So this week's decision to substan-
tially raise the salaries of the Coast
Community College Dislricl's highest-
paid employees has caused an uproar
with students and som e faculty.
~The tlming is pretty insensitive,• said
Madeline Levy, student trustee for the
district's board. ·1The raises) won't push
more students out of classes, but we
could have added more than we have
now.·

fendants in a high-profile rape
case after he was detained

boy at his high school Monday in connec-
don with the high-tech hacldng of Its com-
puters to change grades.
A 17-year-old Junior was taken lnto cus·
tody at 11 :30 a.m. Monday at Corona del
Mar High School, Newport Beach Police
Sgt. Steve Shulman said. 1be boy was later
released into his perent~· custody.

"It's root-bound," he observed.

separate Ule plant's roars in
preparation for its new home.
Joel Roman, too. seemed to have a
green lhwnb. everything in his
garden grew well. but he didn't have
any special secret.

"lle's going to be missed by a
whole lot of people, but he's in a
better place now."

part of the reason.

should have got more candi·
dates,· Renley said. "We're the
fourth largest community col·
lege district in the state and
about seventh in the country
and we had only 21 applicants.
Several of them had presidency
(on their resumes) but others
did not."
After Wednesday's vote, trust·
ee Paul Berger said that the In·
creased salaries were still not
competitive with those in other
districts.
According to the district's sur·
vey. Rancho Santiago Commu·
nily ColJege District in inland
Orange County topped the list
for chancellors' salaries with a
total compensatlon of $220,167.

will likely not see the raises

THE PRICE OF EDUCATION
ln Newport-Mesa Unified
School District, SupL Rob Barbot
earns a base salary of $189,754.
He earns an extra 4% for his doc·
1ora1e degree and annual merit·
based increases of 8% plus $750
a month for mileage.
Assistant superintenden ts in
Newport·Mesa earn between
$108,501 and $132,008 a year,
plus 4% doctoral stipend and
merit raises and $500 for mile·
age.
According to University of
California documents, Ralph
Cicerone, chancellor for UC Ir-
vine, earns $280,000 a year. He
also gets use of the campus
chancellor's house, a car. a
$30,600 administrative fund and
$84,900 annually for house
maintenance, including utilities
and phone bill.
UC San Diego's new chancel·
lor, Marye Anne Pox. has a base
salary of $350,000. up from the
previous chancellor's salary of
$281,000, according 10 UC
spokesman Trey Davis.
A 2003 survey ln the Oironicle
of Higher Education of salaries
for u11iversity presidents put the
University of PennsylvanJa ac the
top with $580.357.
The raises at Coast will not
mean that more classes will be
Lalten away from students, Ren·
ley saJd. But it does mean fewer
new ones could be added.
Some of the money for the
raises will come from retire·
ments in administrative posi·
tions that will not be filled. Gov.
Arnold SchwaJ7.enegger. how·
ever, is expecting community
colleges to pick up the slack
from reduced freshman emoll·

Community College District chancellor and nearly 12%
for vice chancellors and college presidents, which
comes two weeks after the district announced cut
backs for the summer because of budget constraints.

only be termed a blow to

question shouldn't be whether they

raises for some of the employees. It
doesn't make sense because if the
school can't afford to buy a simple
scanner for the computtr labs then
why are they boosting up other

losing out on credits, among other
things. I think It's ridicuJous. It
shouldn't have been done.

years of single motherhood.
The ftrst and most deserving of
respect Is my pubijdty-shunnlng
ex-husband, Laura's Dad (He will just
hate this.I) Dave has been a 50%
·physical-custody parent for the 15
years of our divorce. Since we lived
three blocks from each other. we had
It easier than some co-parents. He
attended all school functions with us;
we sat as a family. There was no
pointJeas sniping and we both
worked hard to keep our daughter as
the focus, instead of dwelling on
nepdves.
I still remember my first single
Molher's Day, when he sent me a card
saying. "You're a good Mom.· He was
her soccer coach for years and helped
her pursue school projects and all her
personal goals in an enthusiasdc, if
lea dramatic manner than I did My
daughter once observed. ·r got the
best of you and Dad; for example. I
got Dad's calmness.•

