"These candidates are absolutely

election because he was caring
for an ill wife and three children.
"My daughter bad just been

neighborhood in the city and

Webb faces Allan Beek for
the District 3 seat Beek is the
Green.light-endorsed
candidate. Whoever wins the
seat in the Nov. 5 election
would replace Councilwoman

and candidates, pulled out of the
afternoon fund-raiser in Huntington
Beach about an hour and a hall
before it was scheduled to begin.
Davis backed away from her
commitment to the event at the
request of Gov. Gny Davis, who was
preparing for the Los Angeles
Times-sponsored Monday debate
with Republican Bfil Simon. a Davis
spokesman said.
"She had conflicts in her schedule,"
said Gabriel Sancha. a
spokeswoman for the Davis
campaign. "The First Lady wanted to
be with the governor before the Los
Angeles Tunes debate."
A spokeswoman for Davis phoned
Schipsk.e's campaign manager, Teny
Sdnaon, al the time to warn him that
the First Lady might not be

said. The spokeswoman said an

candidate" forums at the city's
two Diedrich's coffee houses.
The events, one of which is
planned for Saturday, have
allowed Foley to meet residents
face to face in a casual,

low-pressure atmosphere.

"Depending on how many people

Saturday's event is scheduled
for 9:30 a.m. Saturday at the
Diedrich's at 474 E. 17th St.
Foley. the current chairwoman
of the city's Planning Cotn.llllssion,
is running against four other
candidates for two open seats..
The two incumbents are Mayor

Gary Monahan. The challen~rs
are Allan Mamoor and em
Paldm.
Foley held an earlier coffee
house meeting on Sept 14, at the
Diedrich's at 1170 Baker St., in her
northern Costa Mesa
neighborhood. A third and final
event has been scheduled for 7
a.m. Oct. 22 at that location.
For the last several months,
Foley has been chatting with
residents on Saturdays at the
Diedricb's coffee house near her
home. She has used the infonnal
chats as a jumping off point for
precinct waJb.
While the Greenlight movement has Its own
Web site, its endorsed candidates also are
Ooating about the Web.

The best thing about this site: the photo of
Tuylor under what one only can assume is a
plane Oying at John Wayne. He doesn't look too
happy about it, keeping with his longtime
advocacy for caps at the airport and the need
for an airport at the closed El Toro base. It also
presents his other hosts of issues.
And Greenlighler Dick Nichols' simple Web
site can be found at www.ranichols.info. It
includes a lengthy list of endorsements and his
positions on issues, as well as noting his
Greenlight affiliation.
Fm.ally, there's the second ~ninsula
challenger, Martanne Zlppl, who says she had
the first candidate site up online. It's at
www.mzipplcom.
On her site, she points out why she does not
have a campaign statement at the city as weU
as copies of speeches she's made at city
forums. The speeches are notable because she
includes words she didn't have time to say,
another perlect example of the good the Web
can do as a source of infonnation.

Bunney asked the council
whether It was dty policy to ad-
vertise in a foreign language.
"I thought this was an Ameri-
can nation where people who
come Lo our country are sup-
posed to speak English,· he said.
City Manager Alan Roeder told
8unney there wa,, no outlined city
policy regarding bilingual notices
but that Costa Mesa frequently
printed and offered information
in both English and Spanish.

ciation, said she wished the gap
between the two cultures was
less vast. A City C.ouncil candi-
date forum that her association
hosted two weeks ago drew hun-
dreds of residents yet attracted
few, lf any, Latinos, she &a.Id.
In hlndsJght, Brenneman said.
she wished she could have en-
gaged more of the Latino popu-
lation.
"J am at a loss." she said. ·we
are all supposed to be working
toward better quality of life Is-
sues. There has got to be a way
to do some betler networking ln
the community."
Private notices in different Ian·
guages are fine. but when it
comes 10 public money funding
bilingual materials, there is a line
that needs to be drawn, residents
said.

tively communicates with its

Resident Bob Graham agreed.

