velopmentally disabled and face
them daily. during routine tasks.

pers. He is 8.
Parents Greta Anderson-Davis and
Scott Davis do not suffer from devel-
opmental disabilities, but they also
face huge stumbling blocks In ob-
taining services, medication and
schooling for their special children.

Anderson-Davis said "We have to

The family requested a 950-

children, but the decision has been
appealed to the City Council.

nered the approval of the city's zon-
ing administrator, Peny Valandne,
but hit a_ road block when opposing
nelgbbors appealed his decision to
the Planning C.Ommlssion.
The family successfully crossed its
second hurdle Monday, as the Plan-
ning Commission unanimously up-
held Valantine's decision but halted
their stride Tuesday after learning of
a second appeal to the City Council.
Councilman Ouis Steel appealed
the Planning Commission's decision
late Tuesday afternoon because he
was concerned about upholding the
integrity of the neighborhood, Plan-
ning Department officials said.
The proposed addition would cre-
ate a two-story, eight-bedr6om.
3,982-square·foot home that neigh-
bors say is too big for the surround-
ing neighborhood. But Anderson·
Davis said she and her husband are
just like any other large family that
wants more space to live. She blames
the resistance on prejudice toward
her challenged children.
"If these kids were normal, nobody
would bat an eye." Anderson-Davis
said.
Neighbor Stan Brown, who filed
the initial appeal, said it has nothing
to do with the children, except that
two of them live In the house as cli-
ents of a business.
"We have nothing against the chil-
dren -I th.ink it's a wonderful thing
that she does take care of them -
but I think it is also excessive to keep
increasing a licensed business in a
[low-density residential) zone.·
Brown said.
Anderson-Davis confirmed she
holds a "small family home"
business license that enables her to
provide care and services to children
whose parents voluntarily board
them there. She said her business
diffeTS from a group home because
her license requires the children be
under the care of a ·mother and fa-
ther," not merely 24-hour staffers.
Anderson-Davis employs three staff-
ers to help with the daily chores or
raising nine disabled children.

for a county judgeship has
turned into a legaJ battle with
two local candidates feuding
over each other's ballot state-
ments.
Yield Ann Bridgman and Kelly
Ann MacEacbem, both Newport
Beach residents and candidates
for Orange County Superior
Court judgeship No. 22, filed the
dueling legal challenges last
week. court records show.
A hearing in the case is sched-
uled for I :30 p.m. today in
Orange County Superior Court.
Macf.achem. in an Aug. 22
complaint. accused Bridgman of
making a series of claims that are
"false, misleading or inconsis-
tent" with the state's election
code.
Three days earlier, Bridgman
made a similar legal argument in

also be up for adoption this weekend.
However, adopting adult cats saves lives,
Pfaff-Martin said. And adult cats tend to be much
more "house friendly." she said.
".Kittens are often returned for being too active,"
Pfaff-Martin saJd. "If you get two kittens, this helps
by having another to play with while you are at
school or at work, and they tend to leave your
fumishJngs alone."

a way to ensure infirm senior

hot dinner. He usually gives
them a cold sandwich, piece
of fruit and carton of milk for
lunch and a tray oflasagna,

beverage for dinner.
It takes Hall about an hour

worker, Hall went to work for

School District. He retired
from that job. also in a
warehouse, in 1986.
Hall, who lives in Corona
del Mar, hands out meals
along Placentia Avenue in
Costa Mesa.

Fate of Balboa ficus
must wait until Sept. 16
Ficus defenders won a small
victory Tuesday after a judge, in
effect, ordered Newport Beach
city officials to leave 25 Balboa
Village Ocus trees intact until at
least another hearing ta.Ices place
Sept 16.
Judge Ronald Bauer issued the
temporary injonction late Tues-
day in an effort to have more
time to consider whether the city
sbould be allowed to remove the
trees. City officials had hoped to
take them out by Sept 15 to be-
gin the second phase of Balboa
Village improvements.
The Balboa Arborist Society has
taken the city to court to protect
the 40-year-old trees, some of
which are designated as protected
trees under dty guidelines.
Tall ships will help
remember Sept. 11
lWenty tall ships will part.lei·
pate in the first anniversary cer-
emony in observanc~ of the
Sept. 11 terrorist attacks.
The ceremony will begin at
8:30 a.m. Sept. 11 in the waters
off Newport Harbor and at Big
Corona Beach.
Three wreaths will be placed
on the water at 8:46 a.m .. the
time marking when the first air-
liner struck the World Trade
Center in New York City. The
wreaths will represent the three
sites where lives were lost.
One wreath will be placed by
the families of the victims, an-
other by the Newport Beach
Fire Department in honor of·
their fallen brethren, and the
last by the Daughters of the
American Revolution to honor
those who have given their lives
defending freedom abroad.
An invocation will be held at
8:30 a.m., followed by the post-
ing of colors by the Camp Pen-
dleton Marine Corps Color
Guard.

