A s a boy living on a small
island in southwestern
Alaska. Stanley Grant was
always close to the water.
He basically lived on a dock
near his parents' shrimp-processing
plant.
During the summers, Grant would
bop into a kayak and paddle around the
Gulf of Alaska near Kodiak Island. It was
at these times that be developed an
aftlnity for the oceail, which bas
endmed up to the present day.
This b1t of personal history provides a
revealing beckdrop to Grant's current
effort. u a professor of environmental
engineering at UC Irvine, to lsolate the
cause of the recurring, and somewhat

enigmatic, bacterial outbreaks along the
Newport Beach and Huntington Beach
shorelines.
"I've lived next to the ocean all my
life," said Grant, who just celebrated his
40th birthday. "I see it as an opportunity
to try to do the community a service to
find out what's causing the bacterial
contamination."
Grant's easygoing manner, ability to
simplify complex scientific data for the
public and his high academic profile
have made him popular among the
regulators. city leaders,
environmentalists and even sanitary
officials grappling with the problem.
At the moment, Grant Is leading two
major studies -one that will determine
whether boats are dumping sewage into
Newport Harbor and another that looks
at the role or wetlands as a pos.sib~e

Playing the role of scientific private
eye, Grant has also been a central player
in a handful of important studies that
have offered in-depth investigation and
also questioned assumptions about
ocean water pollution.
"He doesn't seem to be afraid to
debunk some myths." said Dave KJJJ. a
Newport Beach assistant city manager.
"I appreciate that he's not afraid to
challenge those things."
Grant has taught in UC Irvine's Henry
Samuell School of Engineering for 11
years but came into the spotlight shortly
after a rash of bacterial outbreaks
tum~ Huntington Beach into a ghost
town during the summer of 1999.
After graduating from Stanford
University, Grant went to wort as a
seismologist. He left that field to enroll
in the environmental engineering
program at Caltech. At UCJ, he says his
specialty has been on "particle physics
and particle chemistry, relative to
removing particle contaminants from
wateL"

Rohrabacher tries halting
Middle East nuclear buildup
Rep. Dana Rohrabacber visited
Russia on Wednesday, as part of a
congressional delegation set on
dissuading a country sttugg1ing with
economic paucity to back off two
partnerships with Iran and Iraq to
develop nuclear power.
Rohrabacher joined Rep. Henry Hyde
CR-Illinois), the chairman of the
lntemationalRelatlons Committee, and
others Wednesday during the meeting.
The delegation offered alternative
economic partnerships -in more
friendly countries like the Philippines
and Turkey -to ones with countries
that have been lumped into President
Bush's Maxis of evil," along with North
Ko rea.
Russian officials said the meeting
emphasized the "close cooperation•
with the United Statet to counteract
global terrorist threats.
The meeting came at a delicate time,
as Rohrabacher joined Rep. 'fom Delay
in calling fo r military action against lraq
leader Saddam Hussein.

Long Beach flights stir up
Costa Mesa residents
Westside and Mesa Verde residents
started feeling the effects of the
inaeasing demand for air
transportation last week after a number
of Long Beach flights started soaring
over their homes en route to the
growing airfield.
Long Beach Airport officials
confirmed that a handful of
commercial jets that Costa Mesa
residents started no ticing over their
airspace were Jet Blue and American
Airlines flights, heading back to the
Long Beach Airport from the east.
Long Beach Airport spokeswoman
Sharon ~-Jackson said the increase
is a result of a federal court decision
that allows the transportation hub to
get back to Its maximum operation of
41 daily commercial flights.
The alrpon's numbers have jumped
from 12 to an andcfpated 24 next
month and will climb to a pe¥ of 41 by
October, she said. Compared with other