"If I had my way, we would all
speak another language as well
as English," Graham said. "But
we have to have something

Centennial Farm receives big boost to promote agriculture
The farm received a $100,000 portion of a
statewide grant to help educate fifth-and
sixth-graders on the 'Agademics' of farming.

tennial Farm has received a
$100,000 portion of a statewide
grant designed to educate urban
Californians about the impor-
tance of agriculture in the state.
officials announced Wednesday
at the on-site barn.
The ~tennial Fann, a four-
acre working fann that attracts
hundreds of children each week.
was given grant funds to promote
the "Agademics" program. The
program is designed 10 give area
fifth -and sixth-graders a betler
wodcing understanding of the
fanning industry.
"We are the largest agricultural
state in the country and agricul-
ture is the largest industry in the
state,· said Steve Lyte of the Cali-
fornia Department of Food and
Agrirulture. "J'he dichotomy is
that this is largely an urban popu-
lation that doesn't understand
where its food comes from.·
California produces $73 million
in food. fiber and flowers each
day and produces 350 crop and
livestock commodities overall.
The state's agriculture provides
I. I million jobs and ships more
than $6.5 billion In products
around the world annually.
The $100,000 designated for
Centennial Farm, on Fair Drive in
Costa Mesa. was a portion of $7
million In federal funds given to
the state as a whole to promote
agricultural education.
Funds earmarked for the Cen-
lennial Farm will go to create the
"Agademics" program. which in-
cludes a free one-day lesson in
the farming Industry. The pro-
gram. which has been in place
around the state since 1999, in-
corporates lesMlns in plant and
'iOLI science. animal husbandry,
the food pyramid, nutrients from
foods and vegetables and Califor-
nia's role Ill the agricultural in-
dustry.

John Wayne Airport passenger traffic
increased 50.4% in September com-
pared to the same time last year, officials
said.
In September 2002, the passenger
traffic count was 606,632. The Septem-
ber 2001 passenger traffic count was
403,467.
Also, commercial carrier flight op-
erations went up by 19% and air taxi op-
erations increased 27.6%. Total takeoffs
and landings increased by 33% and total
aircraft operations went up by 38%.
UCI study: Stomach stapling
requires more training
A new stomach staple surgical tech-
nique is becoming popular in treating
morbid obesity. Although effective, a
UC Irvine and UC Davis study found
that surgeons require more training
before the surgery -laparoscopic
gastric bypass -becomes routine.
Patients experience fewer complica-
tions and require less time in the hos-
pitaJ when the operating surgeon has
performed at least 75 previous pro-
cedures, according to the study. Men
and older patients were found to be
more susceptible to postoperative
problems.
Patients in the study were consid-
ered morbidly obese if they had a body
index between 39 and 61 .
The new method may be safer than
other open surgeries, involving only
five. small, abdominal incisions. A tiny
scope is inserted in the abdominal
cavity. The upper stomach is stapled
and the small intestine is rerouted. It is
estimated that about 57,000 Ameri-
cans will have either the traditional or
laparoscolJiC operation this year.
Dr. Ninh Nguyen at UCJ Medical
Center warns that it is imperative that
the surgeons receive adequate prac-
tice and training.
"It's especially important here be-
cause the learning curve is quite high
and this issue needs to be addressed
by medical societies.• said Nguyen,
who personally performed 150 con-
secutive operations as part of the

Near an end to
temple debate
I t appears the long, at times
bruising, debate about the
proposed Monnon temple
In Newport Beach is
nearing its end
Given the needs of the leaders
of the Omrch of Jesus Quist of
Latter-day Saints and the
demands of residentS living near
the proposed temple., the
Planning Commission did a
laudable job with what has been
a very emotional Issue. The
vehemence of the discussion is
not surprising given that on one
side are religious beliefs and the
other a desire to maintain a
neighborhood and property
values.
What has been heartening
throughout is the mostly
neighborly manner in which the
matter has been discussed.
Leaders of the Mormon church
have agreed to significant
changes to the proposed temple,
which originally included a
123-foot 9-inch steeple and
24-hour exterior lighting.
ln the final plans, the steeple
will stand 99 feet 9 inches and
the lighting will be on from 6
a.m. to I 0 p.m.
However, in the final days
before the commission vote, one
bit of not-so neJgbbodioep did
sour the give-and-take a bit. The
original call for the hJgber
steeple was based. Mormon
leaders said, on the need for the
temple to be more prominent
that the church's existing stake
·center, which supposedly had an
86-foot steeple. But it turned out
that the steeple was never built
to the height allowed. Instead, it
topped off at 68 feet when
surveyed by the city.
Some leaders in the Mormon
community acknowledgi!d that
they knew the stake center's
steeple was not bas high as the
plans said. Their late admission
was counter to the open,
engaging manner in which most
of the debate was handled. It
came at an unfortunate time.
It remains to be seen whether
that one slip will cause the issue
to linger on. Those who have
been opposed to the plan are
weighing whether to appeal it to
the Qty Council. Already
worried about the effect the
temple would have on traffic
and their views, skepticism
about what they are being told
could lead them toward an
appeal that most people likely
don't want

