saying It was designed to explore

Committee member Tom

process and reels the city is get-
ting its money's worth. Egan said
he has read enough about con-

method used enough times to
know the committee is heading
down the right path.
"It will take some time to get to
know each other and trust each
other, but it will happen,· Egan
said. "It is no different than a
family in a car trying to decide
what movie to go to. There will
be disagreements and arguments
and then finally they will agree.•
City Manager Allan Roeder
agreed, reminding people that it
Is only the beginning of a very
long and deliberate process.
"There is a time to educate
and a time to act," Roeder said.
"And the time to educate has to
come before any action."
Members like Davidson, Bev-
er and John Feeney say they are
already educated apd are anx-

three members were involved In
previous city plans to chart a

that were ultimately ignored.
MWe asked for an accelerated
program because we have al-

Davidson said.
While the facilitators are try·
ing to move as quickly as pos-
sible, consideration must also
be given to commlnee mem-
bers who are brand-new to the
process. Lillie said.
"This group is fee ling very
anxious because many of them
were involved in the process be-
fore and are frustrated that they
have to start from scratch
again," Lillie said. "I really em·
pathiz.e with those who have
been dealing with this issue for
years, but the council has ap·
pointed 60 people -not just
eight -and we have to take
lnto account everybody's level
of understanding of the issue."
Roeder also noted that there is
a wide variety of opinion or what
conslitutes the Westside. Many
of the committee members are
involved because they want to
pre$erve a specific aspect of the
Westside, while others want
broad-scale change. he said.

it seems to introduce more
regulation to businesses and

Before the summer of
2000, city codes allowed resi-

run on a driveway leading to
a garage -provided it was
covered with an acceptable
cover -or in a yard area
that was screened by a 6-
foot-higb wall or fence, a
staff report states.
New codes passed in 2000
banned those options and
made it legal to store an in-
opetable vehicle only in a
garage or another enclosed
building. City code enforce-
ment officials have said the
law also applies to back-
yards, if the car can be seen
from a second-story window
and is the subject of a com-

terms, and if we used any of
those wouldn't we be implying
endorsement of GreenJight's
cause? So what about the term
slow growth? Doesn't that mean
that weve created an opinion
about Greenlight? Well, yes and
no. The words beneficial or
responsible are very subjective.
They mean different thin~ to
different people. But the word
slow is pretty much understood
by everyone to mean one thing.
It's not good or bad, just slow.
And no, it is not how you best
describe editors either. Seriously
though, Greenlight gets this
descriptor because in truth, that
is the end game of the law the
group passed. It has slowed
down growth. Just ask the
powers that be at the Dunes or
the Koll Co. or even Sutherland
Talia, which is hoping to build a
hotel on the Balboa Peninsula
that could very well be slowed
down or even stopped by
Greenlight. Sure, George Jeftrles
and PhD Am and Allan Beek
and Tom Hyans and Ewlyn
Hart and Jean Watt and other
Greenligbt stalwarts whom I
know and respect and like very
much will tell you and me that
they don't want to stop all
growth, and they are right But
I'm not sure how they can deny
that Greenlight itself was
hatched as a way to do what the
ghost of City Councils past had
failed to do, keep development
in check. Anyone who plays
chess knows, when you are in
check. you don~ have a lot of moves you can malc:e. So. what
do we call this group? "The
Greenlight organization favors
beneficial growth and depJores
abusive growth." wrote Jeffries, a
Greenligbt leader, in an e-mail to
me last week. "Beneficial growth
is: a) growth within the general
plan which is planned for in the
circulation element; b) growth
requiring amendments to the
general plan which is
environmentally sound (a
positive BIR); promptly mitigates
its traffic increase; does not
increase usage of John Wayne
Airport; financially contributes
to the city; and does not hinder
views or usage of our beaches,
bays and estuaries. The tenns
Moo growth" and •stow growth"
are inappropriate because you
imply that Greenlight wants all
growth to slow or stop, he
continued. This is not the case,
and you ace mis-identifying and
slurring Greenligbt to thousands
of readers every time you use the
phrase."
"Olailenge yourself as a
wordsmlth to apply the most
descriptive terminology,
preferably without adjectives."
he wrote. "Do not imply that
either the organization or the
law is not desirable. I am not a

