As required by state law, local politi-
cians -both sitting and aspiring -re-
ported Monday how much money they
hold in specially designated campaign
accounts. Foley and Dixon started this
campaign season with a zero balance.
Monahan, a two-term councilman, bad
$2,103.27 left over from previous cam-
paign seasons, seed money for a spend-

OOSTA MESA -Saying there's no
need to rush what will likely be here to
stay, officials at the Orange County
Performing Arts Center announced
this week that their $200-million ex-
pansion will be ready in the fall of
2006, not 2005.
The building of a new 2,000-seat
concert hall and a new 500-seat music
theater will take longer than expected,
center president Jerry Mandel said
Tuesday.
u A concert hall is an extremely com-
plicated building to buUd because not
only is it architecturally important, it's
the sound ... the acoustics are impor-
tant," he said. "lt1J tab longer to build,
longer to test and longer to finalize
than we thought."
Mandel was quick to add that fund-
raising has slowed with the economy's
prolonged slump, but that the opening
of the new facilities would have been
delayed regard)ess of the center's fund·
raising status.
The center's Campaign Committee.
formed last July and chaired by Henry
Segerstrom and Roger Kirwan, hopes
to raise $30 million in the next year.
About $100 million has been raised
so far and offidals hope to have their
total $200 million by 2005 or 2006.

NEWPORT BEACH -City Council-
man John Heffernan on Tuesday called
for a special study session on whether
a city ordinance could bener prevent
conflicts of interest
Motivated by recent disclosures that
about $458,000 of a city grant for air·
port education was paid to a consult·
ant who had also worked on numerous
council members" campaigns. Heffer-
nan suggested policies that would let
taxpayers know in advance of financial
deals of that nature.
UWhat rm suggesting is a conflict-of·
interest ordinance that would say that
if a city official has paid someone or re-
ceived funds from someone -or that
somebody has given a fund-raiser for
that official -that that official is pre-
cluded from participating in or dis-
cussing any matter benefiting that per·
son," Heffernan said.
He said that the action was inspired
by recent reports that showed that
Dave Ellis -the hired campaign con-
sultant for council candidates Tod
Ridgeway. Gary Ad~ Don Webb and
Bernie Svalstad -was one of the con·
suJtants paid to provide public educa-
tion about the John Wayne Airport set-
tlement agreement
Of the $3.6-million grant. Ellis' fees
came to about $458,000. Though his
fees were well within the guidelines of
how the grant money could be spent,
Heffernan said that residents would
have been better served by being told

Again."
The pillow may have been meant to
tease. but knowing Flnestone's
long-running volunteering habit, one
understands. She now donates about 40.
hours a week to various cancer
organfaatioru. and support groups.
In addition to the volunteering, the
66-year-old Costa Mesa resident also puts
ln about 40 hours counseling women
recently diagnosed with cancer as her
day job at Hoag and juggles an Irvine
accounting practice.
A 19-year cancer survivor, Fanestone
says it shows that life doesn't have to end
when cancer strikes. She describes herself

UCI study focuses on
reversing paralysis
Paralysis frnm spinal cord
injury was significantly re-
versed by adding tiny nerves
from the rib cage and mixing
them with a powerful growth
inducer found in most nerve
cells, a UC Irvine and Long
Beach Veterans Administration
Medical Center study has
found.
The study, conducted in rats.
suggests that nerve cells can
be inserted and stimulated 10
grow through damaged areas
of the spinaJ cord. perhaps
leading to better treatments
for spinal cord injury. The re -
search is part of a wave of
<,ludies challenging the con-
ventional wisdom that severed
nerves in the spinal cord are
nearly impossible to regener-
ate. The study appears in the
October issue of the JournaJ of
Neurotrauma.
Dr. Vernon Lin. professor of
physical medicine at UCI and
director of the Spinal Cord In-
jury Group al the Long Beach
hospital, and his colleagues
found that grafting nerves
from the rib cage and adding
the growth stimulator partially
restored hind leg movement in
rats 1hat had their spinaJ cord!>
severed.
·By using 11ny nerves from
the rib cage as cables connect-
ing the severed spinal cord, we
were able to get some im·
provement in leg function."
Lin said. "Regeneration is con·
sidered very difficult because
the damaged area apparently
inhibits growth of new nerve·
cell connections. This '!tudy
gets us closer to arriving at the
right combination of growth

