NEWPORT BEACH -The city should
get an answer by the end of the year on
whether the Federal Aviation Ad.minis·
tration will support the modified John
Wayne Settlement Agreement exten·
sion. But administration officials are
hush on what their answer will be.
-1 don't have a specific date we expect
to respond, but it will be in the very
near term, probably before the end of
the year," said Paul Turk. a spokesman
for the administration.
Mayor Steve Bromberg said Tuesday
that he bas seen a draft of the letter the
administration is preparing Lo send Lo
Newport Beach and believes it will be
great news for Newport Beach.
City leaders are hoping Lo "receive a
letter saying that administration be·
lieves the proposed settlement agree·
ment extension is consistent with fed-
eraJ law. Local officials say that's the
next-best thing to a guarantee that the
agency won't sue to overturn flight and
passenger caps at the airport.
On Tuesday, the City Council and the
Orange County Board of Supervisors
both voted unanimously to raise caps at
the airport as a trade off for airlines' ap·
proval. Representatives of the Air Trans·
port Assn., which represents the air-
lines, gave verbal assurances last week
to county officials that the airlines

College swap meet. which they have vowed
not to endorse until a technical parking
proposal is presented.

Her council colleagues echoed her senll·
ment, saying it was traffic congesuon that
spurred the closure of a Saturday swap
meet and that no meticulous traffic models
were being offered to convmce city leaders
to return the venue to full weekend opera-
tion.
Swap meet vendors have been running a
Sunday-only swap meet for almost eight
mon~. since college officials agreed to
scale back its operations because of traffic
problems on Fairview Road.
In that time. city and college officials
have worked together, a private consultant
was hired. options were proposed to the
Planning Commission and a new ~
meet was approved with an average of 260
vendors per day.
Then, an eleventh-hour appeal by resi-
dent Paul Wtlbur brought the swap meet
under the intense scrutiny of the City
Council and prompted more questions and
aitidsm.
That scrutiny c:ondnued during Mon-
day's COWldl study ses.1ion of the swap
meet.
C.owan expresaed concern about the ool·

plans on paper but has yet to see any actual

rail line under Costa Mesa when they likely
won't benefit, councilwoman warns.

political battle over plans for a

The campaign for a Centerline
light rail system may require a
hard-line stance from city lead-
ers to ensure the city's best inter-
est, Councilwoman Ubby Cowan
said while updating her council
colleagues on the project's prog-
ress du.ing a Oty Council study
sess.ion on Monday.
Cowan. who has wortc.ed dill·
gendy over the past year to
launch a JJght rail system that
would link Costa Mesa with Santa
Ana and lrvine, said city business
owners support examining the
option to put portions or the rail
system underground and that
city leadets must convince their
counterparts in other cities of the
benefits of at least studying it
"lf indeed Centerline ls going
to be successful and be built,
they cannot build It without
Costa Mesa." Cowan said. "And
it is essential that we have the
undergrounding studied in the
preliminary stage.·
The cost to study that prefer-
ence would be shared by all
three cities. though arguably, the
project would onJy benefit Costa
Mesa. 1bat imbalance will deter
endorsement& from other city
leaders, she warned said.
"ThJs will bet(ome a political
battle," she added
The road toward a light rail
system serving Orange County
has been fraught with political
potholes. The project was once
envisioned as a grandiose, 28·
mile system that would link the
county from north to south, but
the plan was shelved after much
opposition.
During her tenure as mayor in
2001, Cowan reignited Centerline
discussions and spaded the in-
terests of the Santa Ana and lr·
vine mayors -the latter of
whom is Cowan's indirect boss.

