system. When regis1rar~ of voting
dream , they dream of
direct-record voting. which
means that no one has to read or
count anything to determine
who got how many votes.
The votes are electronically
recorded on a card or chip in
each machine Lhen downloaded
into a single database at the end
oflhe day.
No counting, no sorting, no
chads -hanging or otherwise.
So how did it go? Uke greased
lightning. a train on fire, a Swiss
watch. some other hackneyed
cliche? Umm, no1 exactly.
As those of us who engage in
hand-to-keyboard combat with
computers on a daily basis can
attest, when it comes to new
systems, sometimes you eat the

driving after a Friday night acci-
dent that left his friend In criti-
cal condition with a fractured
skull, police said Saturday.
William Bunnet, who was
driving the Oievrolet Tahoe
that rolled over near the Inter-
section of Paularino Avenue
and Jlan Way on Friday, was
booked on suspicion or drlvtng
under the Influence of alcohol

Still planning after all these years

seen Costa Mesa
grow up during their
30 years with the city.

Valantine and Mike Robinson
first started at City Hall, beans
were growing cm the north side
of Costa Mesa and' there was a
Woolworth's at South Coast
Pla7.a.
Between the two, they have
more than 60 years of planning
experience and three general
plans under their beits -all with
the city of Costa Mesa. Valantine
started as an intern in 1972 and
is now the assistan t development
services director. Robinson start·
ed in 1973 as an assistanl plan-
ner and is now the planning and
development manager.
This past year has tested the
city's planning limits as the City
Council approved a downtown
condominium project with dou-
ble the density allowed in the
general plan and considered
adding a huge area to the re-
development zone. But it's just
par for the course for the bus-
tling planning department these
days, Valantine said.
"If we rnmpan.• it 10 20 years
ago. just about .my year is un-
usual now." he saJJ . "I remember
when we used to have time to sit
in the office and read a planning
magazine. !Those days arel long
gone. Probably Mike and I are
the only ones who can remem-
ber that time. lt'i. i.o busy that
you don't even have time for that
now."

Their dedication to Costa
Mesa is a testament 10 the em-
ployment culture of the time
they started working. said Victo-
ria Basolo, professor of social
ecology at UC Irvine.
"If they've been in it 30 years,
they would have been in a differ-
ent period or culture. where you
do stay with your city," Basolo
sald. ''Nowadays people coming
out linto the workforce! ... they
don't stay long·term. Public. pri-
vate, state. federal, nonprofit -if
you're involved in planning-re-
lated work. people change jobs
now more than they used to."
The two have worked together
so often that they have been
known to finish each other's sen-
tences. Valantine said. Except for
the time they both focused on
advanced planning tu hash out
the city's first general plan in the
late 1970s. the two are like yi n
and yang, Robinson sald.
"l\lalantinel is stronger at cur-
rent planning," Hobinson said. "I
think I'm more effective in Ion..:·
range. advance planning."
"Mike's a deep thinker and I
do better with lines 011 paper, ..
Valantine concurred.
Both are quick to joke and
laugh. a trail that has served
them well over the decades. they
say.
"I think we holh have the klnd
of temperament that we can
maintain a sense of humor even

Valantine got his internship
straight out of college, after
graduating with a degree in ur-
ban studies. He was interested in
city planning and lived in Custa
Mesa so it seemed a natural fit .
he said.
One of the first projects ht•
worked on was gathering infor·
malion for a land-use database,
so he went around and counted
things like swimming pools and
driveways.
"It was a good way to get to
know the city." he said.
Hobinson also studied urban
and regional planning and did
his internship in Fullerton before
joining Costa Mesa's planning
department. Ironically, one of
the first projects he worked on is
one the city is grappling with
now: whether the Westside bluffs
should be convened from indus-
trial to residential.
In the early '70s, the area was
75% vacant and contained active
oil fields, Hobinson said. And the
industrial vroperty owners there
didn't see any need to change. so
nothing happened. he explained.
"It reminds me of a . 4uote
from Yogi Berra: 'When you see a
fork in the road. take it,'" Valan-
tine said. "TI1at didn't happen."
"We took the spoon instead,"
Hobinson joked.
The early 10 mid-1970s was a
booming time for planning de -
partments throughout the Matf'
since the California Environ ·
mental Quality Act had jui.t heen
passed and applied IC> private
property planning, Robinson
said. In Costa Mesa. there was a
~urge in interest in planning b-
sues, like the Westside Commu-
nity Plan. he added. Also. devel-
opment pressures started to
exen themselves in the city. as
commercial and larger multi-
family rel>idences joined single-
family tracts, Valantine said.
"Then the freeway came lo
town," Valantine ~aid.
Planning has gotten m ore
complicated as the city has run
out of raw land to develop, the
two agreed. And the develop-
ment concepts are getting m ore
Internet. Volunteers for that
program must be at least 12 years

