COSTA MF~ -A luxury car

Five tow trucks, a dozen drivers
and a handful of.undercover agents

Federal agents arrested Nader

Amirvand's detainment. the dealer·

A large-bed tow truck jutted into
Harbor Boulevard at Hamilton

causing hundreds of curious stares
and a traffic jam during the after-
noon. A handful of burly agents in
street clothes drove $300,000 cars
from the 101, while douns of on·
lookers questioned what was going

By late in the afternoon. the
crowd had grown from dozens to
hundreds, as news of the seizure
spread. News helicopters ftew over-

gathered together, gossiping about

Costa Mesa leaders

COSTA MF.SA -City Council mem·
bers voled unanimously Monday to
loosen reguJations regarding the stor-
age of cars that don't run, saying the
real problem was not the ca.rs but the
unkempt properties that are often lit-
tered with abandoned or dismantled
vebicles.
In putting an end to a months-long
debate, council members said they
were confident the city had a sufficient
arsenal of health and safety codes to
fight what code enforcement staff pre-
sented as the most egregious examples
of inoperable car offenders. The pre-
sented pictures illustrated rusted, dis·
mantled pieces of ca.rs strewn across
untidy yards.
"I wouJd not be comfortable know-
ing that that was in my neighbor's
backyard." Councilwoman Ubby Co·
wan said, but added that the city
should be able to combat that kind of
junk based on other codes.
City planner Kirn Brandt agreed.
"There is more than one tool avail·
able to the city," Brandt said.
The council agreed it was important
to combat unsightly properties while
not punishing thole who restore clas·
sic cars or wort on more modem veb.i·
des. Inoperative vehicles are now per-
mitted In a garage or a paved area that
is screened by a 6-foot wall or fence,
and even in driveways, provided the
car is maintained in good condition
and covered.
The recent changes are similar to
codes before the summer of 2000.
Codes passed in 2000 banned tbo.e
options and made it legal to store an
inoperable vehicle only in a garage or
another enclosed building. City code
enforcement officials have said the law
also applies to backyards. if the car can
be seen from a second-story window of
an adjacent home and is the subject of
a complaint
Councilman Gary Monahan. who
has a paved section of his side yard
sbielded by a fence where he used to
house a couple of race cars. asked bis
colleagues in March to reconsider the
strict rules, leading the council to
send the issue to the Planning Com·
mission.
Planning commissioners refused to
loosen the restrictions. and Monahan
appealed.
The councilman's efforts were bol-
stered by a group of self-prodalmed

El Toro airport no. takeoff p9litically
Paul Clinton
Daily Pilot
Even though she has spent nearly
two years promoting a regional airport
plan that indudes an El Toro airport,
Costa Mesa City Council candidate
Heather Somers says the issue is a
non-starter.
Somers, a funner councilwoman
hoping to get back onto the dais, says
she recognizes that an airport for the
closed Marine base is unlikely even
though a lawsuit challenging Irvine's
pad plan bas been filed.
"It's not going to be a centerpiece
(issue) for anybody [running for coun-
cil)," Somers said. "It's on the back-
bumer until the IAwsuits are re,.
solved."
Longtime El Toro airport advocates,
including the Newport Bec\ch-based
Airport Wortcing Group, have sued to
overturn the March 5 passage of Mea-
sure W. That measure re:lJOned the
base for open space, halting nearly a
decade of county planning for an air-
field.
After four years on the council,
Somers lost her seat in 2000 by only 32
votes, trailing Councilwoman Karen
Robinson. In early 2001. she went to
work as a paid consultant for El Se-
gundo, a city fighting to keep a cap on
flights at Los Angeles International
Airport.
Somers began pushing a regional
airport plan that called for as many as
29 million passengers a year at a theo-
retical El Toro airport. The plan, a pro-
jection for 2025, was developed by re-
gional planners.
Olrrent council members, on
March 19, endorsed the idea, which
Somers had brought forward.
Newport mayor fires back