Weekends bring a slower pace to

soccer games replace the frenetic

cleaners, pic.k up a Starbucks drink
and make a run to the hardware
store.
My dudes completed, my final
destination Is the local Mariners
Branch Ubrary and finding the
latest bestseller or book on tape.
Only this morning when I dropped
in at the library, Andy's familiar.
friendly and smillng face wasn't
there.
Andy is Andrea Lingle, one of the
loc.al librarians who has supponed
our local library in Newport Beach.
She red.red on Aprll 29. She always
had a friendly word for people. a
comment on the latest book. or
news about the goin&' on in the
Mariner's area -or as she and I
liked to do, have a friendly
disagreement about a local Issue.

I was going to write to extend
my thanks to Maxine Cohen for
her CornmunJty Commentary on
the improper (read rude) use of
cell phones ("Can you hear me
now?" April 16). I thought her
comments were right on.
Isn't It Interesting that two
·heaJth professionals" also wrote
to say that Cohen's comments
were somewhat "heavy handed"
related to rude cell phone use
("Forum columnist misses the
mark· May 5). They went on to
point out that Cohen should have
been more tolerant, and these
folks really needed more
"understanding."
Well, I'd like to point out lhat
there Is no place for loud,
obnoxious cell phone
conversations, particularly when
the talker is oblivious of those
around hJm or her. People need
to know that cell phone use is
fine, when they're not within
earshot of anyone.
I say bravo to Cohen for
perhaps helping to save you and
me from this upsetting and
boring behavior.

makes a big difference
The Tuesday editJon of tl1e
Daily Pilot indicated that the City
Council passed ;ut ordinance
reflecting extensive new
restrictions on fireworks in Costa
Mesa, but that's not precisely
true. The most substantive
change$ are contained in a new
council policy. These include
restrictions on the number of
firewotb 1tands and a ban on the
Items known as "spinners."
But why should we care? Policy?
Ordinance? It's all the same, right?
Wrong.
By state law, an ordinance can
only be adopted after two public
hearinp. A public notice must be
published ln the newspaper at
least 10 days before the first
hearing. and the final ordinance
must be published in the
newspaper afterwa{d. Except in
specific emergencies, an
ordinance doesn't talte effect until
at least 30 days after adoption. An
ordinance can be challenged
through referendum by the
voters. Violation of an ordinance
can result In fines and jail.
By contrast, all that's required to
enact a council policy is to place it
on a posted council agenda three
days before a council meeting. In
fact. if lhe council votes by a four
fifths majority to move ahead, a
policy can be passed without even
that rninlmaJ advance warning.
No speclaJ notice or formal public
hearing Is required. Otanges to
council policies can be buried In
the consent calendar. There's no
mandatory waiting period for a
policy to take effect. and council
policies can't be challenged
through a referendum by the
voters.
In the past, Costa Mesa council
polJcles have primarily addressed
matters such as use or the city
seal, naming city parks, and other
mlnor or procedural types of
lssues. CounclJ policies can easily
be waived or ignored, such as the
policy calling for council
meetings to be adjourned by
midnight -a policy breached
more often than not in the early
1990s. One can violate a policy
without serious consequence.
One would cena.inlj never go to
jail.
Staffers say that plwlldng a
reference to council policy In the
actual code gives the policy the
force of law. However, this is

that the council adopt the new
restrlctJons as a policy instead of
an ordinance? According to the
staff report, a policy was
recommended lnstead of an
ordinance •for ease of
modification.• At Monday night's
meeting. the city attorney stated
that a policy was preferable
because it would be "more
convenJent" to change it in the
future.
Well, sure. Including us
members of the public can get
real inconvenient sometimes.
This Isn't the first time they've
tried to do this. Just a few weeks
ago, the council considered
adopting regulations pertaining
to sports field banners in an
"adm1nJstrative regulation.· a
similar strategy.
lf this trend continues, pretty
soon we can have a one· page
municlpaJ code that does nothjng
but reference council policies and
administrative regulations. New
frontiers in government
streamlining. Looks lllce they're
ready to streamlin e the public
right out of the process.
Our council majority seems to
think that's a pretty good Idea.
Well, I don't, and neither should
you. Let's not allow our City
Council to move on this course
toward short-circuiting the public
participation process.

