an oft-debated issue.

COSTA MESA -The reloca-
lion saga of the El Nido and
Snug Harbor mobile home
owners ended much more
peacefulJy than it began.
The City Council approved
the relocation impact report for
the Snug Harbor Village and El
Nido Trailer Parks on Monday.
Joe Brown, the owner who's
closing 1he parks to build a
four-story m edical office build ·
ing, prepared the report.
The bitterness and frustra-
tion tha1 marked previous dis-
cussions abou1 the relocation
offer were largely absent Mon-
day as the mobile home owner!>
Instead peppered the council
with specific questions. Irene
Shannon. an El Nido resident,
•id she felt the city has come a
long way since she and her fel -
low mobile home owners com-
plained that the relocation of-
fers last year were unfa.ir.
"I think all the work and com-
i;nunity involvement over the
last year has ended with the
council being much more
aware that mobile home park.s
are a different business and a'
different place to live," Shan-
non said. "This has been a
learning experience fur the city
and will help other parks with
closing."
Barry McDaniel. chief execu-
tive of the company tha1 pro-
vided the relocation report. said
he was pleased wi1h the coun-
cil's decision.
"We're delighted.'' McDaniel
said. "I thought it was a fair as-
sessment from the city Ma ff and
the third-party peer review."
In May, Brown ~ave the mo-
bile home owners and renters a
o ne-year written notice of his
intent to close both parks by
June I, 2004. The city does not
have any regulations that re-
quire park owners to obtain city
approval before closing parks.
Brown is only required to follow
state laws covering mobile
h ome park closures.
State law requires the owner
of a park to pre pare a relocation
impact report before closing or
converting a park to another
use. The goal of the report is to
determine the reasunable costs
of relocating the mobile home
parks' residents to another suit-
able location.
According to. state law, cities
must review these relocation re-
ports and decide if they do pro-
vide the reasonable costs of re-
location. In July, the City
Council commissioned a third-
party independent review of th e
adequacy and accuracy of the
rep ort. The review found that
the report was complete and
accurate, Ciry Planner Kim
Brandt said. .
Brown is offering to sell 011e-
bedroom 2001 models-set up
in another park located within
30 miles -to mobile home
owners whose trailers can't be
moved. These trailers would
cost $1 2.000 if paid for with
cash and $1 5,000 for a long-
term paynli!nt pl'an. Brown b

$3,000 for single-wide trailer!>
and $6,300 for double-wide nw-
bile homes.

Engineers budget. They expected
the funding to be in the budget
because the Army \,orps had al-

ing the project last year. Now the

tions process to get the money.
"Without dredging. the Upper
Newport Bay would tum into a
muddy marshland and lose all
Its open water habitat value,"
said Assistant City Manager Dave
Kiff,. who explained that •the
open water areas of the Back Bay
provide rare and vital habitat for
endangered species such as the
bird known as the clapper rail .
The Bade Bay is the only known
nesting ground for this endan-
gered bird, Kiff said.

not fond of window shopping. I

diversity of people strolling by.
When I met Anne l.naide one or the
stores we began looking for each
other's gifts. I really enjoyed this put
because l wasn't in a maze or fog about
what she m(ght like or not. She ·

price of a kiss.

Corona del Mar High boys soccer coach
Pat Callaghan. whose team heads into
today's CIF Southem Skdon Division II
semifinal against top-seeded Thousand
OW on a six-game wlnnJng streak. The
game begins at 3 p.m. at Moorpark Col-
lege.
A 2·0 loss to Tesoro Jan. 30 wo.ke up
the Sea IGngs (15-3·6) and caused
Callagh~ to move some players to dif-
ferent positJons.

"It was an eye-opening
experience for us,"
Callaghan sald. "It lit a
fire underneath us and
gave us a challenge. We
had been coasting a bit
· and needed something
to get us to work and pick up the inten-
sity."
CdM then reeled of three straight
wins to capture the Pacific Coast League
title outright. •
Among the players to switch spots
following the Tesoro. losa were seniors
Jeri« lbayer. Grant Almquist and Julien
Cerutti. Callqhan moved Cerutti to the
outside from his usual center midfielder
spot while Thayer took control as a cen-
ter mJdftelder. Almquist moved to de-
fense from the midfield.
~We were looking to distribute out of
the back more effectively and it also
gave us a strong defensive force in the
middle,·· Callaghan said.
CdM has allowed just four goals the
last six games, Including four shutouts.
Junior sweeper Shane Collins has
steadied the defense along with senior
Parker Ferguson.
"It also got Julien Cerutti space on the
outside and he Is usually in one-on-one
situations that he's able to take advan-
tage of," Callaghan sald. "We are able to
transition from back to front with accu-
rate passes Instead of clearing the ball
and having the forwards do a lot of un-
necessary running.''
The front li nes have responded, espe·
clally seniors Oiris Ringstrom and
Danny Whitaker, who find each other ,