As the fi rst salvo against the "pro-
development majority" on the New-
port Beach City Council, Greenllght-
ers sent out a lener aslc.ing support-
ers to "open up your hearts. bring
your checkbooks" to a fund-raiser
held Monday.
In the lener, the slow-growth
crowd called out Mayor Tod Rid~
way and Councilman Gary Adams
and vowed to match the amount
J.lidgeway raised during his 1998
campaign. The mayor raised $69,764
during that campaign year, records
show.
The letter raised the ire of the city's
mayor.
Ridgeway bemoaned the group's
slate-of-candidates approach, saying
it violated the city's campaign coo-
tributions laws in spirit. While a can-
didate can only receive SSOO per
contribution. a political action com-
mlnee such as GreenUght can collect
much larger amounts.
"It's a money grab," Ridgeway said
about the letter. "They think it's OK
to violate the rules."
At the Monday event, the Green-
light crowd announced candidates

Johnson seeks transcript
on state's energy crisis .
State Sen. Ross Johnson Is turning
up the heat on a Democratic col-
league to release the transcript of
testimony in the ongoing fallout
from the state's energy woes from the
summer of 200 l.
In a letter to state Sen. Joe Dunn
CD-Santa Ana), Johnson demanded
his fellow lawmaker release testi-
mony from David Freeman, Gov.
Gray Davis' nominee for the chair-
manship of the California Public
Power Authority.
Questions have arisen about Free-
man's role as the head of the Los 1'11-
geles Department of Water and
Power. The agency allegedly used
controversial "ricochet" trading
techniques to artificially inflate the
price of power on the spot market
A Senate cornmin ee chaired by
Dunn questioned Freeman on Aug.
l. The Senate must confirm or deny
Freeman by Tuesday.
"I believe Freeman was evasive
during the deposition, and that's
very telling," Johnson said in a state-
ment Wednesday. "We cannot allow
a gouger to be placed in charge of
the state's energy simply because
senators were not allowed access to
vital Information."
Dunn, in a response lener
Wednesday, promised to make the
transcripts available to Johnson.
Dunn also said be never received a
request from his Republican col-
league and said the testhnony would
be made available between 15 and
30 days of Freeman's public remarks.
"I am a little troubled at how this
unfolded and the tone of your let-
ter," Dunn said. "Your office was well
aware of that date, yet we received
no such request."
Wilson lobbies for Web

County Supervisor Tom Walson,
who represents Newport Coast in his
5th District, is readying a proposal
that would allow county resJdents
access to a "pin map" of registered
sex offenders living in their area.
Wilson, who is working with Su-
pervisor Todd Spitzer on the Idea,
has submitted the item for the
board's consideration at the Tuesday
meeting.
Under the plan, residents could
browse a Web site that would show
ho\v many "serious" or *high-risk"
offenders are living within a half-
block radius of any specific address.
No names would be provided.
The information is already pub-
licly available at J.he Orange County
Sheriff's Department.
Wtlson modeled the proposal on a
similar one already in place in San
Diego County, a spokeswoman for
the supervisor said.