the reader judge from the nouns

That's a powerful argument,
don't you think? So I put the
question to my bram trust of
editors here at the newspaper
and unfortunately for Jeffries
and the rest of the Greenlight
crowd, the answer to leaving off
the adjective to describe the
group was a resounding, and not
very slow, NO. Here's why:
Newspapers deal with economy
of words. We don't have a lot of
room to describe groups that
readers may not have familiarity
with. Greenlight. so far, is not a
household name. Even if it was,
stories should be written with
the expectation that someone
new in town can pick up the
paper and know what we're
tallc:ing about Pretend we are
writing about Greenpeace and
you've never heard of them.
Wouldn't you expect at some
time we need to describe them
as an environmental group?
What about the National Right
to Life League, aren't they
anti-abortion? Or the NRA. aren't
they a pro-gun organization?
What about this new Newpon
Beach Thxpayers group? Once
we figure out their agenda,
shouldn't we describe them as a
pro-business or
pro-development group?
Readers deserve to know the
agenda of groups, especially
those political in nature, to make
decisions or come to
conclusions about whether or
not they deserve support. And

what of the argument that our
terminology implies Greenlight
wants all growth to slow or stop?
Jeffries points out that only 1 %
of the development in the city is
affected by Greenlight hurdles.
But there's an explanation for
that. For the most part, the city
is already built out There is not
a Jot of places for developers to
expand So therefore, that I%
probably represents the areas in
which growth can occur. Finally.
Jeffries opines that since
Greenllght is now the official law
of the land in Newpon and part
of the City Ouuter, the Daily
Pilot, by editorializing against
Greenlight, and allowing letters
by the Chamber of Commerce or
others to run criticizing the law,
is demeaning the law and the
citizens who voted it for it. My
response to that is that
newspapers must maintain
independen ce from all factions.
While the newspapers. official

is opposed to Greenlight, we
allow viewpoints from all
perspectives to debate the issue
all the time. And just because
something is the law doesn't
make it sacrosanct I don't mean
to compare Greenlight with
slavery. but slavery once was the

On a similar topic, a reader
called in and wanted to know
why we identified a letter writer
as the partner of Costa Mesa
City Councilwoman U bby
Cowan. Tilis one is easy. The
letter writer, Rebecca Oiadwlck,
had written in to complain
about what she believed was
excessive coverage of
Councilman Gary Monahan,
who just happens to sit on the
same dais as Cowan. Rebecca
Oladwick is not just an average
oitizen with a gripe. For us to
have made it seem that way
would have been the height of
deception. We try our best to
filter out and verify letters. Still~
l'm sure readers with political
axes to grind are able from time
to time to get their letters
published in our paper, without
Identifying their agendas. But
we do keep a lookout for that
and I urge letter writers to avoid
such dishonesty. Still, if you

the type of player who
didn't mind taking a

was the University of Miami,
which called a couple of weeks
later to see how MacMillan was
progressing. An assistant coach
phoned the night of March 10,
1994.
"I told him I threw a perfect
game," MacMillan said. "(The
timing) was kind of lucky for
me.~

"We did what we bad to do,• said Newport C.O.ch led New·
land following his team's systematic conquest of New York be-
fore a water polo-savvy crowd of 400.
Newport never trailed, led by three goals (5-2) at halftime,
and maintained at least a three-goal cushion through the sec-
ond half as Powers (five goals), Bailey (two goals), Omar Amr
(one goal), Ma.re Hunt. Robert Lfnn, Dan IClatt and goalie Ge-

