3 top Newport Beach officials get raises
Based.on annual evaluations, City Council approves .
5% pay hikes fo.r ci,ty attorney, manager and clerk.

NEWPORT BEACH -The three city
employees who work directly for the
City Council all received 5% pay raises
on Tuesday based on annual perform-
ance evaluations.
City Atty. Bob Burnham got an $8,250
raise, bringing his saJary to $173,250.
This is on top of a $9,000-a-year raise he
received in April, which was based on a
survey the city conducted of other city
attorneys' salaries in the region.
City Manager Homer Bludau got an
$8,500 pay increase. He will now make
$178,500. He will still receive a $3,600-a -
year car allowance.
City Oerk Lavonne Harkless' $88.000-
a-ye~ salary was raised to $92.:i-oo. She
has not received a raise since August
2001.

them, and I can tell you they're all very
good, very capable people," said Coun-
cilman Steve Bromberg, who served as
a member of the council subcomminee
to evaluate the performance and saJary
of the three workers.
"I can't imagine that other cities
could have people as capable as these
three,• he said. ''On a daily basis, they
pra,ve it" .
Bludau was hired by the city in I~
at a reduced pay rate because he had
less experience than city recruiters were
hoping for.
In March, council members agreed
that Bludau had proven himself and
upped his pay from the deflated
$145,000 to $170,000.
That figure, which was arrived at in
part by surveying other city managers'
salaries in the region, rdnlced Rludau's
saJary as No. 12 among the 20 Orange
County city managers surveyed. •
"I love working for the city of New-
pon Beach, and this council has always
treated me very well," Bludau said. "I
appreciate the way they continue to
deal with me and ~how their apprecia-
tion."

discrimination lawsuit launched by a ten·
ant in association with the Fair I lousing
Council of Orange Coun ty.

Oub donated food to I 50 local
families Tuesday morning as part
of its fourth annual Thanksgiving Food Dnve.
The donations included turkeys and boxes
of food that could provide complete
Thanksgiving meals for families of eight.
At 9:30 a.m., members brought the donated
items to the Shalimar Leaming Center in cars
and trucks. By 10 a.rn., the food -aside from
twtey, it included cranberry sauce, salsa and
tamaies -was organized for distribution to
families that both the learning center and
Save Our Youth staff members identified as
recipients. Rides were given to those who
couldn't walJc all of their food home.
The food was made possible by CM900
Oub member donations and contributions
and discounts from businesses. including
South Coast Plaza. Stater Bros. Markets, Smart
& Final, Harbor Center, C.J. Segersll'Om &
Sons. Newport Rib. Co., Golden liuffle,
Orange County Market Place, Theodore
Robins Ford, Orange Coast Jeep & Dodge,
Penjoyan Produce and Pioneer Packing.
The CM900 Oub works to reach out to the
community on behalf of local businesses.

Tina Hoover
P eople are not perfect and every
society is Oawed, but instead of
finding criticism, Tina Hoover
looks for ways to make her
world bener.
"Maybe that's why I do what I do,
because when you get involved. you
help make it the best it can be,· she
said, realizing for the first time why she
has been volunteering her whole life.
A Corona del Mar resident, Hoover
works Lo make her church, her home
and her community the best -just
because they are hers.
Holding prestigious titles such as
president and lieutenant governor of
the ICiwanis Oub, and being a board
member of the Oiambet of Commerce,
Hoover works several full-time jobs at
any one time. She doesn't get paid for
them, though. Instead, she generates
thousands of doUars for charities
through fund-raising projects.
"I don't like just doing things, l like
doing things in a big way," Hoover says.

Guidance Center's holiday tree
fund-raiser into an elegant hotel, gave
the Habitat for Humanity's
fund-raising yard sale a clean
department-store look and raised the
Paclfic Coast Triathlon to national
attention and Olympic consideration.
Hoover's touch is unmistalable, but
she attributes success to the people she
works with.
"I am just one more smaU part, but
all of those small parts coming
together ma.Ice a huge difference." she
says.
An organizer more than a
participant, she finds joy in bringing
athletes together through triathlons
but confesses that until recently she
didn't even know how to swim.
Leaving little time for personal goaJs,
Hoover finally had to cut down on
volunteering to achieve her lifelong
dream of becoming a lawyer. Thie; year,
at the age of61. Hoover was sworn in
as an attorney after passing the bar
exam on her 20th try.
Now, Hoover has her own practice,
new demands on her time an.cl even
more skills to offer. Already, she has
ta.lcen on three pro bono cases and has
committed herself to working with
youth, teaching analytical thinking
through mock trials.
Reluctantly, Hoover has had to take
more time for herself 10 organize
family gatherings, focus on her private
practice and wort toward her new goal
of becoming a judge.
But Hoover will continue
volunteering, planning and organizing.
because that's wbo she is, that's what
she has always done and that's what
keeps her going. She may change the
nature of her involvement, but does
not plan to stop glving. because it's her
passion and she needs energy now
more than ever. •

