Teacher returns amid controversy
A Newport Heights first-grade teacher will
be reinstated after parents complain to a
district official that sh e was fired unfairly.

would start back at work next
week.

left the school Friday or why she
was rehired.
"I asked her lf she wa.s happy
with It, and she said she was very
happy." Miller said.
As with all new teachers, Jay
will serve a probationary period.
But, Despenas said, she didn't
"have reason to beUeve she won't
be hired" at the end of that.

complete with big-name
restaurants such as O:ill.l's. the Olive
Garden and U1 Espiga de Oro. OK. so
that last one is a little lesser known to
the masses, but those on the Westside
are familiar with the Vista Center
bakery.
And the managers at U1 Espiga de
Oro are all In favor of the restaurant
row concept at the cenrer -an Idea
that ls being tossed around City Hall -
as long as It Includes them.

19th Street
commercial corridor
-the area now
being considered fo r

redevelopment,

be duplicated along the portion of 19th
Street between Federal and Maple
avenues the city could really enhance
the Westside. Mayor Gary Monahan
said.

shows a large gap between good ideas
and execution. so it would be a long
shot to say that all the pawn hops.

Twenty-four hour hotline provides help for at-risk mothers-to-be

L ast week. a 28·year·old
pregnant woman who
needed help called Project
Cuddle's 24·hour hotline.
She said she was in a violent
relationship. She needed to gel out.
but couldn't as.Jc. her parents for help
because of her pregnancy. She had
nowhere to go and had no one lo
speak to. Anxious. she had questions
churning in her mind. Where would
she live? What should she do about
her abusive relationship7 Where
would she seek prenatal care?
Roxanne Arroues. 45, was on the
hotline. listening to the woman
speak. Arroues listened to her pain
and loneliness. There were brief
moments of silence. "I was afraid for
her,· Arroues said.
Eventually, Arroues found the
woman sheller and a doctor. even a
volunteer to talk to face· to· face. one
on one. Now. the woman would no
longer be alone. No longer would she
have to worry about her prenatal
care. There would be someone to
listen to her.

a volunteer with the Costa
Mesa· based Project Cuddle, joy and
meaning in her life.

services 24 hours a day. It saves about
60 babies from abandonment each
year.
As a volunteer, Arroues listens to
pregnant women, many of whom
contemplate abandoning their
babies. She listens to their fearfuJ
questions: "Who is going to take care
of my babyr; "Should I let my
pa.rents find out about my
pregnancy?" The volunteers on the
hotline not only listen, but also offer
emotional support and, if needed.

res~ces and to adoptive families.
Several women who call are in
their teens and 20s, and the average
age of callers is 23Yl years old,
according lo Project Cuddle studies.
Many are impoverished, often
without health insurance or the
financial means to support a baby.
About 3.6% of callers have been
raped, and about 17.9% have been
physically abused. Most have
unwanted pregnancies, about 78.6%
of callers. AlJ of them don't know
what to do, Arroues said.
Project Cuddle's services were so
novel and so significant that the
executive director and founder.
Debbe Magnusen. was featured on
national 1V shows such as "The
Oprah Wtnfrey Show" and "Geraldo."

speak slowly. often softly. Much of the
time. the caller would be confused.
"They are not sure why they are
even calling," Arroues said.
Their voices often times are
shaking, with a tinge of hesitance.
"I just ache for them.· Arroues
said. "They are so alone. They are so
afraid."
Someumes. after speaking with a
caller. Arroues would cry.
After a telephone conversation or
two, though. their anxiety would start
to melt away, she said. Their voices
would get stronger, growing In
intensity and duration. For the first
time, their pregnancy would no
longer be a secret because they finally
had someone to talk to. They would
be more a l ease, more confident.

Sacramento Superior Court Judge Loren E.
McMaster Issued a preliminary ruling on
Monday that said the Fair Political Practices
Commission incorrectly interpreted state
law when it set guidelines that allowed bank
loans beyond the $100,000 llmit.
"We were hopefuJ that the Judge would re·
store the letter and the spirit of Prop. 34 and
would restore as a consequence the
$100,000 cap that a candidate can loan their
campaign." he said. "We're delighted with
the ruling."
Cristkh said o;he'll leave the loan In her
campaign fund until she sees how the final
court ruling comes out, and she will foUow
the law as the court decides it.
Don Wagner. another 70th District Repub·
lican candidate. said he hadn't read the
judge's ruling but expects it to benefit his
campaign. Wagner did not ta.Ice out cam·
pa.ign loans exceeding the $100.000 Umlt
and has been the third-place fundraiser after
Cristich and DeVore.
The commission made the guideline to
Implement Proposition 34, a campaign fi-
nance reform ballot initiative that voters ap·
proved in November 2000. Candidates have
relied on the commission's regulaLions 10 de·
·r suspect that it's not going to have any
big impact in her case because &'he's quite
capable of turning that loan into a donation
if she needs to," said Dave Gilliard, a cam·
paign advisor to Cristich.
On this issue. the commi~ion made a
mistake in interpreting what voters wanted
when they voted for campaign finance re·