New York. which failed on five of six power plays, •tried to
tum the tide in the fourth period with several incidents of de-
fensive overplay, ~~ as spring-board.Ing off Bailey's body in
the bole. but It hardly cau.sed a ripple ln the continuing domi·
nation of Newtand's champions.
It all see'lled rather anticlimactic, considering the tourna-
ment's most exciting game had come in the morning when
Newport escaped with an 11-10 overtime victory over Stan-
ford, coached by former C.Orona del Mar High Coach John Var-
gas.
New York had already qualified with a 6-4 semlflnals victory
over Malibu, and Newport appeared to have thlngl Its way in
the eady going. jumping to a 5-2 lead late in the second quar-
ter against Stanford. ~
Stanford, however, ~th its regular-season squad intact,
worked hard to pull even at 6, 7 and 8, and took a 9·8 lead with
leu than three minutes to go.
Newport fought back with a rying goal with 1 :31 left on a
Dan Klatt score, then held Stanford off ln the final 13 seconds
of regulation to force the overtime.
"We bad weathered the storm (early) and I knew ln the sec-
ond half our cowiter, counter, counter would take its toll,~
said Vargas.
Wlth a ftnals berth on the line and little room for continued
mistakes, Powers got inside for a goal in the first overtime,
then, near the two-meter area. be took a no-look pass from
Amr ln the comer and extended it into a quick goal to make it
11 ·9 early in the second three-minute overtime session.
Stanford again fought back with a goal, and ln the fading
seconds, had possession, only to be turned back by a block
Powen at mid-court with no time left.
"I thought this might be a two-goal or three-goal
said Newland. "We just lost some discipline.•
Powers had five goals against Stanford and Bailey and Klatt
each scored twice. Amr and Evans also scored.
Tony Auvedo, the dazzling sophomore out of Long Beach
Wilson High. led Stanford with four goals.Jeff Guyman and Jeff
Nesmith each scored twice, and Reed Gallogly and Peter Hud-

L'JCE FOREST -For the past 37 years, Ted
Bandaruk has been teaching young children all
over south Orange County how to swim and how
to have fun doing It The culmination of Banda·
ruk's leadership was on display at the South
Coast Swim Conference Finals at El Toro High
Saturday.
Bandaruk's Harbor View Swim Tham won the
SCSC tide, coming out on top over 8ve other
clubs. HVST amassed 1,609 polnts ln the com-
bined team category. 147 points more than sec-
ond-place Lab Forest Harbor View also won in
the female team scores with 821.50 points and
the male team scores with 787.50. Newport Hills
finished fourth ln the combined, male and fe-
male categories.
Even lf the Harbor View Dolphins did not win
the title. Bandaruk would have been pleased be·
cause the swimmers came forth with their ~at
est eff'orta in the last meet of the season.
H(The SCSC Finala are) all about letting the
kids do the best that they can," Bandaruk said.
'"This is the time when It's the end of the seuon
and all the work Is done and they a.re going to
really try hard."
Marcello Pantullano, perhaps the poster child
of the HVST. merely showed up and that was a
winning perfonnance in Itself. Pantullano, who
~ently graduated from Corona del Mar High
and will play water polo for Stanford in the fall,
haa been with HVST since age 5. He could have
stopped swimming for HVST to concentrate on
water polo but his loyalty to Bandaruk kept him
on the team.
•He's a great man," Pantullano said of Banda-
ruk. •Ted has been a huge factor in my life. Be-
side my pa.rents and (Stanford Coach John) Var-
gas. Ted bas been an important role model in my
llfe. (HVST) got me into water polo."
Pantullano wW major in electrical engineering
at Stanford, where he wW play as a driver for Var-
gas, Bandaruk's son-in-law and CdM's former
coach.
HHe shows the greatest end resulta of what we
do in getting them started in this path." Banda·
ruk said of Pantullano. "When he got stiuted with
this be was a chubby. little kid. In staying with the
work and training, he just showed what can hap-
pen ln the results. He's a nice, young man and a
very good athlete."
In addition to Pantullano's story, Newport
Hills Swim Team Coach 'Greg Roberts ls also an
example of the auccess of the SCSC. Roberta
began swimming with NHST u a 5-year-old
during the club's first season. He ha.s been
coaching NHST for the past three years and the
swimmers' Improvement has become his pas-
sion.
HI feel a great amount of sadafactlon." Roberta
said of Saturday's action. "Almost every one of
our swimmers achieved peraonal-best times."
Newport Hills' improvement came through
Saturday, as did Harbor Vlew'L Bandaruk's HVST
club team collected 19 individual victories and
