planners and planning commissioners.

David M. Swerdlin, who represented
property owner Farhad Khosravi, asked
the council members to postpone the
item so his client could come back with
a reconfigured project that would not
mandate the special zoning require-
ment
Mayor Linda Dixon suggested the
council deny the project anyway, saying
city leaders needed to eradicate "spot
roning, • or the practice of cbangi;ng
roning and ~ting inconsistency in a
neighborhood. ~ "We need. to send a strong message
that we are committed to upholding the
integrity of now-density) residential
neighborhoods." DUon said.
Denial of the proposed project
marked a unity between the council.
Planning Commission and planning
staff tha1 had been absent in recent
high-profile project proposals. last
month, the council reversed the Plan·
ning Commission's approval of a sec-
ond-story addition to a Westside home
and, in an unrelated action, opted
against staff recommendations to allow
another two-story remodel ln a Mesa
Verde development
Swerdlin said it was clear after the
Planning Commission meeting that the
proposed project was not going to By
and that is why his client was asking
that the issue be delayed to allow Khos-
ravi to propose a more suitable project.
The request was denied because the
council wanted to make a statement, he
said.

zoning change so he could build five

"Calls for help supersede our
donated dollars, and we always
need local people to house
rescue animals," Pra.ff-Martin
said. "School begins in
September and many of our
helpers' families will focus on
school and soccer and leave
their swnmer community
service with us."

Newport Beach, Costa Mesa
and Irvine for fruits, vegetables and
breads.
Breaking bread for

entertain children and elderly
patients. The helping spirit grew to
be a year-round philanthropy.
Stops include the Costa Mesa
Farmer's Market, Grower's Direct, the
Corona del Mar Farmer's Market, the

someti.n)es places like Ralphs and
Newport Coast's Pavilions, whose
managers graciously contribute
breads and pastries for free to help
the Youngs' good cause.

The volunteering couple started
their food-delivery routine one
Thanksgiving in the late '80s when
the family. including two sons,
volunteered at Share Our Selves.

we found different sources where, for a
very small fraction of the cost. [they! were
willing to sell m food or give food aWcl}'"
"When you live in Newport and you
go into~ Mesa, into some of these
areas, it's pretty amazing the
difference in the amount of just
normhl things that people have, and it
was very important for us, for our
children, to see that we are so blessed
and so fortunate and we need to give
to those who are not." said Gail Young.
Her·husband says he enjoys
watching smiles light up kids' faces
when the thought of a feast dawns. Once their car is loaded, the couple
drives to Costa Mesa shelters,
including the Yellowstone Alcoholic
Womens Shelter, the First Step House
and the Interfaith Shelter, where they
drop off all the free food and give it to
people who need it
"My favorite shelter is the lnlerfaith
Shelter," said Gail Young, 56. "The
kids will come down with plastic bags
and take all the food they want. They
can live there up to three months free,
So the couple got in the habit of
going food shopping every Fmday
and Saturday, and malting Saturday
deliveries.
Gail added that the attitudes of
people who help them deliver the
food to the shelters -the managers
and owners of markets who agree to
donate goods or charge very little -
encourages them.
"It's very nice to see a different
side of humanity," she said.

was amiss the minute she no-
dced that Pead the black swan
seemed wet -her nonnally ini·
pervious•to-water self dripping
and hobbling on the sand. But
when Pearl couldn't carry herself
close enough to Kelly's house on
Satwday night to get to some
food, the adoptive mother of Bal-
boa Peninsula's two black swans
knew it was serious.
NShe was laying on the sand,
and she was all wet." Kelly said. "I
knew something was wrong. She
started limping. She couldn't make
it to the feedeL \-k got the ftasb-
light out. Yk knew that we had to
take her into the pet hospital."
Diagnosis: Dog bite.
It's a common problem on the
peninsula. Dog owners taking
their pea out for a walk enjoy see.

It's also possible that a shark
bite caused the badly infected

The good news is that Pearl,
who is under observation at the
Wetlands and Wildlife care Cen-
ter of Orange C.Ounty in Hun-
tington Beach, will probably be
fine. She is expected home on
Sunday. But the bad thing is that

The other half of the locally
famous swan couple has in re-
cent years survived a terrible oil
spill and at least one run-in
with a fish book. But Pearl's ab-
sence may be the wound that
cuts the deepest.

