Cox proposes election· plan for the times
TERRORISM: Bill would streamline special elections
for House seats in case of attack on Capitol Hill.

NEWPORT BEACH -Preparing for
the worst, Rep. Olris Cox proposed a
bill in the House of Representatives on
Thursday that wouJd streamline Con-
gressional special elections in the
event that a large number of current
members are killed in a terrorist at-
tack..
"In such a case. it wouJd be essential
that the I louse be quickly replenished
to ensure that it can meet its constitu-
tional obligations in a time of crisis,•
Cox said in a statement
Cox. who represents Newport Beach,
jointly sponsored the bill with Rep. Mar-
tin Frost CD-Texu), sJgnaling that it has
bipartisan support.
The legislation. known as House
Resolution 559, wouJd expedite a spe-
cial election for any vacant seat The bill
allows governors and state legislators to
examine and, if necessary, change elec-
tion laws.· so that House vacancies couJd
be filled quick.ly.
Officials in each state sdledule spe-
cial elections for vacarit House seats.
Some schedule an election in 90 days;
others can t.ake up to six months to 611 a
vacancy. In its election laws, California
uses the 90-day standard.
By contrast. vacant seats in the Senate
are filled by appointment from the
state's governor.
Congress' lower house needs to be
full during a crisis, Frost said.

time for the American public to have se-
cure representation in Congress than in
a lime of national emergency," Frost
said. ·lltis is a sensible, bipartisan bW
that I believe shouJd pass overwhelm-
ingly."
Frost. the chairman of the House
Democratic Caucus. and Cox. the fifth.
highest ranking member of the I louse
and chairman of the influential Policy
Committee, began considering the pro-
posal in May.
At that time, Cox and Frost began co-
chairing a working group to develop the
proposal.
Cox said the change is also nei!ded to
restore legitimacy to the body, Lf Con-
gress were to be reduced to a small
number of members.
"Even though the Senate wouJd be
able to quickly replenish its membeNhip.
the Senate would nonetheless be sty-
mied without a fully functioning House."

State University campuses.
However, when looking at those
'>chool c;ystems individually. Orange c oast College tops the list of transfers
to the CaJ State system and ranks No. 5
m Lransfers to the UC system. a~corci
mg to figures the CalifornLa Post-
secondary Education Commission re-
leased Monday.
These numbers reflect a 5.7' in
crease of transfers to the Cal State sys-
tem and a 10.5% jump in UC transfers.

The school has been channeling
more resources into its transfer center
and the effons are paying off, said Jim
Camen. OCCs spokesman.
"The center offers our own student!I
opportunities every day to talk with
representatives from other four-year
schools to checl with their progress
and make sure they're taking the right

The school's efJQrts reflect a state-
wide initiative to increase transfers to

Y ou could say it was a nasty bout of
trichinosis and a major newspaper's
hesitancy to shell out the bucks that
made William Gotdieb's career fall
into focus, forever freezing the faces
of jazz's greatest during the 1930s and '40s.
The photogiapber of jazz musicians, who is
now 8.5 and lives in New Yott. still remembers
the funny stories that changed his life.
The trichinosis mishap happened in college.
Brothers in Gotdieb's fraternity served up a batch
of impropertf cooked pork that landed him in
bed for much of the summer. His en tertainment,
thanks to a committed visitor who always
brought over jazz records, became the music of
Duke Rllingtoo and Louis Armstrong.
"By the time I recuperated, I was a jazz
fanatic,• said Gottlieb, whose photos will be
exhibited at the Orange CoWlty Museum of Art's
satellite

By their sharpness, you can believe the photos
once appeared as part of Gotdieb's regular jazz
columns in the Waabingtoo Post. And b9 their
Intimacy, you can believe Gottlieb knew these
guys, that he was a familiar face in the late '30s
to late '40I jazz scene.

