Skate park makes list of city recreation needs
Information on recreation needs in Costa Mesa
compiled from resident input, surveys, interviews
and analysis, shows where the city is lacking.

brightly most of the ye~ recreation
has proven to be a btg issue lately.
Playing fields for children and adults,
tot lots, playgrounds. tennis courts
and skateboard parb - or the lack of
one -are all issues that Costa Mesa
residents feel strongly about. accord-
ing to a preliminary recreation master
plan releued lut week.
RIM Desiga Group Inc.. based In
San Juan Capistrano, released its
breakdown of the various recreation
needs in Costa Mesa compiled from
hours of resident input, telephone sur·
veys, Interviews and analysis of re·
creation trends, demands and current
facilities.
The report is an "incredible first
step" in a process set to serve as a
guide for deveJopment and manage·
ment of the city's recreation programs
and facilities. officials said.
The document was also created to
update the Parks Recreation and Open
Space Master Plan. which was adopted
in 1996, to account for ch anges in
population and needs an the last six
years.
The completed report is just one of
many stages in the city's quest for a
comprehensive recreation master
plan, said Stacia Mancini. the city's re-
creation manager.
The recommendations outlined by
RIM Deslgn Group will be scnatiniz.ed
and fine-tuned by city leaders to fit
the community's needs. Mancini said.
The reports release followed an ex·
tensive community outreach effort in
which dty officials and the consult·
ants held four recreation workshops to
gather as much input as possible from

students would get enough out of his

understanding because he presented
some information that's not in any or
the textbooks yet"

the ocean and the atmosphere and
the drculadoo of water in the ocean.

He talked about his adventures

Antarcdca. In 1988, be got stranded
on a ship off of the continent because
of a massive engine room fire. He
went back a year later and sailed
right up to a humongous glacier.
"It was amazing going on the
voyage because lt was the first time
anyone had gone down to the
(westetn) region of Antarctica."
Holbrook said. "lt was daik and you
basically felt like you were sailing off
the end of the Barth."
He also talked about the history of
FJ Ni4o. a wanning pattern in the
eastern Pacific Ocean that he saJd
was observed for hundreds or years
but not tmderstood until someone
figured It out at the end of the 1960s.
lCdly said he rewres Holbrook as
one of the preeminent expertS on the
once-mysterious weather pattern.
"It's like talking to the ocean about
El Nmo," Kelly said
Many of Kelly's students said they

will host a final meeting 11bout it Nov. 16.

to the city's future that Issuing

four out of five respondents said
during the city's Visioning Festi·
val on Jan. 12.
But other issues for the city's
future are more hotly disputed.
For example, a mail survey
reached a different conclusion
than did a workshop on the
question of whether there
should be more development at
Newpon Center, Fashlon Island
and the airport area. A majority
of mail respondents said no,
while Visioning Festival partici·
pants mostly said yes.
These are just some or the
tangible and often tricky issues
that have emerged as part of the
city's "visioning process,• which
will culminate in a final meeting
to gather community lnput on
Nov. 16.
"I th.ink that there are several
major issues that we haven't
reached a consensus on so far,
despite having so much particl·
patlon," Assistant City Manager
Sharon Wood said. "So It will
really help the general plan up·
date itself if we can get more
people to share their feelings
and their thinking to guide us."
Some of the most critical is-
sues for the city continue to be
the most closely contested. For
example, a widespread senti-
ment among residents that the
city's bluffs and other natural
views should be protected must
be balanced against the rights
of property owners to develop
their land, members of the city's
General Plan Advisory Commit·
tee have aald.

bas now been dubbed "the size
of houses• issue to be fairer to
people on both sides of the de·

revenue priorities vs. resident
priorities, as ln the conflict over
whether the city should have
more hotels.

Nov. 16 summit are the two final
portions of the Mvisioning"
process to gather input from
residents. Then city officials
pick up the ball.

ln the sprlng, 433 students took the
English-language arts portion and 42%
passed while 728 studentS took the
mathemadcs portion and 35% passed. After
the March test, the overall statistics show
that 86% or Newport-Mesa Unified students
in the class of 2004 have passed the
English -language ans exam and 71% have
passed the mathematics portion of the test

grant, which will be handed
out over a five-year period,

I've watched year after year how
you have left off probably one of the
most influentjal businessmen in
Newport Beach, let alone the
country, when it comes to the bond
market, and that is Bill Gross from
Pirnco. This representative from the
Newport Beach community not only
has a major influence on the stock
and markets but is weekly, if not
daily, broadcast around the globe
from his Newport Beach office in
Fash.ion Island giving his
commentary on the U.S. TTeasury
market. l find It very upsetting that
you can have local real estate agents,
a dog that can't swim ln the water
and other folks that maybe are less
of an influence or less important in
our community. Where's Undsey
Davenport? Where's Bill Gross? This
are the people that help put
Newport Beach on the map for a
world community to see.

I was literally heading out the
door for a weeklong vacation when
the article in Saturday's Daily Pilot
about Jerry Sheer caught my eye
("Qty attorney Scheer reinstated'"). I
have no doubt that Sheer ls feeling
stress from the situation. The public
reports have done nothing to allay
the curiosity of the residents of this
city. Of course, we can all sJeep
better with Chris Steel on the case.
His quote in the Pilot, "I couldn't
find a single impropriety and I
thought we were headed down the
wrong track.· made me wonder
whether he was talking about his
case or this case.

the formation of the CdM
Baseball Hall of Fame, created
to honor the individuals and
teams that are not only a
prominent part of the past, but,
be hopes, beacons for the
future.
The inaugural class will be
lnducted Nov. 16 at the Hyatt
Newporter. at a banquet which
will serve aa a fund-raber,
alumni reunion. and
celebnation of a program that
bu produced two CIF Southern
Section championships (1981
and 1999), as well as a handful
of major league players.

Kings in the early 1970s before
pitching nine major league
seuooa for ftve teams (most
notably the Oakland A's), will be
joined by inaugural inductees
Jeff Pries, 1Y Harper and the
1981 CIF championship team.
Pries was the CIF Player of the
Year u a senior on the 1981
team, while Harper was CIF
Player of the Year while leading
the 1999 squad to a Southern

Emme hopes the stadium
project. the initial phase of
which is estimated to cost
$400,000, will be in place for
the 2004 season, though
economic trends indicate it
could take longer. Emme said
just more than $100,000 has
been raised, to date.
The stadium and facilities,
which will eventually include a
permanent display area to
recognize members of the Hall
of Fame. will cost around
$900.000.
"We want it to include past,
present and future members of
the program," Emme said of
the banquet, scheduled from
6-10 p.m.

All three Newport teams total 57
players. with 20 on varsity. 21 on JV and
16 on the frosh-soph team.
Quite a farm system has developed at
Newport -and in judging by last week's
4-0 varsity win over Fountain Valley,
once the girls get to the top level, they
are ready for the fiercest compedtion.
Most schools only carry a varsity
team, with JV and freshman teams few
and far~ Wolfe said.
Playing varsity competition can only
make the frosh-soph and JV teams
better so if and when the players make
It to varsity they will be able to carry on
the recent winning ways at Newport
Harbor.