Costa Mesa Police arrested a
34-year-old woman Tue$day on
suspicion of child eodangennent
after officers found her 4-month-
old daughter left in a car alone
for' about 30 minutes, officials
said.
Mary Gisella Selby of Hunting-
ton Beach bad parked her car in
the 2300 block of Harbor Boule-
vard and had gone grocery shop-
ping, Costa Mesa Police U . Dale
Birney said. .
"We initially got a call from the
Fire Department about the situa;
lion," he said.
When officers arrived, they
saw all four window& craclced
open and the baby in a car seat.
~But they saw that the baby
was clearly in distress," Birney
said. "Her face was red and she
was sweating."
Just as officers got the baby
our of the car, Selby arrived
pushing a grocery cart, he said.
Officers arrested her and took
the child into protective custody.
She was later picked up by her
father. Birney said.
Selby ls being held in Costa
Mesa jail in lieu of $25,000 bail.

A 60-year-old businessman
formerly based at the Balboa
Bay Oub is scheduled to be ar-
raigned Dec. 23 on federaJ wire
fraud charges, officials said.
Jack 0. Franks, who officials
say aJso has a borne in Alamos,
Mexico, was arrested Oct. 21 on
suspicion of using investors'
money for his own benefit.
Franks took about $20 million
from investors for the purpose
of developing a 54-hole golf
course and residential develop-
ment called Country Oub of the
Desert in La Quinta, said Thom
Mrozek, spokesman for the U.S.
allorney's office in Los Angeles.
He said between mid-1997
and November 200 I , Franks al-
legedJ y diverted about $3.4 mil·
lion for his personaJ use and
spent it on two planes, a yacht
and various residential and in-
vestment properties in Califor-
nia and Mellico.
Franks faces a felony charge
that carries a maximum pos-
sible sentence of five years in
federal prison with a $250,000
fine.

A Newport Beach man
pleaded guilty Tuesday to fraud
charges stemming from his par-
ticipa tion in a work-at-home
telemarketing scheme that
swindled more than 12,000 per-
sons out of almost $4.4 million,
officials said.
Daniel Eugene Carr, 35, is the
eighth member of the scheme
convicted of federal fraud
charges in U.S. Distrkt Court in
Santa Ana, said Thom Mrozek,

ney's office in Los Angeles.

for people who were interested
in working at home by process-
ing medical claims on their
computer, Mrozek said.
When victims called the toll-
free ~mber listed in t11 e adver-
tiseo»ent, Medco telemarketers
told Victims that for a fee of
about $400, they would receive
software, instructions, techni-
cal support and, most impor·
tantly, the names of doctors
who were interested in hiring a
person to process medical bills
electronkally, he said. Medco
telemarketers falsely told vk-
tims that they had to act
quick.ly because Medco had
only a limited number of posi·

Medco sent victims billing
software. instructions and age-
neric list of doctors in the vic-
tims' stales, but none of the
doctors on the list had ever
heard of Medco and none

Los Angeles were reported
missing by the Huntington
Beach Police Department after
Bolsa c.hica lifeguards found
the m en's abandoned boat out-
side the surf line at Bolsa Chica ,
said Louis Hebert, spokesman
for the U.S. Coast Guard.
A Coast Guard boat and heli-
copter. the cutter Blackfin,
Bolsa 01ica and Long Beach
lifeguards, as well as the Costa
Mesa Police Department, Hun-
tington Beach Harbor Patrol
and Stale Park Service searched
for the two men for more than
25 hours, Hebert said.
The men were reportedly
fishing Sunday afternoon be·
fore they disappeared. Bolsa
Chica lifeguards found a wallet
and the keys to the boat's igni-
tion on board, Hebert said. The
lifeguards were also able to
start the boat's engines without
problems. Officials have sus·
pended the search pending fur-
ther development.

Death Tax comes to call
Rep. Ouis Cox recentJy stated that
many Americans misunderstand the
estate tax. and he's absolutely right
("Death Tax is a burden none can
afford,• Sunday). Most Americans
beUeve that they will be affected by
the estate tax. when quite the
opposite is true.
Despite Coi's clearly disingenuous
statement that the estate tax targets
"small business owners, family
farmers and ranchers," the true,
verifiable facts are that in 1999. onJy
the lop 2% of estates paid any taxes
at all. Furthermore, half of the entire
estate tax was paid by only 3,300
estates, or 0.16 percent of the totaJ.
and these estates possessed a
minimum value of SS milUon and an
average value of S 17 million. Even
more spectacularly, a quarter of the
entire tax was paid by jusr 467
estates worth more than $20 million.
And by the way, these figures are
not the product of some (gasp!)
liberal economist or think tank. but
are in fact the product of our own
congressman's Office of
Management and Budget
caJculations.
Now. none of 1his is to suggest
that revisions cannot be made
(although an escalated ceiling -

