With expansion, Harper
Education Center's special
education program will be
among the state's leaders.

NEWPORT-MESA -l he di~tnct's pre-
school at the Harper Education Center is
gearing up for a major expansion and
change in itS instruction that will place it at
the vanguard of preschool education in the
state.
The site, which now serves about 60 spe-
cial education students. 1s preparing for an
onslaught of new ~tudents next year.
Thanks to a slate grant, the site will take on
240 mainstream preschoolers in early Feb-
ruary.
The addjtion will benefil both groups of
students. as the sjte will offer various in-
structional options including some
Hblended" classrooms. where special ed
students and thelr mainstream counter-
parts wiU be integrated.
The district is the fir;1 m the county and
one o f the firsl in the state to use the
blending approach. said Lorie Hoggard. di-
rector of early chHdhood education.
HThe children will be much better pre-
pared for kindergarten and the ~rience
that they'U have wilh their peers," Hoggard
said.
The State Preschool Grant, which the
district found out it qualified for in August.
provides funding for an extra 288 pre-
schoolers. In addition to the 240 at the
Harper Preschool. the grant will abo CO\ler
48 pTeSChoolers who are n~o FJ.

The Preschool Intervention Program for
special education students has been at the
Harper site for the past three years. Hog-
gard said. It serves students from age 3 un-
til kindergarten who have been diagnosed
with conditions such as speech delay and
autism
The three options the expanded pre--
school will provide are: some dasarooms
with only state preschool staff with a few
spedaJ educadon kids; some "blended"
classrooms with a scate preschool teacher
and a ~ education teachet' with 14
mainstream kids and up to six special edu-

Newport-Mesa's two assembtymen, John
Campbell and ~ Maddox. received their
committee assignments for the 2003-04
session last week. And there were no
surprises under the Democratically
controlled Capitol tree.
Maddox, it appears, will be the busier of
the two. He will serve on the Agriculture
Committee (possibly because those in
Sacramento are confused by his political
tag: R-Garden Grove), the Environmental
Safety and Toxic Materials Committee, the
Governmental Organization Committee
(which has a lot ol members, strangely
enough), the Util.ltidand Comme.rce
Committee (a hotbed laleJy, given the
energy aiais) and u vice chairman of the
Insurance Committee.
On that last committee, he'll be able to
order around his fellow Newport-Mesa
lawmaker. The Insurance Committee is
one of just two Campbell Is on; the other is
Utilities and Commerce. which gave him a
noteworthy platform from which to attack
Gov. Gray Davis' energy policies in the last
few years.

exciting.

I have had complaints from
local citizens who wondered
why their letters weren't run, and
I have no answers except lack of
space, poor timing or personal
attacks and such excessive
rhetoric that lt doesn't merit
print. But the overwhelming tide
of letteJS to the editor of the
Pilot are thoughtful. focused;
clear and well written. They may
be full of baloney. but that, of
course, is in the eye of the
beholder.
I have learned in the several
years I've been doing this gig
that it is almost impossible to
predict what subject matter that
will draw mall. I haw dealt with
what I considered provocative
subjects that landed with a dull
thud, and I have drawn
animated response with
seemingly pedestrian entries.

received came from a column in
which I defended 1V viewing.
And by far my biggest response
followed a request for
sugestions for a new name for
the column.
A number of letters come

through the Pilot. and I do not
do well about answering them.
My intentions are fine, but my
performance is lousy. 1 have a
considerable pUe of letters,
dating bade further than I care
to look. that I fuDy expect to
answer and quite probably won't

profusely and have no
reasonable excuse beyond
lethargy to offer.

Boat parade was
holiday highlight
T he boats are docked

The light.a are still up,
of course. And, by
most accounts, this year's
Newport Harbor Christmas
Boat Parade was a major

1b.ls year's cruise through
the harbor was the first with a
dual route: three nights
running aligbtly shorter. two
nights still on th( traditional
Udo Isle and tip of the harbor
course. After much debate and
endless consternation, it is
dear that the decision by
parade organizers to tweak the
tMmt for its 94th running was
the right one.
'Rs, some people are,
unfortunately, off the parade
route during the week. But for
the greater good of the boaters
involved. the businesses that
rely on the holiday draw and
the thousands and thousands
"of people who line the harbor
to watch the stream of lights
go by, trimming the route was
what had to be done.
Credit goes to those officials
with the Newpon Beach ·
Chamber of Commerce who
not only took the heat for what
many thought a Grinch-like
act, but who once again put on
a fantastic string of nights.
There really is nothing quite
like seeing hundreds of boats
toting millions of lights passing
by houses that are covered in
holiday decorations.
And that the weather
cooperated so nicely was
almost a Olrlsnnas miracle.
Thanks also are in order for
all the boaters who decorated
their vessels, a few almost
beyond belief, and the folks
who live along the water for
lighting up their homes for all
co enjoy. The time and energy
is much appreciated.
Newpon·Mesa may not have
traditional holiday weather.
But no snow, no problem. With
the boar parade reinvigorated
and as bright as ever, the
harbor is sure to remain a
holiday destination for years
and years to come.

