A fter the recent rash of Southern
California kidnappin~ Newport-Mesa
families on Tuesday learned valuable tips
to prevent abductions as they joined a
nationwide effort of a1me and drug prevention.
The 19th annual National Night Out encouraged
residents across the nation to lock their doors, tum
on their outs.Ide lights and spend the evening
outside with neighbors and police.
In Newport Beach. the event at Mariners Parle
drew btlndreds of residents whose top priority is
keeplrlg their children safe.

strangers and safety in light of what's been going

The case is grabbing headlines in
England because Irvine's father is Lord
Derry Irvine of Laltg. the Lord Cliancel·
Jor, who is dose to Prime Minister Tuny
Blair and holds the highest judldal posi-
tion in the country.
Irvines arrest in late June did not raise
any eyebrows. said Tori Richards,
spokeswoman for the Orange County
district attorney's office.
But in a few weeks, all that changed
alter Richards received a call from The
Mail. another British newspaper. That
opened the Ooodgates on the media
deluge that followed, she sald
British journalists have converged on
the area. and in their traditional papa-
razzi fervor have aroused police atten-
tion themsetves, Richards said

dory fishermen have won a small
reprieve from devastating new
fishing restrictions, their future is
far from secure.
Since an emergency ban on
catching rockfi.sb last month
handed down a virtual death
sentence to the city's historic
dory Oeet, locals lobbied for and
won the right to have a handful
of fish species exempted from
the ban: long·spine thomy-
heads, short-spine thomyheads
and sablefish smaller than 22
inches long. Thomyheads, along
with many other rocldish spe-
cies. are commonly mmeted as
red snapper. Sablefish is often
sold as sea trout
But rules that prohibit caidl-
lng all rockfish in waters 120 feet
or deeper -an emergency re-
sponse to studies showing
greatly devastated stocks of bo-
cac:cio -remains intact. And be--
cause the now-·off-limits species
have long comprised the bulk o(
the dory men's daily catch. they
will have a hard time getting by
on catching only thomyhead
and sablefish.
Next year could be even
tougher. Rules on which fish can
be caught are revised every year.

T he Newport Beach Police
Department has a secret
weapon. And if other police
agencies aren't jealous, they
should be.
Carol McDonald is every police
department's dream: a volunteer who
can do just abou t anything, and who
really wants to, from playing Mrs. Oaus
on helicopter school tours to stocking
police cruisers with flares and herding
animals for the city's "Pick A Pet"
program.
"She's incredibly giving." Newport
Beach Police Sgt. Steve Shulman said,
adding that McDonald racks up nearly
300 hours a year volunteering for the
department.
McDonald, a retired Newport Beach
resident, was the second person to
graduate from the city's 3-year-old

During the general comment
portion of the Clty Cowicil
meeting. Mansoor asked Dixon
to explain why at the previous
council meeting she told audi·
ence members she had no
knowledge of a proposed free
health center being planned for
the Westside.
At a Newport-Mesa Unified
School District board meeting
July 23, trustees Jim Ferryman
and Dana Black said they bad
broached the subject with the
mayor.
Dixon said Monday that clari-
fication was needed but ada-
mantly denied trying to hide
anything from her constituents.
"I do not read minds," Dixon
said about school district's plans
to add a clinic to the school
grounds. "I did not know about
it It was not on an agenda."
Dixon, who serves with Coun-
cilwoman Karen Robinson as the
City Council liaisons to the New-
port-Mesa school board, said
trustees never distussed the pos-
sibility of a free clinic at Rea El-
communicadon and collabora-
don between the two governing
bodies.
Dixon said sbe dJd not recall a
conversation with Ferryman. If
the subject had been broached
at all, it was in a hurried and
vague conversation with Black in
which the ttustee merely men-
doned "a clinic, • Dixon said
The mayor said she assumed
Black was referring to another
. health facillty.
Black said Tuesday that her
conver8adon with Dixon was
rushed but stood by the fact that
she was trying to give the mayor
a heads-up about the proposed
facility. Black said she had no
formal information to share with
Dixon but wanted to at least
make a call
"We were on cell phones, and I
started to tell her and she cut me
off, saying she knew all about it,"
Black said
Ferryman could not be
reached for comment Tuesday.
Westside residents. including
Mansoor, have voiced loud op-
position to a partnership be-
tween the Cllildren's Hospital of
Orange County and the school
board to bring an affordable
medical clinic to the elemen-
tary school campus. The center
calls for a 4,800-square-foot
building to replace the existing
Healthy Start facility next to the
school.

child safety tips to parents on
ways to prevent kidnapping.

The man's car was reportedly disabled in the
area where the onramp meets the freeway
when a red Jeep Wrangler rear-ended it. Ras-
mussen said The impact caused the Maxima
to spin across a few lanes of the freeway.
The driver's side door and the steering wheel
were removed to get the driver out, he said.
The back of the car was crushed.
A jolting rear-end collision on the Corona del
Mar Freeway in Newport Beach on Tuesday
caused one victim to be airlifted to a hospital
and tied up traffic during the evening's rush-
hour commute.
"It buckled like an accordion," CHP Officer
Scott Taylor said.
"The Jeep's driver was treated at the ~ne for
minor injuries, Rasmussen said.
The two-car crash occurred about 7 p.m. on
the southbound side, south of the campus

The driver of a silver Nissan Maxima suffered
major injuries, including possible fractures in
the pelvic area and a broken ankJe, and had to
be extracted from the car and airlifted to West-
ern Medical Center in Santa Ana, said CHP Sgt. run Rasmussen.
The Jeep suffered a damaged windshield,
grill, front lights and fender, and the right
wheel was set back about 7 inches from the
impact.
When officers arrived, they closed three of the
five freeway.lanes. causing a backup for a few
miles. They reopened the freeway in an hour.

