in 1994, she and Cecile Dillon took over

Before 1994, the Center was an educa

School board adopts
budget that may change
The Newport-Mesa Unlfted School
Board adopted a 8nfll budget on '{Ues-
day, although it ls far from final.
There !5 still·the potential tqat
board members will have to make
changes once the state adqpts its
budget, whJch ls now two months late.
The state ls trying to resolve fl $24-bil-
Uon deficit that has Pam Reed, assist·
ant superintendent of business serv-
ices, worried.
The district received its scores o n
the SAT-9 and California standards
tests students took last year, as well as
the results of bow seniors performed
on the SAT college admissions test.
The district continues to outper:
form both the state and the country
on the SAT, but the district's percentile
ranks are just below the county's in all
four areas of the SAT-9.

Huscroft House dealt
a substantial setback
If the Huscroft House could talk. it
would probably ask council members
to just put it out of its rrijsery. The old
house has been sining on blocks on
Arlington Road for more than a year,
as the wood continues to weaken and
tire rats run rampant through the
once-beautiful Craftsman-style home.
Council members said last week they
were one step closer to euthanasia for
the house built in 1915, which still dis-
plays some semblance of its masterful
and handcrafted construction.
Although no formal action has been
taken, the council said it has aban-
doned any plans to move the house to
Fairview Park. saying the cost of the
move and restoration are simply more
than the city can afford, despite
$200,000 dedicated to the project in the
Home Ranch development agreement
City officials said they will con-
tinue to negotiate with Home Ranch
developers CJ. Segerstrom & Sons
about using the money for some
other purpose.
In other news, the Costa Mesa Plan-
ning Commission approved a second-
story addition for th~ Anderson-Davis
family, which has nine developmen-
tally disabled children. However, the
decision is being appealed to the City
Council.

Costa Mesa . -
needs to add
in some fun ·
I f you look around Costa
Mesa these days, you'll
quickly notice the city is
not in the fun-ma.king
business.
There is a vacant building
where an ice skating rink was.
The city's many movie theaters
have dwindled to just two.
No, Costa Mesa is more in the
shopping business than any-
thing else these days, with a few
notable exceptions when it
com es to restaurants (and a
number of those are attached to
South Coast Plaza).
But if you're looking to take
the kids out, you're pretty llip-
ited.
It's either a play, a movie, a
walk in the park or a day filled
with bowling. And soon, the last.
too, may fall by lhe wayside.
Unless Costa Mesa leaders do
something about it, the culture
and climate of the city will dis-
appear. A possible new motto:
Shop. live and work in Costa
Mesa, but have your fun else-
where.
One way to go was pitched by
Councilman Olris Steel at lhe
last City Council meeting: Con-
sider building a skate park and
saving Kona Lanes at the Mesa
Verde Shopping Center .
Currently, a 95,000-square-foot
Kohl's store is set to replace the
bowling alley and former skating
rink and movie theater.
The bowling alley should be
saved. A renovation is in order,
but the landmark is a great piece
of Costa Mesa history that
should not be lost. {Contrast it to
the Huscroft House. Mayor
Linda Dixon last week dropped
her crusade to save the building.
which originally called Santa
Ana home. Kana Lanes has al-
ways been 1n Costa Mesa and it
alWays should be.)
The skate park, seemingly, has
always been a possibility, but it
is time for it to be much more
than that. Newport-Mesa city
and school leaders are currently
looking into a way to make that
happen and should not stop un-
til it is built.
Is the Mesa Verde center the
answer? That is a question to be
answered later because Costa
Mesa leaders first need to con-
sider the Kohl's store and
whether, in a city already
stacked with shopping venues,
another store is the proper
course to take.
Whatever they decide, before,
during and after their decision
on the Kohl's store, they should
be figuring out ways to keep
Costa Mesct a fun place to live.
Summertime to end,
but the living is easy
T he first sign aJways
seems to be lhat, sud-
denly, lhe sun is falling
earlier in the day.
Then, it becomes just a little
too cool to leave the windows
open all night
The most perceptive notice
the leaves starting to fall from
the trees or the migrating birds
heading south.
Kids know because every-
where they tum are signs declar-
iug those three words of abso-
lute juvenile horror: Bade to
school.
Summer, once again, has just
about fled
Many in Newport-Mesa live
for this extra perfect time of
year, the best months of months
that are already better than in
just about any place else. After-
work walks are sunset strolls in-
stead of guided by street lamps.
There's warmth in the early
morning air.
The beach, the park and the
patio seating at every restaurant
cry out for attention and at-
tendance.
It's the time of the Orange
County Fair. It's the time of
boating races in the harbor. It's
the time of the junior lifeguard
program.
But it all has to come, sadJy,
to an end. Fall looms, and with
it, winter.
Of course, even that cold and
rainy fact is tempered here. For,
while a noted poet has la-
mented that winter is never far
behind spring, Newport-Mesa
residents can rejoice that winter
here really isn't winter at all.