Bringing ads to bear

Newport Beach staffers are working

NEWPORT BEACH
How do you get individuals
to pay attentl.on to water-
quality rules? "{alee a lesson
from Madison Avenue.
The city will soon be ask-
ing themselves just how
pithy they want to get while
trying to persuade people
not to Wck their cigarette
butts in the street or to let
soapy water from washing a
car run down the sidewalk
and into the storm drain.
ult's not exactly the 'Got
Mille?' approach. but that's
the general idea." said Assist-
ant City Manager Dave Kiff,
who will present some rough
ideas for a public informa-
tion campaign at Thursday's
meeting of the city's water-
quality committee.
"Welcome to the ~ach.
Did your runoff get here be-
fore you did?"
"You + your dog = bad.
You + your dog + your bag::
good."
• All roads lead to the bay.
flick your bun in the ashtray.·
These are just some of
the messages that could
soon be trumpeted from
banners on Coast Highway
and Newport Boulevard.
As lighthearted as the
campaign sounds, it's actu-
ally part of the grave task of
trying to meet tough new
water-quality rules. Since the
Orange County Sanitation
District Imposed the new
rules last year. with the city's
support, officials have been
worried about how they will
comply with the new man-
date to keep pollutants out
of the storm drains.
The city has the power to
change its own behavior and
has followed through with
stepped up SO'eet sweeping.
putting filters in stonn drains
and finding creative ways to
stop debris from rushing
into the bay. And getting
businesses to behave is a re-
alistic goal ~ indi-
viduals' behavior has loomed
as 1he biggest bugaboo.
So salesmanship may be
the solution.
lf members of the water-
quality committee like this
approach to public educa-
tion, they may send the idea
with their blessing along to
the City Council. If not, City
Hall's ad wizards will go
back to the drawing board.

City reac.hed good
compromise Over
gay pride march
T• he C.Osta Mesa City
C.Ouncll and Orange
C.Ounty Dyke March
organizers reatjled a
wise compromise Monday.
The lesbian pride march
group will pay city fees but
will walk its preferred path.
City officials originally
suggested the participants
march only in residential areas
and on sidewalks, but, in the
end, organiz.ers gained their
desired route -one that will
provide them more visibility.
The importance of that
visibility should not be
misunderstood. Marching in
an unseen comer of the city
won't serve the group's
intention: to speak up and be
proud of who they are. C.OSta
Mesa officials, residents and
business owners should be
proud organizers chose this
particular city for its first rally
in Orange C.Ounty.
Valid concerns were raised
before the compromise,
including the requested
waiver of city fees. But
answers to these concerns
did not prevent council
members from supporting it.
Because the route will
require that some city streets
be closed for a shon
durations on Aug. 17, a
Saturday, C.Ouncilman Gary
Monahan expressed
ooncems that businesses
could suffer. But because the
closures will be minimal, and
no one showed up to echo
that concern, we doubt there
will be problems. Also, the
march should bring great
exposure to each of the
businesses in the area.
Some residents also
suggested that C.Osta Mesa
simply doesn't need a gay
march at all. But those
individuals need to
remember that this country
bases itself on freedom, and
any group has the right to
assemble.
We re just glad the City
C.Ouncil and organiurs
struck a deal that works for
both parties. We look forward
to covering the Aug. 17
march and hope that all the
residents fully-and proudly
-suppon it.

I think the helicopters are a
very important thing in m y life
and when I hear them go over,
I'm very happy. I know they're
hunting for someone, or they're
trying to find someone tha t has

someone.
I think It's the most ridiculous
thing I ever heard to say such a
comment as Rene Jacober did.
And I'm sorry 'to think that an

With regard to the helicopter

Residents should not have to
financially support Job Center
The Costa Mesa Job Center is set up to
provide a location where th<>5e who need
work can meet with those who need
workers. This is a great idea. and one that
could serve the community well.
The problem is that this Job Center is
subsidized by the city of C.Osta Mesa but
provides services to many citi.7..ens of other
communitiei.. There is no requirement
that the workers looking for work reside in
C.Osta Mesa nor is there a requirement
that employers looking for workers reside
or operate businesses in C.Osta Mesa. Why
should our city subsidize the Job Center
for the benefit of other communities, such
as Santa Ana residents and Newpon
Beach employers?
If we are going to operate this
program in and for C.Osta Mesa,
residents and business owners of other
communities should pay for the service.
Or move it 10 Newport Beach. This 1s
another case of the liberaJ establishment
purporting lo know what is best for the
rest of us.