tobacco company with a
$28-billion punitive damages
award to be paid to a
lung-cancer victim from
Newport Beach who smoked
most of her life (48 years), a Los
Angeles jury has given advocates
of tort reform a helping hand.
I tS first mlstake was to
suppose that Bullock was not
responsible for her own actions,
despite decades of anti-smoking
health warnings that only the
comatose on a desert island
could have missed. Being of the
identical age and generation as
the plaintiff -my parents and
relatives warned me in 1953 not
to smoke because it caused lung
cancer.
If self-accountability truly
counts for nothing, then what
are the objections to the
much-ridiculed suit brought by
obese plaintiffs against fast-food
restaurants? The philosophy of
such lawsuits is clear. Let's just
forget people have the capacity
to be responsible for themselves
and undermine one of the
crucial premises of a free,
democratic political system.
This error was then
compounded by a damages
award clearly meant to be
destructive to Philip Morris. If
the jurors were serious about
this award being given, they
must have been seeking to
outlaw the sale of tobacco in this
city, state and country, for that
would be the ultimate
comequence of such decisions.
But that's not the role of juries.
They are not meant to leplate
national policy. They are meant

meaning of

Assuming
today's low
interest rates,
even a 5% return on $28 billion
is S l billion, $400 million a year
without dipping into the
principal -more in one year
than entire families, clans and
fanuly trees maJce in centuries.
The amount of the award will
hopefully be reduced as appeals
move ahead; the Supreme
Court's guideline is that punitive
damages should not exceed
compensatory damages by more
than four times, which would
bring the award to a few million
dollars.
But meanwhile, it should be
painfully dearer to thinking
observers that lawyers, judges
and juries are not to be trusted
under current tort laws and that
some limits need to be enacted.
The Constitution does not
provide for multi-billion dollar
awards for persons, who given
freedom of choice. elect to hann
themselves. And by the way that
money comes from the pockets
of consumers like you who buy
products or own stock in Phillip
Morris. We all pay a lawsuit tax
estimat.ed at $2,000 per person
in the state of California Inhale
on that one!

It is nice to finally see some
concern from Costa Mesa about air
traffic over our city. I am a board
member on the Airport Working
Group and have been warning the
Costa Mesa City council for two
years about impending Oigbts and a
push in demand to John Wayne
Airport and Long Beach. The flights
you are experiencing are Long Beach
flights coming from the west-Long
Beach will be at 41 flights a day by
the end of this month and that
number will grow.
Laguna Hills, Aliso Viejo, Laguna
Woods and Irvine, and then by flying
straight up the San Diego Freeway. I
know I'd swear an oath of fidelity to
Jet Blue if they'd reward our
neighbors to the south with their
continued and low-level presence.

For Marianne Zippi, there's a
dear gap between how city gov-
ernment is and how it should
be.
Residents should have easy
access to full information abou1
how their money is being spent,
she says. Council members
should represent neither devel-
opment interests nor an anti-
growth movement. Wa1er-
quallty efforts n eed lo keep
looming deadlines in mind, and
the city's focus on waler issues
should include more close con-
sideration of the water coming
into Newport Beach through
taps as well as the waler that
flows from Newport Beach into
the ocean.
"I think that bringing back
confidence and the trust of the
people in the City Council and
having a City Council that's ap-
proachable, that's knowtedge·
able, ls the most important issue
in this election," said Zippi. a
resident of Newport Beach for
10 years.
Zippl's Involvement in gov·
emment over the last 20 year.;
has hinged directly on the need
she has seen for 'iOmeone to
step up to the plate to protecl