avoidance of a city law that re<1uire1> voter
approval of major developments and Lheir
traffic. This law, enacted as Meai.11re S by a
vote of63%, was designed to maintain the
fligh quality ofliving in Newport Beach. 11
did so by requiring voter approval on
major traffic·1>roducing development!>.
The voters were given the choice of
whether we wa.nt to be a metropolitan city
like another Santa Monica or remain as an
outslallding place to live.
The problem first appe<J.red LO the
Marinapark hotel general plan
amendmen1. } lotel officials, who propO!>l'd
the project lo occupy some of the 1.ist
public beachfront on Ule peni1Ml1a. w1·n.·
told that it was uncertain whether the my
would require a Measure S election
~pproval. This was because the city h.1<1
defined hoteb in terms of their number of
rooms and omitted the size (!>4uare
footage) definition required by the
Measure S law. If followe<l through. thi ..
action could create a precedc111 for m.111y
future hotcl'i to circumvent the VCtter
approval required by the Mcai.ur<' S law.

under the Measure S law.
Greenli~h1 is a residents' volunteer .
group fom1ed to maintain the quality of
life in Newport Beach. Its emphasis is on
limiting traffic congestion cau~ by
overdevelopmenl. This residents' group
has determined the Marinapark Hotel and
Halboa TI1eater projects to be test cases as
to whether rhe City Council intends to
obey the Measure S law.
When proof was in hand that tJie city
had laid tht' w-oundwork to possibly
l"ircurnven1 the Measure S law, a leuer was

nonronfom1ance with the law. The city's
re.,ponse was unsa1isfac1ory. and
Crernlight was forced to advise the city
that it wa5 preparing a lawsuit to protert
till' rights 1Jf Newpun Bcarh voters.
Sub<>equently. GreenJigh1 received a
lem·r from lhe city attorney that stated
that he would recommend that the City
Council approve the two main conditions
rcqu~'>tcd by Greenlight to protect
rc'>idents' interests. That meant -
provided the City Council agreed -that
the city and this large residents' group
would be making good progress on
maintaining your legally required right to
vote on major developments.
I lowever, the city attorney rejected out
request for more election information for
the voters. He will also recommend addJng
a new provision to U1e city's administrative
guidelines I.hat we believe may be a further
violation of the existing law. One other
hi1ch Is that because of legal
considerations, Greenlight's lawsuit must
be fl.led by early March. Hopefully.
remaining differences will be resolved In
1lme to prevent this further action.
When the origjnal Measure S initiative
was passed by the Newport Beach voters. it
appeared that the issue of maintaining the
quality of life of the resident was solved.
Unfortunately, as the old saying goes.

continues. AI1d so must Greenlight's effons
to protect the will of the citizens of the city.
Greenllght is encouraged by the city's
offer to work with us. They state that ow
potential lawsuit had nothing 10 do with

nght lo vote on the level of Jcvclop111c11t
and traffic congestion in thii. premier cily

corded 17 steals, most of which came
from their full-court press.
Ocean Vlew's Man Sargeant. a 6·
foot-4 senior guard bound for Prince-
ton, led all scorers with 24 points, 12 in
each half. He made half of his 20 shots
from the fleld. Seniors Bear Wurts (20
points) and Greg Olcwudibonye (18) also
proved to be too much for the F.agles
(10-11, 2-5).
Ocean View's tenacious defense was
also a big reason It opened the game
with a 27-7 lead.
Estancia outscored the Seahawb. 7·5,
the final 96 seconds of the first quarter,
.wbJch Included a Sankey rwo-handed
dunk to .beat the buzzer, leaving the
F.agles with a 32-I 4 de6dt.
Sankey, who shot 5 for 6 from the
free-throw line, also led Fstanda on the
aforementioned 16-5 run, scoring six
points In the spun.

During the Seahawks' scoring run, it

bound on defense. Pinto was pushed
underneath the basket and ended up
out of bound&, looking at the officials ln
disbelief.
In transition, Kopp was whlStJed for a
foul on a driving Okwudlbonye and
Pinto reacted In anger. Pinto was as-
~ a technical foul. He finished with
11 points, nJne in the first quarter.
Kopp. sophomore Mike McOanlels

Yeah, right! Growing up I heard rhosc words during scary movie scenes where someone was
hypnotized ro do some unscrupulous thing. My impression was hypnosis was mysterious and
mind controlling.
In truth, hypnom has been around for thousands of years and was practiced by many ancient cultures
as a healing tool. Ancient Egyptians had Mslccp temples" where people renewed and regenerated
themselves. Ancient Greeks had "healing shrines" .where trance was induced for healing and surgical
procedures. Today, hypnosis 1s considered a science and is practtccd by people in the healing arts and, of
course, by hypnothcrapists. In 1958, hypnosis was approved by the American Medical Association.
Currenrly, over half of all people who seek hcahh care now go ro ahcrnarive providers like professional
hypnorherap1sts.
So, what is hypnosis? What can 11 do for you? The answers may surprise you.
Throughout the day, everyone goes m and out of a basic hypnotic state known as trance. Watching
television, driving a car, day dreaming, before sleep, upon waking, all move you to an inner state of
awareness. There's no mystery, it's 1ust a familiar state of mind we all experience. Like everyday trance,
hypnosis has rhc same feeling but with a heightened sense of self empowerment and control. The
by·product of hypnosis is relaxation of the muscles, nerves and mind. When your body and mind relax,
