elementary schools will be a bit safer thanks
to the efforts of several graduate students.

work of UC Irvine graduate stu-
dents.
The students, who are In the
Oepanment of Planning. Policy
and Design at UCI. helped the
city prepare a b'fant proposal to
Caltmns that funded 90% of the
project's cost.
The grant will enable the ciry
to purchase and install Ouore&-
cent green warning signs and
changeable speed limit signs
near Wtlson and Whittier cl·
ernentary schools. The signs will
enhance traffic safety for the
many Westside childre n that
wallc to these schools.
On Feb. 17, the City Council
approved guidelines for the in-
s1allation of the signs since staff
members anticipate requests for
addiliunaJ signs once thr first six
go up. The first batch of signs is
expecled 10 be installed before
the !>Lart of the 2004·05 school
year, Assistant Engineer Arman·
do Rutledge said.

The out-of-control budget and budget
process are the most pressing issues smce
they effect so much else. Until we get a
handle on the budget there is just too much
uncertainty to plan and spend rationally on
education, on health care, on the
transportation infrastructure, on the
environment and on the other state
priorities.
Preserving the quality of life in
Newport-Mesa and throughout the 70th
Assembly District is the most pressing local
issue. I would like to get Sacramento out of
our lives to the greatest extent possible and
instead empower local officials -the city
councils, the school boards. the coll~e
boards, public safety officials -to solve
local problems rather then pass them on to
Sacramento.
What is the best sotution to the stm'•
budg9t criM?
State income Is up almost 25% over the five
years of the Davis administration. But
spending has gone up nearty 44%. II is clear
that the budget problem is overwhelmingly
on the expenditure side. The state's natural
economic growth can pull us out of our
budget ptoblems. But growth can never
solve the problem If we continue to spend
reddessly and tax excessively.
On the spending side, the first rule of holes
applies. When in a hole, stop digging. We
must stop overspending. Each budget year.
the government spends more than the veer
before. Stop. We can cut the number of
state employees, cut the rictt state
employment benefits and reduce benefits
to illegal aliens.
As to taxes, the budget problems will not
be solved by Increased taxes or more
bondt. Tax Increases put a drag on the

represent the people. not the
special interests who lund their
campaigns. I am a grass-roots
candidate who is not funded
by special interests and thus I
can truly represent the people.
I don't just talk about issues. I
take action. I was an elected
delegate to President Reagan's
White House Conference on
Small Business because there
were serrous business
problems and I felt I could
contribute to their solutions. I
got together with my
neighbors and stopped a
supplemental property tax that
Newport Beach wanted to
impose on property owners. I
was the first in this campaign
over a year ago to call for
illegal immigration reform and
I have worlced to make it
happen. I was the co-chair of
Save Our License, the
referendum to stop illegal
anons from getting drivers'
licenses. We have schools that
are under-performing and I
have championed vouchers,
tax credits and chaner schools.
We have the most unhealthy
business climate in the country
and my education and
business experience of over 25
years will make a difference
there as well.
What one thing would you
hope to accomplish while in
office?
I w ould like to see a
constitutional amendment to
stop illegal aliens from
accessing public benefits. We •
had this in Prop. 187. which
62% of the public supported in
1994. One judge stopped it
from being implemented. Now
the coauthor of that initiative,
Ron Prince, has authored a
successor to Prop 187, the Save
Our State initiative, which he is
preparing for the November
ballot. I support this initiative
and will work to implement 11
while In office.
