NEWPORT-MFSA-It was 10 years
ago that signs of a million-dollar em-
bezz1ement first appeared in· the New-
port-Mesa Unified School Disbict,
eventually sending shockwaves through
the administration and eroding the
public's trust when it turned out the
man entrusted with the financial stew-
ardship of the disbict was responsible.
Stephen Wagner, who was the dis-
trict's budget director, was suspended
Oct. 23, 1992 pending an investigation
that eventually turned up an embezzle-
ment of close to $4 million.
Wagner pleaded guilty that December
to embezzling more than $3.5 million -
at the time, the largest school disbict was in her first year on the board when
embezzlement in state history. In March the embezzlement was discovered.

NEWPORT BEACH -The age-old
game of campaign trickery has stepped
into the 2 I st century.
Marianne Zippi. one of three City
Council candidates running for the Bal-
boa Peninsula District I seat, says some-
one -she does not know who -man-
aged to change the user name, password
and other information for her Web site
and e-mail at around noon on Monday.
Since then. she bas received irate calls
from people ~hollering and screaming~
about e-mails they received from her e-
mail address while it wa'I out of her con-
trol.
The problem, she said, first appeared
after her computer frore Monday. When
she restarted her computer. she could
not sign onto her account, which is with

In three weeks. Ikerd, a member
of the Newport Beach Chamber of
Commerce's Commodores Oub,
designed a mammoth
custom-built grill on a trailer on
which firefighters cooked up more
than 1,000 hot dogs for their
Public Safety Day on Oct. 6.
The grill was donated to the Fire
Department by the c.ommodores
Oub. It was Ikerd's brainchDd.·
The unit Itself is a custom trailer
12 feet long, 4~ feet wide and 4
feet tall. It lncludes large grills.

even a stainless steel sink. And it's
all powered by three propane
tanks..

falls right in line with basic
necessities of life: food, air,
water, love.
"Without it, you are dead," Hovee
said.
That is why the Newport Beach
resident dedicates numerous
volunteer hours tutoring at Estancia
High School. Hovee and a group of
five other devoted volunteers have
nurtured the tutoring program,
sponsored by Girls Inc. in Costa
Mesa, from its inception and
designed it to make sure Costa Mesa
teenage girls have access to a
necessary lifeline: education.
Hovee, 59, said the program's
main focus Is on education, but she
and her tutoring colleagues
ultimately become much more.
"As much as we are tutors, I think
we are also mentors,· she said.
They develop relationships with
the girls, take them on field trips,
expose them to the theater and
provide limited financial support,
such as fronting money for a

Helping educate and
mold young women
yearbook that would otherwise be
too expensive.
"We try to provide enough so they
can have as full and normal a life as
possible," Hovee said. "Some of
these girls come from very difficult
living situations."
In the past six years, she said she
has seen some girls become
pregnant and drop out of school
and others become so involved in
trying to support their families that
their school work suffers. It breaks
ber heart because an education is
the only thing that can help the girls
truJy tackle those obstacles. yet it is
often one of the first things to be
sacrificed.
But as the program has evolved,
Hovee has developed personal
relationships with girls to prevent
that from happening. In the past

few years, Hovee has had the
dfstlnct pleasure of walldng some
girls through all four years of high
school.
"Ti.mes obviously change, and
some have boyfriends and most
have jobs, but we've connected with
them enough that we stay in touch
with them and they can call us if
they need to."
The bond with the students Is just
one aspect of her rewarding
volunteering. Hovee said. She has
also become very clcse with the
other tutors, creating an unbending
affiliation of women who are
dedicated to help mold
independent women. The girls may
have coUegiate or vocational
dreams, but.as long as they have a
measure of success. they will
succeed -and education is the first
step.
"Strong, smart, bold women. That
is our mission," Hovee said.