Forty-one workers were arrested Thursday as part of
an and-terrorism investigation that examined the
employment records of tens of thousands of airport
workers nationwide.
The inves~gation focused on employees with
high-level security access at JWA. Los Angeles
· Intemadonal, Ontario Intemadonal. Long Beach and
Palm Springs airports. Altogether, 104 employees have
been Indicted, said Thomas Mrozek, public affairs
officer with the U.S. Attorney.

my last two years of writing

I've overlooked the first
!Planning director.
Costa Mesa's first such leader
was Wllliam L Dunn, who still
lives in Costa Mesa today and is
78. The Minnesota native
moved to the city with his wife,
Patricia. in 1951, after they were
married in 1945.
Until then, he had served in
the Marine Corps during World
War II and also spent 18
months serving overseas.
After returning to the States
and moving to Costa Mesa with
his wife and two sons, Dunn
went to Orange Coast College,
Whittier College and Cal State
Long Beach.
ln 1955, he was hired by the
city as a planning technician.
"And then, Costa Mesa sent
him to the Massachusetts
lnstitute of Technology to study
planning," said Bob Wilson,
former mayor of the city and a
historian. HHe was very
methodical in everything he
did."
Robert Unger was city
manager at the time, and
Dunn's city-initiated scholarly
pursuits also took him to the
University of Southern
California.
ln 1958, he was named
planning director of Costa
Mesa.
Dunn said last week that the
accomplishment he is most
proud of while serving as
planning director has to do
with the city's famous shopping
destination, South Coast Plaza.
"That was initiated and
started on his watch," said
Patricia Dunn, who was

Other city highlights during
the 27 years Dunn worked for
Costa Mesa include the
sprouting of the Harbor
Boulevard of Cars, the
formation of a redevelopment
agency in the city and the
building of Triangle Square,
according to Wilson's history

Wtlson remembers that
William Dunn always did
everything correctly and never
insincerely encouraged people.
"And he was very, very good
with working with developers,"
the former mayor added.
Dunn retired in 1982.
He says bis fondest memory
of being the city's first planning
director is "being real busy."

Sharon Davis, the wife of Gov.
Gray Davis, praised the event as
a positive display of Native
American culture and said
Southern California was the
perfect place for it.
"I can't think of a better place
to have this pow wow,• Davis

Heading the group as

Airport. It will be Edwards·
eighth successive term as
president of the group,
which provides volunteer
and financial assistance to
OCCs Norman E. Watson Li·
brary.

The chamber holds an annual
pow wow, now in its 34th year,
in the country. This year, they
chose the fairgrounds in Costa
Mesa
"Besides bringing an ear to
our state gQVernor, she's In·
volved· with our cbilcfren," Cen-
ter Executive Director Paula
Starr said, pointing to the first
lady's volunteer work with chil·
dren's organizations.
Starr said Davis has been a
supporter of issues important to
Indians: teen delinquency, alco·
hol and drug addiction and sui·
She retired from OCC in 1986
after serving as a campus secre·
tary for 25 years. She's joined by
Nancy Timmons, of Costa
Mesa, who will be treasurer,
and Freddi Anderson, who will
be recording secretary.

Davis, who owns a Los An-
geles home with her husband,
was in Southern California for a
four-day stretch. She bas spent a
lot of ·time in Orange County
and has even found a few
Democrats, she said, with an
ear-to-ear smile.

when she accepted an appoint-
ment to the city's Planning
Commission. She held the
chairmanship from 1976 10

seat.
Two years after her election,
she was chosen as mayor, a
post she held from 1980 to
1982.
She also held seats on the

sion, Orange County Sanitation

As a member of the council,
Heather became known for her
visibility and outspoken sryle.
She devoted her time to the
removal of polluted silt from

washing the plume back to the
shoreline, where it was being
sucked Into the surf zone by the
cooling system of the AES power

