The Orange County
Sanitation District's move
complies with a deadline
imposed by the regional
water-quality board.
Paul Clinton
Daily Pilot
NEWPORT BF.ACH -The Orange
CoWlty Sanitation District began bleach-
ing its waste water Monday as a contro-
versial first-step effort to dean up millions
of gallons of daily discharge off the city's
shores. •
•Chlorine bleach and the de-chlorina-
tion chemical are being used as a short-
term option to reduce bacteria,• said Usa
Murphy, the district's spokeswoman. ·The
community called out for an immediate
improvement to the quality of the (waste
water). This is the sanitation district's an-
swer to that call.·
By implementing the treatment, the
sanitation district met a Monday deadline,
set by the Santa Ana Regional Water
Quality Control Board at a July 19 meeting.
District officials say the move should re-
move their sewage plume from the lineup
of potential offenders bringing bacteria
into the surf zone.
Sanitation district managers are using
an industrial-strength bleach that's about
three times as powerful as the type found
tucked beneath most kitchen sinks.
They'll use between lB,000 to 20,000 gal-
lons per day, Murphy said.
Every day. the district releases 234 mil-
lion gallons of partially treated waste wa-
ter into the ocean from an outfall pipe on
the ocean Ooor 4~ miles out to sea off the
Santa Ana River mouth.
On July 17, the district's board approved
stepped-up treatment for the discharge on
a 13-12 vote after months of debate and
dis<:u.aion over a federal waiver the dis-
trict had that allowed it to skirt Oean Wa-
ter Act rules. Chlorination ls an extra mea-
aure.
Murphy said the district bleaches the
sewage with the powerful agent. then uses
a d~chlorlnation chemical to remove the
substance, which is extremely hannful to
eealife.

Just 11, he walked through the
museum's permanent collection as
part of his lesson and saw Andy
Warhol's famous worb. The yoUhg
student said he saw "famous pictures
like the Campbell soup picture, the
Marilyn Monroe picture and the
Olinese guy picture."
After seeing all this, Eric spent
much of last week contributing to a
large wooden sculpture that .
contained multiple images of
self-portraits -that of each of the
class' 6· to 12-year-old students. The
project relates to Warhol's "Mao," in
the museum's permanent collection.
' "The strategy behind the courses
that are offered Is usually we like them
to relate to the exhibitions that are on
display at the musewn. ... Some have
been relating to the biennial
exhibition up currently, and some
may just relate to other artists that we
have in our permanent collection,"
said Jennifer Katz, the education
associate for public programs at the
museum who chose which c~ to
offer.
The series of 14 art classes for
children started in early July. Four
classes are left, with two being offered
this week and two being presented
next week. F.ach course is a week long.
Age requirements vary per class.

Oasses going on this week are
. "California Dreamin' " and "Ught
Beams and Color Clashes." The first
offers children between 6 and 12 the
opportunity to study themes in
CalHomia arts. Students will walk
through the 2002 California Biennial
exhibit and will practice drawing,
painting and other skills. By the end of
the week. diey will have a portfolio,
just like real artists do.
"Ught Beams" will focus on light
sources. Projects include working in
plein air watercolors and building
metallic clay works.
Beginning Monday are "Poems and
Pictures," where children can learn ·
about wo.-ds and pictures melding ln
art, and "What a Scene!" -in which
students will learn to draw a scene or
character while hearing classical
music from a theatrical work. This
activity correlates with the art of
storyboard designer Dan Sayre
Groesbeck., whose works are currently
at the museum.
Some enrollment spots are still
open and fees vary.
Of having her son learn art at a real
art venue, Eric's mother, Terry, said the
classes afford the young artist a
specific yet thorough education.
"To live a
really good
life."
"What we're trying to do is expose
them to how real artists are, all the
different ways artists can create art
and also express themselves," Katz
said. •As we see in the biennial, there
·1 think it gives him a really good
idea of what's out there and what he
can aspire to if he decides to pursue a
career in art." she said.

thousbt that Was a great deal or progress after only two meetinp.
The item that nine members or
the group wanted to vote on at the

good idea for the Westside. That
most of the rest of the group didn't
feel the second meeting was the

Sure, I'd love to have my pet ideas

would. But I can't do any of those
things myself. We need to move for~

to be able to convince the City
Council to act on the ideas that are
overwhelmingly supported by thls
group.
I don't feel this group is too big or
is moving too slowly. We've been

The removal of the ficus trees that line Main Street on the Balboa Peninsula have stirred up a debate in the neighborhood.
Peninsula's Main Street ficus
trees should be replaced
I am writing in response to the
(Saturday) artide regarding the removal
or the ficus trees on Main Street on the
Balboa Peninsula \Talks on trees taking
place").
I am a merchant and resident of Main
Street. I live above my business at 104
Main St., so the trees directly affect my
life on a daily basis.
The ficus trees have caused loss of
business due to having to dose and have
(plumbers! try to unclog our drains.
They have pulled out huge chunks of
tree trunk every time they come -
about three or four times a year. Not
only is this costly in terms or business.
but It disrupts our life when we can't
Oush our toilets or take showers.
I am strongly tn support of replacing
the trees and know that if the "tree
buggers" had them in their frontyard
they would feel the same. I have lived
in Balboa for 25 years and have had to
fight with the trees and the mess they
make for that long. There is no feasible
reason to keep them.

