Mobile home park conversions still an issue
A p roposed law goes to the Planning Commission
today, bu t it might take up more than one meeting.

Commission continues to wrestJe
with how to increase the city's author-
ity over mobile home pa.rt conver-
sions in a way that's acceptable to
pa.rt owners.
City leaders initiated ln July the
creation of more specific require·
ments for converting mobile home
parks to other uses. Drafting a new
law to expand those procedures has
proved a daunting task.
Today, after three continuances, the
commission is scheduled to consider
the proposed law. Planning staff
members are recommending con-
tinuing the Item again if the commls-
slon needs more time to anal)'7.e its
nuances.
Commission Chairman Bruce Gar-
lich said designing the new law is
challenging because of the vague
state code it's based on.
"I thir}Jt it's because we're trying to
create an ordinance to deal with some
rather loosely defined state code that
can be taken in a lot of different direc-
tions,. Garlich said. ww e've looked at
a lot of other cities, and we're trying 10
do what's right for Costa Mesa. And
that's not an easy task.·
The City Council supported re·
vamping its procedures on mobile
home park conversions after residents
of the El Nido and Snug Harbor Lrailcr
parks complained that they weren't
being offered fair compensation since
the parks are heing closed.
The city can not deny an applka·

The changes arc part of an strategy
to revilaliz..e the center, which In Octo-
ber set a goal of reaching 100% occu·
pancy by summer. Al the dme, the
center was at 70'J(. occupancy and had
lost Whole Foods and a North Face
~tore since October 2002. It had also
weathered frequent management
changet>, including six marketing di·
rectors in a four-year period.

"ditto" were
interchangeable. Nor
so. Dino was actually a
brand name of
something called a
"spirit duplicator,·
I n what may prove a
Pulitzer
Prize-winning piece
of investigative
journalism combined
with deductive
reasoning. I can now
report that Costa Mesa
Mayor Gary Monahan
is probably more than
18 years old.
Through what
amazing power of
JUNE which used gelatin to
CASAGRANDE absorb ink and press it
divination was I able to arrive at
this conclusion, you ask? Well.
I'll teU you.
At Monday's meeting of the
Costa Mesa City Council,
Monahan offered a solution for a
rather ugl:y problem. As about 20
people rushed the dais to speak
out on a parldng issue on
Cornell Drive, Monahan spotted
an opportunity to expedite an
otherwise long and loud process:
Those who wanted to echo the
majority of conunents already
voiced could just say, "Ditto.·
I've never attended a Costa
Mesa City Council meering, but
I've heard enough horror stories
of late-night gum Oapping that J
wasn~ swprised to learn that his
suggestion went straight down
the commode: Preny much
everyone vented the full fury of
his or her spleen on the council.
Everyone who remembers the
origin of the word dltto, please
raise your hand. Everyone now
having sense memories of
alcohol-scented pieces of paper,
just ·run ofr' the machines. raise
your other hand. (Perhaps you
should put your hands down
now before your nosy neighbor
peeking through your kitchen
window thinks you're being
robbed and calls the cops.)
When I was in school, back in
the year Umptee n Umpty
Something, dittoes were what we
called those blue-ink.
alcohol-smeUing copies of things
such as quizzes that teachers
·ran off' on machines everyone
called mimeographs. Then along
came the Xerox machine, and
faster than you could say
·change loner cartridge.· those
other machines disappeared.
But the word lived on.
According to Webster's New
Word CoUege Dictionary, ditto
means "the same," Ha duplicate,~
"as said above" or "likewise.•
Still, t11e people most inclined
to use the word are people who
actually remember -or think
they remember -what dittoes
were. Hence my near certainty
that Monahan is at least of
voting age.
But. as I found oul last week.
even old people such as
Monahan and yours truly might
be more confused than even we
knew. A quick search for the
terms "mimeograph" and "ditto"
produce a link to (hold on to
your copy of Modem Maturity.
Gary; this ain't pretty) the Early
Office Museum's page, "Antique
Coµying Machines ...
(Let us pause briefly to recover
from the effect of the words
·museum" and *antlque" in
onto blank pages.
Mimeograph machines used
stencils to mass-produce copies.
The "ditto" technology was
invented (not by Ditto. by the
way) in 1923. Mimeographs were
invented in the lat~ 1800s.
Technology has done some
wild thin~ to our language.
Terms such as "default." "online,"
"download." "upload," ·1og on,"
"Internet." "bool up," "Web."
"drive," "nano." "link." "dot-com,"
"cyber." "browser," "surter:
"blog." "server" and "byte" have
come into play In ways no one
could've seen coming just a few
decades ago. And they've aeated
more than a bit of confusion
about the language.
For example. Associated Press
style just a few years back
dictated that ·on-line" should be
hyphenated in most cases. As
basically everyone under the sun
ignored APs dictate, the
self-appointed authority
changed its tune. Online is now
"one word in all cases for ilie
computer connection term.·
They've been a litde slower to
come around on "ofD.ine. •
though. After years of oot taking
a J>05ition on the matter, leaving
writers to defer to Webster's
ruling that the adjective
"off-line" is hyphenated, the
2002 edition of the AP gulde
finally included mention of this
in its new Internet Guide:
w•oftllne: no hyphen, is an
exception to Webst.er's. •
However, that's not how you'll
see it in The Pilot. Los Angeles
Times style, whlch The Pilot
foUows, defers back to Websters,
requiring a hyphen.
So remember, online is one
word, off-line nobody can agree
upon and therefore nobody
knows.
Moving on to equally unstable
stable subjects, while it's long
been true that Internet and Web
are both capitalized. until
recently there was no such word
as "website.· It was "Web site."
Not o anymore. at least not
according to The Tunes. All of a
sudden, ·website" is the way 10
go.
As you can see. old people, it's
Important to try to keep up with
the rimes. So next time it's your
turn to addres.'! Monahan and
friends. and you want to repeat
something the person before you
already said, just say "Xerox.·

