COSTA MESA -The unsightly chain-
linked fence blocking the entrance and
the raw steel beams that adorn City Hall
provide a constanr -and painful -re-
minder of a botched project. in which
those hired to retrofit the city's head-
quarters simply walked off. leaving an
unfinished job.
While the visuaJ focus is on the ex-
terior of the building. inside City Hall,
council members have been putting
pressure on city staff to fix the mess and
make sure nothing similar ever happens
again.
BiU Morris, the city's director of public
services. met with the bonding company
that guaranteed the completion of the
project Monday to wortc out details re-
quired to get a crew out there to finish
the project. Morris said he hopes to have
a resolution in the next week or so.
~we've been working on it; there is just
a lot of area to cover," Morris said, add-
ing that he knows the City Council and
the public are anxious to see the project
completed. Mlt just takes a little time to
sort everything out.·
City officials said workers from the An-
derson White contracting company siJn-
ply didn't show up for work July l and
have been ducking any contact with the
city since. Morris said the city has tried
unsuccessfully to reach representatives
from the Alhambra-based company.
Anderson White officials could not be
reached for comment Monday.
The project. which was already a year
behind schedule at the time of the walk-
off, is about 90% complete. Morris said.

out last week whether they lean to
the right or the left -politically
speaking.
The exercise involved students
taking an ideological survey and a
politicalspectrunltestonline,and
then checking if their political
philosophy translated to a political
party.
Since many of the questions had
"yes" and "no" answers -which do
not leave a lot of room for middle
ground -the assignment enabled
students to see the limitations of
surveys. lbis underscored an earlier
discussion about polling and ltow
the technique is not necessarily an
accurate means of gauging public
opinion, Hiles said.
"How the question is worded can
alter the answer,• Hiles said.

N ot since the happening of a national dJsaster
have I obserwd as much television and print
coverage as I have seen with the recent
removal of the ficus ~ in downtown Balboa
Peninsula. What we all eaw were the trees being cut
down, a wo.man running through the streets
screaming that the city la nothing but "thieves in lbe
night" for sneaking in and cutting the trees down
without wam.ing and then, ultimately, comparing the
removal of the trees to the Holocaust.
We then heard someone making a comment on the
news that this is sleazy or slimy government in action
while also implying that the dty sneaked in the
middle of the night and took the trees down.
I gave a great deal of thought as to whether or not I
should write this letter, as no matter what is said. it
will offend some and It will dear the air for many.
However, my sense is this is an important l~tter to
write, for no other reason other than having the
residents of this city understand the accurate facts as
to what ocetined. and then you can draw your own
opinions and conclusions, based on fact, not on
20--second sound bites or conjecture.
After more than 20 years in the making. lbe Oty
Coundl. some time ago, approved a revitalization
project for the downtown Balboa Village, which is to
be accomplished in three phases. for a cost ln excess
of $8 mill.ipn. Phase One, the work you may have seen
OYel' at the Balboa Pier, has been completed. Phase
1Wo involves Main Street in Balboa. where the ficus
trees Were located.
The Issue of removing the ficus trees in downtown
Balboa has been part of the revitalization project f'rom
the commencement of that project. 1bere have been
no less than four public hearinp held on the Issue.
The removal of the ficus trees was supported by the
~ majority of lhe community in Balboa. including
the Peninsula Point Assn., a residents association, as
well as the Balboa Merchant's Assn.
A great deal of study and research was conducted
prior to a decision being made that the ficus trees
should be removed. Ficus trees are beautiful No one
has questioned that at any time.
However, in downtown Balboa. although ficus trees
are wonderful trees, they are destructive and
dangerous and they were put in the wrong place.
Forty years ago, when the trees were planted, the city
fathers bad all of the great Intentions. However. they
simply did not know the damage and havoc these
trees would cause to property. Over the years, these
trees have undennined many of the busin~ in
downtown Balboa to the extent that these folb have
bad to lay out literally thousands of dollars of tbeir
own money for plumbing problems as well as
foundation damage, all o f which were caused by the
ficus trees. This ultimately led to the residential and
business community requesting the city to remove
these trees and replace them with trees that would not
be destructive.
AB an aside, the 25 trees will be replaced with 32
trees that are not destructive.
Now, fast forward to th.ls pau Augwt Al yet another
public bearing on the issue, the Oty Council. based
on the information we had received, determined that
the 6cua trees would be removed. Again. the
community as a whole supported the removal. About
four people opposed the removal, stating that other
measures could be taken to save the trees. nus
included. by way of example, root pruning as well as
using root barriers. We also found out that yes, that
could work. however It would only be temporary, as If
you continue to prune the roots of ficus trees, the
trees will lose their integrity and would not have the
ability to stand on their.pwn.
A& we were ready to start the tree removal process,
the then-three members of the Balboa Arbor Society,
which was in formation at that time, stated they still
wanted an opportunity to preserve the trees. At the
council meeting, we were asbd If the city would hold

Clinic team. But. this is not a novelty
act, or even a publicity stunL Elizabeth
Eddy is for real.

For the past two years. Elizabeth
asked her parents to let her play
football, but they said, no. But. Parker,
who is 9, started asking for his big sister
to play on his team this year. And.

for her do it, because she's on the older
side. She has good average siu and she

Elizabeth scored on a 13-yard
touchdown, just two plays after her
electric SO-yard run. She also had a
25-yard touchdown called back on a
penalty. She displayed speed on that
play, as she outran defenders along the
sideline.
With her hehnet on, Elizabeth
appears to be just another football
player in uniform. But when the action
starts she separates herself from the
others. While most runners sprint to
the hole and continue straightforward
without shifting, Elizabeth adds flair.
She stutter steps to'awid hits, or sets
up a would-be tackler by taking a run to
the sideline and then cutting back to
the inside.
"The moves come naturally for me,"
Eliz.abeth said after she ran for 64 yards
and one touchdown on fow carries ln

annual U.S. Open revenues in the

up the $8,000 bill for umpires and
officials {plus daily meals and
hotel room if the official
commutes over SO miles), it
would be a huge financial
turnaround for the small,
community-oriented events such
as the one in Cost.a Mesa last
week and perhaps more money
would be given 10 charity.

money. but that's OK. because we
can try to go out and find
sponsors that will help,· Uoyd
said "These (USTA Futures Thur
events) aren't money-makers.
They're to get people involved in

USTA this year and took over as
