is
probably in their neighborhood because
one of their own residents called the
police for help in the first place.
I doubt that the helicopter flies over
the Eastbluff area just for a scenic tour.
I live on the peninsuJa, and the
helicopter flies over us a lot too. They
only stay in the area long enough for
the ground units to get whatever
situation they are responding to under
control.
Everyone should think about it next
time there is a prowler or suspicious
car driving around their neighbor-
hood. If someone calls the police to re-
port it, let them use the most effective
tools they have to assist them in inves-
tigating the call.

Maybe next time a crime has been
committed in their neighborhood
human relations too well
The Costa Mesa Human Relations
Committee members are not interested
ln building bridges between people.
Their intent is to have a gatekeeper
that alJows only those with their own
myopic opinion to enter. They prefer
that people with opposing opinions be
labeled. refused admission into their
ranks and disgracefully dismissed as iT-
relevant. Are they afraid of allowing a
dissen ting voice into the group?
Roslyn Manley s uggests new com-
minee members be picked by the
committee instead of the present
method of being selected by the City
Council members (Mailbag. "Some are
working against Cos ta Mesa commit-
tee," July 18}. I can't think of anything
much worse.
Because current members appear far
more interested in promoting, if no t
acrually forcing, their own specific
agenda, 1 suggest future members con-
tinue to be picked by council members
on the basis of their tolerance for all
people and all viewpoints, even those
who some might brand as "politically
incorrect."

Peninsula ficus supporters
needs to drop their fight
The first thing I did when I moved
into m y current residence was remove
the fic us tree in my front patio ("Resi-
dents uniting against City Hall," JuJy
25). Nearly every residence in my
neighborhood has had a drainage
problem because the ficus roots have
invaded our drainage system.
Removing a heaJthy old tree is al-
ways a sad experience, but most ex-
perts would agree that ficus is one tree
that does not fit in an urban setting.
My advice to those ficus fans: Relocate
these trees to a vacant area and spa.re
the taxpayers' expenses in fighting
your welJ-meaning but nonetheless
nonsensical lawsuit.

Actors shake. up the Bard at Orange C.Oast College

condensed to 45 minutes and
"Hamlet" to 15 at Orange Cout
College in the put, but you
probably haven't seen them
lately.
These two blasta from the
Bard share a double bW at OCC
under the umbrella title of
"Supersonic Shakespeare," and
what they may lack in depth
they compensate for In hilarity.
Dlrector Alex Golson has
added a few fresh touches to
each in this theatrical exercise
calculated to test both the
actors' talent and stamina.
In Cecil Pickett's adaptation
of ·comedy," for instance,
there's the traditional twin
masters and twin servants
encountering all sorts of
mistaken-Identity problems.
But this time around, the Duke
of Ephesus is "the .Duke"
himself -you know, the one
they named the airport after.
Billy )(]eln does the local
legend to a T, even drawing a

actors. just in case someone in
the audience misses the gag.

Without having seen the
original Austin Powers movie
and tt.s sequel. I•only had the
previews for ~ncouragement to
see the newest film in the
series, "Austin Powers in
Goldmember. H I was very
curious to see what all the hype
was about and if the humor
could sustain Mike Myers for
another Installment.
"GoldmemberH wasn't all I
hoped It
would be.
The
characters
and plot were
all very clear,
but they tried
to stretch the
film too far. I
found
something
that can

