tightening city rules on recorded campaign

two coWtciJ members on opposite sides of a

Councilman John Heffernan, who pro-

As consultant for the Airport Working
Group, Ellis' firm received about $458,000 of

Nestande were also paid six-figure sums
from the grant for their work.
Though the payment to Ellis' 6rm was le-
gal and within dty and grant guidelines.
Heffernan believes such payments shouJdn't
be.
He bas asked tbe city to consider drafting
conflict-of-interest rules that would forbid

Cooper, a 6·2, 215-powtd out•

in tackles with 83, including ~
solo scops. He intercepted one
pass, caused t.lµ'ee fumbles, de·

a punt out of the end zone for a
safety. He also stripped the ball
on a quarterback sack e.gainst
Calvary Chapel and retumed the

to accentuate one of CdM's best
d efensive performances of the
year.
The Georgetown-bound

Cooper also started at tight
end, catching four passes for 51
yards while bolstering the run-

Cooper's contributions were
even more impressive, consider·

soreness in a knee in wtaJch he
tore ligamentl during h1s junior

The Dream Tham offense also
includes Newport Harbor senior
quarterback Micha.el McDonald,
who completed 121 of 217 of his
