in Iraq at Orange C.Oast College on
Wednesday was simple:
A potenlial war against Iraq is just an
excuse to gaJn control of a vast amount of the
world's oil resources and spread U.S.
imperialism.
Sponsored by the student-run anti-war
coalition, the teach-in tried to disseminate
Infonnation from an anti-war perspective to
provoke action.
"This is what builds a movement against
war," co-organizer Federico Moreno, 19, said
"It lets people who feel this way lcnow they're
not alone and they can make a difference.
Like they did in the '60s. •
All the speakers made it clear that their
and-war sentiments did not imply support of
Saddam Hussein's dictatorship or the human
rights violations he has perpetrated against
his awn people.
During hls speech. Moreno attempted to
deOate the justifications the United States has
la.id out in its stance against Iraq.
First off, Moreno said, Hussein does not
pose a threat to the United States or the
Persian Gulf.
"Saddam Hussein knows that anacldng
anyone would mean a hasty end to his
regime,· Moreno said.
He aJso said that the United States is being
hypocritical, wanting to disarm Hussein's
stockpile of chemical weapons, when the U.S.
has the world's largest supply of weapons of
mass desfruction and is the only country to
have used nuclear weapons.
Speaker Khawer Khan, 21, of the Muslim
Student Assn .. ratcheted up the criticism of
President Bush, comparing him to JulJus
Caesar and Adolf Hitler as he accused Bush
of being an imperiaJist and of curtailing
civil liberties in the hunt for suspected
terrorists.

reason for the threats of war and also charged
that it provides a convenJent distraction from

High School Oratorical Contest

The legion will only select six
appUcatipns on a first-come,

The contest format consistB of
two speeches -one covering an
assigned topic lasting eight to IO

want to send to citizens
through a one-minute spot
that will soon air on Adelphia
and Cox's public access chan-
nels.
"I wouldn't call it a serious
problem, but it's a regular
problem,· Newport Beach
Police Sgt. Steve Shulman
said. ·our officers write cita-
tions every day."
The main purpose of the
video is to educate the pub-
lic, he said The public serv-
ice announcement was pro-
duced by the Police
Department on behalf of its
traffic division. Shulman said.

cense plates from the Depart-
ment of Motor Vehicles, Shul-
man said.
"The public also needs to
remember that they cannot
use other people's placards,·
he said. "They are issued to
people, not cars."
The new public safety an-
nouncement, Shulman said,
will be a constant reminder
of how important it is to leave
these spaces open for those
who need them the most.

Hall this week in a part-tlme ca·
pacity after being out for the last
.six weeks with an unknown ar·
thritic condition, officials sald.
Roeder, suffering from an ar·
thritic Illness doctors have yet to
diagnose, said he Is feellng bet·
ter but has not been cleared to
go back to work full time. He
plans to wort four hours a day
for a week or so to build his en·
ergy. F.ach week. he will work
more hours, with the uJdmate
goal of returning full lime. he
said.
"It feels good 10 be back at
work. even if it is just part lime
this week.· Roeder said. "People
around here know that I have an
unbendable work ethic. And
when you are ill, you have to
bend and that has to give."
The city manager has been
gone since Oct. 28, and other
city department heads have ro·
tated as acting city manager, of·
licials said. Steve I layman, the
city's director of administrative
services, is now acting as city
manager.
Roeder's mysterious arthritic
condition struck unexpectedly
about six weeks ago. leaving the
usually active Roed er unable to
wall: and use his hands. An un·
compromtsmg worlthorse.
Roeder said he had a hard time
adjusting to not working for so
long.
"When you can't use your legs
much and you can't use your
hands and you're not a big fan of
dayttme televislon. there 1s not
much to do,• Roeder said. "You
just don't go from th~d of
schedule I had to just sifting."
Roeder has been ustng 1lck
days during his absence,' which
he has plenty of since he is
rarely sick. he said. Ke will uot
need to file for disability or
workers compensation. he said

pearance at a council meeting

sized chair on the dais. Roeder
joined the other residents and
council watchers in blue cham·
ber seats to watch as CounciJ·
men Allan Mansoor and Gary
Monahan were sworn in and
former Mayor Linda Dixon bid
fareweU to her council position.
Dressed handsomely in a gray
suit, Roeder stood to greet and
congratulate the City Council
victors and gave a long embrace
to the departing Dixon.
"I had to be there Monday
night. especially since it was
Linda's last meeting/ Roeder
said.
Dixon said she was pleased to
see Roeder at the meeting. but
was concerned he was, once
again, putting city bus iness be·
fore his own health.

