11le la1est news from the
701h ae.sembly district race is
Cristi CristJch's
1rnnouncement that former
Los Angeles Mayor RJchard
Riordan is endorsing her.
"The lformerl mayor was
a large supporter of Arnold
Schwanenegger In the
recaU campaign, and I was
the onJy candidate in the
170th dlstrict) rnce that
campaigned for Arnold as
well: Cristich said.
Riordan, now the state
education secretary,
supports h er on the basis of
her business record and
because she knows him
personally. Crtstich said.
"This is the onJy race he's
going to be getting Involved
in .... I'm very honored
because he's very judicious
with his endorsements," she
said.
Cristich toned down her
campaign during lhe
holidays, but she'U be
stepping it up In the coming
weeks, she said.
"I expect I will be out in
the districr every night
between now and March 2."
she said.
Ballot measures
are on the rise
Californian s seem 10 love
ballot issu es.
Voters will see four of
them when they go to the
polls on March 2, one has
qualified for the November
ballot, 25 are pending at the
au orney general's office, and
another 25 are in
circulation.
The two in the primary
election that will lllcely
attract the most attention
are Proposition 57, which
would allow the state to
issue up to $15 billion In
bonds to cover a budget
deficit estimated at about
$14 billion, and Proposition
58, which would prohibit the
legislature from approving a
budget bill in which
appropriations exceed
projected revenues.
WhlJe the bond measure
may have some vocal
opposition, voters probably
wiJI pass it because many of
them aren't convinced that
debt is a bad thing, UC
Irvine political science
professor Mark Petracca
said.
"There weren't enough
conservatives in this state to
make (State. Sen.) Tom
McOlnrock governor, so
there probably aren't enough
conservatives in this state to
defeat the bond measure,"
Petrncca said.
In Orange County,
however. most voters will
probably reject the bond
issue, he said.
The proposition that
forbids defici t spending
could be an easier sell to
voters because it doesn't
cost anything and
CaJifomlans have
historically been supportivl'
of anything p itched a!>
reform. Petracca said.
But amending the
conslirutlon. which
Proposition 58 does. can be
risJcy, especiaJJy in a slate
with frequent natural
disasters that might r~
unexpected state spen ding.
h e said.
The other two ballot
issues that will go to a vote
in March are Proposition 55.
which would nHow the state
to fund education facilities
with $25 billion in bonds.
and Proposition 56. which
permits the legisla1ure to
enact budget-rela ted bilb by
a 55% vote rather than lhe
current rwo-rhirds majority.
It also penalizes th e
governor and L.egislalure for
not passing a budget on
lime and creates a budge1
reserve fund.

But his desire 10 see the

persuaded the City Council
Monday to hold off on accept·

The council was set to auto·

the first phase of changing the
fence to chain link. Instead. it
unanimously decided to bririg
the item back for a full council
discussion, including design
and other aspects of the fence.
"It's a nice area," Berry said.
"It's nice for bicycling. There
are some nice buildings. I hate
to see potential squandered."
The council approved the"
concept of replacing fenci ng
along the bicycle trail in March
2002. Its action was in re·
sponse to neighbors' concerns
about illegal activity by trail
users and errant golf balls fly-
ing over the fence erected by
the Costa Mesa Golf and Coun-

cluded trespassing on private
property and throwing trash
and other objects from the trail
into residents' rear yards.

view.
The council's original goal
was 10 remove the wood and
chain-link fencing and replace
it with 10-foot-high chain link

Berry said he would like to
see the fence done in wrought

councilman and mayor,
Wil'ion loved Costa Mesa with a passion.
His accomplishments include
spearheading the building of the first
City HaJI. helping to bring the Costa
Mesa Golf and Country Oub to the city,
and assisting in the acquisition of the
land for Fairview Park.
Is there room at the table?
"I think he made as many
contributions. if not more, than a good
many of the mayors at that particular
time," said Gladys Refakes of the Costa
Mesa Historical Society. "Everyone
suddenly became interested in the
welfare of Costa Mesa. And as it grew. his
ideas sort of grew and went aJong with all
the new things that came along."
AT ISSUE: Should Costa Mesa be included
in tallcs between Newport Beach and county
officials about the possibility of a shift

Finally, Newport Beach is quite
late in worrying about future
expansions of John Wayne. lf they
wanted to control expansions. they

But Wilson was more than just a
. bureaucrat. He was an affable. fun-loving
and self-effacing man who loved and

John Wayne Airport.
John Wayne Airport is in Costa

should also be at the table since
TWA ls in Its sphere of influence.
But walt The corridor cities

the burdens (overflights and

bwdens, in terms of providing
federal transportation dollars for
additional road projects. Congress
has the power to regu1a1e
interstate commerce -John

the nadonal transportation system.
The question becomes whose
sphere of influence are you talldng
about? Either this will be a mighty
long table or a small one on
Congress.
Th1s Is why the annexation of

They should have al least filed a

Newport Beach should not have

So. if Costa Mesa doesn~

things go sour.

J anuary is for roses:
whether used for
parading, pruning or

are many new selections -
"prolific" in rosarian lingo.
There are new roses, new

new rose bushes and old roses

followi ng all of this? We can
definitely describe 2004 as the
year of the new roses, and the
new roses have an orange
crush.
Many of this year's
selections are a variation on

whicb is lavender· pink, about
four to five inches wide and
has more than 50 petals. The
rose bush is big -five to six
feet tall when fully grown and
highly fragrant.
The "Sundance" rose is
another new offering for 2004.
Jackson & Perkins describes
1his rose as. "born on an
energetic well-branched bush,
the sensational, rare-toned
flowers create a magnificent
focal point of your landscape
-and in the vase." The
Sundance rose is bright gold
wi1h oral}ge·pink edges. The
flowers bloom on 14-to
16-inch stems and the foliage
1s a glossy dark green.
"Wildfire·· is another new

Wildfire starts as a yellow bud
edged in a n orange swirl and
blossoms into orange wi1h an
incandescent yellow reverse.
The new "Bullercream" rose
has "light yellow petals with a
touch of anise perfume that
soft en 10 nearly white on a tall
bush covered in lush deep
green fol iage. Bring out the
best in these paJe gems by

description; a UCL.A grad

In the grandifiora category
is "Cherry Parfait," which
looks like a Double Delight.
The rose is white with red
edges and falls under the
category of "New Generation
