it's tale isn't over yet
"Our goal is to basically step it
up a notch," said David Salis-
bury, who runs two other local
eateries with his brother. "With a
new name and new look. it's go-
ing to be a new restaurant."

view of Newport Harbor from
the upper and lower dining
rooms, the Salisbury brothers
plan to open the Harborside Res-
taurant and Grand Ballroom at
the pavilion in May.
Over the past decade, crowds
had dwindled at the TaJe of the
WhaJe as the restaurant's owner
gave up plans to refurbish its de-
teriorating interior.

COSTA MESA -Harbor Boulevard is
like the Mississippi.
It traverses several cities from La Habra
all the way down to the ocean where it
ends in Costa Mesa.
And much like the river, the street has a
character of its own -as diverse as strip
malls and din.Icy restaurants in some parts
to country clubs and luxury homes in oth-
ers.
The tail end of Harbor Boulevard that
runs through Costa Mesa. officials say, is
one of the busiest street_S in the city with
tricky intersections that can be quite dan-
gerous if commuters are not paying atten-
tion. About 60,000 vehicles pass through
th.e stretch every day.
Last week. bicyclist Rafael Herrera, 76,
was killed after he was run over by an 18-
wbeeler that was making a right on Har-
bor from Wilson Street. He was the third
person killed on Harbor over the last 15
months.
In September 2001, Peter Hanahan, 43,
died after being hit by a truck as he was
crossing Harbor at Menimac Way. He was
waWng from his apartment complex to
the bus stop,
1Wo weeks ago, Antonio Lopez, a 44-
year-old cook at Nonns restaurant. died in
a freak three-vehicle era.Sb. He died on the
spot after a woman who was pulling out
of a driveway got hit by a sport utility ve-
hicle, lost control, became airborne, hit
the center median and crashed Into Lo-
pez's van.
1be three incidents happened at differ-
ent times: the most recent one occurred at
about 11:20 a.m. Th(' othets happeped at
·about 6 a.m. and 3:15 p.m.. respectively.

the newest edition to their
chain of restaurants that
began with The Prime Rib,
which was opened by
Lawrence Prank in 1922.

Westside for possible redevelop-
ment Monday folloWing the rec-
ommendations of consultants
who studied blighted ,regions of
the city.
Commissioners are charged
with the preliminary tas~ ofout-
lintng specific boundaries to be
added tO the existing Downtown
Costa Mesa Redevelopment
Project Area, originally created
in 1973.
City-hired consultant Urban
Futures lnc. has recommended
a jagged border that encom-
passes 434 acres along the.
length of West 19th Street and
portlona both north and sooth
of the major tho ougbfare be-
tween Anaheim and Whittier av-
enues, according to a staff re-
port
Commissioners must give the
initial endorsement for the pro-
posed added · territory, before
passing it on to the Redevelop·
ment Agency -also known as
the City Council -for official
approval.
Planning <;ommission (hair-
woman Katrina Foley said it is
likely the commission will fol·
low their suggestions.
•1t is our impression that
there is support on the council
level and it is our job to move
the process along. n Foley said.
At the direction of City Coun-
cil, consultants surveyed almost
the entire Westside -l.008
acres -in introductory steps to
the redevelopment process.
Properties were scrutinized
for blight, which includes de-
teriorated structures. residential
overcrowdlng. poor mainte-
nance and lack of parking.
"It is a very llmited area if.you
consider the entire survey area
that was studied/ Poley said. wlf
the preliminarily proposed area
is approved to proceed, that is
as big as the redevelopment
area can get. "It can get smaller,
but it can't grow.~ ~
Some residents have pushed
for tbe redevelopment area to
include the entire Westside and
parts of north Costa Mesa, but
officials warn the process is
stringent and exact.
Areas that were not studied itv
the initial "survey~ cannot be
included without starting the
entire process over, experts said.
Also, properties that are
borderline blighted, or on the
cusp, are problematic because

but they are trying to make it
withstand legal challenge," Fo-
ley said.
If just one owner succeeds in
proving his or her property is
not truly blighted, it would in·
validate the entire redevelop-
ment process and city leaders
would have to stan from square
one, officials said.
Judging by the number of
calls that have been flooding
city Redevelopment Manager
Mike Robinson's office, property
owners will fight tooth and nail
to make sure their properties
don't get takeh over by the city.