The story is about capt Mik-
hail Polenin (U.am Neeson), who
sees his crew as a f'amily and
takes every precaution to ensure
their safety. It's 1961, and the So·
viet Union, in the rnlddle of an
arms race with the United States.
cares only about getting its nu-
clear submarine out to sea so the
Americans will think that it ~ still
equal in military power. The p -
ernrnent considers Polenin's be-
havior to be weak.
To make sure that the half-fin-
ished submarine leaves dry-doc.lc
on time and that the sea tests
progress regardless of any safety
issues, they bring in Capt Alexei
Vostrikov (Harrison Ford) to take
command of the ship.
With two eaptains on board
and Vostrilc..gv being extremely
strict and running the crew
through constant drills, it causes
a lot of tension and split loyalties
for the crew. Thing.'> are made
worse as the new captain contin·
ues to push the submarine be-
yond the limits of safety and san-
ity. The entire movie you are
waiting for some kind of con-
frontation berween the rwo cap·
tains that never comes..
When "Goldmember" spends
too much time on conOict, the
movie falls apart. Austin and
Dr. Evil manage to put ii back
together enough to limp to the
end, but the rum loses
something vital. I was bored -
big yawn. And il was very
disheartening.
Anne Marie (Kate Bosworth) surfs the Pipe in "Blue Crush," a film by director John Stockwell about facing the challenges of
the surf and of life. The film opens Aug. 16 in theaters everywhere.
The most interesting pan of
the movie occurs tow-dJ'd the end,
when one of the on-board nu-
clear reactors breaks down and
they have no way Lo cool the core
temperature. Members of the
crew end up volunteering to go
into the reactor core and physi-
cally repair the damage. Armed
with chemical suits instead of m-
diation suits and going in pairs,
the men sacrifice their lives to
save the lives of their fellow crew
members.
"Goldmember" starts out
well. The cameos are fabulous.
They're heavy at the beginning
of the movie, and I won't be the
one to spoil the fun and tell
who pops up. And as a
wonderful bonus, Britney
Spears is not in the movie as
much as I had feared -and
she gets dispatched in a vastly
amusing way.
Mike Myers has bis hands full
and does an excellent job of
keeping all the characters
balanced. Beyonc~ Knowles as
Foxy Oeopatra is upbeat,
bouncy and full of power.
Austin Powers should thank his
lucky stars he had her around.
Michael Caine is properly
annoying as Austin's father,
Nigel. It's good he's not in the
film all that much. Fred Savage
does an excellent job of being a
mere vehicle for a large mole
on bis face.
"Austin Powers in
, Goldmember" is funny and
, goofy for the most part, but it
has deep holes that were very
boring. "Goldmember" hits its
high note early and never quite
: makes it back up the hill again ..
, It's a good romp for a whUe but
, should have been much
shorter.
Unfortunately, it would be
better to see "GOldmember"
with·a fast-forward bunon Chan
on the big screen.
"Goldmember" is. sadly. more
"Oh. behave!" than "Groovy,
baby!"
"Austin Powers in
Gold member" is rated PC-13 for
sexual innuendo, crude l1umor
and language.

'Tadpole' themes swim
against the mainstream
''Tadpole" is a small, funny, coming-of-age
movie. It isn't a
masterpiece. but it is a decent
effort at a witty, character-
driven, independent film.
Oscar "Tadpole· Grubman
()\aeon Stanford) is not a typi-
cal 15-year-old American boy
in most respects. He speaks
French fluently, enjoys discuss-
ing philosophy and has a pas-
sion for Voltaire. He is llninter-
ested in girls his own age,
claiming they haven't lived
enough to have any experi-
ence.

Oscar goes home to New
York from prep school to spend
Thanksgiving with his father
(John Ritter) and stepmother
(Sigourney Weaver). During
this visit, he plans to reveal his
feelings of love to the object of
his affections. But his visit
home ends up being far more
complicated than either he or

his family ex-
pected.
Oscar
thinks he is
mature and
sophisticated
beyond other
people of his
own age. He
is more com-
fortable with
people who
are almost
three dec-
ades older
than himself, like his father,
s tepmother and their circle of
friends. But it is precisely his
interactions with these older
people on this visit that finally
teach O,car that he is an inex-
perien'Eed teen who still has
quite a bit of maturing to do af-
ter all.
The best feature of"Tadpole"
is the wonderful acting of the
whole cast. Stanford, who is ac-
tuaUy in his 20s, ls fully believ-
able as a 15-year-old. Weaver
and Riner bring the right mix of
intelligence and warmth to
their roles. As the stepmother's
best friend, Bebe Neuwirth is
vibrant and humorously
amoral.
There are some problems in
the story. It seems as though
some scenes that should be
there are missing. And some-
times some of the characters
behave in ways that just don't
seem entirely believable. These
issues don't detract, however,
from enjoying the witty dia-
logue delivered by talented ac·
tors.
If you are tired of the sum-
mer blockbusters and want to
see a movie that spends time
developing interesting charac-
ters, "Tadpole" might be the
film for you.

stay away
from movies

true story for

son. But with the recent group of

ing another exciting movie about
submarines and a nearly averted
While the men are brave and
heroic for willingly sacrificing
their lives, it makes for an incred-
ibly dull movie unles.s you are in·
terested fn watching lhe subma-
rine drills and equipment repairs
that take up mo<>t of the film
The movie has no exciting mo·
men ts and just plods along with
no new interesting visuals or any
great dialogue. The two veteran
actors, Ford and Neeson, do not
contribute to the movie with any
shows of acting prowess. Their
Russian accents are barely no·
dceable and seem to come and
go at will.
The most compelling thing
about the movie is when you
think about the concept in to·
day's world. It's scary to know
how the Soviet Union mishan-
dled nuclear energy with every·
thing that they knew.

er and Bennett each went 2 for 3
with two runs scored apiece. Red· •
ding also went 2 for 3 with a home
run and one RBI as Seagondollar
went 1 for 3 with one run scored.
Secrest went 1 for 2 with a two·
RBI double as Hart went 1 for l
with a three-run home run and a