Lohrman, who had been hit by a pitch,
took off from first on the pitch. She slid
safely into the plate wen ahead of the
throw.
After the CdM celebration, Van Hlel
talked about the way she felt when the
ball came off her bat Her description of
the game-winning RBI double also de-
scribes the Sea Kin8S' positioning for the
OF Southern Secdon Division IV play-
offs.
"It just hit right in the sweet spot," Van
Hlel said.
The Sea Kings also moved into a sweet
spot In the PCL standings. They are now
tied for third place with Ca!vary Olapel

CdM (14-8, 4-5 in league) faces Uni-
versity Wednesday, when the Eagles (4-5
in league) take on Laguna Beach. The
Sea Klng:s and Calvary O\llpel are ex-
pected to win. which would set up a tie·
breaker game that will decide the
league's final guaranteed OF playoff
berth. The game would be played Thurs·
day or Friday at an alternate site.
Last year, the same scenario played
out In that tie-breaker, Corona del Mar
"defeated Calvary Olapel, 8-7. Meaghan
Bunney scored the game-winning run In
the bottom of the sevmth and the Sea
Kings advanced to the OP Division IV
playoffs.
This season, the Sea Kings are hoping
for the same type of heroics. They dis·
played similar detennination Monday,
when Van Hlel, Lobnnan and several
more Corona del Mar players stepped
up when the Sea Klngs needed them
most.
Michelle Tulfa, the Sea Kings fresh ·
man pitcher, was dynamic in her shut-
out performance. She struck out six.
walked just one and scatte~ five hits in
the complete-game effort She al.so had
five assists as she gloved ground balls
and threw to Andrea Dort at first.
It was the seventh shutout in the last
lO games for CdM, including three by
Tolfa
"They had great heart and desire."
CdM Coach Nichole Thompson said of
her players. "They played well and really
wanted it. There were great plays all
around ey our defense."
Lohrman. the center flelder, ~L<ited
on a great defensive play In the seventh.
With rwo out'J, Calvary's Kalle McCul·
lough sent the ball to the gap In right
center and Ouistine Hickey, who
reached on a single, attempted to score
from first base. But, Lohnnan quickly
scooped the ball and threw to the cut·
off, Dort who then fired to catcher Sarah
Stem.
Hickey slid right into Stern, who was
blocking the plate, and the CdM catcher
held on for the out.
•That was great." Thompson said. "I
was happy Andrea got to her po ition,
right where she was supposed to be.
That was great execution."
The Eagles had runners on second
and third with one out in the 11th. How·
ever, third baseman Lauren Gega came
up big for the Sea Kin~ First, she
caught a foul pop just before crashing

bench. Then. she calmly collected a
groWld ball and sent It over to Dort for
the out to end the lnning.
CdM shortstop Jaclde Manning got

A surprising loss in the regular·season

High boys tennis team anything but a
perfect record. The defending CIF
Southern Section Division I champion
Sea Kings will open this year's Division I
playoffs as the ~o. I seed. it was an·
nounced Monday.
Joining CdM in the termis playoffs are
Sage Hill School, the No. 3 seed ln Divi·
slon V. as well as Newport Harbor and
Estancia, in Division I and Division V. re-
specdvely.
All but CdM will open May 18. The Sea
Kings received a first-round bye and will
not play until the second round May 20.
Coach Tun Mang's Sea King9 (19-1),
were stunned by Northwood, 10-8, in the
league finale Thursday.
CdM has won 10 section titles, Includ-
ing three since 1999.
CdM will play host to either Dos Pueb-
los or Thousand Oaks ln the second