$5.1-million district study.
during the summer of 2001,
Grant began backing off that
stance. Now, he says he believes
the helghtened bacteria is
probably caused by a number of
factors, Including urban runoff,
animal waste and possibly the
power plant
In a separate study, Grant
found that Surf City's Thibert
Marsh ls a source of fecal
Upper Newport Bay and
helped craft the 1985 settle-
ment agreement th.at brought
Olght restrictions to John
Wayne Airport. Heather's home
sits under the flight path.
Heather was a member of
the City Council that approved
the housing development at
Promontory Point, which
ellminated the bluffs in the
area east of the Back Bay
Bridge.
"People always want to
blame me if there was any de-
velopment," Heather said,
cracking a smiJe. "I said I
wasn't responsible for all of
that, onlythe good part."
Heather and Bergeson not
only worked closely on the
city's tough issues. they played
bridge together.
"We just sort of plotted and
schemed and worked our way
through the chambers (of
power)." Bergeson sald Satur-
day about her friend. "Much of

willingness to investigate several
aspects of the problem.

Between July 26 and July 29,
Grant and a cadre of students
took more than 400 sampJes of
water in Newport Harbor.
Grant and his undergraduate
students collected the samples
at the Balboa Yacht Basin, the

cil, endorsing former Mayor Oar-
ence Turner for her seat. After
leaving office, Heather emerged
again in 1989, when she tried to
raise money to help pay the
medical bills of Liberian immi-
grant Sundaga Bryant, who was
accidentally shot by a Newport
direction, then the other,
scouring the hillside for
something that looks like a park.

after our Aug. 15
editorial criticized the
commission and the City
Council for rejecting,
respectively, a couple of
two-story home projects within
a one-week span. Despite taking
our lumps, we're standing our
ground on that position.
But we do applaud the
council's latest decision -one
the Planning Commission and
city planners also made -to
reject a resident's request to
build five single-family homes
on a half-acre Eastside Jot. Why?
One just can't squeere five
homes onto that small of a
space.
The city's leaders and planners
also had new zoning
requirements passed July 1 to
support their decisions. The
tightened zoning allows
developers with special
circumstances, such as an
unusual lot shape or size, to be
exempted and to be able to
create such a project on a
one-acre lot. The lot at 258 Santa
Isabel Ave. fell nowhere near that
category.
The P.roJect also failed to meet
another requirement The
indMdual portions must be
built on a minimum of 5,000
square feet for small-lot
divisions. The Santa Isabel
owner proposed
3,410-square-feet parcels.
''We need to send a strong
message that we are committed
to upholding the integrity of
[low-density] residendal
neighborhoods," Mayor Linda
Dixon said.
We agree, but only when the
city's laws support such
decisions.
When a new proposal for the
Santa Isabel property comes
before the Planning Commission
and City Council, we hope the
property owner arrives with a
project that abides by the city's
guidelines jt failed to meet this
month. We also hope those
five-member panels will
recognize the effort and support
the project if it warrants
approval. For, while the council
and commission members have
the right to their own opinions,
property owners also have
rights, and they should be
respected.
Solutions to cart
problem can be found
T here is no doubt that
stray shopping carts a.re
a nuisance in Costa
Mesa Sitting
abandoned on street comers
and in bushes, they are a blight
on the landscape and a sign of ill
care and disrespect for the city.
The abandoned carts long
have been a problem. Now,
Costa Mesa officials rightly are
working on a serious solution.
As proposed, that solution
would be a law requiring stores
to ensure that shopping carts
remain on the stores' properties.
lf not, the consequences would
be swift and fair: lf more than
five carts from a single store are
found in a year, the store would
have to install a containment
system or help the city pay for a
cart-retrieval service. Stores on
the East Coast have taclded thiS
problem, for instance, by
building physical barriers that
keep carts by the front doors. To
escape with one, a person would
have to lift the cart three or four
feet into the air, certainly a
deterrent for the vast majority of
people.
Yes. those barriers do mean
carrying bags to cars or driving
the cars up to the doors. But the
little bit of inconvenience is
well-worth enjoying a city free of
the visual blight stray carts
cause.
Unfortunately, the early
discussions about the law are
missing. for the most part. a key
player: the owners and
representadves of the stores. At a
recent meeting to discuss'the
idea, just five of 34 retailer
representadveselectedto
attend, even though they will be
the most affected by this law.
Representatives from Albertsons,
Stater Brothers, Grower's Direct,
Trader Joe's and Target have all
been working with the city and
deserve praise.
Oty officials now are planning
to send out a mass mailing to
store owners with details of the
proposed law. This dme around,
every store in town that could be
part of the problem, and
therefore part of the solution,
should respond.
If they do not, they will
deserve little sympathy when the
law is in place and they are
punished for violadng it.