The three city .leaders
prompted renewed interest in
the project from Orange County
'Jransportatioo Authority offi-
cials. Plans for an 18-mile Cen-
terline were back on track. Politi-
cal opposition abounded in
lrvine from residents who op-
posed a rail running through the
heart of the city, and plans were
again rewodced.
Laaders finally compromised
on an 11 -mile system from the
Santa Ana transportation center,
through the South Coast Metro
ponion of Costa Mesa. to John
Wayne Airport and finally ending
at UC Irvine. Cost estimates of
this latest proposal are about
$1.3 billion, officials said.

probably get several answers.
Many will say John Wayne
Airpon expansion, many
others will say traffic. and
many, many more Will say the ·
water quality of the local
beaches and bays that are such
an integral part of Newport's
charm and lifeblood.
To that end, we are
heartened to hear of reports
that show the water quality in
and around the Dunes resort
on the Upper Newport Bay has
improved over the last few
years.
The Dunes, which has been
sold by the longtime owners
the Evans and Quinn families,
is a longtime Newport
institudon.Aswnmertinle
destination for many local
families, it offers the only
campgroun~ in the city of
Newport Beach.
But it has also had its share
of problems with water quality.
County health officials have
revealed tests that show the
Back Bay waters that lap
against the shores of the
Dunes resort aren't the most
inviting for swimmers and
contain bacteria and
pollutants from estuary
wildlife, runoff and other
urban sources.
The pattern of water
clrculation bas also posed a
problem, health ofllclals
contend. So bad was the water
quality that it made the list of
the Heal the Bay's worst
Southern California beaches
report in 2001.
NoW, however, use of tidal
circulation, and efforts by
environmentalists to clamp
down on urban runoff and big
polluters upstream along the
watershed basin, have
contributed to marked
improvements in water quality,
and the Dunes is no longer on
that notorious list. The resort
is experiencing much fewer
beach postinp for hazan:ious
water in fewer areas,_ according
to recent surveys.
City officials also took other
measures to improve water
quality, dosing off a stonn
drain that emptied in the
water near the Dunes,
diverting the runoff into sewer
pipes instead of beaches.
City officials should be
commended for working hard
to address the water quality
issues, and so should local
residents, who have made it
dear that thls is a matter of
priority.
We couldn't agree more.

I read with great interest the article
about the new restaurant to take the

daughter had her wedding reception at
Balboa PavWon six and a half years ago. It
was a gorgeous, beautiful view, beautiful
venue; however, the main problems we
confronted were the paddng problem and
also the lack of facilities for the disabled.
Several of our guests bad difficulty wtth
no elevators for the ballroom.. I hope they
address these problems. I wish them good
luck; it's a beautiful location.

We are culturally and economically
diverse, and should be proud of Jt. Yet,
we are still governed by just five elected
council members who may -or may

citizenry on important issues.
Was the recent election of Mayor
Karen Robinson a coup? Did a majority
of the council engage ln collusion (and
possible Brown Act violations) to elect
her rather than Gary Monahanf We may
never kn~. But what we do know is
that the most experienced and qualified
council member-and the one who
garnered the most votes by far -isn't
mayor. Specja1 interesu could, and very
possibly have, sta.cked the dais. The
three votes it takes to carry a motion
used to look formidable to me. Now it

we seek to increase the councU from
five members to seven, or maybe even

burgundy blazers opened the

sealed in Segerstrom Hall and
partake in a private concert
delivered by singer/songwriter
Kenny l.nglns and his band.
Loggins began his career with
rormer partner Jim Melldna and
rocketed to fame in the early
1970s with hits that included
"Love Song" and "Your Momma
Don't Dance.· Loggins struck out
on his own in 1976, recording
such songs as "Footloose:
"Whenever I Call You Friend."
and ·Heart To Heart.·
Loggins and his band rocked
Segerstrom Hall with these and
other songs familiar to most of
the audience. By the end oft.he
very personal
hour-and-a-quarter concert.
Loggins had many or the patrons
dancing in their seats.

teenager watching performers
Like Loggins and wondering how
the whole pop rock genre would
evolve in 30 or 40 years.
The 40 years has passed.
Loggins and the rest or us are
pushing middle age and. as
wonderful as the energy or his
concert was, it was quite odd
given the occasion and the attire
of the aowd. Many people just
did not know how to respond to
the performance.
However, in good spirit and in
support of the Center. everyone
joined in the fun and rallied with
the Loggins concert as it
crescendoed to higher levels of
musical excitement
This is an observation only
about the confiicting values.
ideals and lifestyles or our
aociety. It ls in no way a criddsm
of either Loggins or the
Candlelight Concert. (or ft was
an evening of fun. frolic and
fabulous rood. Only. a simple
upgrade or wardrobe by the &tar
would have set a more
appropriate tone.

