ated at their Sepl 12 meeting.
On Aug. 27, Newport Beach
Police Olief Bob McDoneU gave
council members a presentation
on some of the things police had
to deal with this past Fourth of
July. The at-times sh ocking video
showed huge crowds, parties
and the arrests of many drunken
partygoers.
McDonneU was also armed
with statistics. For the 2002 Inde-
pendence Day holiday in West
Newport, there were 162 arrests
that included 14 felonies while
1,344 persons received citations.
Wages for police officers to
work the event, including over·
time for Newport Beach officers
and specially hired Orange
County Sheriff's deputies, Cali-
fornia J lighway Patrol and
Costa Mesa officers, totaled
$90,643.
Council members agreed it's
time to get serious about taming
the holiday revelry. Among the
strategies that could be consid-
ered are banning liquor sales.
blocking off some or aU streets,
cracking down on tenanU. who
violate housing codes and even
some long-term solutions such
as reinventing the area ill> zoned
for owner-occupied home~
rather than vacation rentals.

for aquifer level drop
The Orange County Water Dis-
trict has dipped far enough into
its water reserves that the board
has begun considering of a series
of remedies. .
The district delivers water to
21 Orange County cities. includ-
ing Costa Mesa and Newport
Beach.
After noticing an ·overdraft" of
more than 400,000 acre-feet.
agency officials began looking at
ways to avoid the largest over-
draft on record, the 700,000-
acre-feet level. One acre-foot
equals 326,000 gallons and
serves two Orange County fami-
lies for one year.
The overdraft was caused by
drier weather that has reduced
the amount of water available to
refill the aquifer.

234 -milhon gallons of waste

The district also dropped
a controverc,ial waiver that
allowed it to dump waste
water mto the ocean that
didn't meet the standards of
the (lean Water Act of 1972.

The bill grants the sanita-
tion district a special excep-
tion from the Oean Water
Enforcement and Pollution
Prevention Act, pa!>Sed in
1999, which requires the
water board to fine agencies
discharging illegal waste
into the ocean.
Even with the ~ge in
state law, the district could
still face federal fines. Since
the Oean Water Act is a fed-
eral environmental law, the
Environmental Protection
Agency could pm fines of
up to S25,000 on the district
for discharging illegal waste
water.
"We would Like the same
protection~ at the federal
level." said the d.i.bwct's

at Vanguard. Lut year, he led
Vanguard with 15 goals and was
named to the All-GSAC. AD-Region
0, and the NAIA AD-America

find bJa place OD a rebuilding squad.

"I llarted in my first year,· but
f played in the back row. and diiat wu really tough for me,"
McLeod said. "I started in the
front all my life. whether it be
club or high school. I felt like I
proved mylelf but I was never
going to get the chance be-
cause I WU belbg told I was
too abort and that I couldn't
jump high enough. That fueled
my fire to prove everybody
wrong."
McLeod set out to transfer to
a different college and Irvine
was the perfect fit for one rea-

was McLeod's club coach for
three years and the two had
funned an excellent rappon
because they a.re both so com-
petitive.

there. She's a tough cookie. I
respect that. That's a quality
that can make a difference.

our rebuilding to happen is