publicizing the run slate of
forums -perhaps a box
appearing every Monday In the

election season showing the

John Wayne expansion
On Dec. 7, lhe Daily Pilot presented a
photo of a tanker truck carrying 8,000
gallons of jet fuel headed to John Wayne
Airport that was broadsided by an SUV
driven by a suspected drunk driver. The
collision caused the tanker to jack· knife
and spill 4,000 gallons of fuel. Fortunately,
there were no serious injuries.
A week later. the Pilot published an
article about the fading dream or El Toro.
Meg Waters, Allan Songstad and an
attorney for the El Turo Reuse Planning
Authority were quoted with very sanguine
views on the status of the airpon situation
in Orange County. i.e., El Toro is dead and
John Wayne will carry the entire load.
However, l recall that Waters spent a lot
of time and money early on in the airport
imbroglio by designing and distributing at
least 11 large posters purporting to show
the problems with an airport at El Toro.
One of them showed a picture, ln color,
exactly like the scene In the photo of the
previous article in the Pilot, an accident
that actually happened at John Wayne.
Waters intimated that the scene in the
poster occurred at El Toro so as to frighten
the residents of South County by
illustrating what would happen If an
airpon were operating at El Toro. The ·
picture was a lie, because no tanker trucks
would ever be required at El Toro since it
receives all of its fuel by pipeline from the
refinery.
Waters showed great concern for the
safety or South County residents. even
though there is no danger there from
tanker trucks. but she shows no concern
for the residents of Costa Mesa and
Newport Beach, where there is a real
danger. That danger will only increase as
the passenger load increases to
accommodate the burgeoning popuJation
of South County.
Waters also said the SQuth County and
Newport Beach sbould wort together. A
commendable statement, but one that
lgno~ the majority of Orange County.
The total population of Orange County la
~t 3 million; all of us paid state and
federal taxes to establish the airport at El
Thro and are now denied the use of it. The
aolution propoeed by South County to
mOYe the airport to the Inland Empire
sounds reasonable at ftrat glance, but

Schools deserve upgrades
before beach deserves sand
For the state to pay for upgrades on a
beach seems ludicrous to me when our
schools that were built ln the 1940s and
'50s have Urtle to no upgrades at all still.
It's just ludicrouc;. I can't believe we're
tailing about moving around sand when
those buildings that our children go to
school in are in such desperate need of
upgrading repair and, ln many cases.

between the bridges
Your story o n the Gisler/Garfield
bridge in the paper was somewhat
misleading ("Bridge notion widens gap
between cities," Monday). You indicated
that the action of the Fountain Valley
City Council is very similar to what the
Community of Redevelopment
CommJttee was aslcin.g. Specifically. that
both cities wanted to do feasibility
studies for the bridges. That's not true.
The staff report clearty stated that the
funding that Fountain Valley is
requestJng is for design and engineering
for a bridge. That's way beyond a
feasibility study: further that was the
City Council. it wasn't a self-appointed
committee that was voting to do this. So
there's a profound difference, and I don't
believe it's appropriate to make It seem
to be the same thing.

Lotus CoUection. with the earrings,
which Greer Wylder said, were "onJy"

I just wanted to say how much J
appreciated Tony Dodero's atticle
because I think It is so imponant that
people respect free speech and that we
do get coverage on both sides of the
issue ("From the Newsroom." Dec. 16).
On another note, I've personally had
issues with the anti-war movemenL
People have tom bumper stickers off my
car and I've received minor vandalism
because I have anti-war stickers on my
car. And then also. l have a human rights
club that I started at Estancia HJgb
School -I'm a teacher in Newport-Mesa
-and my human rights club is also
making anti-war messages and we've
hung those messages up around our
campus on Human Rights Day. Those
were tom down as well. So there is a
spirit of nationalism, I believe, that is
just th.is pro-war nationalism and it'• sort
of lik.e the spirit of censorship. So It wu
a good article, an important article,
about d..isagreetng; but don't leave the
debate.
When I read It. I found that two people
called in to say they were cancding their
subscription. WelJ. 1 don't subscribe to
the Los Angeles Times, Dally Pilot, but I
would like to because of Dodero's artide
and I wu happy to bear that somebody
was brave enough to cover the Issue.

battle in this version of the
novel. Many in the audience
won't mind, but true fans of the
book may wish for fewer killing
scene~ and more of the mystical
advenrure that is at the hean of
Tolkien's tale.
