Once the sanitation district's sewage
waiwr mpira In June. the agency will
be in violation of the Gean Water Act of
1972, a landmark environmental law the
established water-quality standards
across the nation.
Since at ieast the early 1980s, the dis-
trict has been operating under a waiver
exempting them from those standards.
It was one of only 13 such waivers
granted by.the EPA to sanitation agen-
cies that treat sewage, then release the
waste water into the ocean.
Without the waiver, the agency is vul-
nerable to fines as b.igjl as $25,000 per
day for being out of compliance with
th~ act.
AVOl>ING HEFTY FINES
In Ju)y, the agency approved stepped-
up treatment of Its waste water, on a 13-
12 vote. However, agency engineers
have said the new method won't be in

pledged, over the next decade, to spend

Journey of the yacht Vagabundo·

T he yacht Vagabundo was built on
the shores of NeWport Harbor. She
was launched into the waters of
Balboa Bay on June 15, 1936, and
·ooatecr (was home-ported) upon the
waters of Newport Harbor until 1972.
Spending 36 years at Newport Harbor with
only two proud owners is quite a record.
The ketch·rigged motor sailor
Vagabundo was designed by Fred Brewer
and built by the Walton Hubbard
C.Ompany, which later became the South
C.Oast Ship Yard. Louis Cass, the owner, had
made a model of what be wanted in a
motor sailor when Brewer was called in.
Three half.models and several changes in
plam....resuhed in the final design.
Vagabundo is 59 feet long. She has a beam
of 15 feet, 6 inches and a draft of 7 feet, 4
inches. JC.etch rigged, she is powered with a
four-cylinder Atlas Diesel engine. which
can drive her at 1 O a;, knots. Vagabundo
performs weU under sail she can tack and
Jibe in ligtn air without the help of the
engine.

only two owners in 36
years at Newport Harbor
Vagabundo, which means vaSabond In
Spanish, was docked in front of the Louis
Cass home at'2018 E. Bay Ave. on the
Balboa Peninsula. The motorized tender
carried OD board was called the "Vag. •
Cass, a member of the Newport Harbor
Yacht Oub, made many trips to Mexican
waters for big game fishing. Vagabundo
was always maintained in a ship-shape
condition by fuD-time skipper Nels Carlson.
VagabWldo was fitted with solid Fir
wooden masts. However, in 1937, a
problem developed with her main ~
Termite droppings appeared. So
replacement masts were fabricated at
South Coast Ship Yard using vertical grain
light-weight Spruce. This lowered the
center of gravity and greatly improved the
"rolling" characteristic ofVagabundo when
at sea.

the Japanese fleet were determined.
Subsequently Vagabundo was taken over
by the Coast Guard. She was awarded
aeven Chevrons one for each six months of
service wbh the Coast Guard.
In 1970 H.L "Buck" Ayres of Udo Ship
Yard acquired Vapbundo from the Louis
Cass estate. A complete renovation and
modernization program was petforrned on
the yacht. 1bJs included new galley
equipment and the latest electronic
equipment Vagabundo was placed in a
ship-ahape mint condition. N. a result
during the 1969 opening day yacht
inspection at Newport Harbor Yacht Oub.

sity research platform for explor-

Business Week publish their an-
nual business school rankings
in the fall, followed by Financial
Times in January and U.S. News

This year has been poor for
job placements for graduates
with masters in business ad-
ministration nationwide be-
cause demand for consulrants
and information technology for
management specialists -two
popular jobs for these gradu-
ates -collapsed in the weak
economy.
Business school professional
associations are taking steps to
support honest reporting. The
Graduate Management Adrnis·
slon Council is lniliating re-
porting standards for admis-
sions data. UCJ is among 124
schools that have signed onto
the standards.
Also, faculty members in
business schools around the
country have begun conducting
their own analyses of the naws
in journalists' business school
rankings. One flaw is the rank·
ings game itself, which diverts
business schools from longer-
term investments, such as Ph.D.
education and research, Pearce
says.
Most schools differ little from
their close competitors in
quality of educational pro-
grams and rankings provide no
useful information about pro-
grams, Pearce asserted.

The owner of a Pomona Avenue
business center is hoping the third time

deck for boat detailing and storage.
Dan Zaccuri, who owns the building
where Barnacle Bill's boat repair business
operates, has appealed the previous
denial for the deck to the highest body in
hopes that council members will see
things differently than planning
commissioners, who denied not once but
twice.

For the last three years, Kerri Bordelon.
a Cost.a Mesa resident. has wolked as a
kindergarten teacher at California
Elementary School in Costa Mesa.
Only she has never seen it as wort.
"I would do it even if I didn't get paid,"
she said. "It's been some'1Ung I've
wanted to do SinFe I was three."
Since Bordelon comes from an entire
family of teachers. it wasn't a swprise
that she found herself drawn toward a
career in education.
How she wanted to pursue h er
teaching drive was another story.

Beginning her teaching career six years
ago, Bordelon sought kindergarten as a
more professionally challenging avenue.
Bordelon teaches the
ldndergarteners in her
class they can succeed.
'1'm very interested in early dlildhood
development. .. abe aaid. '"I just thought it
would be more cbaDenglng for me ...
being their first experience with a
teacher.'"
She was right
Although her teaching credentials
qualify her to teach kindergarten through
eighth-grade students. Bordelon has.
found that it's the on-the-job training
that bas enabled her to transition from
fowth-and second-grade students to
kindergartners.
After her first day in a kindergarten
classroom she quickly began to tailo r her
lesson plans to better suit students with
a five.minute attention span and had to
get used to her new role as both teacher
and mother to 20 boys and girls
averaging five years of age.
.. It's non-stop from the minute-I get
here to the minute I go ... it's very
physically demanding." she said "It's a
lot of wort just getting kids to sit still ...
it helps following a routine."

And since her professiooal routine
requires that she adjusts her social skills
to better suit her young students. she has
witnessed her appreciation for adult
interaction increase dramatically.
Even though Bordelon has found a
new appreciation for adult conversation.
what she manages to convey to her
students remains one of her most
important goals.
"I want all my students to learn no
matter what their background or where
they come from." she said .. in my
classroom they all have a shot at

receiver in college,· said