CYPRESS -In three women's soccer games be-
tween Cypress and Orange Coast College this sea-
son, the winning team hasn't won by more than a
goal.
Unfortunately fo r Orange Coast (2 1-2-2 and the
No. 3 seed), Cypress won two of three meetings,
and tied another, including Tuesday's 3-1 decision
in overtime of the Southern California Regional Fi-
nals at Cypress College. The Oiargers (23-0-1) ad-
vance to the state Final Four for an eighth co n-
secutive year.
Coast took a 1-0 lead on a Nikki Saenz goal in
the 67th minute but the second-seeded Chargers
equalized just three minutes later to force a 30-
minute ovenime session.
Sadye Reish took a rebound and kicked the ball
toward the goaJ in overtime. The ball hit the inside
of the left goal post and caromed 90 degrees to
catch the right side of the net for the game-winner.
"I didn't have great concern," said 12-year Cy-
press Coach Ray I laas when asked if he felt ner-
vous when Orange Coast took. a 1-0 lead. "We've
been able to come back in a number of games."
The loss ends Coast's season, the second year in
a row the Pirates have lost to the Cllargers in the
regional finals.
"We wanted to beat them because they are our
perennial nemesis," said OCC Coach Barbara
Bond. "( admire the girls because they go after
them. I felt like it would go our way, we were ready.
Both teams had opportunities today and there was
good play out there. I'm proud of the girls and I'm
proud of Cypress. One team has to go to (state
playoffs) and of course I'm disappointed it's not
us. Cypress will represent our conference well."
Cypre~ won the Orange Empire Conference
and has outscored Its opponents. 127-3.
Orange Coast has been the only team to score
on Cypress this season in two losses and one tie to
the Chargers.
"We're a lot better than last year when we were scared: said Coast sophomore forward Jaycee
Mahler. "They are a really good passing team.•
Solid Charger passing led to 22 shots on goal for
the Chargers compared to 10 for the Pirates.
Coast goalkeeper Margaret Landeros made
seven saves and the defense of Summer Olaldu,
who played with a disJocated shoulder, along with
Rosie Dobbs and Alicia Santiago, kept the Chargers
off the scoreboard for as long as they could.
"Cypress had the upper hand in the first 20 mln-
utes of the game and (Landeros) and (Chaldu)
came through for them no t to score on us,~ Bond
said. ·At that point I thought it was anybody's
game."
Cypress almost scored in the final three minutes
before halftime, but Santiago headed a ball back
toward midfield and Olaldu intercepted a center-
ing pass.
Play stayed physical throughout as players went
up to head balls and often collided with one an-
other, committing th e occasional foul.
Referees called 12 fouls on Cypress compared to
six for CoasL
But it was a Coast foul in overtime that iced the
game for the Chargers.
After Coast midfielder Vane~ Rocha tried to
center to forward Sarah Ronquillo. Cypress' Leslie
toolc control at midfield and dribbled past a de-
fender before a Pirate player sprinted to catch up
with Leslie but knocked he r down as the Charger
forward anempted a hot ..
Leslie then scored her second goal on a penalty
kick from 24 yards out in the I 13th minute to seal
the win.
"Jr's like having money in the bank: said Haas
about Leslie's goal. "It puts the other team in a
situation where they have to rake risks and capital-
ize on those risks."
Ronquillo headed a ball to Saenz. who booted
the ball with her right foot as she was falling down
to give Coast a 1-0 lead. Coast scored one goal in
all three games against Cypress thJs season.
"Three goals is a credit to them, their program
and to the coaching staff," Haas said.
This season's Coast squad is the best team Haas
has seen in 12 years coaching Cypress.
"This is the most competitive team I've seen,"

Haas and the Cllargers will face Long Beach Oty
in the first round of the State Tournament that be-
gins Dec. 7. Long Beach defeated Cypress ln the

The Pirates, the fourth seed, will also host the
second round Saturday at 7 p.m ., taldng on fifth-
seeded Cuesta (18-6), a four-game winner over
Grossmont. The second-round match will send the
winner Lo the state tournament at San Joaquin
Delta College in Stockton Dec. 5-7.
"The first two games we came out strong and we
were playing weU." Cutenese said. ~The third game
we got reaJ Oat and they took advantage. We settled
down and played well in the fourth game. It was
one of our top perfonnances this year. and it's nice
to be in the playoffs and say that Everybody was

PLANNING COMMISSION HEARING
The Costa Mesa Planning Commission will hold a public hearing at City
Hall, 77 Fair Drive, Costa Mesa, California at 6:30 p.m. or soon as
possible thereafter on Monday. December 9. 20Q2. The purpose of
this hearing is to provide an opportunity for public input on the 1901
Newport Plaza Residences Draft Environmental Impact Report (f;IR)
No. 1050. No action will be taken on the project at this time.
The proposed project involves the construction of 161 slngle-fam11y
attached residences, a five-level parking structure, and two-level
subterranean parking structure at 1901 Newpott Blvd. The project site

The Draft EIR is available for public review and comment from
