Jim Mosher reminded the City Arts Commission that written documents provided to
Commissioners during meetings should be provided to the public as well.
Chair Greer reported the written documents provided to Commissioners at the July 30
meeting were blank.
V. CONSENT CALENDAR
A. Approval of Minutes of the July 12, 2018 City Arts Commission Meeting
1. Draft of 07/12/2018 Minutes
Chair Greer revised Alice Greer to Alex Greer on page 5 of the Minutes. Commissioner
Little added that Paul Little should be Paul DeRidder.
Motion made by Commissioner Glabman, seconded by Vice Chair Bendetti, and carried
(6-0-0-1) to approve the draft Minutes for the meeting of July 12, 2018 as amended.

B. Consent Calendar Items
2. Financial Report – Review of financial information.
Library Services Manager Basmaciyan reported expenses are tracking with budgeted
amounts. Expenses for the concert in Peninsula Park will be paid in the next few weeks.
Library Services Director Hetherton clarified that the City Council allocated $14,500 from
Balboa Theater funds for the Peninsula Park concert, and the funds were placed in the
City Arts Commission's programming budget. Commissioner Glabman understood the
amount was $17,500. Staff will verify the amount and report it to Commissioners.
In reply to Chair Greer's query, Library Services Manager Basmaciyan advised that a
check had been sent to Professor Kidde.
Motion made by Vice Chair Bendetti, seconded by Commissioner Divine, and carried (5-
0-1-1) to approve the financial report.

3. Cultural Arts Activities – Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and
services.
Library Services Manager Basmaciyan recounted details of upcoming Concerts on the
Green, the Southland Sings concert, and the Bridges exhibition at Central Library.
Motion made by Commissioner Divine, seconded by Commissioner Little, and carried (6-
0-0-1) to approve the Consent Calendar.

Chair Greer announced Item Number 9 will be heard prior to Item 4.
4. Appointment of Ad Hoc Subcommittees – Chair Greer will appoint Ad
Hoc Subcommittees.
Chair Greer appointed Commissioners to the following Ad Hoc Subcommittees:
Performing Arts-Concerts on the Green: Bendetti, Kaufman, Greer (advisory/non-voting)

5. Cultural Arts Grants Overview – Staff will provide an overview of the
annual Cultural Arts Grants process.
Library Services Manager Basmaciyan reported $40,000 is allocated annually for planning
cultural and arts projects. The City Arts Commission is responsible for reviewing all
programs and requests for support and making recommendations to the City Council.
Applications for grants should be submitted online on or before. September 28, 2018 at
4:00 p.m. The prior year's grant recipients must submit a completion report on or before
September 28, and grant funds must be expended or encumbered by September 28. By
October 11, the City Arts Commission will review grant applications and approve grant
recipients. By October 23, recommendations will be submitted to the City Council.
6. Approve Date for the 55th Annual Newport Beach Art Exhibition – The
Newport Beach Art Exhibition Ad Hoc Subcommittee will recommend the
date of June 15, 2019 for the 55th Annual Newport Beach Art Exhibition.
Chair Greer recommended the date of June 15, 2019 for the 55th Annual Newport Beach
Art Exhibition.
Motion made by Commissioner Divine, seconded by Commissioner Little, and carried (6-
0-0-1) to approve a date of June 15, 2019 for the 55th Annual Newport Beach Art
Exhibition.

7. Proposal for Exhibition of SoCal Art Partnership with the Auto Club
of Southern California – Commissioner Glabman will update the City Arts
Commission on a potential exhibition in conjunction with the Auto Club of
Southern California.
Commissioner Glabman reported Library facilities do not meet the Auto Club's
requirements for an exhibition of original covers. However, an exhibition of historical

photographs, The Origins and Development of the Pacific Coast Road, is available. The
main themes of the exhibition are building the road, people's activities along the road, and
the Coast Road as the spine of 20th century development. The exhibition can be adapted
to local interests, and the archivist is amenable to presenting a lecture. If local businesses
are profiled in the exhibit, they may be interested in partnering with the City Arts
Commission to present the exhibition. The Central Library Gallery is available September
through November 2019.
Commissioners concurred with Commissioner Glabman pursuing more information about
an exhibition in partnership with the Auto Club of Southern California.
8. Report on Newport Beach Arts Foundation October Fundraising
Event – Commissioner Little will provide a report on a fundraising
opportunity for the Newport Beach Arts Foundation.
Commissioner Little advised that the fundraising event has been postponed pending
discussions between the sponsor and Newport Beach Arts Foundation.
9. Exhibition of Art at Green on the Green Expo – Staff recommends that
the City Arts Commission approve funding for a temporary exhibition of art
at Green on the Green Expo.
Steve Rosansky, Newport Beach Chamber of Commerce, proposed a partnership
between the Chamber of Commerce and the City Arts Commission for an art exhibition
that promotes ocean awareness during the Green on the Green Eco Expo. The budget
for displaying 30 pieces of art is $1,500. Following the exhibition, the art can be loaned to
other exhibitions or efforts that promote ocean awareness. Promotional materials can
include the City Arts Commission as a sponsor, should the City Arts Commission wishes.
Hoiyin Ip, Sierra Club of Newport Beach, shared the need for additional platforms to
promote ocean awareness.
In reply to Commissioners' queries, Mr. Rosansky indicated the exhibition will be held in
the Community Room on September 8. The City Arts Commission is welcome to provide
signs. An artist will be creating art with kids during the exhibition. Bow Seat Ocean
Awareness provided the digital files from which artwork will be printed. Mr. Rosansky
could explore the possibility of selling the pieces.
Commissioner Divine and Chair Greer supported the use of art in promoting ocean
awareness.
Jim Mosher questioned whether the City could buy artwork and give it to an organization
such as the Chamber.
Ms. Ip did not believe the artwork could be sold. Mr. Rosansky clarified that the City Arts
Commission would sponsor the exhibition, not purchase the art for the event.
Motion made by Commissioner Divine, seconded by Commissioner Glabman, and carried
(6-0-0-1) to approve funding for a temporary exhibition of art at the Green on the Green
Expo.

VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS
WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR
REPORT (NON-DISCUSSION ITEM)
Commissioners requested future agenda items for the Newport Beach Arts Foundation
fundraising event, an additional Concert on the Green as a fundraising event, and Phase
IV of the Sculpture Exhibition.
Commissioner Glabman requested a map or list of all locations of public art for which the
City Arts Commission is responsible.
VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Jim Mosher inquired whether the financial report contained the final accounting for the
2017-2018 fiscal year and whether funds remaining in accounts were carried into the
2018-2019 budget.
Library Services Director Hetherton explained that funding for Sculpture Exhibition
honorariums were the only funds carried into the 2018-2019 budget. Otherwise, funds
remaining at the end of a fiscal year are returned to the City's General Fund.
Chair Greer noted cards for the Southland Sings performance have been received.
Commissioner Glabman requested Commissioners place cards in public locations.
Commissioner Divine was excited by efforts to reach out to young people.
Council Member Herdman urged the City Arts Commission to utilize all funds allocated to
it each year.