COMMUNITY COMMENTARY
Costa Mesa mayor def ends her acti ons
A s an elected official, I talce my job
as a city representative very
seriously, and I strive to "do the
right thing" In every vote l malce. I realize
that my actions are scrutini7.ed and that I
am occasionally subject to public raillnp.
There is always the possibility that when I
do not agree with someone, they will
make unfair attempts to desttoy my
credil>Wty.
in my opinion, such was the case on
July 31, when the Daily Pilot published a
C.Omrnunity C.Ommentary written by Doug
Sutton, a regular speaker at council
meetings (•Mayor needs to respond to
city's needs"). Slnce the letter contains
several gross Inaccuracies and
misrepresentations, I felt it is necessary to
respond and address Sutton's
pronouncements.
In February 1999, the City C.Ouncil voted
5 to 0 to save and allocate funds to restore
the Huscroft House. The house was to be
moved to the east side of Fairview Park
with the idea that it could be used as a
cultural landmarlc and museum for the
community. In 2000, a new council voted
3 to 2 against any restoration of the house.
C.Ommunity members rallied and asked
the council to reconsider its decision. We
lost Would I like private funding from the
Segerstrom.s (per the $200,000 suggestion
from C.Ouncilman 01ris Steel) attached to
my vote on the merits of the Home Ranch
project? Absolutely not.
Sutton says that because Steel
negotJated with the Segerstroms, as part
of the Home Ranch project, to •ante" up
for funds for the Huscroft House. I should

how I work.
I look at each Item
that comes before the
cou ncil very carefully
and make my decisions
on what is best for the
community and the
rightthingtodo,based
on my research,
community interaction
and staff reports. I will
never cast a vote as a "thank you" for a
consideration another member of council
has made on what they may consider "my
behalf."
California Scenario, also known as
Noguchi Garden, is the most important
work by lsamu Noguchi on the West C.Oast
and. arguably, the most important work of
public sculpture in Orange C.Ounty. I
support progress and lntelllgent growth.
which sometimes includes protecting art
or open space. C.Ouncil decisions
regarding business have enabled this city
to prosper ~ a result of the tax base our
businesses provide. I am proud of the fact
that we a.re a center (or both business and
the arts. I have always believed that true
progress opens the door to growth and at
the same time protects, preserves and
respects the cultural heritage that brought
the community to life.
The vote to preserve Fairview Parle for
passive use was determined before I was
elected to the Oty C.OunciJ, and J applaud

Councilwoman Heather Somers. I
appreciated Sutton giving me the CJ'edjt
for the Bad Park. but unforrunately I
wasn't a council member. According to
recreation standards, by the way. a facility

The Sutton letter insinuated that I don~
care a.bout the quality of our school system.
Nothing could be further from the truth. I
am the council liaison to the
Newpon -Mesa Unified School ~ct and
care deeply about gjving our student
population the best educational experience.
l also seek out and publicize outstanding
achievements by our students in my
council comments whenever possible.
Regarding the city budget.. I am proud
that the caliber of busin~ that Costa
Mesa attracts allows us the luxury of a
$100-million balanced budget. A vibrant
city like ours has many fiscal needs and
interests, from public safety to street
maintenance and repair, to neighborhood
and park. beautification. Appropriating
funds to diverse components is a

Dinner held in honor of former astront;1.ut John Glenn
0 range Coast hostess
1Wyla Martin joined her
husband, aw-. In
preslding over an elegant
swnmer dinner In honor of
American pioneer John Glenn
and his wife, Annie. An Intimate
dinner party at the Martins'
Laguna Beach estate introduced
local guests to the distinguished