Planning Commissioner and
City Council candidate Bill Per-
kins pays no mind to those who
call him green, saying he feels
fortunate to have reallud his
passion for city government
sooner rather than later.
"I am where everybody else
was 30 years ago and that is
nothing to be ashamed of," Per-
kins said. "Just because I am
young and want to get Involved
should not be seen as a bad
thing,"
Perkins said he can bring a
fresh attitude to the council that
has been lacking in previous
years. His youth and optimism
bring a mind-set of compromise
and tolerance to the dais, while
incorporating a ualous drive for
success, he said.
The council hopeful has al-
ready garnered a seat on the
Planning Commission, which he
said gives him invaluable knowl-
edge of city workings and poli-
tics. And though his political ca-
reer is relatively new -he's
been on the commission for two
years -Perkins has fonnulated
what he believes to be the tried-
and-true characteristics of a
good leader.
A leader must have faith in
himself, his fellow council mem-
bers and his constituents to gel
things done for the good of all
involved, Perkins said. If elected,
he would strive to establish trust
with residents. city staffers and
other members so the commu-
nity can feel confident in its
leadership. he said.
The second component he
looks to bring to the city's lead-
ership is "sin'gle-mlndedness."
Perkins said leaders must be fo-
cused on a task so they will "not

A !though a championship
football team never came to
Al lrwin as a player or coach
at Newport Harbor High
over the years, one finally came his
way after he took charge of Orange
Coast College's gridders in the faU of
'56.
He was also blessed to have drawn
Jim Stangeland, former Downey High
coach and a one-time Fullerton Junior
College star named BUI Poore as
assistants. Stangeland handled the
offense and Poore took charge of the
defense.
"I was very fortunate," Irwin said,
"because they both were most
outstanding." Stangeland, a
Huntington Beach
High grad. worked
with another Oilers'
product, Oaire Van
Hoorebeke, at
Arizona State and
North Phoenix High
in Arizona once and
gained immense
football knowledge.

Downey and
Anaheim." Both schools found great
success with two Oeet running backs
named Randy Meadows for Downey
and Mickey Aynn for Anaheim, who
would share CIF Player of the Year
laurels after the two deadlocked on
the field of play in the Coliseum
before 41,383 for the CIF
championship.
Van Hoorebeke was Anaheim's
· coach, and Downey was coached by
Dick Hill.
He recalled the great rise in speed
for the OCC backs and end after
Stangeland introduced the low-cut
shoes for the offensive program.
Reflecting back. Irwin said, •we
were predominately a frosh team and
I only recall three sophomores who
had played for Ray Rosso in '55. But
our players were so light, quick and
fast, that we felt fairly confident."
Irwin said, "We bad very good
ends.• He recalled Alan Story of
Anaheim, Paul Loren tun of Newport
Harbor HJgb and a fellow named
Tribble from Palm Springs."
The Pirates had a number of
·polished hallbacb, including a
speedster named Bill Harrison of
Huntington Beach, and Dave Tamura
and John Hopkins, both of Harbor
High.
The key fullback was a rugged hitter
from California Hlgh named Ray
Adennann, one of 6ve athletes
recruJted from California. However, all
five left the team alter the season to
join Cerritos JC, a new school in their
area.
One highlight that Stangeland
brought from Downey was a 6-foot
quarte:rback named Bob Crockett.

guna Beach High squad did the best

Mar, for four games anyway the Pa·
cific <:oast League opener for both
schools, but the Sea King9 rebounded
from a sloppy third game to down the
Breakers at Laguna Beach Tuesday
evening.
The Sea King9 (9-6, 1-0 in the Pa-
clfic C:Oast League), ranked No. 3 In
CIF Southern Section Division ID-A.
defeated host Laguna Beach (No. 2 ln
CIF Otvision IV·M ), 15-4, 15-5, 12-
15, 15-3, largely on an effective serv-
ing game.
'This is the best serving team I've
had in 23 years," said CdM Coach Bill
Ollistiamen. "They serve extremely
bard. extremely low, and have great
Ooat on the ball.•
On numerous occasions CdM serv-
ers found spots on the court where
the Breakers weren't, mostly In the
middle of the court behind the front
line and in front of the back line.
When Laguna Beach did return
serve, either Oaire Allen, Jordan
Smith or Undsay Ensign was there
for the kill. Allen tallied a team-high
10 kills, Smith added etgbt and P.o-
slgn had seven kills for a CdM team
that started off hot. winning the first
two games fairly easily before Laguna
came back to take the third game.
Laguna only suited six players be-
came four players were serving the
last match of a suspension for behav-
ioral reasons, said Laguna Coach
CWt Hanson. who was proud of the
way his team fought back to win the
third game.
"I'm very happy with their per-
formance,· Hanson Mid. "We're inex-
perienced in some ways so we're
playing ovennatched, but they hung
in there.·
Laguna's Joy Henderson made only
her third start at letter Tueaday and
added five ldllt for the Breakers.
Sophomore hitter .BlakeJey Bums tal-