Kelly said. "It's like a squawk: and
a high pitch, and he trolls up and
down in front of the houses here.
I know he's calling for her."

Here are some of the decisions
coming out of the Qty C.Ouncil
meeting on Monday.
PANEL APPOINTMENTS
The City C.Ouncil will hold off
on any formal appointments to
the Human Relations C.Oromit-
tee because the general appoint-
ment time for new members ar-
rives in October.
The council con-
sidered the appli-
cations of alternate
members Russ
Ramirez and Judy Stone to fill
seats vacated by regular mem-
bers Cindy Brenneman and
Karen Sager, but said it was too
close to October to make penna-
nent appointments.
Both Ramirez and Stone were
at recent committee meetings
that included emotional, turbu-
lent and heartfelt discussions
about three members accused of
intolerance on a local Web site.
Alt.hough both were alternate
members, they were invited to
join in the discussion and of-
fered opinions about the alleg-
edly racist and homophobic
postings.
The council said the two alter-
nates would have full voting
powers even though they were
not formally deemed full-time
members.
WHAT rT MEANS
Ramirez and Stone will com-
plete the Human Relations
C.Onunittee by filling in for Bren-,
neman and Sager, but the coun-
cil will make its official appoint-
ments in October.

RESIDENT PARKING
The council approved "resi-
dent-only" packing for two small
cul-de-sacs in the M~ del Mar
neighborhood to help resolve
parking problems caused by the
popularity of youth sports
events at nearby schools.
The residents of Utah and
Texas circles were concerned
that parldng is problematic dur-
ing events at TeWinlde Middle
and California El-
ementary schools.
Eight speakers, re-
presenting owners
of the four houses
on Utah Circle, were at the
meeting to explain their prob-
lems to the council
Neighbors complained of the
dangers of having a constant
stream of cars circling their
small street and the inconven·
ience of having nowflere to park.
Five of six residents of Texas Cir-
cle also wrote letters to the city
regarding the parking intrusions,
according to a staff report.
FOR THE RECORD
Resident-only parking has
been placed in neighborhoods
around the fairgrounds and ad-
jacent to large apartments com-
plexes, which have overflowing
tenant parking.
WHAT rT MEANS
Owners of the affected homes
will receive parking stickers for
their cars -and guest placards
for visitors -to distinguish legal
parking from individuals using
the sports fields.
TOWING CONTRACT
The council renewed its con-
tract with two local towing com-
panies that have worked for sev-
eral years with the Police De-
partment to remove violating
vehicles and store
impounded cars.

to study a troubling erosion
phenomenon in Buck Gully.
The Newport Beach-
based group hired an envi-
ronmental consultant who
began work on Monday to
look into methods of con-
trolling "headcutting," a
problem caused when pol-
luted urban runoff erodes
the gully.
"The idea is to come up
with a couple of solutions
to see how we want to pro-
ceed to fix the problem,"
said Randy Seton. a C.Oast ·
Keeper leader.
Rivertech Inc., based in
Riverside, began studying
drainage in the gully on
Monday. C:OastKeeper
handed Rivertech re-
searcher Hasan Nouri
$50,000 for a two-week ef-
fort.
Polluted water has been
flowing from lawns, East
Coast Highway and other
sources carrying pesticides,
animal waste and copper
residue from bralces into
the gully.
Water entering the gully
from the watershed tends
to pick up speed as it Bows
down the hill toward Little
Corona Beach. When the
water drops from a water-
fall near the beach. it tends
to carve out pockets of ero-
sion, thus cutting the soil at
the head of the waterfall.

no-like conditions are ex·
peeled later this year. Heavy
rainfall equates to heavy
-erosion. Seton said. ,
"When we have winter
storms. that just makes it
worse," Seton said. ~It's go·
ing to get nasty down
there."
Newport Beach, the Ir·
vine Ranch Water District
and the county are partner-
ing with C.Oast.Keeper on
the study. The Irvine C.O. is
also helping to fund it
C.Ounty officials have
completed detailed map-
ping of the terrain. The
other groups have also
pledged support
"We're being asked to
take a look at that," said
Marilyn Smith, a district
spokeswoman. "We're very
concerned about residen-
'tial runoff." '
Buck Gully has been the
source of recent attention
from C.Oast.Keeper, which
has been working to keep
the runoff away from the
beach. Qilldren have been
known to play in the pud-
dles of waste water as it me·
anders down the sand.
City leaders say they have
launched a broader effort to
control pollution, as well as
wild brush growth, in New-
port Coast.
"I'm more concerned
about the potential for wild
fires," Assistant City Man-
ager Dave Kilf said. "But the
headcutting is a problem
too."

