NEWPORT BEACH -What three years
ago appeared to be a straightforward mea-
sure to require voter approval on some
large developments has proved more diffi-
cult to decipher than anyone could have
guessed.
In hopes of shedding light on Measure S
guidelines. the City Council will hold a
study session on Tuesday .
of California business owners are ex-
pecting 2004 to be an overall beuer year
than 2003, accqrding to an annual sur-
vey released last week by Union Bank of
California.
Survey respondents also forecastcd
positive numbers in regard to employ-
ment. In 2003 10% said 111ey were forced
to lay workers off. About 37% of tJ1osc
surveyed sai~ they expect to increase
i.taffing levels in 2004.
Ed Fawcett, the president of the Costa
Mesa Cllamber of Commerce, said
those numbers are especially positive
for the Newport-Mesa area, whkh tends
to buffer hard economic timei. better

The City Council voled last year 10 send
that project to a vote of the people, bu1
saJd ii did not believe that a vote was re-
quired under Measure S. Greenllght
spokesman Phil Arst labeled it a crafty at-
tempt by the city to set a precedent for
idestepping Greenlight laws in me futwe.
But city leaders fired back that GreenUght
leaders had supponed me idea or using
rooms to measure hotel impacts iliree
years ago when the Measure S guidelines
were first laid out.

The BaJboa Theater project has under-
scored similar problems in Measure S
t,'llidelines. In considering me theater
renovations. the city measured the meater
by the number of seats and not square
footage. The Greenlight group supports
the Balboa Theater, Arst said, but mem -
bers worry that applying me same logic to
the larger Port Theatre could produce a
very different outcome.
Tuesday's talks could set in motion
moves to erase such ambiguity.

the copa.

Adding 'th ' for
no clear reason
''H eighth" is not a word. Never has been. Never will be. So you can imagine
how baftl.ing it is to sit in Newpon
Beach Oty Council meetings twice a month and
hear this non-word used over and over.
The word, of course. is "height." There's no
"th" sound at the end. And I'd bet just about. •
anything that the addition of the "th" sound ar
the end is merely a subtle mispronunciation by
people who know how to spell the word
correctly.
Normally I just ignore it. But at a recent
meeting I decided 10 take note. Councilman Dick
Nichols said "heighth" about a half dozen times.
Mayor Tod Ridgeway used it, too. Several other
people did as well. but I can't remember whd. •
During the entire meeting. I'm not sure anyone
pronounced it correctJy.
It's hardly a serious violation of the language.
It's just weird.
Another bizarre
mispronunciation I hear ~n
the dais ls "precedence." Qf.
course, "precedence" is a
word. But people keep Ulling
it in place of "precedent."
saying things like. "That sets a
bad precedence."
The funny thing about that
is that half the council
members are trained as
JUNE lawyers. And in a city where It
seems like half the population
CASAGRANDE are trained as lawyers, th.is ...
too. is a little weird.
The words have pretty different m eanings. too.
According to Webster's New World College
Dictionary. a precedent is an act. legal decision
etc. that may serve as a justification for a later
one. "Precedence." on the other hand. is
basically a form of "precede." It means to come
before or to outrank.

Others have unsuccessfully tried
to run photo shops on the
boardwalk in the past. but Fournier
thinks he can survive with the
technology to offer a high-quality
photo qulcldy at a reasonable
price.

words like "supposably."

his shop is being able to share his
artistic vi ion with others .
Like the examples above. I've never once seen
anyone write ·supposedly" wrong. ln print,
everyone gets it right. But more than half the
time I hear people pronouncing this word, they
throw a 8 in there for no reason at all:
"supposably."

There are lots of limes when I would argue
that it's better to say things wrong. For example,
you'U never hear me say "Whom is your favorite
Backstreet Boy?"
But other times. say in televised City Councll
meetings. it's a good idea to know how to speak
well. Of course. we shouldn't be too rough on city
councilmen when the leader of the free world
insists on pronouncing nuclear as "nucular. •
George W. Bush certainly wasn't the first to
suffer from this baffling inability to pronounce a
simple word. But one would have hoped that io
the decades since comedians started seizing on
this mistake that our leaders would have figured
it out To paraphrase a Dennis Miller joke from
the late 1980s: I don't think our leaders should be
allowed to maJce decisions on nuclear policy
until they figure out how to pronounce it.

state is illegal immigration and
its drain on taxpayers and the
state economy. The state
budget is in crisis, but if we
were to stop the flow of illegal
immigration and the impact on
law enforcement.. insurance
rates and health and welfare
benefits, it would go a long
way to help balance the state
budget. The Newport-Mesa
area suffers as mud! from this
problem as any other area.