the public affairs officer for Long Beach
Airport. there are presently 24 ftigbts
dally, orwhJch 10 are coming in over
our area at an altitude of 4,000 feet
(sounds a good deal lower than that).
By October the number or ftights will
increase to the maximum 41.
How many of these additional flights
will be coming over Costa Mesa? A1
what times will the flights be coming
over Costa Mesa? Are there any
restrictions on the times that flights can
arrive at Long Beach? How long will the

join either Costa Mesa
or Newport Beach
F or years, there has been
discussion that the
unincorporated Santa
Ana Heights area would
be annexed by either
Costa Mesa or Newport Beach. .
During talK.s, the area has been
split: Newport Beach has dibs
on the east while Costa Mesa
wants the west. The county,
which now oversees the area,
wants someone to take the area
and doesn't really care who. But
residents of the overall area
tend to prefer Newport Beach.
On Sept. 16, the Local Agency
Formation Commission
(1.AFCO) in charge of deciding
how such an annexation
happens will determine who
goes where. But a few
technicalities still exist that
would allow residents to veto
the commission's decision.
On Friday, City Editor James
Meler sat down with Roger
Summers, chair of the Project
Advisory Committee for the
redevelopment of Santa Ana
Heights, to discuss the history
and future of the area and
proposed annexation and split
of the "island, n as the county
dubs unincorporated areas.

I believe the Local Agency
Formation Commission (lAFCO) will
approve the application, which
Newport has submitted for the area of
east Santa Ana Heights. There's a silent
majority up here, as there is anywhere.
And a lot of the silent majority are
longtime members of the community,
and I'm not totally sure how convinced
they are Newport is the best thing for
them. But my overall impression is
that it will finally take. This is the
fourth or fifth attempt. This has on·e
has certainly gone the furthest of those
attempts.
What makes you think so?
Part of it is human nature. A lot of
times when people who are the silent
majority-when you sit with them in
their living room, they may express a
feeling one way or another, whether
that feeling will prompt action.
Because in order to protest after the
LAFCO commission has their hearing.
they will approve a protest period. It
can be anywhere between 21 and 60
days. My reaction to that is it'll
probably be somewhere in the 30-to
45-day class, which they will approve
as part of their commission hearing on
Sept. 16.
The protest has to be in writing.

Therein lies the question of human
nature and that is. what you and I

So James writes me a letter on Birch
Street, he doesn't put Santa Ana
Heights. He puts Newport Beach. So as
far as our mail's concerned, we are
Newport Beach. So in a sense, we have
their name. And, like I told the City
Council one time and I don't know if
they appreciated it because it's true, do
we really need their government?
Now, eventually, I think it's going to
happen. We have. I think, struck a
reasonable deal. We did, similar to
Newport Coast, sit down with the city.
We've expressed our concerns,
optimism, support and we have asked
for certain considerations that they
might be willing to agree to. And I
think they have finally come around to
a point where they agree with 14 or 15
of those. And if they've agreed to them,
why not do it now'? We've spent a lot of
time, money and effort just to get to us
this far. So why not now'? About 10
years from now, we might not get this
good of a deal.
We're going to live with an airport,
so the airport's not really the issue.
People felt at one point that it
improved our chances of having better
input into the number of flights (as a
flight takes off overhead) out of John
Wayne Airport. I think since El Toro
airport has gone sideways on
everybody and we're going to now
offer to consider l.4 million more
passengers per year and another four
gates in order to keep some type of
restrictions on the airport. We're
willing to concede this to keep this. I
don't know if that's dancing with the
devil or not It could be a little bit. If
we get this much this time, how much
is lt going to be next time. If the FM
said they could have as many flights as
they want and you could do It 24 hours
a day, seven days a week. they could
make that happen. It'll make a lot of
people very angry, but it's a possibility.
But I think the leverage of being in
Newport Beach would help us. There's
nobody more affected by the airport
than Santa Ana Heights. We have the
most noise, the most pollution, we're