are on the Westside of the city and we
do not need or want any more.
Perhaps a counseling center that
teaches that having dilldren you cannot
afford to care for (which Is in itae.lf a auel

the area. This message is definitely not
getting out. Observe the pedestrian base
on the Westside for proof. 1Wo

one in a stroller seems to be the norm. I

this. I believe the financial and
transportation barriers to health care and

CoUege women's water polo team will
be sure to face several ch.allenges this
season. The biggest challenge for
OCC will be to repeat last year's
amazing feats. The Pirates won the
school's first women's water polo
state championship and finished
35-0 again.st community college
teams last year.
The season will be even more chal-
lenging because the Pirates, the de-
fending Orange Empire Conference
champions, return just four players
from last season. The four, who will
be starters. are Heather Deyden,
Shari Meyer. Erica Nicholson and Ni-
chole Sonnenfeld.
Deyden, a product of Newport
Harbor tngh. earned AD-Orange Em-
pire Conference and AD-American
laurels as the goalie and defensive
leader of the Pirates. Deyden re-
corded 179 saves.
Nicholson and Sonnenfeld also
provided key contributions to the Pi-
rates' championship run. Each scored
58 goals. while Nicholson amassed 60
steals and Sonnenfeld finished with
37 steals. Meyer. a left-hander, scored
18 goals and had I 0 steals.
Four players who contributed
greatly last year have moved on.
Devon Wright and Nei.sba Hoagland
will play for Loyola Marymount,
while Ouisdne McDonaJd and na
Montalvo will be at UC Irvine.
In addition, the Pirates will be
without longtime coach Don Watson.

sistant coach Mike Giles, who has al-
ways taken care of the recruiting of
OCC players, will be the head coach
for the Pirates.

Among the freshman expected to
make an Immediate impact are Am-
ber Braly, from Newport Harbor High,
and Sara Nat.aliw, from Irvine. Both
should bring speed to OCCs attack.
and have the versatility to play In
various positions. Nat.aliw, a fa.st
swimmer, will mostly play at two me-
ters.
Freshmen Courtney Robertson. Sah&h Mitchell, Shannon Kline. Alison
Kane and Everyn DeTomaso will also
provide stability for the defending
state champions. Freshman Alexa
Miller, who helped lead Corona del
Mar tligb to its first CJF Southern
Section Division IV champion.ship,
along with Mitcbell, who bas speed to
be the Pirates' sprinter. plan to con-
tribute for the Pirates.
The freshmen's maturation will be
key for Coast. as every team will be
playing at a higher Intensity level
against the defending state cham-

During the early part of the
upcoming season, the Anteaters
will rely on their strong core of
returners. Junior Julie Manson,
who had the highest finish for Ir·
vine in the Blg West Ownpion-
ships {seventh), won the 10,000-
meters di.le in the Big West dur-
ing the back and field Sea.son in
the spring. Her rapid improve-
ment may lead her to be Irvine's
No. 1 runner. Manson also fin.
lsbed second in the SK in the Big
West last spring.
Amanda Armsuong. a senior,
is also ln great shape and will
contend for the No. I spot, along
with Cendejas and Manson.
On the men's side for Irvine,
O'Boyle wants his runners to be
patient Thls Is the first year the
traclc and field and cross country
program has had more scholar-
ship money and this will be Year
l , so to speak. In UCI's rebuilding
plan. J lowever, with the senior
leadership on the squad, O'Boyle
said the Anteaters might surprise
some teams in the Big West.
Seniors Jules Castano and Tra-
vis Morisoli are two of four sen-
iors who are expected to lead a
young group that includes 15
freshmen, including prep stand-
out Tom Whelan from East Valley
High of Redlands.
The Anteaters open their sea-
son Sept. 7 with the UC Irvine
Invitational.
