Activist's victory will reduce farm runoff

dairy f'anM on Tuesday agreed to mod-
ernize opera dons and reduce runoff un-
der a federal court settlemen t initiated
by local environmentalist Bob Caustin.
c.ausdn's group. Defend the Bay, and
the Natural Resources for Defense
Council had filed lawsuits earlier this
year against the farms in Olino. an area
that Is home to the largest concentra-
tion of dairy coWs in the country.
Fnvironmentalists such as c.austin
have critici7.ed 1he dairy farmers in the
past for allowing animal waste and
other chemicals to seep into creeks that
flow into the Santa Ana River, whJch in
tum em pties into the ocean. Caustin
said the agreements issued Tuesday by
U.S. District Court Judge Vitgin!a A.
Phillips will help solve the problt!rns re·
lacing to the runoff.
The environmeotaJ groups will bring
in experts to help . the farms improve
their operations. Caustin said The en vi-
ronmental management plans will iri-
clude com prehensive training programs
for rann workers, construction benns
and other structures to control the
wastewater and measures to reduce the
·amount of dust and other pollutants
making their way into the river. The
program is expected to begin within the
next year or so.

Albers said the Otlno farms are vic-
tiJns of topography. that the water that
collects on top of the hills gushes down-
hill through the farms and sweeps waste
materials and pollutants into the river.
Caustin said the agreement will pro-
tect locaJ waters, including tho~ down-
stream in Orange County.

senior apartme nts, the goal of meet-
ing state affotd.able housing standards
seems farther away than ever.
1'he city ls already two years late in
getting st.ate approval for Its housing
eJement, the only portion of the gen-
eral plan that requires the state's
blessing and. therefore. should be fin·
isbed before the rest of the general
plan is updated.
Instead, city officials are wrangling
with the state Department of Housing
and Community Development over
details of the docurnenL But even
when these details are worked out on
paper, the city will be a long way from
fulfilling me state's dictate that New-
port. like all other cities, provide Its
fair share of affordable housing for the
region.
By this measure, the city would
have 254 unJts of affordable and mar-
ket-rate housing. A plan to bulld a
150-unit seruor affordable housing
complex at Lower Bayview Landing
will take a bite out of this quota. but
where the rest will come from Is any-
body's guess.
"The city isn't required to build or
necessarily pay for the housing, but
we're required to provide sites where
low-income housing can be built.
which is getting harder and harder be-
cause there's no open space left in
Newpon Beach." Assistant City Man-
ager Sharon Wood said
Under state guidelines, the city is
also required to create programs to
make It easier for deveJopers to build
affordable and market-rate housing,
which Newpon Beach has done by of-
fering to waive some building and
permit fees and by loosening stand-
ards on the density of affordable
housing locations.
Developers can also ask the city to
help pay to build low-income hous-
ing. The money would come from
funds that the city receives as fees
from developers. Builders of homes
are required either to include some
affordable housin g or pay a fee in
lieu. The city has about $2 million of
these fees in a fund, from which af.
fordable-housing developers can re -
quest assistance.
ReJaled Companies, the developer
of the 150 senior units lated for
Lower Bayview Landing. will Likely re-
quest some of these city funds, Wood
said. That project is expected to break
ground in January 2004.

A lexx Guevara is not your
rypicaJ chef.
His 61 physique
contradicts the scereorypicaJ
image of a portly culinary master. His
food is deliciously guilt-free. And he
works for free.
Well. for the members of the Costa
Mesa Senior Center, he does.
Guevara, or MCllef Ale.x:x" as he is
lovingly caJJed at the center, taught a ·
nine-month series on the benefits of
cooking healthfully and demonstrated
his techniques during the lecture.
Series topics included ways to ward
off cardiovascular disease, the
importance of calcium, foods that
help fight cancer and the right
balance of sugars when dealing with
di abet.es.
Havorful aromas wafted through
the senior center auditorium, as
Guevara energetically explained about
.. good fats" and how they are esse~tiaJ

to wholesome eating.
"If you've been cu tung fat. ddding a
little back can sometimes be a good
thing.· he said, and explained how
dietary fiber and a reasonable amount
of fat work together to control calories
and make food more satisfying.
Guevara speaks with ease and
considerable knowledge on the
subject, while saut~ing a siZ7lipg
chicken dish. •
In high school and college, Guevara
worked in many restaurants and
gained a love for culinary arts. I lealth
was also extremely important, as he
was an accomplished athlete and
member of the U.S. Junior National
Cycling Team.
He shattered his ~ee during a race,
which led him 10 pursue an education

Whatever Bond said to the Pirates at
halftime seemed to work as it took less
than a minute to regain the lead. Som e
confusion in the Glendale defense led to

Sophomore forward Jaycee Mahler
seized the opportunity, running and
heading the ball toward a vacated goal.
The ball did not have the steam to go in
itself, but Ronquillo rushed forward to
net her second goal to give OCC a lead it
wouJd not relinquish.
Mahler (in the 67th minute off a
Vanessa Rocha assist), Fernanda Velasco
(in the 71st minute off a Lauren Cassity
assist) and Laurie Moo re (in the 73rd
minute off a Melissa Mangrello assist)

It was Mahler's 25th goal this season,
and Velasco, trying to regain her form
after suffering a mild knee injury, scored
the goal of the day when she converted

But with the swiftness of one of his
overpowering fastballs. Jeff Pries, who
joined Matt Keough and 1Y Harper, as
well as the C1F Southern Section 2-A
championship team of 1981, as the first
inductees, Imposed a sudden and
poignant silence over the estimated
gathering of 150 early on in his
acceptance speech. '
"This Is wonderful and haunting at
the same time, .. said Pries, whose
sto rybook prep career in both baseball
and basketball secured his place in the
pantheon of Newi>ort-Mesa athletics.

"This is great for me and it's hard for
me,". Pries continued. "But this is an
opportun ity to celebrate one of the
greatest Limes in my life, playing with
great guys (a t CdM). We had a magical
team."
Now a pastor to young couples at
Marin ers OlUch in lrvine, Pries, who
lives in Turtle Rocle with his wi fe and
four kids, stiU feels the pull of diamond
dreams.
"I was riding the life cycle a few
weeks ago during the playoffs when
they showed the I 0 greatest moments
in baseball history.'' he said. "I almost
got emotional. It got me thinking that
nothing moves us in life like God and
sports; the friendship, the competition,
the joy of winning and the sadness of
losing. Thes.e (current and future
players) need spons. We know it. if they
don't. Oo they need that (motioning to

not But something like that shows kids
we care about them and we want them

"People need to see kids high-fiving,

couJd give back; to have a way I could
touch lives. But that ctidn't happen.·