Gotdleb started as a writer. His first job was
with the Post, in adver1ising. He skipped
departments, though. after convincing key
editon to pay him extra to write a weekly
column on jazz.
But cooWxing them to send a photographer
to his uslgnments wasn't 85 easy.
"They dtdded it would be too expensive, so I
wmt out and bought a speed graphic and took
my own pictures,• Gottlieb said. •like in the old
time movies with old time photographers. It was
a big box. big Dash, very clumsy, very difficult to
uee."

and others are about jazz -Gottlieb still

lens.

human side of his subjects.
"In many ways, he was able in his images to
capture something or the feeling of jazz in a
visual form." Vure said. "And in that way the
images become more than just a document and
are appropriate ln the art context."
During his jazz decade, before and after ~
four years of service in Wodd Warn, Gottlieb
worked not only as a jazz aficionado for the Post,
but also for NBC Radio and Downbeat Magarlne.
Oddly enough. Gottlieb lows and knows
everything about jazz. but has n~r played it.
When asked what It was about the music, when
be heard it from his sick-bed as a young man,
that grabbed him, the photographer wisely
quipped. "What ls It you lib about what you

the Orange Coast River Park
proposal. Zippi replied that she

District 4 incumbent Gary
Adams was asked where he
stood on lhe Homeowners and
Renters Tax Relief Act and the
last year's terrorist attacks. So
when the story finally ended in
May, when the district hired
two new coaches to replace the
veteran coach. Lisa Callahan, I
couldn't wait to stash my notes
away and move on.
So l was surprised when I
checked my voicemaiJ a few

he supported the act precisely
because it included safeguards
that keep the act from hurting

District 4 candidate Richard
Taylor was asked his position
on the recently formed New-
port Beach Taxpayers Assn.
Taylor answered that, based on

volved with that association, he
did not feel the group had a sig-
nificant amount of credibility.·

after the tryouts in late
November, when Callahan said
she had seen some
inconsistencies in the judging
that distorted the final results,
which was reportedly
confirmed by som e senior
cheerleaders. Also, some of the
girls who made the team
allegedly admitted they had
cheated on lheir routines.

By the time l heard about the
story, the school -with the
coach's blessing -had decided
to let all 48 girls who had tried
out be on the two squads to
compensate for the alleged
judging discrepancies. But this
decision didn't sit well with
some parents of cheerleaders
who had made the squads
originally. They charged that
the solution was
unmanageable for the coach
and financially infeasible. They
referred to the cheerleading
handbook, which read that the
judges' decisions are final.
After the four dozen
cheerleaders started practicing
together, the parents took their
complaint to the district,
which set up an independent
committee to investigate the
judging. The committee found
no sign of judging Irregularities
and recommended new tryouts
be held for four open spots.
Vossen agreed, but after
relaying this to the parents of
the girls who didn't make it the
first time and the cheerleaders,
an emotional backlash ensued.
I followed the story
throughout the ordeal as
Vossen wavered back and forth
in decidJng what to do. After
listening to some of the
cheerleaders' opinions, he
again sided with the
committee. I covered the way
aome of the parents ran
Callahan out of town -having
her barred from coming on
campus becauae her original
hiring 13 years a,go allegedly
dJd not follow proper
procedures. And I covered a
complaint that two parents

order everything happened in
since there were a lot of
decisions that uJtimately
changed.
That I wouJd be on lV did
not really phase me, smce I
worked as a broadcast
journalist early on in my
reporting career. But while I
was used to being the one
aslcing the questions, 1 had no
idea how it would feel to be on
the other side.
When the ESPN crew arrived.
they set up a light so bright I
felt like I was being roasted for
dinner. But they handled their
jobs with such professionalism
that I immediately felt at ease.
Trying not to sweat like a pig
was another story.
Their questions mainly
concerned the sequence of
events and how the crisis
divided the community. While
I could handle the timeline
questions -especially after
having made a cheat-sheet -
it was a littJe harder for me to
answer questions about how
the crisis escalated to the point
it did, why the coach was
essentially dismissed from her
job after 13 years and why it
created national media
attention.
I have never been a
cheerleader and since I like to
do a lot of sports myself, it 1s
hard for me to Imagine
wanting to be on a team just
for the salce of rooting other
teams on. But I can imagine
the angst of teenage girls who
have dreamed of being a
cheedead~r for a long time.

try to keep tournament fees "halfway
inexpensive" so the common player
can join the event and play golf with
the city's firemen.
•Like anything, we want It to be
bigger and better and raise money for
charity, but we want to keep It at that
level of$100 entry fees so everybody
can participate," Wtlson said. "The
$350 entry fee Is not what we're after ...
we want to make it affordable for
everybody so they can come out and
