restaurant is set to welcome a new tenan1,

taurant called Fugu was prepared to leru.e

fer dining, danang and cocktails until 2

Unlike other nightclub proposed for
the downtown area. Fugu did not have w

ment aspects and hours of operation.

year's Christmas Boat Parade
will be one with a big mission.
Rapture, a 150-foot custom
educational vessel, will declc its decks
with holiday cheer for the second year to
take part in the holiday boa1 parade.
Mos1 of the year, the boal is all
business. Its job Is to take student groups
on marine-education expeditions to
Catalina, Hawaii and elsewhere.
II has been a vision of mine since J
was in seventh gr.1de to provide a
ship-based operation for students to go
out and do field studies and be able to
immerse themselves in the marine
environment that I was fortunate
enough to be immersed in, • said Scott
McOung, founder of the not-for-profit
Rapture Marine Expeditions.
A native of Laguna Beach and Newpon

get decorating.
The primary consideration
in deconting ls that the
skipper can still see without
bright lights or decorations
lmpedlng the view. On parade
n.lgbta, there will be hundreds
of boats on the water
performing lmpromptu
close-quarter maneuvering,
and most boaters do not
cruise at nighttime. Also, the
parade route will lead some
boaters to unfamiliar areas of
the harbor and there will be
effects from the tidal currents.
The skipper's diminished
view combined with the
dJstraction of on-board guests
causes a high percentage of
near misses during the
parade.
Prudent seamanship
dictates that, should the
skipper's view be restricted,
then someone should be
posted as a lookout in those
blind areas. When I am in
command of a yacht. I will
have crew posted to be my
eyes and ears.
First and Coremost, you
must remembef to keep the
safety of your guests a priority
when decorating the boat.
Every year. I do notice some
very hazardously decorated
boats. I, personally, have been
zapped by touching metal
railings that have grounded a
~ extension cord.
You will notice that the more
seasoned boaters will enl\ance
their navigational lights by
using red bulbs by the pon
light and green Ugbt bulbs by
the starboard light
On a technlcal note, most
people do not know that
unless you are actually
participating In a sanctioned
parade. it Is not proper to
display any external ligbt.s,
such as Ouistmas lights, tha1
distract from the navigational
lights. The Harbor Patrol and
the Coast Guard are using
their discretion in enforcing
this regulation during
December, so tru1se safely
and do not install any
exuaneous Ugbts. especially
spotllgbts that shine Into
another skipper's eyes.
On another note, boaters
should be concerned that the
Environmental Protection
Agency bas proposed to the
Federal Registry ·eontrol of
Emissions f'rom Spark-Ignition
Marine Vessels and Highway
Motorcycles (67 Fed. Reg.157.
Aug. 14, 2002)."
The EPA's regulation will
require pressurtzing gasoline
fuel tanks to reduce emission
vapors on boats beginning in
2008. However, the U.S. Cout
Guard, the American Boat &
Yacht Council and the
National Marine
Manufacturers Assn. are all
againsl pressurlzl.ng fuel tanks
because of the danger to
boaters.
I do not want gasoline
vapors venting inside my
engine compartment from a
pressure relief valve, nor do I
like having the fuel lines and
fi1tings constantly UJ)der
pressure, so that they could
spray out.

The survey, released Wednes-
day, Is a collaborative effort of
the Public Policy Institute of
Ccttfomia and the School of So-
l cial Ecology at UC Irvine. It
analyzes Orange County be-
cause it is the second most ,.

The goal of the survey Is to
educate policymakers by pro·
vidlng current, objective infor·
matlon about policy prefer·
ences and economic, social and
political trenda.
Orange County hu about
2.9-million residents. nearly
half of whom are Latinos and
Asians. The gap between Lad·
nos and whites ts greatest ln Is-
sues such as job security, per-
sonal and household finances,
and home and community,
with Latinos more concerned
about most of these issues.
One of the most startling dif-
ferences turned up when sur-
vey participants were asked to
descdbe themselves as haves or
haves-nots. About 75% of
whftea say they are havet, com·
pared to only 3K of Latinoa.

They purposefully disregarded the

Monahan garnered more than 9,000
votes to be reelected, was vice
mayor and is the most
mowtedgeable of the council
members -the only one that has
common sense when it comes to
the people of Costa Mesa

Costa Mesa needs to be
consistent in its laws
In response to your question,
•What issues should Costa Mesa's
new leaders tackle first?"
The city council should address
the issue of discretionary
enforcement of its own municipal
code. How many of us have heard
council members lament the need
for new municipal code when they
know that ~ere already exists
applicable code.
What they are really saying is
that they choose to ignore or
disguise the existing code.
Witness the following: Costa
Mesa needs a gang ordinance.
Nope, got one, and a state law.
Or how about "We need a code
that deals with vagrancy,
solic;itadon, loitering and
contractors approaching day
laborers." Nope, already had one of
those, too, but they have rewritten
the existing code, making it all but
impossible to enforce any aspect of
the previous code.
One of the all-time great
"nonenforcement• efforts can be
found in the RV parking code. It
has always been a viola don of city
ordinance to park any vehlcle more
than 72 hours; now we have
extended parking by permit for RVs
. And although this calls for
"adjacent• parking, the city now
pretends that this means anywhere
in the city.
It can't go unnoticed that many
residents constantly complain
about the abundance of broken
shopping carts littering our lawns
and sidewalks, only to be told at
council meetings that nothing can

municipal code addressing this
item and giving the council, code
enforcement, public safety and
even private contractors the ability
to deal with these violations. Does
it sound like we need a law to
address "shopping carts,. or that
council is powerless to act?
My personal favorite
"nonenforcement" has to be the
infamous flea market controversy,
where City Council pretended to
struggle with Orange Coast
College's violation of it.s permit.
Does the council really believe that
code enforcement has not been
advised of this violation for the lut
20 years? I doubt it, but noW'We
will be forced to listen once again
to the cries of "we are helpless" or
"we need a new law," at which
time OCC will be granted som e
lcind of waiver, exemption or
dispensation.
Why don't our elected officials
review existing code? Simple: They
don't want to act.

Voters will soon see the inJdal impact
of Measure C At Orange Coast College,
we will proceed immediately with
plans to build a new library/learning
resource center to replace the old one,
which was deemed unsafe due to
seismic concerns. At Golden West
College, we will implement our plans
for a new student center; and, at
Coastline Community College, our first
priority will be a new educational
center in the city of Westminster.

completed during the next several

Adams said Thawley injured her
knee and he will learn more of the
severity today, while Callaway's
injury was a deep thigh bruise and
she should be able to rest it, as the
Anteaters return to action Dec. 17 at
Birmingham Southern.
