On the contrary, newly appointed
Commodore Ray Kovacs has been a
familiar face at the club for 19 years and on
01e water since he was just 8 years old.

very discriminating members," said
Kovacs, who has served on the club's board
of direct~ for five years.
Now as commodore, Kovacs is charged
with helping to steer the club into its next
century of service. He will help beef up its
junior Sa.O.ing program, which teaches
young people the disciplines of sailing

Let's start with ~ryone
striving to boat smartly by
using prudent seamansrup
and being extra courteous by
remembering boaters'
etiquette, especially in those
dose-quarter situations.
How about following the
directions from the parade
control boats, ancl using the
inland rules of navigation.
The parade officials will be
monitoring VHF marine
band working channel 68;
and you can contact parade
control on 68 for any
questions.
For all emergencies, only
use channel 16, not 68, to
bail Newport KDG (Newport
Harbor Patrol). Unless
actually in the parade, you
should monitor channel 16
so that other boaters can
contact you, and all the
coJDJDeJ'dal vessels will be
monitoring channel 16 as
Rquiled by the U.S. Coast
Guard.
Do not hesitate to bail a
~vessel to let the
skipper know you are
paasiog dose on, for
example, the starboard side
or you me not certain of the
larger vesael's intentions.
Becau..e whether it is a
recreational or commercial
vessel, the .larger the vessel,
the less maneuverability and
the less visibility for the
skippeL
You cannot interfere with
the parade to leave your slip

leave the dock, review a copy
of the parade map and
estimated time schedule.

someone who will help me
with the lines and fenders
and can assist shoul<l a
situation arise on board.
Find out who in your
group has any boating
knowledge or can keep a
level head in a crisis. That
someone must be able to
understand your requests
(orders) and follow through.
but do not confuse your
. helper by using only nautical
' nomenclature.
Once underway. always
follow the ftow of traffic,
keeping your staiboard side
nearest to shore and passing
oncoming vessels port to
port. Who are the idiots who
always cruJse up the wrong
side of the channel, causing
chaos as boats ue shifting
out of the way'l Do they drive
northbound on the freeway
in the southbound lanest ·
ltavel alowty. There Is no

many times in my columns,
but as a remindm; be War/

boat will affect all the boats
around you.
Therefore, before you tum
your boat. look behind you
to see if it is clear of any
vessel abaft your stem. Also,
do not stop in the middle of
the parade or a channel
unless, of course. for safety
re~ns.
You will notice that most
of the larger boats will cruise
mid-channel at slow speeds.
Pf ease give these~ a
little room. At a slow speed.
the wind and current will
have a noticeable effect
upon these vessels that will
take time to COWlteract.
Obeene the wind and
cunent (tide Changes) to
calculate ~ e«ects that a
larger vessel may be
experiencing. This will help
you control your own boat
and lcnow what the other
skipper ls planning.

the residents of Costa Mesa. now have
facing us. This duo Is truly Costa Mesa's
version of "The Odd Couple."
On the one band. we have Mayor
Robinson, a well-educated, highly
successful lawyer and judge pro tern whose
biography on the city Web site is Jong and
illustrious. She is an unexpectedly
politically savvy young woman who
appears to have a bright future -barring
any major gaffes while in 6ffice. The next
few weeks will show us if she bas what it
takes to control the council meetings -to
keep them from degenerating into
undisciplined gab-fests -and to provide
the leadership necessary for this council to
actually make decisions on Issues facing
them.
Her sidekick Chris Slee~ on the other
hand, is a politically inept throwback. so
out of tune with the times that he
apparently saw nothing wrong with his
clumsy, sexist attempt at a testimonial tor
outgoing Mayor Linda Dixon. His
biography on the Web site continues to be.
appropriately, a blank page.
After reading Dodero's column, I went to
the Internet to review the Brown Act
myself. Based on my review of the text. it
does, indeed. appear that Council
members Ubby Cowan, Robinson and Steel
may have violated the law. There certainly
seems to be enough fuu.iness to this
situation to warrant an assessment by the
district attorney's office. Although it didn't
seem possible, it looks as though Steel -
for the second consecutive election -may
have again •stepped in it" l have this
nagging feeling that be; along with bis two
compatriots, may be re-introduced to the
tenn "misdemeanQr" in the near future.

experience and leadership as mayor was
antldpated by so many of bis constituents

cargo will only grow

quote from the opening paragraph of a
letter from OQuglas IC. Blaul in the
Tuesday Daily Pilot "Mailbag."
As I read through the maze of Blaul's
letter, it occurs to me that the details in
this letter may not be exactly straight. It is
not obvious what his point is, but his
intent seems to be to show an
inconsistency ln the Newport Beach
posldon on the airport issue. I hope he
had the opportunity to read the ·
front-page article on this subject In the
same issue of the Pilot.
The city's pos ition that there will be a
constant increase in the demand for air
passengers and cargo ls consistent. Their
attempt to convert the military airport at
El Toro to a cMJian one ls quJte
understandable, since it would have
prevented the need to continually
increase the load at John Wayne.
The first Increase in John Wayne traffic
ls already here. When the John Wayne
tra.Olc reaches its muimum capacity,
future increases in demand will have to
be spread to other airports. lt's a simple

growth of population and industry in

Only someone with a callous disregard

zone at John Wayne Airport.
When the planned El Toro
International Airport opens, and its
30-mllllon annual passengers are served.
John Wayne Airport will drop to 5-milllon
annual passengers, which It should, to get
people out of the noise zone.
The beauty or opening El Toro, which
basically is ready to go, is that no longer
will housing developers control the
agenda. They've wasted enough taxpayer
money trying to build houses on toxic
waste sites and unexploded munitions.
They lost on Proposition 5 1 and Measure
B. Their Measure Wis a flimsy argument.
lt's time to tum on the lights and start the
Oights at El Toro.

In the olden days (1974),
when I ran for Newport
Beach City Council on a
platfonn or good libraries
and senior facilities. sound
planning for a good quality
or life, etc., my campaign
cost all of $2.500. as I recall
Our expenses were for
printing on cheap paper and
stamps for one mailer. No
sliclc shiny brochures. And
there was no repayment for
shoe leather used in walking
every precinct in the city and
appearing at candidates'
meetings run by the
nonpartisan League or
Women Voters, not the
chamber or commerce. We
pounded the pavement and
pounded the Oesh In
translating our platform into
meaningful areas of
concern.
Frankly. I was astounded
when l was phoned by an
identified Republican office
holder on behalf of one of
the candidates in my district.
What happened to
nonpartisanship as an
aspirant for City CounctJ?
I read that Dave Ellis is a

privilege with bis high fees,

auditor-controller in January

action lawsuit that included all
affected taxpayers between 1998
and 2002 would deprive the
county or $265 million througJl
refunds and reduce by $147 mil-
lion a year the tax base for school
districts, cilies and other ag~n
cies that rely on propeny taxes.

lose as much as $11 .5 million the
first year, thougJl officials said a

$4 million. ln subsequent years,
the district could lose nearly $6

Newpon Beach faces a short-

years. Costa Mesa would get off
the easiest. with an estimated

$780,000 in subsequent years.