and he has always made his pri-
oritiei. everything other than

to see ham. but I want him to re-
member that if you don't have

word<> to express 1t, but I don't

McDaniel has done an
extraordinary job taking care of
him, as well as overseeing the ft.

that home and the added stress
of the holidays in general, Roed-
er said.
Despite all the adversity.
Roeder said the last six weeks
have been a wonderful time. He
has been reminded of all the
wonderful people in his life -at
City Hall and in the community,
he said. I le was confronted with
compassion, understanding and
a relentless effort 10 "step up
and get the JOb done" by all the
people around him.
"Take the illness out of it, and
this has been a great experi-
ence: he said. "It's one of those
things that really affinns what
we like to believe about people.•

time to do the job right

First of all. the committee
recommended studytn(c the dfects a
. bridge woullf have on the Westside, not a
feasibility study for a bd4ge.
You also say the bridge is a bad Idea
because it wouJd make a "highway."
What if a bridge reduced t:raftic on
Victoria? Or if the additional traftic
caused by a bridge would aBow for
development of a first-class nwbt aod
similar shops along 19th Street? You don't
blow the answer to that or a dozen other
important findings that might come from
a study.
You mentiol)ed hundreds of folks
objected to a 19th Street bridge.
Compared to the city population. a few
hundred is nothing. Therefore, we feel an
impact study for a bridge is necessary
before planning a Westside
redevelopmenL Otherwise, the planning
decisions would be based on personal
prefel't'nce or knee-jerlc. reactions, like
your editorial The committee would also
like information on the effects of
development of the Banning property
and the rezoning of the industriaJ wnes
to residential, proposed by the city,
before making recommendations. The
current problems on the Westside are
primarily the result of bad, or at least
slapdash planning. The committee is
trying not to make the same mistakes.
Your editorial also takes issue with the
makeup of the committee and chastises
them for taking ao long to act. One of the
reasons the committee bas been delayed
Is because the Oty C.Ouncil has been
trying to shove the rezoning of the
Westside industrial property down our
throats. They have painted that rezoning
as •redevelopment," therefore, under our
committee's jurisdiction. In fact, that
rezoning bas little to do with comminee
plans for the Westside. as the city plaJ\.9 to
go ahead with it regardless. The
committee would need impact studies
for that, as well, before approving. or
disapproving. the rezoning. It has asked
for those studies.
So far, the committee seems to want to
go slowly, prepare carefully and not
repeat the mistakes of its predecessors.
Whether they will succeed, only time will
tell
Give the committee a fair chance
before being so negative.

Our voting process is compromised in
every election because of lax rules and

information about local candidates due

campaign scheme, designed to
intentionally mislead voters. hurt
Greenlight candidate Rick Taylor? How
much of an impact did malicious
lnformaUon about Wendy Leeoe have
o n voters? We'll never know for sure.
What I do know is that dirty politics
must stop, and what better place to
begin that right here in our community.
Guidelines and laws should be
developed with serious consequences
for the perpetrators of false
information. Otherwise. the status quo
will continue. Voters will be misled by
unscrupulous people who have little
respect for the integrity of campaigning
or our voting system. and candidates
who fought fairly will be at a
disadvantage and likely lose a race that
they might have, maybe even should
have, won.

John graduated with a degree
in landscape arch1tecrure, a field
he soon found he enjoyed more
as a hobby than a career, and
came back to Laguna. In 1988,
he opened the original Cafe
Zlnc. inspired by his favorite
Berkeley hangout, Cafe Fanny.

ris. a senior forward, added 14 points,
as the Anteaters controlled the paint.

second half and led the Anteaters on
a 15-2 run. He scored I 0 of the 15
poinLS and capped the spurt with a

"I was happy with the defen-
sjve effort, we were solid (in the

hard and I'm very proud of
