The local environmental group headed by Bob Caustin maintained that the develop- ment would harm native plants and anlmaJs and would raise issues such as tramc, police protection and water quality. Defend the Bay petitioned the court saying that the environ- mental study did not address any of those is- sues. Judge Robert Jameson ruled that die city did comply with the California Environmen- tal Quality Act by addressing all of the issues raised in the complaint and finding solutions to many of them, including traffic and polic- ing.