sands of signatures from Rich-
mond, British Columbia, signed
by crew members and volun-
teers at the Canadian Cllal-
lenger Series in memory of the
Sept. 11 attacks. The banner
will fly over the ceremony and
will then be sent across the
country to participate in Sail for
America, a gathering of thou-
sands of vessels paying tribute

Costa Mesa will host a me-
morial tribute at noon at the
Arlington Theater on the
Orange County Fairgrounds.
The program will include a 21 -
gun salute, a moment of si-
lence, police and fire color
guards, interfaith speakers and
the release of memory balloons.
The city is also encouraging
all businesses and residents to
respectfully display the Ameri-
can Oag OD Patriot Day, Sept. 11,
to honor the victims, families,
friends, rescuers and volunteers
of last year's terrorist attacks.
The resolution supporting
the display of the U.S. flag dur-
ing ~Freedom Days" was
adopted by the City Council last
year.
President Bush signed Patriot
Day into public record in De-
cember in remembrance of the
victims of the events that oc-
curred on Sept. 11 .
While displaying the Ameri-
can flag, there are several Im-
portant things to remember,
city officials say. The flag should
be raised and lowered by hand,
slowly and with dignity, and
flown only from sunset to sun-
down. The flag must not touch
the ground or floor and should
not be allowed to brush against
any other objects.
In displaying the flag. the
stars should be on lop and to
the viewer's left. Flags should be
in good condition and should
not be displayed if soiled or
tom. The flag may be mended

Cancer Foundation is looking
for volunteers willing to help
during its Orange County Race
for the Cure.
The event will take place on

County Registrar of Voters Rosa-
lyn Lever, they cannot be altered
unless by order of a judge.
"We cannot allow any
changes," Lever said. "It's up to
the judge."
Among th.e other claims,
MacEachem. objects to Bridg-
man's statement that she "won
the March primary with 46.6% of
the vote."
Bridgman, a deputy district at-
torney, also says she. has pros-
ecuted "gang members, drug
peddlers, rapists and robbers."
MacEachem disputes that claim
too, alleging that Bridgman has
appeared in court on those cases
only to set hearing dates and
never led the district attorney's
case.
Bridgman referred questions
about the specific claims to her
attorney, Darryl R Wold.
"I assume everything she said
in her statement is accurate,"
Wold said. "Most of these com-
plaints are highly technical and
nitpicky."
Wold said the claim against
low suit, Anatol projected.
The district might also con-
sider reviving an SAT preparation
course that was taught by UC Ir-
vine staff at Costa Mesa and F.s-
tancia high schooJs in the past,
Anatol said.

publicity for it if MacEachem
didn't initiate it herself," Wold

lives in Corona del Mar, falsely
claims she was named Outstand-
ing Orange County Prosecutor.

geons still congregates at

Shooting sparks

Costa Mesa police are
investigating an accidental
shooting that occurred
Tuesday morning.
Gordon Franklyn Brid-
ges. 43, was shot in his side
in his garage in the 1900
block of Anaheim Avenue
when a 22-callber revolver
that he and a friend were
examining discharged. The
two had found the gun in a
box.
Bridges was taken to
UCJ Medical Center, where
he was listed in serious but
stable condition.

Kitten rescued from
freeway bridge
A small, gray kitten
perched precariously on a
freeway bridge Tuesday
afternoon was rescued by
California Highway Patrol
and Orange County Ani-
mal Control crews.
Many drivers reported
seeing the feline poking its
head out of an expansion
joint on a transition road
between the southbound
Costa Mesa Freeway and
the San Diego Freeway.
Officers arrived at the
scene about l p.m. lt took
them about an hour to find
the cat, which they esti-
mated to be 6 weeks old.
Once the kitten was
found, they leaned over
the railing and rescued it
with a net