senator from
Ohio, who
was one of
the seven

astronauts.
Glenn
made history
in 1962 as the
first American B. W. COOK to orbit the
earth.
Glenn and his wife, Annie, to
whom he has been wed for 59
years. are the parents of two
grown children, Daw and Lyn,
and the grandparents of two as
well. They came to the Orange
Coast to promote a local
association with Ohio State
Uruversity, which in 1998
established the John Glenn
lnstitute for Public Service and
Public Policy.
The Martins are prominent
movers and shakers in
Newpon-Mesa, serving on the
board of the Orange County
Museum of Art and also on the
board of the Orange County
Performing Arts Center.
Attendµlg the Martin ~ner
was Roger John.ton. Sen. Glenn
oversaw the confirmation
hearings on Johnson when he
was appointed by former
President Bill Olnton as the
head of the General Services
Administration.
Also in the crowd was
Newpon Beach's Dick Bertea,
who shared aviation tales with
Glenn. Benea, a prominent
local leader in the national
aerospace industry, swapped
stories of flying the Corsair

After dinner, Glenn held court
with the crowd, discussing Ohio

Another star of the evening
was Annie Glenn, charming the
crowd with her warmth and
sincerity. As an adjunct
assistant professor of s peech
and hearing science at Ohio
State, Annie, who also serves
on he r husband's board of
directors for the institute, has
made a lifelong commitment
to community service. Her
emphasis has been in areas
relating to children, the elderly

LOWRANCE sadly. it's not
only the
studio heads that expect a repeat
performance but the audience
as well.
Consequently, I was
disappointed in his follow-up,
"Unbreakable," about the
making of a comic book-style
super hero. for the simple reason
that I anticipated the same
formula I projected the
on-the-edge-of-your-seat
sus pense of "Sense" and a
spectacular twist of an ending
on to "Unbreakable."
Nevertheless. my belief in and
respect for the young director
did not wane. ShyamaJan's latest
film, "Signs, N is not a
disappointment.
What can you expect? Well,
don't expect too many
sleight-of-hand tricks or a
1-urprise twist ending. Do expect
a weU-crafted film with strong
characters. clever dialogue,
Hitchcockian suspense and
sparse speciaJ effects.
"Signs" is about a
middle-class family living on a
farm in rural Pennsylvania, that
wakes up one morning to find
crop circles in the cornfield.
What they believe to be the
creations of locaJ pranksters is
soon revealtd as an alien
invasion.
WARNING: I'm about to reveal
some movie deu1ils.
As the crop circles start
appearing around the world and
television coverage shows home
videos of strange sightings.
Graham Hess (Mel Gibson),
widower and father of two, along
with his brother. Merrill (Joaquin
Phoenix), try to shield the
children from the alanning
news.
Meanwhile, Morgan (Rory
Culltin), the eldest child, is
intrigued by the unworldJy
dicking transmissions
intercepted by an old baby
monitor. Wearing a
thought-protective I lershey's
Kiss cap, he uses an outdated
book found at t11e smaJI general
store Lo educate his family on
the possible outcomes or an
invasion.
The last act of the movie finds
the family trapped in the cellar,
surrounded by aliens. Graham, a
former minister who lost his
faith with the loss of his wife,
must now protect his family. And
to do so. he must rediscover bis
faith.
Performances from Gibson,
Phoenix. Culkin and Abigail
Breslin (Bo) are understated,
natural and believable -and
atypical or most suspense
movies because these characters
respond to fear not by screaming
and nmning away. but by
standing their ground.
lnftuenced by Hitchcock.
Shyamalan realizes that it's what
you don't see that makes a
movie scary. We catch only
partial glimpses. shadowy
images or reflections of the
intruder. The family stands
barricaded inside the foyer as
scratching of claws, pounding of
walls and shadowy images
encircle them. Even eerie
"Psycho• -like music is heard
over the opening credits. and
ShyamaJan makes a cameo
appearance as the local
veterinarian.
Shyarnalan's inventive
storytelling. while complex.
conceals minimalism. The film's
main plot of a man
rediscovering his faith is
straightforw.ud Most scenes are
filmed at a single location, the
farmhouse. There are only four
primary actors (five, if you count
the barely seen alien presence).
And even the alien's rudimentary
inability to open a pantry door,
which could be viewed as a plot
flaw, may be a fundamental way
to show that our fears of the
unknown often outweigh reality.
There's a lot more to discover
in "SignsN than the double
meaning of its title. Just as the
ingenious Shyamalan has
designed, I suspect you'll laugh,
cry and flinch at all the
orchestrated moments.
"Signs" is rated PG-13 for some
frightening morrumts.