SOUNDING BOAR D
Fourth of July alcohol sales ban
doesn 't make sense for Newport
T he Fourth of July in 1.ooport. I
mean Newport. has always been
' a time for partying. especially
along Seashore Drive C-Fourth of July
craziness bn council radar, -Wednes-
day). As long as anyone can remember.
these festivities have always brought
problems.
Now there is discussion of not selling
alcohol on the Fourth of July. That bas
to be the stupidest idea since someone
sold Dennis Rodman a house on Sea-
shore.
First of all. don't you think that the
partyers aren't already stocked up or
won't drive to the closest open Uquor
store? or course they are, and they will.
The only effect of this stupid Idea
would be the increase in alcohol sales
tax In surrounding open liquor stores
and rruubta while penalizing the local
ones. Not selling alcohol on the Fourth
of July doesn\ mab any rational sense
at all.
Another stupid idea la mandating
property owners not to rent for the
summer but only on an annual basis, or
seU to new owners
that would occupy
the property.
First of all, a lot of
property was
bought just for the
economics and
profitability of sum·
mer rentals. So the
City Council wants
to tell property own·
ers what to do with
their property?
I'm sure the
PAUL
JAMES
BALDWIN $90,643 cost of po·
Uce enforcement would pale com-
pared to what the city of Newport
Beach would spend on legal fees try-
1.qg to defend Itself from the barrage
otlawsuits brought by property
owners.
And excuse me residents who bought
their homes in these party areas: you
sure as heck dJdn't do your due dili-
gence in researching the neighborhood
you were buying into, did you? l.ooport
was partying before you moved in, I
•
would have to bet.
Another really stupid idea Is to make
certain areas off limits to everyone but
those residents of that area.
Yeah, great. Born and raised in New-
pon and I can't even legally walk along
the ocean after 10 p.m. and now I can~
feel free 10 walk about on Independ-
ence Day? Just great
I'm sure nobody wants to read about
just being negative on this subject that
does hold serious concerns for some
residents of West Newport. so let me
venture forth an Idea that some may
think is stupid as well.
How about police checkpoints at
various locations such as Coast High-
way, Balboa Bouleviud and other select
locations to look for intoxicated party
revelers, drunk drMm and potential
mayhem makers?
After all, I believe that most havoc ts
wreaked by the out-of-townera that
come down to party for the day in 1.Do-
port.

more than enough experience for the challenges the district offers
T he Newport-Mesa µni-

many construction
and renovation chal-
lenges in store for it in
the coming years and, in June,
it hired someone with experi-

Paul H. Reed, a C..atalina na-

vine Unified School District
overseeing a building program
larger than Newport-Mesa's
plan to renovate 28 of its cam-
puses through the Measure A
facilities improvement pro-
gram. So Reed's more than up
to the challenge.
On Thursday, City Editor
James Meter sat down with
Reed at his district office in
Costa Mesa to discuss the new
job, his past and his future.

stand much taller as the offensive

"I le tw that gift of making peo-

"Titls season is his time to take
this thing over and he has really
stepped up."
Hubbard, who started aU 10
games last season at comerbaclc.
completed 6 of 12 pai» attempts
for 91 yards and one toucl'ldown,
with one interception, in spot
duty under center last fall. He was
the quarterbaclc. for the 1999
freshman team. which compiled
an 8-1-1 mark. He is expected 10
concentrate on offense this sea-

Freeman believes Hubbard's
athletic ability will be best utiliud
out of the pocket
"He has always been a preny
good athlete, he throws the ball
really wen on the move and be has
very good downfield vision," Free-
man said "If guys get open, he'll
find them and get them the ball.
He will also be a threat 10 scram-

Wess Presson. who quarter-
backed the freshman team lru.t

while fellow sophomore Tom

Freeman said Presson, who
may also contribute in the sec-

preleague season in order to stay
sharp.

last season and wiU be counted
upon once again to provide
punch. Long rushed for 264 yards
and four TOs on 55 carries last
