State lawmakers finally passed
Assemblyman Keo Maddox's
sewage-treatment bill with less
than one hour in the legislative
session. The measure, known au
Asaembty Bill 1969, traveled along
and winding road and went
through several rewrites before it
headed to Gov. Gray Davia' desk.
The legislation, introduced by
Maddox on Feb. 14, passed the
state Legislature near midnight on
Aug. 31, the last day of the session.
The bill passed 79-0 in the
Assembly and 38-0 in the Senate.
Under the terms of the bill, the
Orange County Sanitation District
would be exempted from a string
of onerous fines as long u the
agency continues to implement
full-treatment of its sewage. The

treatment in place by 2013.

voted 13-12 to move to
full-treatment and drop a
controversial federal waiver
exempting them from the
standards of the Oean Water Act.

to $2,500 per day without the
waiver.
After Maddox dropped the bill.

CR-Orange) picked it up and wrote
in a provision protecting the
district from the penalties. as long
as a good-faith effort was made to
improve treatment. Maddox

Cox, a motorcyclfst himself, met
the participants or. America's Ride

money for the families ofvtctims of
the terrorist attacks. All proceeds
will be given to the World Trade
Center M.l.rades Foundation.

to repair dock

coastal permit this week to move
forward with the $1.5 million project.

The California Coastal
Commlsaion banded the
Balboa Bay Oub a coastal
pennit this week to rebuild
a deteriorating dock on the
eastern edge of its marina.
The club can now move
forward wtth its Sl.5-mil-
lion plan. The Coastal
Commission approved the
club's application at a
Tuesday meeting Ill Los
Angeles.

of large yachts that tend to
be wider, said David Woo-
ten. the president of club

"In the last four years.
when they're building the
boats. they're building
them wider," Wooten said.

to be earmarked for The Balboa
Bay Oub's "1221 O ub" College
Scholarship Fund. Throughout
the year, the club sponsors a
variety of events, including
Schielein's Smoker, raising
money that is added to the
annual tally that ultimately
benefits a host of deserving
students from the
Newport-Mesa Unified School
District. The awards, which
range from $I 00 to $5,000, are
merit ·based scholarships
bestowed upon students
selected by a panel of qualified
local judges. Over the past seven
years, the 1221 Scholarship Fund
has granted nearly a quarter of a
million dollars to local youth.
The Smoker, a braihchild of
Schielein, was reinvented by the
maestro in the early 1980s when
he served as general manager of
The Ritz. Carlton Hotel in
Boston. Sc.hielein borrowed from
the grand tradition of the 1920s
and establlsbed a modem day
version of the Gentlemen's
Smoker. His concept quickly
caught on and spread across the
United States and around the
world, bringing together
community leaders in a spirit of
feUO¥LSbip and with plenty of
emphasis on fun. In the 1990s,
the Smoker evolved from just a
fraternal gathering to one where
a social lssue. such as the