operation to operate smoothly
during the upcoming Thanksgiv·
ing holiday -the most traveled
weekend of the year.

end.
The busiest travel days are ex·
pected to be Wednesday through
Sunday. Officials say air carriers
are expecting similar passenger
levels this year compared to last

complete the screening process
will ensure a smooth travel ex·
perience during the holiday sea·
son, officials said.
New JWA program
helps with security

lion Security Administration,
recently launched Prepare for
Takeoff. a passenger awareness
campaign to inform travelers
about new security measures.
The campaigi:i. officiaJs say,
will help passengers prepare for
travel before they go to lhe air-
port and assist them once they
arrive. The campaign educates
passengers about preparing for
their trip by offering tlmesaving
tips to help minimize stress.

pai.gn include the airlines,
-travel agents and customer

revamped footbridge
Local leaders rededicated a
74-year·old Corona del Mar
footbridge. as if it were brand
new, a t a ceremony Thursday.
The 2A3·foot utilitarian-style
bridge, built in 1928, reemerges
from a months·long rehabilita-
tion with a new coat of paint,
ramps that allow handicapped
individuals accesl; and freshly
planted geraniums along the
two top rails.
The bridge is a local favorite
and provides a path to the
beach for walkers and joggers.
Former Newport Beach
Councilmen Dennis O'Neil,
who represented Corona del
Mar until he was termed out
Nov. 5, is expected to anend the
ceremony, along with other city
and community leaders.

city planners do not

The upscale club
proposed for the
basement portion of
1901 Newport -the
Spanish-style building
that sits across from
Triangle Square in the
heart of downtown Costa
Mesa -would be about
11,000 square feer and
contain a dance floor,
three bars and distinct
lounge areas surrounded
by a typical nightclub
setting. It is designed to
entertain about 800
people between the
hours of 5 p.m. and 2
a.m. Monday through
Friday and 11 am. to 2
a m. Saturday and
Sunday.

on the nightclub to allow

chance to devise a plan
that incorporated more
input from neighboring

report, both venues

Loma and got married in the
-rummer of '96. She taught
kindergarten for three years.
then retired when her first
child came along.
Carlsen-Ramey and her
husband live in Carmel Valley

opponents en route to winning
the CIF Southern Section Divi-
sion 11-M title, including a title-
match triumph over Westlake
Saturday at Cypress College, will
host Highland HJgh of Bakers-
field (I0-9) Tuesday at 7.
Pairings were released Sunday
by the CIF State office.
The Sailors earned the nod
over Mater Dei. the Southern Sec-
tion Division LI-A champion, fo r
the top seed. The No. I seeding
makes Newport Harbor the home
team throughout the regionals.
The second round is sched-
uled Nov. 30, with the regional fi-
nal set for Dec. 3. The state title
match is scheduled Dec. 7 at 5
p.m. at Cypress College.
Highland was the runner-up
in the Central Section to Liberty
High. also from Bakersfield.
Mater Dei (No. 2), Liberty (No.
3) and San Diego Section cham-
pion San Pasqua (No. 4), based
in Fscondido, round out the top
seeds. West.lake is seeded sixth
among eight Southern California
Regional qualifiers.
Newport Harbor, which has
now won seven section titles, in-
cluding four in the last six sea-
sons, is seeking its fifth stale
championship. The Tars won
state Division I titles in 1999, '98
and '94, after claiming the Divi-
sion m crown in '92.