In the 1980s, Zippi was among
42 California delegates to the
White House Conference on
Small Business, a responsibility
she toolc on to preserve oppor-
tunities for entrepreneurs.
In the early 1990s, she got in·
volved in city government after
seeing a serious potenual down·
side to Measure A. also known
as the Castaways measure. An
escalation clause in the measure
would have allowed local offi-
cials lo increase the dollar
amount of the measure's 30-year
tax burden on locals.
The council now in place. she
said, creates too many opponu·
nities for residen ts to get the
short end of the stick.

the baclclash that put Measure S
into effect. Now the pendulum
is swinging in the opposite di·
rect1on. The people who got to-
gether and got the measure
passed so we would have less
traffic and less density are not
the same people now trying to
get a majority of the council. We
dld not vote to have a Greenlight
majority on the council. We
voted to stop traffic. I don'l think
a majority on the City Council is
good for any citizen."

Stansbury created magic by
turning his driveway into a
French garden using a bit of
plywood, lattice and garden
ornamentation to create an
indoor/outdoor space adjacent
to his antique-filled showroom,
which was the setting for some
200 supporters of New

The elegant Lady Henrietta,

Oranp County diners to
memonble meals at their two

Aubergine and Troquet.
Aubergine. the couple's
llagshJp rut.aurant provides
patrons truly innovative cuisine
lo an elegant cottage setting.
lroquet. tucked away in a comer
of South Coast Plaza, serves
French bistro-style food and has
also been hJgbly rated by critics.
It seemed that for a while the
couple would be content to
manage their existing locations
to the delight of local customers.
But the creativity that results in
such oflerin~ also breeds a
certain restJessness, which can
manifest itself in a revamping of
existing locations, or the urge to
venture out to new ideas. nm and Uza have adopted
the latter approach, and in the
past year have opened Red Pearl,
an Asian restaurant in
Huntington Beach with 1950s
Polynesian ovenones: Whist, a
hip, upscale (and aJways
booked) joint in Santa Monica's
Viceroy hotel: and The Lodge
here in Costa Mesa.

never showed, and we had to ask
before we got the water.
On a second visit, bread was
never mentioned (although
there were baskets on other

happening on (or just off) the

This film centers on the
vicious murders of two entire
families. To the credit of
director Brett Ratner, Lhe fear
factor for the audience is
created mostly with
Hitchcock-style apprehension
and anticipation, not excess
blood and gore. Still, the expert
pacing. the eerie music. the
dark photography and chilling
story line combine to provide
an emotionally draining
experience for the viewer.
•Red Dragon," the seQuel to "The Silence of the Lambs," stars Anthony Hopkins and Ed Norton.
The only comic relief is
provided by the sarcastic
comments and droll wit of the
always excellent Anthony
Hopkins as the caged cannibal.

When a young woman Is
shot to death, apparenUy
because s he was at the wrong
place at the wrong time, her
parents and her fland
struggle to restore some sort
of reason and purpose to their
lives.
Unfortunately.
writer/director Brad Sllberllng
seems to strugg;e to maintain
the energy and direction of
this story. Scenes that burn
with sincere emotion slip into
scenes that feel borrowed
from old soap operas.
The powerful scenes. on the
whole, are those with
Sarandon. This amazing
actress only grows more
dynamic with each film.
Gyll enhaal's character, Joe
Nast, probably never the
dynamic type, is frozen in
such a catatonic state one
tends to wonder why his
fianc~ was ever attracted to
him. This question, It turns
out, Is a key element in the
plot.
This film wlll inevitably be
compared to last year's Oscar
nominee, "In the Bedroom.·
"Moonlight Mlle" is not a bad
film and, in my opinion, has a
much more effective and
satisfying conclusion.
However, I can't quite see it as
Oscar bait. I went to see this
movie armed with two extra
packets of tissues. I only
needed hair of one pacht.
UMoonliglll Mile" is rated
PC-I 3 for some sensuality and
brief strong language.

Marine Cano looked at the
women's aoc::cer schedule
before the season began he
knew !he Anteaters would most
certainly be confronted wtth a big
challenge to open Big West Conference
play. The Anteaters would have to play
their first three Big West games on the
road And, so he went to work and put
his squad to work. Cano intensified
practices and the Anteaters responded
wilh relentless effort.