Dragons rule world
in 'Reign of Fire'
S ometirnes the previews
for a movie do more harm
than good. Touchstone's
new dragon movie, "Reign of
Fire," is a good example of that.
Images of guns and a
muscle-bound Matthew

portray the film as something
to avoid at all costs.
Dana Carvey wrote and stars in "The Master of Disguise."

was hoping
that the genre would finally
gain some acceptance in
society. But the previews led
me to believe that "Reign of

to the hideous "Dungeons &

latest success stories.
AJthough the story has
several holes in the plot, it is a
rather enjoyable movie with
some incredible special effects
that make tile dinosaurs from
Jurassic Parle look like an
episode of "Barney and

The movie starts off quickly
as our hero, 12-year-old Quinn.

1Weoty years later. after
dragons have repopulated the
Earth and destroyed everything
in their path, we find Quinn
(Olristian Bale) is now the
leader of a small remnant of
humanity taking refuge in an
ancient fortress
TlDles are bleak as their food
resources have begun to
dwindle, and even the dragons
are turning on one another
after having destroyed so much
of the planet.
Out of the gloom comes a
self-proclaimed dragon slayer
named Van Zan
(McConaughey) with his small
army, tank and helicopter. The
English inhabitants arc
reluctant to trust this
newcomer because they have
seen many marauders, and as
Quinn's best friend, Creedy
(Gerard Butler). says. "There's
only one thing worse than a
dragon, Americans."
Sensing something in Van

men to enter the fortress.
After a power struggle
between the men, the gung-ho
American sets out to take on
the father of all dragons. which
ends in tpe dragon wiping out
his men and demolishing the
fortress. Quinn then finds
himself heading back to

Speaking of that character,
Betsy Hewett harkened bad: to
when she moved here from the
F.ast Coast and listed Auntie
Mame on her resume -a
character Tumbellinl herself had
portrayed. "111 bet you were
better," Hewett recalls
Thmbellinl saying.
There was no room for
rampant egos around the
playhouse, Th.mbellini's
included. Community theater
was teamwork. and Thmbellirti
was the bard-worldng coach
who rarely accepted the credit
she was due. There are a lot of
adjectives to describe her -
"brilllant," "innovative" and
"persuasive" come to mind But
"sentimental" was not among
them, at least on the surface.
Her gruff nature masked a
huge heart that often manifested
Itself ln memorable perfonn-·
ances, ·hers and others'.
'IlunbeWnl directed dozens of
shows at the fairgrounds audito-
rium and, later, at the Rea fad.1-
ity. Her acting alcills were allowed
to blossom only sporadically, in
signature roles like Evy lo "The
Gingerbread Lady," Big Mama in
"Cat on a Hot nn Roof' (with
Wlastc.k playing Bri~ or Aunt
Martha in "Arsenic and' Old
Lace" (with Van Holt and yours
truly among the cast).
When Patl Thmbellini started
the Costa Mesa Civic Playhouse,
she also started my avocational
career as an actor and, later, di-
rector. She was the drill sergeant
for my basic training in theater
and could be a tough tasbnis-
tress. But she instilled a love of
the art In me and douns of oth-
ers who returned to the old faJr-
grounds auditorium for her blg
cast party.
Somehow, it WcL!! fitting that
the final chapter ln Pali Tambel-
llni's remark.able life be wrinen
on the spot whe re It all began, at
lee.st fo r many of us. 37 years
ago.
She was, indeed, one of a
kind, and her guiding spirit
won't soon be forgotten by those
privileged to work -and play -
with her.