several options open to us. They have
an application from city of Costa Mesa
requesting annexation of area 7 as they

comes all the way up to BdstoJ Street,
th.en to Irvine Avenue and to Santa

Mesa to annex west Santa Ana Heights.
At that point, I don't think it would be
difficult for the west Santa Ana Heights
area to opt out of that during the
protest period. If that were to happen,
the area would remain county. I don't
think they would have a difficult time
getting those votes.
The county wants to get out of the
business of having these islands, but
the county may have to keep that one
for a time. They would have go
th.rough the same protest conditions
that we would have to go through. I
think they're going to deal with seven
applications at that time. Bay Knolls is
an application in and or itself. I think
the country club is one. There are
various other islands, too, with
applications. iach one has to be
looked at separately.

because we were in this annexation
process, willingly came and

Station 7, so they're now serving us
from that location.

Saturday's race concluded the Gran-
Prlx portion of the racing series for the
year, as Follmer looks to the last three
races of 2002. One occurs Sept. 21
when Follmer will compete in two
00-minute races at Lake Evans (a res-
ervoir) in Balcersfield.
The September races conclude the
LongCourse races before the final race
of the year, the Team Endurance 300, a
six-hour and eight-mile race in Octo-
ber off of Long Beach.
Gran.Prix races are two-hours on
five to 10-mile courses with a solo
rider held on oceans or lakes. Long-
Course races cover 9() minutes on a

Her idea for warmer clothing
for the water came when she
taught classes in September
and October and noticed that
about three quarters of the
people were dropping out.
"I am fulfilling a need and
having a great time and the best
part is I am able fu stay home
with my 11-year-old son 'fyier,"
Stanton said
"I love what I do and all the
great people I have been
fortunate to know."
Stanton was born in
Evanston, OJ., and moved to
Tustin in 1954, where her
father opened the 6.rst
veterinary hospital in the city.
She moved to Newport Beach
when she was 21 and attended
Orange Coast College where
she majored in libeta1 arta and
business. •
The sales and business
expertise she gained from
working for various businesses
ln the area eventually led her
to •tarting her own company
ln 1978.

at age 77 in Indianapolis.
P aul Myrehn, an outstanding bal1back for
the 1942 championship Newport Harbor
High grid team, has passed away at age 77
in Indianapolis, Ind.
His longtime friend from school days and a '42
teammate, Bill Neth, indicated that Myrehn had
suffered from a stroke recently and was placed on
a machine, but with no optimism over
his recovery, the family chose to release
him from the machine.
The Myrebn brothers, who ran a
service station that pnce stood as a
landmark on Newport BouJevard In
Costa Mesa. were always a respectable
fixture in the community.
Paul was also a noted photographer
who took pictures of the entire • 42 grid
team and many photos for the '43
Neth said the confusion came years later when
he played guard for Santa Ana JC. •Many assumed
I played guard for Harbor High. but I didn't; he
said.
The two main guards for the Tan were always
Don Tripp and Tum McCorhll. The other tackle
was Bob Gaynor.
Neth said there were actually three centers for
Newport. The first-stringer was Don Bingham.
who was backed by John Shafer and Wendell
Crawford. Some fans often assumed Crawford was
first because he was often called on to lclck
conversions.