Fi~ding hope during the darkest days
· • At the darkest time of the year, we
celebrate the Feast of Ugh ts and the
Ou:istmas star, signs of the Spirit of God
blowing on the coal of the human soul to
entlame the passions of hope and freedom.
In Isaiah 11 : 1-10, the prophet gives the
people of God a curious sign of hope and
witness to their freedom in God at the very
time when the tree of Uf e that was the
Northern Kingdom was felled by the
Assytians: "There shall come forth a shoot
from the stump of Jesse." This image of hope
was Ufted up when all they saw was the
despoiled remains of a once lively and lovely
homeland.
Christians can be too quick to claim this
image in the spirit of victory and fail to
recognize and accept their own darkness of
despair and def eat which this prophet
addresses in us, and for our time.
Our freedom through faith is in the
awareness that God is at work in everything,
whether we notice it or not, whether we
beUeve it or not. When we do not notice and
do not act with God, even in defeat, we lose
our freedom and we become hopeless. For
the prophet, hope is an act of a new creation,
one that does not reject the old, but uses the
old to nurture and provide substance for the
new. Hope is no passive thing; it is a
response to what we see God is willing to do
with us to bring about His purposes.
To hope means to be ready at every
moment for that which is not yet born, and
not yet become desperate if there is no birth
in our lifetime. There is no sense in hoping
for that which already exists or for that
which cannot be. Those whose hope is weak
settle for comfort or for violence. Those
whose hope is strong see and cherish all
signs of new Ufe and are ready every moment
to help the birth of that which is ready to be
born.
From Isaiah, we hear that Ufe can begin
again, at the very moment we can't imagine
it to be true. W~ may find ourselves standing
beside the bed of a loved one who is told her
or she Is '"terminal," or standing in the
wreckage of a marriage or relationship we
just knew could never end, or standing at the
graveside of someone we knew just couldn't
die. That is the moment we need to hear,
"Llfe can begin again." We don't believe it
then, but we need to hear it over and over.
At the darkest time of the year, we are
reminded to be on the lookout for signs of
hope that may be too small for the hopeless
to see. The woman and the man who hope
are free to act, to assist God in what he is
doing in their midst.
The Christian story of hope begins with a
man and a young woman who are asked to
give up what they thought they wanted from
Uf e and to give themselves to what God was
doing in and through them.

A time of year for reflection and thanks
Christmas is the "Time of our Lives" as the people of God. With Advent and Christmas this
month, it's a good time to reflect on what God has brought into our lives.
December at Presbyterian Church of the Covenant is very busy. lbroughout the month,
we will address the idea of how God decorates our lives with his own life this Christmas.
E>uring the 10 a.m. service on Sunday, Dec. 15, Pastor Tim McCalmont's sermon will bring
us the message, "The View From the On-Deck Circle," an examination of our full dimensional
future and our redeemed past. During the I 0 a.m . service on Sunday, Dec. 22, we present
Nativity on the Square. Performed by the Hollywood Actors Co-Op, the humorous story
offers characters searching for their identity. Only through the ramblings of a bag lady does
the mystery begin to unfold. Our Starlight Evening Celebration also takes places on
December 22. You are invited to join an upbeat worship experience as we study God's word
together. The celebration begins at 6:30 p.m. at the church . The traditional Candlelight
Christmas Eve Service will begin at 8 p.m. Join us as we gather for communion and focus on
what gifts we can bring to God and the real mission of Christ.
