A pumped-up crowd of
UC Irvine students
crowded the Social
Sciences Plaza on
Tuesday to hear actor Arnold
Schwarzenegger tout a ballot
measure he crafted to expand
after-school programs throughout
the state.
The ballot measure, Proposition
49, calls for additional funding for
state grants 10 bring an
after-school program to all 6,600
public elementary, middle and
junior ttlgh schools in the state
that choose to offer one. The
initiative provides S400 million a
year in new funding to provide
these grants from incremental
state revenue growth, not new
taxes. But the funding will nol
start until 2004 or later to allow
California's economy to recover.
Pepperlng his speech with
famous lines from his movies.
Schwarzenegger asserted that his
initiative will make a big dent in
"the prime time for juvenile
crime" -between 3 and 6 p.m ..
when many children are
unsupervised and tum to alcohol,
smoking and gang-relaled
violence.
"Let's not imprison kids, lets
imprison the problem.·
Schwarzenegger said. "Let's say
'hasta la vista' to the problem and
TU be back:' to good educalion.'"
The College Republicans
sponsored the visit by the star of
action films "The Terminator,"
"Predalor" and "True Lies.·

OCC Swap Meet will re-expand BRIEFLY IN THE NEWS
Costa Mesa Planning Commission agrees to
allow the venue to return to Saturdays with
a few conditions on parking and vendors.
Lolita Harper

COSTA MESA -It took seven
months, but city and Orange
Coast CoUege officials came to
an agreeable solution Monday
when the Planning Com.mission
voted unanimously to reopen
the 20-year campus swap meet
on Saturdays.
Planning comrrussioners
agreed to reopen the swap meet
on Saturdays with an average of
260 vendors per day, as long as
college officials worked on a
more advanced vendor reserva·
lion proc~ and prohibited
parking in the Coast Community
College District parking lot
across the street. Commissioners
also ordered a six-month review
to crack the college's progress.
Planning Commission Chair-
woman Katrina Foley thanked
the college for its cooperation
and said teamwork helped make
for a better community swap
meet.
"These are really good solu·
tions." Foley said.
College officials said they were
"100% ready. willing and able" to
adjust the operation.
Consultant 1ti.ssa Allen, a rep-
resentative from l.Jnscott Law &
Greenspan Engineers, gave an
extensive presentation that ana-
lp.ed parking models, vendor
spaces, pedestrian counts and
volume of the swap meet The
results were contrasted with days
that the swap meet was not in
operation to see what kind of an
effect the venue was having on
congestion.
ln April, city officials no1ified
the college that the campus
swap meet was violating the
school's 1984 agreement with the
city. A study -prompted by
Councilwoman Libby Cowan in
November because of an appar-
ent increase in traffic along Fair-
view Road -found that the
swap meet was operating with
an excess of 200 vendors and un
an additional day not authorized

Incumbents trying to steal Taylor's thunder
AT ISSUE: Claims ma d e o n an election
mai~r by Newport Beach City Council
candidate Rick Taylor a bout his work on
restricting flights at Joh n Wayne Airport.
T he article "Candidate's
JWA claims questioned"
(Oct. 26) contains
distorted lnfonnation about
candidate ruchard Taylor's
involvement in the request for
the extension of the John Wayne
Settlement Agreement This,
while purporting to be a search
for the truth, is a statement by
political opponents of Taylor.
Taylor is vice president or the
Airport Working Group, which is
a signatory to the settlement
agreement. Taylor has supported
the agreement always and has
worked tirelessly as a volunteer
for eigbt years trying to protect
Newport Beach from the
expansion of John Wayne
Airport.
The anempt to extend the
settlement agreement, which
expires Dec. 3 1, 2005, was begun
by former Mayor John Noyes,
together with Councilwoman
Norma Glover and Supervisor
Tom Wilson. They began these
discussions behind closed door...
Later the working group signed
on to this request, as did Stop
PoUuting Our Newport, another
signatory to the settlement
agreement. Most of the
negotiations were handled by
working group legal staff and
city staff.
The city of Newport Beach and
Orange ('..aunty supervisors have
approved the request for an
extension of the settlement
agreement. I lowever, the a1r1ines
association objects to re<itrictions
on airport flights. as does 1990
law. The Federal Aviation
Administration has not signed
this new settlement agreemen1.
The outcome or this request for a
new agreement is in doubt.
The article was a political
statement, not a factual report.

Both Glover and O'Neil (and
maybe some of the 01her cnunnl
members) seem duel<"'> that if
there were an airport at El Tom,
we wouldn't havc to worry about

Never have I met or heard of a

lf the Newport Beach City

Working Group in focusing on
the f.1 Turo issue, rather than
avoiding it, we would not have
to face the certainty that John
Wayne will be forced to handle
virtually all the air traffic that
burgeoning South County will
surely produce, nor the certainty
that Newport Beach will be
destroyed by the massively
expanding airport that John
Wayne must become.
So the story has proven that
both O 'Neil and Glover. our soon
to be dearly departed council
members, live in a fool's world of
delusion and deception. There is
no Airport Tooth Fairy that will
protect us from the big bad
world of reality In which we hve.
Candidate Rick Taylor is
correct when he says; "Th~ is
not clad in iron" and that there
are still p~ible (virtually
certain) legal challenges by the
FM and airBnes that use the
airport. I le's clearly the only

When I med if they would

we went home, they insisted
stoutly that they would.
At home, we had a crisis of
conscience. The Angels had to
lose one of the next two
games or there would be no

When they lost both of them,
I carried an extreme burden
of guilt for harboring that
thought And so we went to

my guilt and renewed my

credit should go to the scouts
who found and signed these
young men and the minor
league staffs who trained
them. And it conjured up
thoughts of a dynasty.
And then there were the
recollections of Gene Autry. I
was privileged to have gotten
to know him a little in the
process of doing several
profiles on him for the Los
Angeles Times. He was as
down home, as unpretentious
and as proud of his team as
the players who finally
realized his dream. Not a

but a lot of Darin Erstads. A
lot of North Dakota.
And finally there was the
statement I had made so
many times in the years of
disappointment and despair
that J was determined not to
depart this life before the
Angels won a World Series.
Such a pronouncement
from a young person would
be frivolous, but not from
someone my age. Given the
Angels' track record. it seemed
to me lilce a claim to
immortality. But just to cover
myself, I threw in completion
of the novel I've been working
on since the ninth grade.
Now I'm concerned. The
Angels crossed me up and
won. and I've actually been
working on my novel at a
dangerous pace. So it's clear I
need another set of goals so
impossible that my longevity
would no longer be
threatened. I'm wooong on
such a list now.
Meanwhile, my grateful

my generation, baseball is a