Here are some of the Items the

ZONING APPEAL
On Nov. 20, 2003, the zoning
administrator, Perry Valantlne,
approved a request to demolish a
one·story residence and detached
two-car garage and build a new ·
two-story house at 2160 Myran Drive.
Council members Chris Steel and
Libby Cowan and Planning
Commissioner Katrina Foley appealed
the decision because ·they sald they felt
the amount of public opposition to the
project justified having a public hearing
before the Planning Commission.
ENTERTAINMENT PERMIT
The commission will consider an
application from Eric Strauss,
representing property owner America
West Properties, for a pennit to allow live
entertainment and dancing for the
Comer Office sports bar and restaurant
at 580 Anton Blvd.
Entertainment proposed includes
karaoke. bands and disc jockeys with
dancing once or twice a week.
WHAT TO EXPECT
Planning staff members recommended
approval because, t.bey said, the addition
of entertainment and dancing will allow
the Comer Office to continue its
successful operation and it will not
negatively affect existing nearby
businesses and residences.

It's hard to believe, I know, but it's true.

letter. You know, when I meet people in town

happened to me that changed my life
forever. When I was 16 years old, my front
lire blew out on my motorcycle coming home
from high school (go Seo-Kingsl) and
slammed me down onto the rood al 60 mph.
While I survived the occident with only o
crocked helmet, I was so bodly skinned up
that I couldn't compete in track for two weeks.
Once I healed from my wounds, I was bock
on the track, but something hod changed. My
running stride felt TOTALLY different. It didn't
hurt lo run, I just couldn't run the same and
my running times were getting slower and
slower. Even my coaches could see by how I
ran that something was terribly wrong. At that
time, my dad was seeing o chiropractor in

topsy-turvy season
his Orange Coast College
women's basketball team is
having.
"We've had more problems
this year than in my first 14
years [at OCCI." Thornton said
Friday before Coast's Orange
Empire Conference home game
against Cypress.
OCC (8-8, 1-1 in conference
after falling to Cypr~ss), fresh off
its first state title a year ago. has
battled a'clversity from the
season's start, Thornton said.
"We had a girl [with off-court
issues who is no longer
on the teaml and we
had two girls with
cancer," Thornton said.
It has been really strange."
And that doesn't count the
inconsistent play on the court.
Thornton said the low point
was the Coast Ollistmas Oassic
three weeks ago, when the
Pirates lost to Olaffey, 65-61, in
the tournament semifinals.

"That is the worst defeat I can
remember and the strangest
game I've ever been involved
in," lbornton said about the
Cerritos contest. "We played
hard but couldn't make a shot

"I couldn't walk (at one point),
so I had it checked out," Van
Buren said.
Despite the m aladies, Van
Buren has missed just six games
and is second on the team in
rebounds per game (5.4) and
third in three-point shooting
(38.9%).

D'Alessandro is out the
remainder of the season with
mononucleosis. She played the
first four games.
"[D'Alessandro] helped us out
a lot,• Thornton said. "It has
~n a bunch of things. Our kids
get a1ong fine, b ut there have
been so many stumbling blocks.
"We want to keep AUsa,
Lauren Stepanski and Van Buren
on the short comer and it has
helped us out a lot."

scored 10. Amy Shaw, the team's
leader with 40 three-point field
goals, and Stepanski had nine
and eight points, respectively.
Carrillo leads the Sues in
scoring (14.9 per game).

"She played only eight minutes

there he met his wife, Melissa

son, Jayson, who is 20 months
old. They have another baby on
the way. as Melissa is due in cwo

"Right now I'm hoping to gel