The former crack-baby has a
shunt and must wear the helmet

We would hope to see more
improved guidelines and procedures to
deal with head injuries, not only for
football but other sports as well
Included in this would be better
equipment and training for aU those
involved in the athletic programs, to be
able to identify and deal with these
injuries. This new effort by Harrington
and Wells appears to be an excellent

in C.Osta Mesa ("Residents

Monday), we were disappointed
that no mention was made or a
Rental Housing Improvement
Program currently under study
by the Costa Mesa Planning
C.Ommission.
Modeled after an effort
successfully implemented by the
city of Santa Ana. the program
would provide for a systematic
inspection of residential rental
properties to promote public
health, safety and welfare by
correcting code violations that
create a threat to the occupants'
safety or to the structural
integrity of the building or which
have a negative effect on the
surrounding neighborhood.
If approved by th.e
commission and City Council,
the plan would provide for
dedicated code enforcement
officers to inspect, over a period
of years, for compliance with

at F.stancia High, Coach Otarlie Ap·
pell didn't take the boys and girls
cross country teams to running camp
this summer.
With a work schedule that didn't aJ.
low time for a trip and difficulty with
runners' work and vacation plans,
Appell said this summer proved more
difficult to get runners together to
train.
"We really had to work to get run·
ners to meet two or three limes a
week.~ said Appell, who has led the
F-stancia boys to six state meets ln his
prior 12 seasons at F-stancia and has a
stacked team this year of nine return·
ers, including the Pacific Coast
League Otarnpion and CIF Division n
individual champion in Humberto
Rojas, who will be Appell's No. I run-
ner.
The senior ran to a fifth-place fin.
ish in CIF Division DI at last season's
State Finals (16: 15), the best finjsh by
an F-stancia runner, to help the Eagles
to a sixth-place finish at the meet.
After Rojas, the Nos. 2 through 5
spots are up for grabs. according to
Appell, but should get several looks
from a slew of returners which in·
elude probable tearn-captaJn and
senior Aaron Van Geem. seniors Sean
Zich, Geraldo Orozco, Aaron Aores,
Abel Aores, Francisco Morales and
juniors Matt Zich and PanfiJo Elias.
Orozco finished 36th (16:49.5) at
the ClF Division ll1 Finals, while Van
Geem finished 4lst (16:54.9). Matt
Zich finished 95th (17:51) while Elias
took lOlst (17:54) and Abel Rores fin.

·(The smaller student body) hurts
a school in cross country in terms of
numbers," Appell said. "One injury
could be traumatic for the whole
situation."
Rojas suffered a sprained right an-
kle while training three weeJcs ago
and Appell doesn't know when he'll
be back to 100%.
With little time training together to
record runners' times, Appell said he
hasn't decided on lineups for panicu-
lar races yet
"You can never say, it's like a cha·
meleon," Appell aaid. "I can never tell
who will produce for a day. It's very
eventy matched presently, anyone
can produce. They are a little bit
doser-knit group than we've had in

halftime lead vanished
without Hal Shetlin, and
Bonita prevailed, 39-6, in
the CIF finale.
A lmost 60 years have passed
since Newport Harbor High
lost Its CIF small schools
football playoff game to
Bonita High, 39-6, in the title match of a
one·game playoffs format for the.
Sailors.
The memory may be thin for many
observers of the day in Bonita. but not
for a West Point All-American named
Glenn Davis.
Davis, whose Bonita Bearcats won 11
games and scored 407 points in 1942,
disclosed a sharpened memory during
his last appearance before some
members of the local Amlgos Vlejos
oi"ganizatlon in Newport Beach.
At one point
during the colorful
luncheon, one
member turned to
Davis, then
introduced former
Costa Mesa Police
. Chief Roger Neth
and said, •Here's a
member of that
Newport '42 team."
With a smile,
Davis said, "Oh, yes.
I remember how
you Newport guys
DON
CANTRELL
were thinking about coming up to
whomp the backsides of our little
school"
Net smiled back. then replied, "Yes,
but we had you 6--0 at halftime.•
Davis laughed, then said, "Yeah, but
it's always the final score that counts.·
Many Newport fans believed the
Sailors could win as long as the
legendary fullback Harold Sheflln was
in the game, because be was
consistently stopping the evasive Davis
throughout the first half.
However, an injury before the half
ended sidelines SheOin and he was lost
from any further action.
Davis, who went on to win the
Heisman 1\-ophy at Army. also ·
maintaJned a strong memory of SheOin
and his impact in the earty days. in fact,
when Time Magazine once asked Davis
to name the greatest player he ever
faced, he said, "Harold SheOin of
Newport Harbor High School.·
Actually, Newport was much smaller
than most members of the Sunset
League, such as Anaheim. Fullerton,
Excelsior and Long Beach Jordan.
Hence. the reason why it was shifted

there's been two or three weeks
of preseason tennis before
league play so it's going to be in-
teresting as all the teams (in the
league) will have similar pressure
to be competitive from Day
One," Havens said.