Segerstroms chose to design and
construct 60 single-family homes and
83 townhomes on the northeast
portion of the 93-aae Home Ranch
site. Although some portions of the
proposed housing tract call for the
bending or city rules, leaders saJd the
accommodations were painless to
grant because they made for a better
overall project.
Major aspects of the project fall in
line with existing city building codes,
but the builders asked for exceptions
in parking requirements and in
building heights for the free-standing
homes.
Councilwomen Ubby Cowan and
Karen Robinson each had concerns
with detail<> of the project, but could
not sway their colleagues to vote with
them.
COSTA MESA CITY COUNCIL WRAP-UP
Cowan applauded the project bUt
asked If the COWldJ would CO~f a
private community just without the
actual gate au the encranc:e. Cowan
said she undentood the need for

opinions about gated communities.

council members vote on that issue

The Pacific Standard project's
pan:el is on the northeast portion of
the Home Ranch &ite, on the comer
of Sunflower Avenue and Susan
Street. It lies alongside the
administrative offices of the Auto
Oub of Southern CallCom.la. The
gated community would consist of a
mix of townhomes and single-family
homes, as well as two community
parks, a pool and a recreation center.

portions of the large development.

street at the same time for sweeping,
according to a staff report. Resident'>
also said they would be more
supportive of a citywide program
instead of specific targeted areas. le'>t
results show.

In the Community Commentary of Oct.
18, Don Glasgow got half a page to keep
hyping the penJnsula tree-cutting fiasco In
spit e of his averring enough Is enough
("Give new peninsula trees a chance").
The anicle keeps digging at the wound
by his statements trying to justify the
mayor and city administration's thumbing
their nose at due process. He says we
should have paid more attention to what
city leaders were doing all along and not
just when they conclude an action. That
still doesn't excuse the absolute sneak
attack carried out before hours, with such
dispatch as to preclude the appeal court's
stay of execution -which occurred just
prior 10 the last tree being cut. The action
must have been considered possibly
wrong, or else why couldn't it have been
put off a few hours.
His position further is that a small group
of protesting peninsula malcontents do
not represent a majority. I live way over in
the Bluffs and believe, along with many of
my friends and neighbors, that a majority
of Newporters continue 10 be outraged by
the action.
However, one can't do much after the
fact except maybe register protest against
city incumbents in the coming elections.
Glasgow goes on with nowery praise for
the Corona del Mar tree removal and
eventual replacement project. That may be
well and good, but I can't recall any
stringent protests and court action as
evidenced by the current visceral
objections, nor am I aware of other
proposed options as were supposed to be
consid~red here.
Furthermore, the !>ituation wa!> entirely
different. The beautiful arbor canopy along
the historic landmark from the Pavilion to
the shoreline was a cultural heritage in
which all of us took pride -as with the
ferry, pier, beaches and all other
attractions which make Newport such a
great place. The cool tunnel of lovely trees
is now gone -along with the community
pride we had in walking ii and showing it
off 10 our out-of-town visitors.

watchword for the Costa Mesa Htgh
girls volleyball program has
transformed from turnover to
turnaround.
Turnover in the coaching ranks helped
generate nearly as many headlines as
victories since Yvette Ybarm resigned after
the 1998 season, ending a two-year run that
produced two at-large benhs into the CIF
Southern Section playoffs. The back-to-back
postseason appearances were lhe Mustan~·
first since 1991 and when Ybarra amved, the
program has lost 26 straight matches.

League, Salladin was eager to see how an

athlete and she jumps so high. she has the

middle hitter has also been there and
sophomore setters Jenny Sparks and Jack.le

tling in the ring. the Newport Harbor High and
Edison Hlgh field hockey teams ran and batted
the ball around the Harper Community Center
field Tuesday but the ball eluded one place, the
back of the net.
Visiting Edison, 9-0-2, and Newport, 13-0 -4, 7-
0-4 in the Sunset League, battled 10 a 0-0 tie in
front of a crowd of about 75 spectators that in-
cluded an Edison cheering contingent of eight
fans holding orange cones and chanting phrases
such as "Defense," and the Newport I I arbor
cheerleading squad performing a "pyramid"
routine.
"We outplayed them and didn't have anything
to show for 11. • said Newport Coach Sharon
Wolfe.
With the lie, Newport has 25 points, good for

"There's still plenty of good

It was filled With beautiful antiques and 11\Y three-yeaN>ld
granddaughter called it "Gran<bna's Cottage,• a name that
stuck.
Then I was offered the opportunity to expand. The
building housing Crafter's Comer wanted to include an
• antique shop and tearoom. Grandma's Co~e moved in
followed shortly by Teacups and Tulips. It was a wonderful
combination and led to many lasting friendships in the
community. When Teacups and Tulips closed so that the
hostess could be a stay-at-home mom, the time seemed
right for another expansion. I called Nonn Wheatcroft,