her urging. and with some

Beach, fisheries managers were

made a mistake in including
thomyheads in the emergency
ban last month. They were not
so quick to concede their point
that sablefish smaller than 22
inches should be protected.
During the swnmer, fisheries
research suggests, smaller sable-
fish live In shallower waters also
sometimes frequented by bocac-
cio. But this rationale only ap-
plies to parts north, Balter ar-
gued. Sablefish tend to be
smaller m wanner waters, and
should approve the project on
the basis of harmony and com-
patibility. Six other homes in the
vicinity have iwo stories, attor-
ney James Casello said, making
the Oarks' home not out of the
ordinary.
Regardless of any view ob-
struction, council members de-
cided the scope and mass of the
proposed addition was incom-
patible with the neighborhood.
Councilwoman Karen Robin-
son said the reason she got in-
volved with city politics was a
second-story addition in Mesa
Verde that she said ·destroyed
the entire character of the neigh-
therefore just because they're
small doesn't mean they're mix-
ing with bocaccio, she said.
The agencies "didn't have any
survey data south of Point Con-
ception they could draw on," De-
vore said. "We were able to get
some data from the California
Department of Fish and Game
and some other sources that did
suggest that Jan was right."
Baker said she will continue to
lobby for reasonable fisheries
management based on solid and
relevant science. But only time
will tell whether this fight can
save the dory Oeet in the long
term.

Kevin McCarthy has been named
an assistant track and field coach
for the men's and women's teams
at UC Irvine. The announcement
was made by UCJ Ooss C.oun-
try/Ttack & Field Director Vince
O'Boyte, who indicated that
McCarthy's primary concentra·
lion will be with the jumps
events.
McCarthy is returning to UC
lrvine, where he served as assist-
ant track and field coach from
1986-91. Most recently he was
director of men's cross country/
track and field at CaJ State Los
Angeles from 1991-2002. He also
was in the same position with
the Golden Eagles'-women's pro-
grams in 1996, and from 1998-
2002.
During his tenure at CaJ State
L.A., his track and field programs
recorded 14 top-JO finishes in
Ne.AA Division U Outdoor and
Indoor Otampiooships.
McCarthy led the Eagles to

letic Association titles in track

the ending they hoped for, but the first.
year Newport Waves fought to the end,
proudly representing Callforuia to the
recently-completed 11-and-under travel
baseball World Series.
The first-year team from Newport
Beach went 1-3 in the tournament held
July 21-28 that attracted 108 teams from
the United States, Canada and Puerto
Rico.
Opposing teams outscored Newport
by only five runs in Newport's three
·losses.
"It was a hard way to come home but
it taught our kids and now they're all
fired up," said Waves' Manager Michael
Grlflln.
Newport didn't quit as Gurett McRo-
bats hit a two-out, two-strike pitch for a
two-run.home run in the top of the sixth
to tie Missouri, 4-4, before Missouri
scored in its half of the sixth to win. 5-4,
eliminating Newport from the ~rld Se-
ries.
McRoberts scored the winning run in
Newport's 6-5, seven-inning win over the
No. 1 team in their pool, the Kansas Hit-
men, ln Game 3, which featured flve lead
changes. Jeff Prum sacrificed McRoberts
to aecond with a bunt ln the seventh and am. Grtmn drove in McRoberts for the
pme-wtnnlng run.

I'm not making any predictions
about Jackson, I'm just pointing out the
possibilities. Jackson now has the
opportunity he's been waiting for and
he's out to prove the Packers have
indeed found a diamond in the rough
to fill a need.
Its been two years since he was la.st
seen on an NFL roster. It's been five years
since he last ~college football.. And.
Jacbon never quits. In 1997, he caught
passes at Wa8hinglon Seate from Ryan
Leaf, the quarterback who retired from
the NFL at age 27 la.st month.

Jackson said before the AFL regular
season ended.
He signed with the Tehnessee Titans
Oct. 4, 2000, and played in one game -

not been on an NFL roster since.

handful of rather lovely homes
dotting the bluffs in the city's
Marina Highlands neighborhood.
The terraced community features
mostly single-story homes
overlooking the Santa Ana River
Channel out to the Huntington
Beach shoreline. And so lhe views
are pretty nice.
Now the claws came out, lhe
hissing began, and the fur started
flying when Oark revealed plans to
tack a second story onto his
residence. Such an addition
requires what's called a minor
design review by Costa Mesa
Zoning Administrator Perry
Valantine, who approved the
addition. Not only dld Clark's
second story fit well within the
city's height limits, it was deemed
by Valantine to be "harmonious
and compatible" with the
surroundlng neighborhood.
Even the Costa Mesa Planning
Commission twice approved
Oark's home,improvement plan.
But at least seven Marina
Highlands homeowners pitched
an awful and shrill fit. claiming
Oarlc's home addition would
either obliterate or partially mask
their ocean and city,light views.

forehead with this irony: The city's
running obsession with harmony
and compatibility has produced
littJe. if any, of either.
And there is this odd twist too.
City Hall -which houses the very
folks who have hatched new
regulations banning such things as
chain-link fences, peeling paint
and incompatible design;; -is
itself ringed by a chain-link
barrier. Has been for months. The
bulky and awkward steel beams
recentJy tacked to the building's
exterior to keep the place upright
'in the event of a good temblor are
only partially painted.
Construction debris has been left
in the frontyard and the grass is
dying. And why? Because the
contractor the city selected turned
out to be a top,sbelf dud.
Oh well. At least the generals on
the top floor still have their views.