city as developers look to en-
hance areas that have already
been developed. Robinson said.
"All the easy things have been
done." he said. Both planners
say they have benefited from
profei.sional seminars, confer-

also has a master's degree in
public administration.
"You start looking at the de-
tails of urban fabric." Robinson

One of the concepts Valantine
has seen in his trnvels that Costa
Mesa is exploring is mixed-u:.e.
where developments arc created
with both commercial and resi-
dential uses. In addition 10 help-
ing solve the problem of lacking
land, it also helps case traffic
congestion. he said.
"In Paris. you almost couldn't
teU it was rush hour because so
many people walk and take the
metro," VaJan1inc said. "When
work's over. you don't sec a flood
of people 011 streets becau:o,e
people have other ways of get-
ting around.·

Pennsylvania, always had a
smile on her face, son Douglas
Smith said. She was liked by
many people and always
helped those dose to her.
It was one of those walks
that brought about her
untimely death, as she was hit
by a truck Monday night in
the 2400 hlock of O iff Drive
whUe walking her dog Magic.
She cosigned on the family
home in the 2400 block of our Drive in 1974, when her
mother was trying to buy it
solely with the income of two
retirees. Douglas Smith said.
Later, when it was her
children that were looking to
establish homes of their own,
Beverly Smith refinanced her
house on Oubhouse Road to
invest in her son's future.

Likewise volunteered to clean up the property for him.

Commiuce has scrapped plans
for the Wyland dolphin sculpture.

Mar is the Dowery Goldenrod
footbridge, why not install the

underneath the bridge?
Second, my guess is that a
first·class piece of public art would
still be a welcome aspect to residents
throughout the Newport area. One of
the nations most prominent
contemporary artists -represented
in museum colJections

property based on off·street parking.
The current city 7.oning code allows
only three beds per one off·street
parking space for these kinds of
businesses.

several decades. Within this region
alone, his sculptural work can be
seen on the Olapman University
campus, at Cal State Fullerton and
the Orange County Museum of Art.
Who knows? Perhaps it would
behoove the centennial committee to
approach Delap to see what he
might be willing to do for his
hometown in honor of this milestone
occasion. Olal1ces are It would be a
sculprure, though. not a statue. Just a
thought.

leaders. Ont' rehabilitation center in
the IROO l>lock of West Oceanfront
opl·rates 27 beds for addicts with only
three parlc.inK spaces. according to city
documents from the fire marshal.
With only three parking space~. this
rehab center should only be allowed
nine beds.
The dramatic increase in drug and
alcohol addicb, and these businesses,
in our residential communities in the
direct resuJt of no city action. In
contrast. the city of Irvine enjoys a
well-enforced city zoning code
!similar to Newport's). resulting in no
residential ly-based rehabilitation
centers. What a difference a little city
leadership makes.
Hundreds of Newport residents
have been ill served by the city's
capricious decision to "do nothing." It
makes one wonder: If the city won't
respond to residents' complaints to
enforce and regulate current zoning
code on drug rehab centers; what
trust can we have that city leaders will
lead with integrity on the proposed
new hotel development on the
peninsula? Capricious leadership?
Residents of the city deserve, and
should be demanding. more.
As city leaders study their options,
one rehab center makes $250.000 per
month. City council's failure to
enforce the law is profiling these
businesses and costing residents the
peaceful enjoyment of their homes.