Proposed health-care clinic

Tun i.s regarding .Blame game starts
aunf>'U8Jl ~n," (Wednesday).
Mentioned in tNs article were plans for
the Rm Elementary health clinic to
handle 9,000 annual vi.sits by its third year.
I believe that ls a conservative estimate. It
is unconscionable to ask any residential
neighborhood to accommodate this
influx of traffic for any reason.
As a longtime Westside resident
(40-plus years). I have witnessed the
steady decline of the area The Westside
does not need additional traffic to fuel
its decline. A clinic serving thousands of
people would be counterproductive to
Westside redevelopment
lf the clinic must be in Costa Mesa,
find a location removed from a
residential neighborhood. It is not
burdensome to require people to put
forth an effort to use public transporta·
tion or to walk to get what they need or
want.

C.Ouncil candidate clarifies
intention of discussion
1n the Wednesday edition of the Pi-
lot, one of the suo-beadlines reads
~candidate accuses the mayor of with·
holding information."
When I spoke publicly to Mayor
Llnda Dixon, I simply brought up nu-
merous questions that need to be an-
swered about the proposed location of
the CHOC facility. I also said Dixon
mentioned she was unaware or the
planned facility and that school dis·
trict trustee Jim Ferryman saJct he had
made Dixon aware or the facility.
'That is not the same as saying that
she Intentionally withheld informadon.
I simply wanted an exptanation of what
was going on. My point was that she
should be aware of what is going on in
our cit)t I would not imply anything as
drastic as withholding information
without strong evidence.
I have higher standards th.an tbaL

ANSWERS TO WEEKLY BRIDGE QUIZ
Q I • As South, vulnerable, you
hold:
•J6532 \/A KQ O A7 •A96
The bidding has oroceeded:
NORTH EAST" SOUTH WEST
1\/ Pua 1
What do you bid now?
A -You have a powerful hand and
excellent support for partner's suit.
First, rule out any sort of forcing
heart raise with only three-card sup-
port, even with such excellent help
as you can produce. Next, don't even
think about jump shifting with such
a weak spade suit. For the moment.
just bid one spade and see what reac-
tion that gets from partner.
Q 2 -As South, vulnerable, you
hold:
• A 5 4 0 K J 0 10 6 • A K 8 7 6 3
The bidding has proceeded:
SOUTH WEST NORTH EAST
I• P~ 1\/ Pass
?
What do you bid now?
A -This hand is not worth a jump to
three clubs. It is just about right m
Lenns of strength, but the quality of
the club suh leaves something to be
desired. Bid two clubs. Unless part-
ner can bid again. it is most unlikely
you are missing a game.
Q 3 -Vulnerable, you hold:
•83 •/Void 0 AQ983 •AQ 10652
What is your opening bid?
A -You want to bid both suits but
you arc not strong enough to reverse.
This is one of those hands where, to
faci litate a rebid. you should open in
your shorteT suit. Bid one diamond,
then introduce your clubs on the next
rou.nd.
Q 4 -Vulnerab1e, you hold:
• J 8 5 4 \I AK 0 A 5 • Q 10 9 4 3
Partner opens the bidding with one
club. What do you respond?
A • You need not be in a buay to
raise clobs -first probe for a possi-
ble 4-4 major-suit fit. Respond one
spade, lhen, opposite a minimum
rebid by partneT, jump to three no
uump at your next rum. ·
Q ! · Neither vulnerable, as South
you hold:
• Q 10 8 5 2 \I K 8 2 0 7 •A J 9 6
The bidding has proceeded:
NORTH EAST SOUTII

2• Paa ?
What do you bid now?
A -Only a hand hog would bid two
no trump on an unbalanced hand,
excellent support for partner's sec-
ond suit and only one stopper in the
unbid suit. Bid three clubs. If the
hand belongs in the no-trump game,
partner wilf make another bid.
Q 6 -Vulnerable, you hold:
•A1043 \I AQJ10652 0 Vold •QJ
What is your opening bid?
A -If there is anything like a golden
rule in bridge, it is: never make a
preemptive bid holding two aces.
Given that stricture, open one heart.
intending to jump to four hearts at
your nextturn.Evenifpartner
responds in spades, we cannot pic-
ture a holding where four spades
would be the superior contract.
What happens if you don't
advertise?
